2 INTRODUCTION The current state of technology and project management programs characterized by their further development and application in various fields. This also applies to the field of information technologies, that is intensive developing and makes a significant influence on all business segments. Expanding the range of tasks to create modern information systems, increasing their complexity, ambiguity and increased turbulence in external environment, large volumes of information, require new technical solutions to ensure effective integration of heterogeneous information resources, determined by a number of requirements. Among these tools can be distributional information systems (DIS), which are now actively used to solve these problems and appear to be a universal approach for various areas of activity. 2

3 FORMULATION OF THE PROBLEM The features of managing the development processes of DIS show the emergence of distributed IT projects, including projects for the creation and development of distributed information systems. In modern conditions, this involves solving a large number of fairly complex tasks. Such tasks are determined by the complexity of the project itself and a large number of complex intersecting impacts and interactions, both within the project and outside it (the project environment). At the same time, such projects and the environment are in a state of constant change and, as a result, mutual transformation. Constant turbulences of the project environment lead to frequent changes that affect the change of project management methodologies, the search for special resources, the change in the schedule for the implementation of projects, etc. The solution of these problems can be found in the application of project anticipative approach to management of processes. 3

12 Optimization criteria Considering the multiobjective optimization problem, it should be noted that it belongs to the class of semistructured. Hence, it can be solved using methods of artificial intelligence using knowledge bases developed by the authors of adaptive systems, neural networks, etc. 12
