2 2 L When my good friend :;no P ~ ulu,;ci called more than five years ago for the construction of this arena... audi ~:,! u~ there were many people who thought it did not have a chance... of being builta, But Jeno and NEMO {the Northeast Minnesota Organization for Economic Education) went ahead in September === 1961 with the early work including the spending of money.... ~,,... necessary to give this project its real begin~nd the leaders of the communltyt including Mayors_ Mork and J2p n ~ o ~~Reand leaders of business and labor,_ gave the Idea their supporle ~ And then how well I remember when Senator Gene_ McCarthy,_ Congressman John Blatnik and myself were able ~ "";... to announce in January 1963 that a federal grant had been ~ approved if the people of Duluth would match it with their own funds at a special bond election..., a; A The people of Duluth expressed their confidence in the future when they cast their votes in that special election by

A ~ But.~IIJ you are not depending on this alone You are moving to exploit more fully your rich resources of woods and of water with Lake Superior, the largest body..!iiiiii&... of ;;esh water in the world, at your doorstep.<jt is altogether appropriate that the federal government is building here its National Water Quality Standards Laboratory, the only one of its kl nd in the world.

6 . 6 ~ Duluth is the home of a great university ~ the University of Minnesota, Duluth and one of our best private colleges, the College of St. Scholastica. There is an excellent public education system throughout Northeastern Minnesota, from elementary and secondary schools to ~ community colleges. ~.fi4~ ~ _.L.., The D_uluthSuperior Highway Bridg7 the St. Lawrence Seaway, the SuperiorCloquet water linej and now this splendid arenaauditorium all are combining to make... this whole region a single economic and social unit, ', transcending the manmade boundaries separating Minnesota and Wisconsin and Duluth and Superior. }! h~s reg~n, :ith its minera~_~m_b_er resources, has been over the past two generations a source of great economic strength to the country as a whole.
