5 2016 CEAP Survey Process The 2015 NRI- CEAP Survey will be broken into two phases: Screening Phase- NOW-October Completed by enumerators on ipad using a web-based application designed by IA State (CSSM). Determines whether a point is in or out of scope. Data Collection Phase (Operator Questionnaire) late October - February Collecting point information to include but not limited to: cropping history; fertilizer, manure and pesticide applications; and field operations. All interviews (field enumerators only) There will be a sub-sampling period after screening which we eliminate all duplicate operators. HQ will provided final sample to all RFOs in October

6 How is CEAP 2016 different than CEAP 2015? You have the Phase II questionnaire now! Can I complete Phase II with the farmer now? YES, BUT.matches, field work not yet completed Identified some matches already What are these little business cards in my CEAP packets? Draw on the map/paper screening forms for Phase I are available, BUT must be in I-Pad to count as complete (Supervisors have them) What about refusals and inaccessibles for Phase I?

9 What is CEAP? NRI-CEAP-Natural Resources Inventory-Conservation Effects Assessment Program Usually called CEAP for short 2016 is the second of a 2 year program that focuses on how farmers implement conservation programs on their farm and 2016 do not focus on one watershed.

10 Why is CEAP important? Primary Goal and Purpose of CEAP is: To document conservation effects in terms of outcomes such as cleaner water and soil quality enhancements. To provide the science base needed by policymakers and managers for conservation planning, policy, practice implementation, and management decisions. NRI-CEAP in it s simplest form is the National Recourses Conservation Service s, unbiased study of the presence or lack of conservation effects upon cultivated and non-cultivated cropland.

11 Why should a farmer spend the time to do this survey? Because of $, the farmer should spend an hour telling USDA a little bit about his or her farm because what he or she says is going to affect their pocketbook. The CEAP results are used to determine whether NRCS conservation program money is being spent wisely. CEAP results have also shown that conservation practices by farmers in the Western Lake Erie Basin have reduced annual sediment losses by 81%, N losses by 36%, and P losses by 75%
