5 THE WELCOMING ADDRESS BY ALEXANDER LUKASHENKO, PRESIDENT OF THE REPUBLIC OF BELARUS President of the Republic of Belarus To the participants of the 22 nd International Specialized Forum on Telecommunications, Information and Bank Technologies TIBO-2015 Dear Friends, Hereby I greet the guests and the participants of the TIBO-2015 Specialized Forum. Today, this event is one of the most successful platforms for mutually beneficial international cooperation in the field of high technologies. Their dynamic development is among the most important objectives for our country. Today, along with the leading Belarusian companies, this event exhibits the world largest corporations. Over 200 companies from 13 countries will participate in the exhibition. The national stand of the Republic of Korea will be there for the first time. At the specialized workshops and conferences, professionals will review the results of the sectoral and regional informatization programs of Belarus, and they will outline key ways and priorities for further development of the high tech field. 6 THE WELCOMING ADDRESS BY ANDREI KOBYAKOV, PRIME MINISTER OF THE REPUBLIC OF BELARUS Dear guests and participants of the TIBO-2015 forum, Today, it is impossible to imagine sustainable development of the society without information and communication technologies. This is one of the most dynamic sectors of the economy, which is a powerful incentive for innovation activities and for improving living standards. The Republic of Belarus has defined the most important conditions for successful introduction of the newest information and communication technologies: a developed human capital, a high scientific potential, the system of the State support to the development and application of the IT products. The process of transition from a traditional economy to a digital economy based on knowledge, innovations, and electronic communications has started. Still, there are lots of things to be done on the way to the information society. Information and communication technologies shall become an efficient tool for social and economic development and for enhancing competitiveness of the economy of Belarus. The TIBO Forum provides opportunities to demonstrate the achieved level of development of the information society in the country, to organize a wide discussion of the main ways and priorities for further improvement of the information society through applying the best international practices. It is noteworthy that along with the goods and services made by the domestic producers, by the State bodies and organizations, by scientific and educational institutions from our country, the exhibition hosts the products from the world leading companies, including the companies from the People's Republic of China and the Republic of Korea. I am convinced that the experience, knowledge and know-hows currently demonstrated at the international specialized workshops, conferences and the business forum with the participation of the representatives of the Regional Cooperation in the field of communications and the Eurasian Economic Commission, will be demanded in the Republic of Belarus, and their results will be used to prepare a new long-term and comprehensive information society development strategy. 7 TIBO IS YOUR INFORMATION FUTURE! The 22 nd International Specialized Forum on Telecommunications, Information and Bank Technologies TIBO-2015 was held in Minsk (Belarus) on April 22-25, 2015; the forum included the 22 nd TIBO-2015 Specialized Exhibition, the 1 st Exhibition of Robotics and Advanced Technologies, and the 22 nd Belarusian Congress on Information Society Technologies. The purpose of the 22 nd TIBO Forum was to assess the development stage of the information society in the Republic of Belarus and to set priorities for further development considering new global ICT development trends, to promote the newest technological solutions into the Belarusian market, and to assist development of the national IT industry and entrepreneurship in the field. The TIBO-2015 exhibition highlighted a number of thematic areas taking into account the national priorities of the state ICT policy: the national information infrastructure; e-economy; e-government and e-cooperation; TV and multimedia technologies; ICT in social and cultural sphere; digital technologies in printing and publishing business; training and advanced training for the ICT specialists; robotics. Over 200 companies from 13 countries participated in the TIBO-2015 exhibition (Belarus, Russia, Ukraine, Lithuania, Latvia, Poland, Germany, Austria, Finland, China, Korea, Japan, USA). At that, 20% were foreign exhibitors, and about 30% were new exhibitors. Based on the analysis of the questionnaires filled by the exhibitors, 78% of the exhibitors were satisfied with the number of the exhibition visitors, and 72% of the exhibitors were satisfied with the categories of the exhibition visitors. 66% of the exhibitors believed the exhibition had met their expectations. 70% of the exhibitors intended to take part in the exhibition in the following year. Among the participants of the exhibition, there were the largest Belarusian and foreign manufacturers of telecommunication equipment, computers and software, security devices and systems, and providers of various ICT services. The exhibition widely presented the worldknown brand-names: Cisco, Epson, HP, Huawei, LG, Nokia Siemens Networks, Panasonic, SAP, ZTE, Tamron. The Ministry of Communications and Informatization of the Republic of Belarus occupied the central stand of April 22-25,

8 the exhibition. The stand hosted the providers of fixed and mobile communications, design and construction organizations, building and installation companies, industrial enterprises, the Belarusian Radio and TV Broadcasting Center, and others. 14 government agencies and line ministries representing various sectors of the national economy used the stand to demonstrate the e-government developments and to review in what degree the people and legal entities collaborated with the government agencies using e-cooperation. The line ministry stands of the Ministry of Construction and Architecture, the State Military and Industrial Committee, the Minsk City Executive Committee, the Banking Technology Center presented information systems and resources to automate production activities and administrative procedures. The collective stand of the State Committee on Science and Technologies of the Republic of Belarus enabled to study new developments for educational, scientific and research institutions. It was the first time for 10 leading ICT companies from the Republic of Korea to participate in the exhibition by presenting themselves at their national stand. For the first time, the TIBO-2015 Forum hosted such significant international events: the plenary meetings of the network of regulators in the field of electronic communications (EaPeReg) in the Eastern Partnership countries; a business forum in the IT field: The Republic of Korea the CIS and Baltic countries ; the Huawei international forum: On the pulse of best practices ; an international seminar supported by the European Commission: The digital service infrastructure of the national markets, and electronic/paperless foreign trade systems ; a scientific and practical workshop of the Eurasian Economic Commission: Organization of intergovernmental and interdepartmental information exchange through the integrated foreign and mutual trade information system ; an international forum of the National Bank of the Republic of Belarus: e-banking: technologies and innovations. The agenda of the Belarusian Congress on the Information Society Technologies was intense and included 44 business events: forums, meetings, conferences, round tables, panel discussions, press conferences, master classes, training courses, workshops, seminars and presentations. Professionals from 19 countries (Belarus, Russia, Ukraine, Moldova, Georgia, Armenia, Azerbaijan, Kazakhstan, Lithuania, Latvia, Estonia, Poland, France, Belgium, Switzerland, Sweden, Malaysia, China, South Korea) participated in the Congress. The presentations by the speakers have been posted on the website: Congress/. e-culture, shaping of the digital market, development of digital technologies in printing and publishing business, geo-information and navigation technologies, telecommunications infrastructure, application of the legislation to regulate telecommunications, improvement of collaboration between government agencies, training and advanced training for IT specialists, information technologies applied in manufacturing, urban, residential and utility sectors, town planning, socially significant spheres, and a number of other issues. Traditionally, the winners of the TIBO-2015 Internet Prize competition were awarded at the event, which had received a record-breaking number of applications: 716 applicants in 15 categories. Numerous official guests visited the events of the Forum, including the following: Mr. Wu HONGBO, United Nations Under-Secretary-General for Economic and Social Affairs; Mr. Yong LI, Director General of the United Nations Industrial Development Organization (UNIDO); Mr. Orozobek KAJYKOV, Head of the Zonal CIS Countries Division of the International Telecommunication Union (ITU); Mr. Nurudin MUHIТDINOV, General Director of the Executive Committee of the Regional Communications Commonwealth; Mr. Suh Byungjo, President of the National Information Society Agency (NIA) of the Republic of Korea; Mr. Alexander KHOTKO, Director of the IT Department of the Eurasian Economic Commission (EEC); Heads of the CIS Executive Committee, the European Commission; the Network of Regulators in the Field of Electronic Communications (EaPeReg) in the Eastern Partnership Countries; as well as the delegations from the Republic of Korea, the Republic of Moldova, the Republic of Azerbaijan, the Republic of Latvia, international experts from the Republic of Lithuania, the Republic of Estonia, Ukraine and Georgia. 8 information partners widely presented the Forum events in the Belarusian and foreign Mass Media. Both local and international experts highlighted the high level of organization of the business program of the Forum and topicality of the exhibition. 9 INTERNATIONAL NEGOTIATIONS During the TIBO-2015 Forum, Mr. Andrei KOBYAKOV, Prime Minister of Belarus, met with Mr. Wu HONGBO, UN Under-Secretary-General for Economic and Social Affairs, and Mr. Yong LI, Director General of UNIDO. Mr. Wu HONGBO and Mr. Yong LI took part in the International Conference Sustainable industrial development in middle-income countries of Europe and Central Asia: innovations and technologies (needs, potential and successful experience) held in Minsk on April 23-24, Mr. Andrei KOBYAKOV noted that Belarus highly appreciates the input made by the UNIDO and by Director General personally into organizing and conducting the Conference. Mr. Yong LI, Mr. Wu HONGBO During the meeting, Mr. Andrei KOBYAKOV proposed to UNIDO to develop an interregional project to support partnerships and interaction schemes between middleincome countries aimed at promoting their innovative development. The Prime Minister expressed his confidence that conducting the Conference would, inter alia, establish partnerships and interaction schemes between middle-income countries aimed at promoting their innovative development. From our side, we propose to develop the UNIDO interregional project to support such activities, noted Mr. Andrei KOBYAKOV April 22-25,

10 the head of the Belarusian Government. If you are interested, we are ready to join the process immediately. According to Mr. Andrei KOBYAKOV, the perspective areas can be, in particular, improving the regulatory environment and the infrastructure to develop innovative entrepreneurship. Moreover, Belarus is interested in bringing in the capacity of UNIDO to finalize the draft Government Program of Innovative Development for the next five year period, in attracting foreign investors to commercialize Belarusian high technologies, in improving the mechanisms of public-private partnership. In general, our country is interested in becoming one of the leaders in the group of the middle-income countries as far as trade development and innovative products are concerned, the Prime Minister said. According to him, Belarus has made quite a serious step in developing the necessary infrastructure for carrying out international activities in various fields. In this regard, Mr. Andrei KOBYAKOV added that Belarus was ready to become a venue for conducting multilateral forums under the auspices of the United Nations Secretariat and UNIDO. The TIBO-2015 forum hosted international negotiations on cooperation in the field of information technologies between the Republic of Belarus and the Republic of Korea. The Belarusian side was presented by the representatives of the Ministry of Communications and Informatization of the Republic of Belarus: Mr. Dmitry SHEDKO, First Deputy Minister; Mr. Mikhail CHASCHIN, Director of the Informatization Department; Mr. Alexander MOKRIAGIN, Head of the Foreign Relations Section; and the Korean side was presented by the following executives: Mr. Suh Byung-jo, President of the National Information Society Agency (NIA) of the Republic of Korea; Mr. Choi Young-Jin, Director General of the National Radio Research Agency (RRA) at the Ministry of Science, ICT and Future Planning of the Republic of Korea; Mr. Yang JOONG-MO, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Republic of Belarus; and other delegation members from the Republic of Korea. During the Forum, Mr. Dmitry SHEDKO had a series of bilateral meetings with the executive officers of the foreign specialized agencies and other officials. 11 Mr. Sergei POPKOV, Mr. Choi Young-JIN COLLABORATION AND COOPERATION AGREEMENTS During the TIBO-2015 forum, the Protocol of Intentions between the Ministry of Communications and Informatization of the Republic of Belarus and the Ministry of Science, ICT and Future Planning of the Republic of Korea was signed on establishing the Belarusian-Korean IT Cooperation Center. Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, signed the Protocol on behalf of the Belarusian side, and Mr. Choi Young-Jin, Director General of the National Radio Research Agency (RRA) at the Ministry of Science, ICT and Future Planning of the Republic of Korea, signed the Protocol on behalf of the Korean side. Mr. Sergei POPKOV said: The Memorandum signed today between the Republic of Belarus and the Republic of Korea implies that the parties commit themselves to establish the ICT R&D Center, which will generate practical solutions. We are grateful to the Korean counterparts for their cooperation, consulting assistance to develop and create an information society in our country. I hope that today s signing will give a positive impetus to further development of informatization in our country. Mr. Sergei POPKOV, Mr. Choi Young-JIN The parties exchanged gifts at the end of the Protocol signing ceremony. An album with a full collection of the stamps issued in the Republic of Belarus was presented to the Korean side. The Belarusian side received a valuable artifact for the Communications Museum. Mr. Dmitry SHEDKO, First Deputy Minister of Communications and Informatization of the Republic of Belarus, explained to the journalists that Belarus and the Republic of Korea developed fruitful cooperation at the Mr. Dmitry SHEDKO April 22-25,

12 additional administrative barriers and excessive restrictions for businesses, and will also enable businesses to provide their feedback. Mr. Vladimir BASKO, Mr. Sergei YAREMENKO, Mr. Andrei NAREIKO, Mr. Sergei POPKOV level of expert groups, by jointly participating in conferences, and by organizing various ICT events. We came to the conclusion that both for us and our Korean partners it would be nice having a permanent structure that would include the experts both from the Belarusian side and from the Korean side to share practices, to analyze current trends, and to work out joint solutions, said he. According to him, first of all, signing of the document means creating a group of experts from both sides who based on certain interaction protocols will constantly analyze topical ICT issues. Our mission is for the Center to have its structure and personnel ready by 2016 for us to be able to start operations, explained he. Mr. Dmitry SHEDKO noted that at the moment Belarus and the Republic of Korea united their intellectual capacities, however the Korean side assumed that certain areas would be financed on a grant basis later. However, this issue needs further attention, said he. Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, noted at the ceremony of signing the Agreement: The organized exchange of opinions showed that the companies providing information and communication services have many complex and diverse issues requiring action. Undoubtedly, there are a lot of solutions to improve the ICT regulatory framework, too. That is why it is absolutely necessary to optimize cooperation and to expand involvement of business in the legislative process through the public professional associations. The participants of the event agreed that further development of a mutually beneficial dialogue between the state administration bodies and the business community in the issues of development of the normative legal acts regulating entrepreneurial activities of the ICT businesses would be assisted by the capacity and constructive ideas originating from the environment for which the legal acts were designed for and also by the enhanced mutual responsibility, and by taking into account the interests of the State and businesses. The Agreement was signed by: Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus; Mr. Andrei NAREIKO, Chairperson of the Board of the Belinfokom Association; Mr. Vladimir BASKO, General Director of the Infopark Scientific Practical Association; Mr. Sergei YAREMENKO, Representative of the Telecommunication Industry Union. During the TIBO-2015 Forum, the Cooperation Agreement on development and improvement of legal regulation of the activities of the organizations in the ICT sector was signed between the Ministry of Communications and Informatization of the Republic of Belarus, the Belinfocom Association of Information and Communication Technologies, the Infopark Scientific Technological Association and the Telecommunication Industry Union. Adoption of the Agreement creates additional opportunities to continue developing business cooperation, to utilize practices, intellectual and professional capacity of the members of the public professional associations, to improve quality of the legislation for making the regulatory framework consistent and transparent, which contributes to comprehensive legal regulation of the corresponding relations in the ICT field. Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, continued the opening ceremony with his welcoming speech. Continuous technological progress in the IT field has a significant impact on the ICT efficacy and on how ICTs are applied for social and economic development. The Republic of Belarus is developing in line with the global trends. The currently drafted Information Society Development Strategy of the Republic of Belarus until 2022 envisages the measures to improve efficiency of the ICT use as a tool for social and economic development. The TIBO-2015 Forum summarizes development of the information society in our country for the previous five year period, said Mr. Sergei POPKOV. The Minister expressed his confidence that participation of the leading domestic and world manufacturers and suppliers of information and communication technologies, and scientists and specialists in the Forum turned the Forum into a special occasion summarizing the development results of the IT sector in the Republic of Belarus and setting the main development perspectives for the future. On behalf of the Organizing Committee, Mr. Sergei POPKOV wished all the participants of the TIBO-2015 Forum fruitful work and expressed his confidence that the Forum would contribute to establishment of the information society in the Republic of Belarus. On behalf of Mr. Houlin ZHAO, Secretary-General of the International Telecommunication Union (ITU), he thanked Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, for inviting to participate in such an important event not only for the Republic of Belarus, but for the entire region. This is not the first time for the International Telecommunication Union to take part in such a high-level forum organized by the Ministry of Communications and Informatization together with other State bodies of the Republic of Belarus, and the ITU is doing it with great pleasure. We live in the era of the emergence of a global information society, and today, the entire world pays great attention to the information and communication technologies. Information and communication technologies are one of the most powerful tools to solve many tasks in the field of public administration, education, healthcare, and a developed ICT infrastructure becomes one of the most important indicators of the country s success, said he. The head of the Regional CIS Department of the International Telecommunication Union (ITU) said the Republic of Belarus was certainly one of the leaders in the 16 April 22-25, 2015

17 CIS region. According to the Measuring the Information Society ITU 2014 report, the Republic of Belarus is Top 38 in the global ranking as far as the ICT development indicator is concerned, and for two years in a row Belarus demonstrates the highest growth in the CIS region. At that, if compared to 2014, the ranking of the Republic of Belarus has increased by 5 points. And this is only one indicator that eloquently indicates the growth pace of the ICT sector in the country. As you know, this is a special year for the ITU: this year our organization celebrates its 150 th anniversary of its establishment. On May 17, 1865, the delegates from 20 countries of the world gathered in Paris, and after having rather long discussions they agreed to establish an international organization that would address all the controversial issues in the field of telecommunications. The organization, which we all know as the International Telecommunication Union, is one of the most efficient organizations of the United Nations today. Belarus became the ITU member after the end of the Second World War, in Since then, the Republic of Belarus formerly known as the Belarusian Soviet Socialist Republic has been actively cooperating with the International Telecommunications Union by supporting its activities at the regional and global levels, emphasized Mr. Orozobek KAJYKOV. In closing his speech, the speaker congratulated everyone with the Victory Day: I would like to wish success and well-being to the Belarusian people the creator nation. And, let there always be peace and happiness on this soil! I m wishing all exhibitors every success, new constructive ideas, and solutions! The participants of the official opening ceremony noted that Belarus firmly pursued the development of the information society. This can be proved by annual organization of the TIBO forum. A symbolic red ribbon was cut to mark the official opening of the exhibition. THE OFFICIAL DELEGATION VISITING THE EXHIBITION After the official opening ceremony was over, the official delegation headed by Mr. Andrei KOBYAKOV, Prime Minister of the Republic of Belarus, studied the exposition of the TIBO-2015 exhibition. The delegation started reviewing the exhibition from the stand of the Ministry of Communications and Informatization of the Republic of Belarus. 19 THE BELARUSIAN CONGRESS ON THE INFORMATION SOCIETY TECHNOLOGIES A theoretical and practical workshop: Geo-information and navigation technologies The event was organized by the State Military Industrial Committee of the Republic of Belarus, the State Property Committee of the Republic of Belarus, and the National Academy of Sciences of Belarus. The seminar was reviewed as a platform to discuss the topical (for the Republic of Belarus) problems of infrastructure development for spatial data of the corporate municipal geographic information systems of e-government, ways to create the clouds of spatial data, methods to ensure their quality and compatibility. The basic topics covered by the workshop: how to arrange cloud data; what should be the composition of the spatial data infrastructure in order to optimize the quality of e-services delivered to the Government, citizens and businesses; how to ensure the quality of spatial data and data compatibility; what can be the most efficient way to use the Earth s remote probing data. The workshop was headed by: Mr. Dmitri GORYACHKO, First Deputy Director and Chief Engineer of Agat Control Systems OJSC; Mr. Sergei LEVCHIK, Deputy General Director of the National Cadastral Agency Republican Unitary Enterprise at the State Property Committee of the Republic of Belarus; Mr. Sergei SHAVROV, Assistant Professor of the Belarusian State Technological University (BSTU). Mr. Alexander TUZIKOV, General Director of the United Institute of the Informatics Problems at the National Academy of Sciences of Belarus, started the workshop with his presentation, in which he reviewed the contents of the projects under the Union State Program Development of space and ground means of providing Earth remote probing data to the users in Russia and Belarus. The rapporteur noted: on October 28-30, 2014, the 4 th Belarusian Space Congress was held to discuss the results of implementation of the 1 st phase of the Monitoring-SG Union State program and the prospects of integrating the space means and technologies within the frameworks of the new programs of the Union State as far as the space agenda was concerned. In his report Mr. Andrei FILIPENKO, General Director of the National Cadaster Agency State Unitary Enterprise, proposed to consider the public cadastral map as an integrating infrastructure environment for all spatial data in the Republic of Belarus. 20 Mr. Alexander GOLUBEV, Head of the Navigation Information Center of Agat Control Systems OJSC, devoted two presentations to the development results of the ERA-RB road accident emergency response system in the Republic of Belarus and the Navigation Information Center of Agat Control Systems OJSC. Mr. Andrei FILIPENKO Mr. Sergei SHAVROV A joint presentation made by Mr. Maxim BAZULIOK, Director of Agriculture Technologies OOO, and Ms. Elena KAZYAK and Mr. Vsevolod GENIN, representatives of the Belarusian State University (BSU), revealed application of the GIS technologies and remote sensing data for precision farming purposes. In particular, the agricultural land inventory technologies: creating and updating the digital maps of agricultural fields, identifying unused agricultural land, identifying violations of agricultural technologies, defining the variety structure of sown areas, mapping the soil needs for organic and mineral fertilizers. Mr. Sergei SHAVROV, Assistant Professor of the Belarusian State Technological University (BSTU), made his presentation on spatial data infrastructure development and the establishment of e-government. The rapporteur provided a comparative description of the international practices of using the spatial data infrastructure (SDI) and the Belarusian projects in that field. The presentation announced the Strategy of the Information Society Development in the Republic of Belarus until 2022 as far as the geo-information systems were concerned. Mr. Dmitri SUVOROV, Director of Exon IT OOO, described the innovative (for Belarus) development of the geographic information system supporting 3D mapping. The company has been working in the Belarusian market since 2008; and it is the resident of the High Tech Park (HTC). The rapporteur narrated about the company s experience in developing and creating the 3D models of urban sites and demonstrated the finished products. Mr. Dmitri SUVOROV Mr. Mikhail TARAKАNOV Mr. Ivan STISHEVSKI, Head of the Geo-Information Technologies Sector of the Belgiproziom Design Institution Unitary Enterprise, described the features of the GeoportalLand Information System. Today, the portal has over 2000 active users. There are over 100 subscribers of the service. Regular customers account for 92% of the users who have visited the website. Among them are the land use services at all levels, registrars of the State registration agencies, architectural services and offices, nature conservation inspections, organizations of the State Property Committee of the Republic of Belarus, planning and surveying organizations, the State Control Committee of the Republic of Belarus, and others. Mr. Dmitri VASENDA, Head of the Information Analytical Group of Belaerocosmogeodeziya Republican Unitary Enterprise, made his presentation on the status and development prospects of the Belarusian Satellite Accurate Positioning System. Totally, the system engages 73 reference stations ensuring centimeter accuracy 20 April 22-25, 2015

21 the example of the OpenStreetMap project. Mr. Dmitri DEMYANENKO of satellite measurements of metric coordinates and heights. In 2015, there were 175 users who could use the system in real and relative time. Mr. Isaak HASSDAN, Chief Expert of MINSKGRADO PIKUP, described their experience of integrating spatial data into the State information resources when developing a new general plan of Minsk City. The author demonstrated the unique results of generating thematic maps based on the GIS data and the data from the State information resources to support city planning decisions. The provided examples were: the map of dwelling saturation in Minsk City, the map of population density in the planned residential areas in Minsk City, the map of employment density in Minsk City, the map of employment and dwelling imbalance in Minsk City, the map of the localized zones of pendulum labor relations in Minsk City. Mr. Dorofei PROLESKOVSKI, representative of Game Stream COOO, made his presentation to tell about the possibilities of voluntary geographical information giving Mr. Mikhail TARAKANOV, Chief Engineer of GeoSystemsPro ChPPUP, touched upon a very topical issue in his presentation: transition from the polygonal models of presenting the metrics of digital cadastral maps to simple topological models of the spatial data model of land administration. The author proposed not only the model, but also the algorithm of its generation. The model was developed and tested in early 2000s at the Information Center of Land and Cadastral Data and Land Monitoring when making digital land cadastral maps for the Land Information System (LIS) in the Republic of Belarus; however, the scope of application of this model has not been defined yet. Mr. Anatoli DEMIANENKO, Chief Designer of Geographical Navigation Information Systems ChNPUP, made his presentation on SMART Geo-Information Systems in designing the geo-information systems and navigation systems. The presentation identified the sites of the national economy of the Republic of Belarus that had the systems to monitor motor vehicles, the scheme of information interaction between the elements of the regional navigation and information system. The definition of the Smart solutions term was explained as the possibility of the information telecommunication system to automatically respond to changes in the outside world (which were fixed by detectors and other sensors) that were called Smart objects. At the end of the workshop, there was a discussion on the topical issues in the field of geo-information and navigation technologies. Based on the presentations made and the discussion held, the participants of the workshop summarized the information and formulated appropriate recommendations. 22 A theoretical and practical workshop: Application of the new legislation in the field of regulating the telecommunications industry The event was organized by the State Telecommunications Inspection Republican Unitary Enterprise (BelGIE RUP) at the Ministry of Communications and Informatization of the Republic of Belarus. The following representatives of BelGIE RUP participated in the workshop: Mr. Aleksei GRIGORIEV, Head of the Legal and Staffing Sector, and Mr. Alexander SIMONOVICH, Head of the Information Technologies Section; and Mr. Dmitri KORZUN, Consultant of the Ministry of Communications and Informatization of the Republic of Belarus; and Mr. Alexander KURILOVICH, Deputy Head of the Electronic Mass Media Directorate of the Ministry of Information of the Republic of Belarus. Mr. Aleksei GRIGORIEV, Head of the Legal and Staffing Sector of BelGIE RUP, was the workshop moderator, and he made his presentation titled Development of the national legislation on telecommunications. In his speech, he outlined the major innovations in the legal regulations, which had entered into force with the release of the new edition of the Law of the Republic of Belarus On telecommunications. According to the rapporteur, the major changes were about the official terminology. In his speech he addressed the legal issues of a single action principle and the set of rules for the telecommunications sector. Then, the presentation reviewed the peculiarities of applying the legislation on telecommunications when enforcing Decree #6 On urgent measures to counter drug trafficking by the President of the Republic of Belarus dated December 28, 2014 and the Law of the Republic of Belarus On Mass Media. Then, the participants of the workshop discussed the issues of implementing Decree #60 On measures to improve using of the national segment of the Internet dated February 01, 2010, the corresponding edict by the Government of the Republic of Belarus, and the related normative legal acts. There was also a report on implementation of the authorities in the field of telecommunications by the Operative Analytical Center under the President of the Republic of Belarus. The event ended with the answers to the problematic questions on application of the legislation on telecommunications. 23 A theoretical and practical workshop: Introduction of goods labelling with the RFID tags in the Republic of Belarus The Ministry of Taxes and Levies of the Republic of Belarus organized the event. The workshop objective: to inform business entities and the Mass Media about the drafted regulatory framework necessary for fulfilling the project of implementing the labelling system in 2015, and about the arrangements of labeling the goods including the types of product labelling, samples of symbols for labeling, the process of initializing the RFID tags, uploading information about the labelled goods to the interdepartmental distributed information system called Database of the electronic passports for goods. Mr. Vladimir MUKVICH, Head of the General Directorate for Excisable Goods, Gambling Business, and Electronic Systems to Control Commodity Sales at the Ministry of Taxes and Levies of the Republic of Belarus, was the workshop moderator. In his report, he introduced the forthcoming changes in the legislation in the field of labelling the goods with control (identification) signs with the RFID tags and labelling procedure applied to the furs. In particular, he highlighted thetwo lists of commodities that were subject to labeling with control signs. Considering implementation of the above system, the first list will include the goods that are subject to labeling with the control signs without the RFID tags, while the second list will include the goods that are subject to labeling with the control signs with the RFID tags. In addition, Mr. Vladimir MUKVICH also informed about introduction of the new types of the control signs with the RFID tags and the methods of labeling furs with such signs. The rapporteur presented such a novelty of the implemented labeling system as the obligation of the economic operators engaged in production and import of fur outerwear subject to labeling with the control signs with the RFID tags to provide to the Database of the Electronic Passports of Goods the information about the goods that are subject to labeling and the information about the goods labeled with the RFID tags. Ms. Tatyana RAZZHIVINA, Deputy Director of the State Emblems Department, Head of the Technical Policy and Production Management Directorate of the Ministry of Finance of the Republic of Belarus, described the legislative changes affecting the sales procedure of the control signs with the RFID tags, keeping track of April 22-25,

24 and e-business Transactions Research and Scientific Republican Unitary Enterprise at the National Academy of Sciences of Belarus, described the process of uploading information to the database of the electronic passports of goods, and the process of initializing control signs. The rapporteur described the types of the equipment necessary to initialize the RFID tags. Moreover, there was a live presentation of how the RFID readers as well as special antenna gadgets connected to smartphones could be used to inspect legality of production and import of furs. Ms. Tatyana RAZZHIVINA them in the database of the secured letterheads and the documents with the special degree of protection and printed materials, initialization of the RFID tags by the organizations reporting to the Ministry of Finance of the Republic of Belarus. For demonstration purposes, the presentation introduced new samples of the control signs with the RFID tags that would be applied to the furs newly included into the list of the goods subject to labeling (tags with a self-adhesive, plastic or fabric basis). In his speech, Mr. Evgeni YAKUSHKIN, Head of the Electronic Resources Department of the Inter-Sectoral Scientific and Practical Center for Identification Systems During the workshop, the participants were informed about the coming changes in the legislation affecting the scope of labelling the goods with control signs; the problematic issues were discussed, and the corresponding ways to address them we proposed; the questions that emerged and were asked during the discussion were answered. The workshop enabled the participants to become aware well in advance about the forthcoming innovations regarding labeling of furs with the control signs equipped with the RFID tags, which would enable to preliminary assess financial and technical capacities, to carry out the preparatory work related to the implementation of the labelling system, including defining the most convenient way of labeling and the type of the necessary equipment to be procured. A panel discussion: Topical development challenges of the telecommunications infrastructure The round table was organized by: the Ministry of Communications and Informatization of the Republic of Belarus and the Belinfocom Association of Information and Communication Technologies. 29 The Ultra Broadband Forum by Huawei: On the pulse of the best practices The Forum was organized by the Ministry of Communications and Informatization of the Republic of Belarus and by Huawei Technologies. Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, addressed the participants of the event with his salutatory address, expressing confidence that the Forum would give a new impetus to the development of the state-of-the-art broadband technologies, services and solutions in the field of telecommunications. Mr. Sergei POPKOV drew attention to the broadband services market liberalization in Belarus, pointing out that the country had issued about 170 licenses for data transmission services. So, since the subscribers require high speed connectivity, the Republic of Belarus is actively pursuing the transition to the xpon and Ethernet technologies, prepares to introduce the 4G technology, as well as upgrades its ADSL networks and fixed telephone networks owned by Beltelecom RUP. Today, the agenda of all developed countries has the challenge of digital transformation of the system of public administration, industry, and commerce. Speaking of the most significant trends, the Minister classified the following: rapid growth of mobile technologies: the number of mobile device users is much higher than the number of the fixed line users; growing mobility of users requires mobile access to public services (m-government), banking (m-banking), educational, healthcare, as well as retail services, and other systems of mass services delivered to the population; social networks originally introduced as a medium for social contacts have turned into an environment for doing business, advertising and promoting goods and services, researching demand and interacting with the consumers in order to consider his/her views about the produced products and for adjusting consumer product properties to the needs of the end user. 38 Mr. Sergei POPKOV Mr. Nurudin MUHITDINOV connecting physical objects to the Internet and providing interactivity with the through sensors and active control devices provides enormous additional opportunities for the information revolution to impact the economy, and this has the potential of transforming such industries as manufacturing, energy, transport, health care and public services (e.g. waste management); leasing software and IT infrastructure sites (clouds) to end-users as services; development of cloud technologies significantly reduces the user costs related to implementation of the IT services as this requires no capital investments to create an infrastructure, to support and maintain it, and this enables you to pay only for the consumed services; using big data technologies and business intelligence methods to support decision-making in business and governance; using 3D models and 3D printing technologies to make parts and units of the equipment, building constructions, various medical applications. Mr. Sergei POPKOV highlighted that the Republic of Belarus was developing in line with the global trends. According to international ratings, Belarus has managed to establish itself in the group of the countries with high ICT development dynamics, directly following the leaders. As the UN e-government Development Index is concerned, Belarus is Top 55 out of 193 countries of the world, and it is Top 38 out of 152 countries in the ranking of the International Telecommunication Union (ITU) as the ICT Development Index is concerned. At present, the Republic of Belarus administratively and technically speaking has a government system to deliver e-services to businesses and citizens. There is the Public Services Single Portal, which has been developed and launched. In early 2015, the State Information Systems Registry had 219 information systems, and 150 of them were of the national scope developed by request of the state administration Mr. Choi Young-JIN bodies and financed by the Government budget, said he. The currently drafted Information Society Development Strategy of the Republic of Belarus until 2022 envisages the measures to improve efficiency of the ICT use as a tool for social and economic development. Mr. Dmitry SHEDKO, First Deputy Minister of Communications and Informatization of the Republic of Belarus, delivered his salutatory address: In 2013, Alexander LUKASHENKO, President of Belarus, identified computerization of the society as a priority for the country s development. The TIBO Congress has become a platform to search for mutually beneficial cooperation, expert training, and exchanging practices. 13 countries participate in the Forum this year. Now we are carrying out a joint business forum. I am sure that cooperation in the IT sector is a driving force in the development of Belarusian-Korean relations. The number of the IT institutions has been growing in our countries. The Korean Agency has made a significant contribution to the development of these relations. I hope that the Forum will bring relations between Korea, Belarus, the CIS and Baltic countries to a new level of interaction. We see a serious potential of Belarus. This region is our strategic choice. Korea is taking real steps to ensure that the development of ICT in fully used to grow the national economy.the citizens of Korea share this vision on innovations. Mr. Yoon JeongWON, Executive Director of the Department for Global IT Cooperation of the National Information Society Agency (NIA) of the Republic of Korea, presented his report Recommendations for the draft program: The ICT strategy of Belarus for during the plenary session of the business forum. The rapporteur described the results of the study organized in Belarus, and paid attention to dependence on the Russian economy and to a high level of outsourcing. A strong central governance structure is needed. The ICT infrastructure has a large number of services: the Smart-TV technology based on the computer technology develops. A broadband Internet connection is necessary to implement this project. Connectivity is good in Belarus, but this is not enough. To satisfy the demand, Giga- Internet is required to every subscriber. It is necessary to develop business-oriented services and focus on citizens. Mr. Mikhail CHASCHIN, Director of the Informatization Department of the Ministry of Communications and Informatization of the Republic of Belarus, told about the development of the National Informatization Strategy in the Republic of Belarus. Mr. Nurudin MUHIТDINOV, General Director of the Executive Committee of the Regional Communications Commonwealth, made his presentation titled On creating the information society in the member-countries of the Regional Communications Commonwealth. 43 States to Establish and Develop the Information Society until 2025, and the Action Plan of implementing the Strategy by The documents include harmonization of legislation and the regulatory and technical framework in the field of ICT; establishment of a common information space; cooperation in the field of development of the digital economy and industrial Internet; development and introduction of the modern ICT applications; improvements of the arrangements of interaction between the CIS member states to develop the ICT market; cooperation to develop postal communications; improvement of the mass communications media; cooperation in the field of the Internet; ensuring information security. Mr. Alexander KHOTKO, Director of the IT Department of the Eurasian Economic Commission (EEC), made his presentation titled Plans and projects for digitalization of the Eurasian Economic Commission. Informational interaction in the Eurasian Economic Union includes application of information and communication technologies in all areas impacting the functioning of the Union, establishment and development of the transboundary space of trust, application of the integrated information system of the Union, carrying out coordinated policy in the field of informatization and information technologies by the member states. There is a need to develop an integrated information system of the Union facing new objectives and challenges: digital transformation, interstate electronic services, assistance in developing the B2B interaction, interaction between the national single windows (one-stop-shops), cooperation with third countries and international associations. Mr. Yoon JeongWON Mr. Alexander KHOTKO Mr. Young Chul Kim, World Bank Country Manager for Belarus, described the cooperation of the World Bank Country Office in the ICT field. After a break, the business forum started the sessions of thematic presentations. The first session was on the expansion of international cooperation. Mr. Kim KYUNGSUP, representative of SK Hynix (Korea), described the company s experience and achievements: Our company is engaged in research and development, as well as in sales of components. We hold 27% of the computer memory market share, and 11% of the mobile memory market share. We are interested in cooperation with Belarusian professionals, because your engineers are high-class experts. They have a strong background; they understand how to interact and to work as a team; they have serious skills in software development. Before coming here, we ve analyzed 5 countries; however, Minsk turned out to be the best, and demonstrated the highest rates. I hope that our choice will prove to be successful, as well as the Belarusian-Korean cooperation in the IT field. The rapporteur drew particular attention to cooperation with the High Tech Park (HTP) and explained how to become a resident of the Park, and what incentives were offered in that format. Then, there was the session called Networking and electronic solutions. Mr. Tian Shan PAK, representative of KT Corporation (Korea), presented his company, its goals and objectives. The rapporteur outlined the possibilities of cooperation with the Belarusian colleagues and also stressed the need to exchange practices and views between the experts of the two countries. Ms. Elena MURASHKO Mr. Cho Sung SUb, Executive Director of Core Engineering (Korea), presented the concept of Business Intelligence: a decision-making system based only on facts and analytics. The rapporteur described the features of the business intelligence systems developed by his company. The systems operate in real time and monitor the indicators that are interesting to the client. Mr. Sergey KOSTEVICH, representative of AVEST, introduced specifications of the key structures and the legislation in the field of ICT and electronic document management in Belarus. The rapporteur described the company s products; one of the products a SIM card with the function of an electronic digital signature was presented at the TIBO-2015 exhibition. Mr. Ben Zhong Hack, Director of Handreamnet (Korea), described the importance of internal information security. Handreamnet has developed a special security switch and the HDN solution capable to cope with the majority of hacker attacks. Mr. Cho Sung SUb After a break, the participants resumed their discussion on the topical issues of media and mobile services. Mr. Seo Allen, President and Executive Director of OJWorld Corporation (Korea), made his presentation: An innovative application case, fund-raising for automation of the group operations of the closed mobile society through an application. In his presentation, he introduced a mobile application for Facebook: Toot Toot. This application is peculiar, because it enables to create closed social groups. At the moment, the company actively cooperates with businesses in Indonesia and Bangladesh, as well as with a Belarusian company. Mr. Evgeni KAZAK, representative of Stone Labs, made his presentation A mobile eco-system in Belarus. He described the trends in the mobile environment of the country, demonstrated the statistics of the preferences of Belarusians regarding the brand names of mobile phones, and characterized some domestic mobile services and applications. In his presentation, Mr. Sergei TUMEL, Director of Modern Trade Technologies OOO, focused on reality and prospects of electronic document management in logistics systems in Belarus. Mr. Kim Sung Man, Director of the Paperless Trade Service Team from Korea Trade Network (Korea), presented the Action Plan to promote trade digitalization in Belarus and the CIS. He described the history and experience of the company, and outlined the key principles and benefits of paperless trade. The business forum culminated in debriefing and a Q&A session. 46 An international conference: e-economy The event was organized by: the Ministry of Communications and Informatization of the Republic of Belarus, the Infopark Scientific Technological Association, and the European Commission. The Conference included two sessions: a theoretical and practical workshop Digital market shaping to develop export capacity and an international HDM workshop The digital service infrastructure of the national markets, and electronic/paperless foreign trade systems. The Conference brought together 86 participants from 13 countries (Belarus, Russia, Ukraine, Moldova, Georgia, Azerbaijan, Lithuania, Latvia, France, Belgium, Switzerland, Sweden, South Korea). They included the representatives of the state administration bodies, the business community, the Infopark Scientific Practical Association: members of the Committee of IT for Transport, Logistics and Trade (IT2TLT); partners within the framework of the initiative to harmonize digital markets (HDM); participants of the activities of the network of regulators in the field of electronic communications (EaPeReg). A theoretical and practical workshop: Digital market shaping to develop export capacity The main objective of the workshop was to inform about the current status and to discuss development prospects of domestic information systems and electronic services that were reasonable to rely on when developing and implementing the Single Foreign Trade Portal of the Republic of Belarus: commercial e-document management; electronic customs formalities; platforms for electronic trading platforms and e-commerce; providing trusted e-services. The seminar was chaired by Mr. Vladimir ANISCHENKO, Deputy Chairperson of the Council of the Infopark Scientific Technological Association and Deputy General Director of Softclub OOO. Mr. Victor DRAVICA, Director of the Center for Identification Systems State Enterprise at the National Academy of Sciences of Belarus, made his presentation titled The Belarusian regulatory environment to organize electronic data exchange in supply chains. e-waybills. According to the decision of the Government of Belarus, the Center for Identification Systems State Enterprise (CIS) is the umbrella organization for the scientific and methodological provision of creating information resources about goods, their automatic identification, as well as about electronic document management in trade and retail. The Center for Identification Systems (CIS) is the initiator of development of the concept of the Single Trade (Commodity) Information Space in the Customs Union. The rapporteur described the legislation and technical regulations on organizing electronic data exchange. Mr. Sergei TUMEL, Director of Modern Trade Technologies OOO, continued the topic and focused on the practical application of the Electronic Data Interchange (EDI) technologies in commercial document management. The main task of the EDI is to replace the exchange of information and documents carried out on paper with the standardized electronic document circulation between computer networks. Although EDI has not yet been properly widespread, there is little doubt that this technology is perspective in retail: implementation of this technology enables to significantly reduce administrative costs, improve the speed of information processing, optimize operations of the staff by eliminating the errors that occur if you make documents manually. 47 Mr. Dmitri RADIVONIK, Head of Information Technologies, Customs Statistics and Analysis Department of the State Customs Committee of the Republic of Belarus, made his presentation e-customs: current state and development prospects. The e-customs subprogram became part of the National Program of Accelerated Development of Services in the Field of Information and Communication Technologies for This subprogram includes the following information systems: the National Automated System of Electronic Declaration, the Automated Information Risk Management System, the Automated Customs Union Transit Subsystem, the Functional Subsystem of Keeping Track of the Customs Payments, the Central Data Repository of the Customs Information. Mr. Dmitri FILIMONOV, Deputy Director of SoftClub Software Development Center CJSC, focused his presentation on how to move to the electronic trading platforms. The rapporteur pointed out the global trends of e-commerce development, namely: establishment of international and regional electronic trading platforms, transition to specialized sectoral portals, using a single trading platform, using reliable electronic payment services, expanding the scope of the services provided by electronic marketplaces, application of the common e-commerce standards. Mr. Alexander DEMICHEV, Director of Department of Itransition ZAO, described the multifunctional e-commerce cloud platform. It is an innovative project enabling companies to have their own scalable and reliable e-commerce resource, which will provide access to the markets of Central and Eastern Europe, provide comprehensive legal support enabling businesses to fully comply with local laws. Mr. Andrei KOSTEVICH, Head of the Group of Avest ZAO, made his presentation titled Providing trusted e-services of the EU and the Customs Union countries. The rapporteur described the trusted third party technology. The Republic of Belarus has prepared a legal basis, an organizational and technological platform for cross-boundary electronic transactions. At the end of the workshop, Mr. Vladimir PARKHIMENKO, Head of the Economy Department at the Belarusian State University of Informatics and Radioelectronics (BSUIR), made his presentation on the BSUIR experience in training staff for the digital economy. As training activities are concerned, the University collaborates with the world leading and domestic IT companies. In 2012, at the initiative of BSUIR, a new trend of education was established in Belarus: e-economy. Students have been taught since September 2013 in two professions: e-business economics and e-marketing. An international HDM workshop: Digital service infrastructure of the national markets and the electronic/paperless foreign trade system The representatives of the Infopark Scientific Practical Association initiated a project to harmonize e-markets of the European Union and the Eastern Partnership countries (the HDM initiative). The main purpose of the initiative is to develop the infrastructure of e-markets and related services in a harmonized way. Achieving this goal will bridge the gaps that exist in the e-marketplace, and this will also enable Belarus to build strong competences in the IT sector as far as the sub-sectors of e-commerce, e-document management, and digital infrastructure are concerned. Holding the first international event under the HDM initiative in Belarus promotes awareness of the current processes and results of the digital marketplace transformation, and this facilitates planning the development of the national and regional e-markets, and, first of all, the digital infrastructure of the e-markets and the e-services based on this infrastructure. The workshop was opened by Mr. Vladimir BASKO, General Director of the Infopark Scientific Technological Association, who described the digital context of the infrastructure of the Belarusian markets. Mr. Vladimir BASKO The next presentation was made by Mr. Vasilis KOPANAS, Representative of the European Commission: Establishing a single digital market of the European Union, and the initiative to harmonize the digital markets of the EU and Eastern Partnership countries ; in his report, Mr. Vasilis KOPANAS highlighted the Action Plan to create a single e-market place with the involvement of the European Union (EU). 48 Ms. Tatyana LIADNOVA, representative of the EC East-Horizon Project Team, described the existing models of cooperation between the EU and the CIS countries in the field of the ICT / digital technologies. Mr. Kim Sung Man, Director of the Paperless Trade Service Team from Korea Trade Network (Korea), described the experience of creating the Korean interagency portal for information exchange. He spoke about facilitating trade and about the master plans for implementing a one-stop-shop ( single window ) approach in paperless trade. In his presentation, Mr. Victor DRAVICA, Director of the Center for Identification Systems State Enterprise at the National Academy of Sciences of Belarus, shared the Belarusian experience and initiatives to establish the Single Trade Information Space of the Eurasian Economic Union (EAEU). The rapporteur described the main issues tackled on the basis of the e-business technologies in production, trade, logistics, transport, and financial services. To be able to integrate into the processes and systems of the Eurasian Economic Union (EAEU), there shall be agreements on transboundary cooperation, harmonization of trade, transport and customs procedures, the one-stop-shop ( single window ) systems, the e-commerce systems, the systems to ensure traceability in logistics, the systems of quality assurance, safety and origin of the products. Mr. Valery VIRKOVSKI, Director for Developing Cooperation with the EU countries and the Eastern Partnership member-states of the Infopark Scientific Technological Association, introduced the concept of creating the Single Foreign Trade Portal in Belarus. The main goal of creating a single portal is a digital transformation and optimization of administrative procedures in foreign trade transactions to improve business and regulatory environment for exercising foreign trade activities in Belarus. It is planned to create the Single Portal on the basis of the Nationwide Automated Information System enabling stakeholders to carry out administrative procedures through electronic interaction between the subjects of foreign trade Mr. Kim Sung Man Mr. Vasilis KOPANAS Ms. Tatyana LIADNOVA transactions and the State bodies, organizations, and financial institutions. Mr. Vladimir ANISCHENKO, Deputy Chairperson of the Council, and Mr. Ivan LEVCHENKO, Deputy General Director, representatives of the Infopark Scientific Technological Association, made their joint presentation and described the business model and explained how IT businesses could participate in the establishing the National System of Electronic / Paperless Trade of Belarus. The speakers focused on the following issues: standardization of trade procedures in accordance with the UN/CEFACT recommendations; international experience of implementing the onestop-shop ( single window ) model; the concept of establishment and the current status of creating the Single Trade Information Space (STIS) in Belarus; proposal to launch a public-private partnership project to create the Single Foreign Trade Portal; business risks related to implementation of the project to create the Nationwide Electronic Commerce System. The final part of the workshop was a panel discussion: Development of a national digital infrastructure of the markets of the Eastern Partnership countries in the context of shaping the Pan-European and Eurasian digital market infrastructure. 48 April 22-25, 2015

Over 100 experts from the leading institutions and organizations of culture, science, education, publishing, as well as mobile operators, developers, software vendors and interactive service providers participated in the Conference. Mr. Alexander YATSKO, Deputy Minister of Culture of the Republic of Belarus, launched the conference. He addressed the participants of the conference and wished fruitful work to them. The issues of innovative development of the institutions of culture, science and education were discussed during the event. The conference participants shared their experiences of implementing and using the information and communication technologies in the operations of the contemporary cultural institutions; they discussed the issues of perspective development in the context of the Internet environment, generation of the electronic content and development of virtual services to attract a wide range of users. Software developers demonstrated the features of their products, such as 3D tours, virtual guides, online booking, and payment. Moreover, the event highlighted the issues of designing the Piasniar font based on the handwriting of Yanka KUPALA, utilizing mobile apps, creating virtual projects through crowdsourcing, etc. Based on the Conference results, the participants proposed the following: to create the complex of the information technology systems of libraries of Belarus based on the national platform; to coordinate and ensure cooperation between libraries and information centers to create and use electronic information resources, including the State Registry of Book Artifacts; to start collaboration between the institutions of culture, science and education to expand the scope of their services and to create virtual services, including online booking of guided tours, introducing e-ticketing for tours and excursions; to link the software of the Complex of Information Technology Systems (CITS) of the libraries with the Nationwide Automated Information System (NAIS), the RASCHIOT Automated Information System (AIS) of the National Bank of the Republic of Belarus, Ms. Tatyana ROSCHINA Ms. Marina ROMAN and the banking payment systems to introduce the possibility to pay for library services using electronic payment systems; to develop 3D technologies in the field of culture to promote national resources in the Internet environment; to connect libraries, information centers and other cultural institutions to the broadband Internet to provide equal rights for the citizens to access information, and to ensure efficient functioning in conditions of orientation on providing virtual services. A theoretical and practical conference: Digital technologies in printing and publishing business The conference was organized by the Ministry of Information of the Republic of Belarus. Currently, printing and publishing market is undergoing drastic changes. Development of the information society in the context of globalization and internationalization of markets requires improving the quality of publications, their enhanced colorfulness, reduction in print runs and periodicity of publication. A digital printing market has entered the level of system solutions and systems managing the entire production process of printing production. Among these systems, the systems to control digital equipment and the systems of preparing and exchanging information via the Internet play an important role. Achievements of the publishing and printing industry can be seen at numerous constantly held international fairs, congresses, conferences, symposiums, round tables; these events enable to see the developments of the printing industry today. Mr. Nikolay BRASHKO, Mr. Igor LUTSKY Belarusian people and to develop national book publishing, functioning of the information system of the State bibliographic information. Conference participants shared their practical experiences of implementing and applying digital technologies in the operations of publishing and printing businesses. Ms. Elena IVANOVA, Director of the National Book Chamber of the Republic of Belarus, made her presentation titled Using digital technologies to preserve and provide public access to the book stock of Belarus. She said that digital technologies were helpful in state bibliographical registration of the books published in the territory of Belarus, in keeping statistics on the books published, in the international standard book numbering (ISBN), in establishing and maintaining the State book stock, in administering the Information System of the State Bibliographic Information (ISSBI), which enabled (in the process of State registration of books) to keep information on the national book publishing, to preserve the book stock and information about it, to promptly inform users about the book, and to grant public access to the book stocks. In his greeting to the participants of the Conference, Mr. Nikolay BRASHKO, Head of the Production and Technical Development Department of the Ministry of Information of the Republic of Belarus, highlighted the main trends in publishing business: reducing circulation and, at the same time, growing number of publications. Mr. Nikolay BRASHKO also stressed that publishing business had been giving way to digital editions. Mr. Maxim MOKIN, Head of Commercial Printing Department of XEROX Russia, made his presentation: Global trends and practices of applying digital technologies in publishing and printing business. It was highlighted that the XEROX digital machines had been modernized, and print quality had significantly improved. One could see improved automation, reduced cost of a print, and, consequently, shifting from traditional to digital printing. In addition, Mr. Maxim MOKIN spoke about the main trends of in the field of book publishing. Mr. Alexander SUSHA, Deputy Director for Research and Publishing Activities of the National Library of Belarus, made his presentation on using digital technologies to preserve spiritual values of the Belarusian people. Unfortunately, the Belarusian book heritage has survived partially. Only some 10% of the books can be studied by experts. In such circumstances, the National Library of Belarus faces the acute issue of preserving these few publications and providing public access to them. 52 Mr. Stanislav NICHIPOROVICH, Deputy Director of the Belarusian Science Publishing House Republican Unitary Enterprise, made his presentation titled Application of digital technologies in publishing business to print limited editions of books and magazines. The rapporteur spoke about the history of the Belarusian Science Publishing House Republican Unitary Enterprise, about their practice of using digital technologies and about their unique projects. Mr. Sergei SIPAILO, Associate Professor of the Belarusian State Technological University (BSTU), made his presentation titled Synthesis of digital images in vector ornaments. Ornaments are traditionally used in printing as a means of graphic design. Belarusian national ornament is used to decorate publications on the history and culture of Belarus, in printing local history books, posters, special printing products, domestic labels and packaging. Competent use of ornaments enables to uncover the nature deeper and to emphasize the national routes of the publication. Based on the results of the organized systematization of the Belarusian ornaments as integral symmetric patterns, as well as after breaking them down into types depending on the shape of the ornamental motive, the Ornamentika software program was developed to create Belarusian ornaments automatically. The application enables to improve quality of printing and expand the product range. After discussing the issues, the participants of the Conference proposed to continue developing the Information System of the State Bibliographic Information (ISSBI): the project of digitizing and providing free public access to the book stock of the National Book Chamber of Belarus. A seminar on the tariff regulations of the network of regulators in the field of electronic communications (EaPeReg) in the Eastern Partnership countries. Part 2 The second part of the workshop consisted of a series of reports by the EU representatives about their experience and key activities related to regulating electronic communications in the Eastern Partnership countries. The first session of the workshop was opened by Mr. Ricard ENGLAND, Competition Director of the Swedish Telecommunication and Postal Services Administration, who made his presentation about peculiarities of regulating the developed markets and about future prospects. After a short break, Mr. Ricard ENGLAND started the second session giving his report titled Development of markets and tariff regulations. The highlighted provisions became the basis of the discussion. During the third session, Mr. Bo ANDERSSON, Chief Economist of the Swedish Telecommunication and Postal Services Administration, described their experience of Mr. Bo ANDERSSON installing fiber optic networks in rural areas. The report titled Organization of the main elements of the transboundary space of trust was made by Mr. Alexander KHOTKO, Director of the Information Technologies Department of the UNECE. The rapporteur explained the mechanism of managerial decision-making, the concept of the space of trust and its main components. It is important to understand the difference between technical logic and legal logic, because the reality of forming the transboundary space can strikingly differ from the set program that is fixed by the legal instruments. If something is not defined in the documents, this does not mean that such process or phenomenon does not exist. Therefore, the regulatory framework not always keeps pace with the process of building a transboundary space, said the rapporteur. The phased implementation program of the Development Strategy of the Transboundary Space of Trust until 2023 was presented there, too. He presented the key elements of the marketing strategy according to the 4P concept including the supply of services (portfolio), tariffs, delivery channels, and promotion. The electronic services include: educational services (access to electronic educational resources, distance learning elements, conducting online competitions), information services (providing information about primary, secondary and special education, about the activities of educational institutions, their structures, providing access to the own information resources of these institutions, providing educational and curriculum documentation, teaching materials), and administrative procedures. Mr. Artem SEDOV, Advisor to the Rector and Head of the Laboratory of Intelligent Systems in Construction at the Moscow State University of Civil Engineering National Research University, delivered an informative and interesting report: A joint project with UNECE and UN-Habitat: Smart cities in emerging economies. In his report, the rapporteur outlined some ways to improve the IQ of Moscow; in particular, he described the experience of creating information and technological support (ITS), including electronic components for parking lots, video surveillance systems, traffic optimization systems, new methods of car insurance. To implement all the proposed things, no big funding is required; these things are designed for implementation in the cities of emerging economies whose budgets are limited. To develop pilot projects of the selected cities, some of the funds will be allocated through the UN Habitat programs; in particular, the city of Polotsk has been selected in Belarus. When the utility services consumers use call-centers, they can benefit from interacting with the housing and utility companies based on the one-stopshop (single window) principle; at that, access to any information is available through various communication channels. In his report, he focused on the priorities of energy efficiency management that the housing and utility companies had to pursue, and about the possibilities to apply modern information technologies to implement the priorities. Today, information technologies enable to monitor the status of housing and utility facilities, monitor energy consumption, provide adequate interaction between suppliers and consumers of the utilities. The operational control of the situation based on the information technology solutions is essential for the optimal budgeting, planning and implementation of investment projects, for keeping track of the actual current payments, for planning and supervising the work, for drafting a sectoral regulatory framework. Wide implementation of information technologies will enable the citizens utility end-users to control resource consumption and to optimize resource spending. The rapporteur spoke in detail about the solutions based on the AGAT-2000 process control software installed at the energy generating facilities and industrial enterprises, about the Automatic System for Commercial Accounting of Energy Resource Consumption (electricity, heating, water), about the AGAT ENERGO portal solution for creating energy resource accounting systems, and the solution to manage the energy resources of the housing and utility facilities (in particular, providing information services: granting access to user accounts via web-based technologies in Minsk City). A joint presentation was made by the representatives of AGAT Control Systems OJSC (Mr. Maxim BABARIKA, Section Head, and Mr. Andrei RAMIZOVSKI, Deputy Section Head): The Minsk City Video Surveillance System covering the sites of mass public gatherings of citizens. Creation experience, further development prospects. To date, video surveillance systems are the most efficient technical means of security. In Minsk City, Mr. Igor SOSKIN Mr. Constantin MULIARCHIK such systems are installed under the Safe City program. Given that the enterprise is the general contractor for the design and construction of the Single Video Surveillance System of Minsk City, the rapporteurs described their experience of creating the system, told about its future development prospects, highlighted the concept of introducing video surveillance in the residential stock of Minsk City, described the video intelligence features of the system. At that, they emphasized that the experience of creating such an urban system in the capital city could be successfully applied in the future when creating a Single Public Security Monitoring System of the Republic of Belarus. Mr. Alexandr KATKOV, Head of the Sector of Agat Control Systems OJSC, made his presentation titled The role of intelligent transport technologies in addressing the challenges of sustainable mobility in cities. The company is the developer of the key component of the information and technical system (ITS): the AGAT automated traffic control system (ATCS), which worked in Minsk City and in a number of cities in Belarus and Russia at that moment. The expert outlined that the AGAT ATCS enabled to effectively manage and redistribute traffic flows through intelligent management of traffic lights and electronic display panels. At that moment, the employees of the company finalized developing the subsystems for priority passage of public and special transport, and the feature of video detection of the traffic flows in Minsk City, which were also presented at the exhibition stand. Mr. Vladimir DOMANKOV, Director of Rasvicom Service OOO, delivered his report: The MY HOME Project: a service to simplify the procedure and to improve the efficiency of interaction with the Single Accounting and Information Space (ERIP) for businesses and citizens. Starting from 2010, the company has been implementing the project to create and develop an outsourcing data center for housing and utility entities: Home Owners Associations (HoAs), homebuilding consumer cooperatives, garages / parking lots and other service April 22-25,

The MY HOME Project enables organizations to simplify as much as possible the procedure of getting connected to the Settlement system (ERIP), minimizing time loss and expenditures. Mr. Constantin MULIARCHIK, Director of Mobile Management Systems OOO, made his presentation: A new generation of software and hardware tools for accounting and managing consumption of electrical energy and heating energy resources. The report was on development of hardware and software systems for remote reading of the metering devices (energy and heating consumption) through wireless sensor networks. Summing up the results of the seminar, it is possible to state that the topics raised there are more than relevant, and they are very interesting both to urban utility entities and developers. A panel discussion: Training and advanced training for the ICT specialists and branches of university departments remained inadequate. Classes are not always up-to-date, and they not always on the subjects that are demanded in practice; and the practice of issuing certificates has only started. Mr. Nikolai LISTOPAD Mr. Nikolai LISTOPAD, Director of the Main Information Analytical Center at the Ministry of Education of the Republic of Belarus, was the panel discussion moderator. The event was attended by the heads of the leading educational institutions: the Main Information Analytical Center at the Ministry of Education of the Republic of Belarus, the Management Academy under the President of the Republic of Belarus, the Belarusian State University of Informatics and Radioelectronics, the Institute of Business and Management of Technologies at the Belarusian State University (BSU), the Institute of Professional Skills Improvement and Retraining of IT and Business Administration Experts Additional Educational Institution, the Advanced Training Center for IT Managers and Experts Private Educational Institution, the Infopark Scientific Technological Association, and the guests from Lithuania. It was noted positively that the Ministry of Education was making steps to enhance further education in the IT field. However, in order to develop closer public-private partnership (PPP) in the field of the professional IT training, it is necessary to put appropriate changes to the Education Code of the Republic of Belarus. The barrier to a wider adoption of the ICT is the lack of users who are prepared to use such technologies. To resolve this problem, the key role should be played by the advanced training system in the IT field. The representatives of Lithuania informed the participants of the event about the new possibilities within the framework of implementation of the EU project called e-skills : teaching the IT literacy basics and IT end-user skills. It was noted that the Republic of Belarus could become a full-fledgedstakeholder in that project. Based on the exchange of views, the participants of the round table made conclusions and formulated appropriate recommendations. During the panel discussion, the participants reviewed the current status of the issues of training and advanced training of the ICT professionals, the key issues, and the expected trends in that field. As this was highlighted, one of the main problems affecting the training quality of the ICT professionals is the absence of the national framework of IT qualifications. Attention was drawn to poor training of the ICT professionals in general. 67 A plenary meeting of the network of regulators in the field of electronic communications (EaPeReg) in the Eastern Partnership countries The plenary meeting concluded the series of activities of the EaPeReg project. Mr. Dmitry SHEDKO, First Deputy Minister of Communications and Informatization of the Republic of Belarus, drew attention to the fact that Belarus was very interested in such meetings and was willing to enhance cooperation with the Eastern Partnership countries. Mr. Ricard ENGLAND, Competition Director of the Swedish Telecommunication and Postal Services Administration, thanked the organizers of the event and the hosts. We have a great hope that in the future we will be in the team with our colleagues from Belarus, said Mr. Ricard ENGLAND. 68 An international forum: e-banking: technologies and innovations The organizer of the Forum was the National Bank of the Republic of Belarus with the support of JurSpectr OOO, and the Infobank.by Financial and Analytical Portal. The Forum objectives were as follows: to identify the need for further development of digital banking in Belarus; to identify approaches to the development of digital financial services to improve access to finance further; to study international practices of regulating digital financial services and innovations in the field of customer identification; to consider the emerging trends in digital financial technologies; to discuss the experience of implementation and development of distance banking (e-banking) in Belarus and abroad. Mr. Sergei DUBKOV The Forum was attended by more than 140 people, including the representatives of the National Bank of the Republic of Belarus, the Central Bank of the Russian Federation, international financial organizations, as well as the experts from commercial banks and large retailers, the employees of insurance companies, e-commerce and system technology services, the producers of communication equipment, the world s largest mobile operators, and the representatives of the State authorities. Mr. Sergei DUBKOV, Deputy Chairperson of the Board of the National Bank of the Republic of Belarus, addressed participants of the forum with his welcoming speech. He stressed that the subject of the event was not chosen by chance. In the near future, one of the priorities of the banking system in Belarus should become active development of digital banking technologies. A largescale work is done in this field, and the efforts are coordinated by the National Bank of the Republic of Belarus. In connection with this, digital banking should be considered not as the digital banking service (DBS) channels, but as a sort of environment of trustful relations between the client and the bank. Mr. Sergei DUBKOV thanked the participants for their interest in the event Mr. Alexander SOTNIKOV and wished them successful work at the Forum. The need for further development of digital banking in Belarus was explained by Mr. Alexander SOTNIKOV, Head of the Main Directorate for Digital Banking Technologies Development of the National Bank of the Republic of Belarus. According to the rapporteur, there are two core objectives of digital banking: to minimize personal client s visits to the bank, and to do everything for the client to talk to the bank as often as possible using digital channels, and, in turn, for the Bank to receive maximum amount of information about the behavior of its client. Digital banking also aims to create new technologies, products, channels and causes for interaction between the bank and the client. 69 development trends and targets of achieving digital transformation in the monetary sector in the near future would be reflected in the Digital Banking Technologies Development Strategy for , which would be drafted and presented to the Board of the National Bank of the Republic of Belarus in December Approaches to the development of digital financial services to enhance access to finance were highlighted in the presentation made by Mr. Mikhail MAMUTA, Head of the Main Directorate of Microfinance Market Management and Access to Finance Methodology of the Central Bank of the Russian Federation. Access to finance is the ability to get access to safe basic financial services, including consumer protection. Electronic interaction in the financial market is aimed at overcoming legal, technological, and psychological barriers. There are also efforts to counter cybercrime; and the process of identification is being improved. The rapporteur highlighted that the development of digital financial services was a global trend directly related to the capacities of mobile systems. It makes sense for the regulators from the CIS member states considering that their legal systems are alike to consider regulatory harmonization of their retail financial services at the interregional level. Mr. John OWENS (Malaysia), Senior Legal Adviser of the Alliance for Financial Inclusion, shared the international practices of regulating digital financial services. In his report, he cited a number of examples of successful implementation of digital financial ecosystems in different countries. According to the rapporteur, the key success factors are: public-private partnership in this field; a clear understanding of the customer needs taking into account the development peculiarities of the country s economy and the need to improve the financial ecosystems, which will satisfy these requirements; skilled regulatory management; creating trust relations in the financial services market. The next forum speaker was Mr. Victor DOSTOV, Chairperson of the e-money Association (Russia), who made his presentation titled The evolution of retail financial technologies: the future of payments and innovations in collaboration with the client. The rapporteur described the new trends in digital financial technologies and the main development perspectives of the Russian market of electronic payments and money transfers providing the examples of the two types of a retail payment ecosystem: traditional (a simple configuration of a bill and an interface) and new (a complex configuration of the interfaces fitted to different methods of payment, including cash payments). Mr. Victor DOSTOV also highlighted the bottlenecks of a modern payment market and the related regulatory issues typical not only for the Russian legislation, but Mr. Mikhail MAMUTA, Mr. Sergei DUBKOV Mr. John OWENS Mr. Viktor DOSTOV also for the national legislations of the CIS member states. The rapporteur expressed his believes that regulators should pay attention to competition and free access to the infrastructure, and create conditions for introducing innovations. Still, now we need to digest the scope of the market that we have started supervising and the scope of the market, which we carefully consider. Mr. Mikhail KLENCHIN, Chairperson of the National Financial Services Development Foundation (Kazakhstan), continued discussing the topic of implementation of the risk-oriented approach in providing digital financial services, and he made his presentation: Remote access to banking services and identification of physical persons by an electronic digital signature. He noted that digital banking development was part of establishing the system of the so-called Future Bank, which would provide instant financial services to its clients remotely. To do this, Kazakhstan has adopted the Concept of Financial Sector Development in the Republic of Kazakhstan until According to the document, the long-term transformation of the banking business model will be based on the latest technologies, which will enable banks to provide online micro-crediting services, to take prompt decisions about providing a wide range of basic banking services. An important development perspective is integration into the digital ecosystem, and providing access to banking services through a single e-account by using mobile technologies. This will result in competitive fully transparent and protected from the impacts of economic cycles banking services offering various credit products on fair terms and conditions. The presentation made by Mr. Nikolai KOVANTSOV, Member of the Board of the D8 Corporation (Latvia) Remote Banking Services (RBS) development: myths and needs was dedicated to analyzing the existing developments of the IT solutions for banks in different countries, as well as to presenting proprietary developments considering the requirements of the European Central Bank regarding Internet payment security. Today, any bank without a developed RBS system cannot consider itself to be modern, successful and customer-oriented. Banks constantly improve their RBS in an effort to maintain the loyalty of their existing customers and get the loyalty of the new ones. The rapporteur said that, unfortunately, when choosing IT solutions, banks often peck absolutely non-functional features. Continuing discussing the topic of development of the IT solutions for technical provision of the digital financial services market, Mr. Nikolai KOVANTSOV recommend to take into account the real needs of the clients, the capacities of the banks, as well as integration with the CRM platform, and to apply a risk-oriented Mr. Mikhail KLENCHIN Mr. Nikolai KOVANTSOV Mr. Alexei GAVLIUK approach to all DBS channels considering the European practices. The rapporteur said that among the DBS means offered in Ukraine the most popular service was Internet banking; though, despite significant Internet penetration, the scope of Internet-banking was low and it accounted for only 2% of all Internet users in the country. 71 current political and economic situation in the country; however, the statistics prove that distance banking as a business activity is afloat, and its operations are demanded. Ms. Elena ANTHONY, Deputy Chairperson of the Board of Belgazprombank OJSC (Belarus), ended the Forum by delivering her presentation on her bank s experiences of implementing the systems of remote services. The rapporteur highlighted such key trends of mobile banking as: availability of mobile banking in three formats: SMS banking, mobile website, mobile apps; development of mobile apps for all key mobile platforms; the p2p remittance service with identification by the credit card number, or mobile phone number; photo depositing of certified checks; searching for nearby bank branches and ATMs using geolocation and augmented reality; standard functionality of online banking; mobile contactless payments; Personal Finance Management; loyalty programs and gift cards. Considering the results of the Forum, it is possible to say with confidence that the Forum became a platform for a fruitful dialogue between the representatives of various business sectors of the business community; the event was rich in discussions on the topics mentioned above. There is a special 24/7 section targeted to foreign partners, which enables them to make transactions regardless of the time zone. The ACOT computer complex serves as the modern data center of the Belarusian Universal Commodity Exchange OJSC. Introduction of the EDI technologies simplifies the exchange of commercial information between counterparts by using standard formal documents. One of the advantages of the system is gradual elimination of manual data entry, which not only saves time, but also reduces the order processing cycle. Mr. Sergei TUMEL, Director of Modern Trade Technologies OOO, described their experience of utilizing the EDI technologies in conditions of efficient application of the tool to improve the efficiency of supply chain management (ETTN). The company became the first accredited EDI operator in the Republic of Belarus. The company implements a new trading technology: electronic data exchange on the basis of which the TOPBY system has been developed. The entire system infrastructure is located in the territory of Belarus, which is from a security perspective an advantage if compared to other foreign EDI providers. The project has become fullfledged since 2011; and it develops successfully. 81 THE 1 ST CHILDREN S AND YOUTH FESTIVAL ROBODROME The goal of the Festival was to popularize Robotics in the youth environment: electronics, mechanics, programming, automated technical systems, principles of designing robots, technical and computer art. The Festival was organized by the Lenin s ROS DOSAAF of Minsk City with the participation of the SCHAG Computer Academy, the 100 Points Tutoring Center, the Mechanical Engineering Faculty and the Faculty of IT and Robotics at the Belarusian National Technical University (BNTU) with the support of the Minsk City Executive Committee, Manezh OOO, Technics and Communications JSC, EPAM, KomplITech OOO, itv.by, and others. The Festival s motto was Robots are technics for the young! During the Festival, there were competitions of mobile robots and mechatronic systems that had been designed by the students of the educational institutions of Belarus, as well as presentations, master classes and training sessions on robotics, programming basics, engineering design, micro-computing with the products from Intel, Raspberry, Odroid. Mr. Sergei SVETLICHNYI, Sole Proprietor, said that he was presenting an Italian development at TIBO 2015: the ARDUINO UNO PCB. Thanks to the numerous inputs and outputs, you can connect sensors and relays to this PCB. Based on this PCB, one can assemble an artificial arm to lift and move light items. Using this PCB it is possible to design robots built on a trolley module with the distance detector. The robot is programmed in the following way: if the distance to the object is short, it runs away, and if the distance is long: it comes closer to it. We also have an interesting project: the prototype of a smart house. The stand shows the scheme, which simulates the elements of a house and household appliances. The whole system is connected to the Bluetooth module. At that, it is possible to install a special app on a mobile phone, and then you will be able to manage the items in your smart house. Our stand shows other PCB types, like ARDUINO LEONARDO, ARDUINO MEGA, Raspberry Pi (a British development), micro, mini, and nano boards. Mr. Maxim MASALSKI, representative of the Robodrom stand, is a part-time lecturer in the Robots Cuisine, which is a community of the amateurs of robotics at the Lenin s ROS DOSAAF; he is also a multiple champion of automodelling sport. All models at the Robodrom stand have been designed with his direct involvement and participation of the representatives of the Robots Cuisine. Building information modeling (BIM) is the process of generation and management of data about the building throughout its life cycle (a feasibility study, design, construction, exploitation, and demolition). BIM is based on a three-dimensional information model that serves as a ground for organizing the work of an investor, customer, designer, contractor, and exploitation organization. 85 Mr. Anton LEVKOVICH, Business Analyst of the ERP Systems Design and System Integration Department, described what Novacom Group OOO presented at the exhibition stand: This year, the company implements a large project: an integrated system, which covers all sectors: from supply to procurement management. The second part is production optimization. The system can manage all production chains. We rarely take part in the exhibition, but this year we decided to show our solutions, because this can be interesting to the IT professionals. integrated information systems and technologies that support the full life cycle of products and implementing enterprise resource planning (based on the example of the ERP system of Gomelsteklo OAO). When coming to the stand, the exhibition visitors could: study the progress of implementation of the sectoral Program on Development and Implementation of the Information Technologies of Comprehensive Automation of Designing and Supporting the Building Life Cycle for ; participate in the master-class to design a 3D model of a building based on BIM; get expert advice; establish contacts and conduct negotiations on implementation of innovative information technologies. This year, besides the Ministry of Architecture and Construction of the Republic of Belarus, there were two companies presented on the stand: Softprom-bel IOOO and Novacom Group OOO. Softprom-bel IOOO offers software packages to industry, technology and science, software products for safe Internet surfing and reliability, system and instrumental tools. Mr. Pavel TISCHENKO, Software Expert from Autodesk, explained what Softprom-bel IOOO presented at the exhibition: If we re talking about BIM, then it s a different approach to construction: modeling objects prior to construction, getting all data for a successful operations. This can be implemented by a number of software products. These technologies actively develop in other countries; however, in our country many organizations apply them, too. The stand demonstrates how this works. THE MINISTRY OF TAXES AND LEVIES OF THE REPUBLIC OF BELARUS The Ministry of Taxes and Levies of the Republic of Belarus participated in the TIBO-2015 exhibition together with the Information and Publishing Center for Taxes and Levies RUP, the Inter-Sectoral Scientific and Practical Center for Identification Systems and e-business Transactions Research and Scientific Republican Unitary Enterprise, Gambling Monitoring Center OOO, Belatra OOO, Modern Trade Technologies OOO. The stand of the Ministry of The Ministry of Taxes and Levies of the Republic of Belarus presented a number of systems ensuring increased efficiency of the tax system in Belarus: tax administration systems: electronic tax declarations; distribution of electronic digital signature keys; e-waybills and e-invoices. tax control systems: the Vending Machines Control System, and the Cash Equipment Monitoring System (CEMS) ensuring remote revenue monitoring; the Special Computerized Cash System (SCCS); the RFID Technology Based Goods Labelling System. The main objectives of participation in the exhibition were: increasing awareness about the systems used by the tax authorities in their operations; demonstration of the actual use of the systems in practice; introducing the features of the applied systems. For increasing the awareness of the exhibition visitors willing to start vending business, the stand offered live demonstration of the Vending Machines Control System (VMCS); this system currently exercises remote control of the revenues of legal entities engaged in retailing of goods (works, services) through vending machines and automatic electronic devices. The system was demonstrated in real time, including the example of a particular vending machine. In particular, a coffee vending machine owned by BLR-Trade OOO was used to show the functions of the system enabling to transfer payment for the bought goods by texting SMS-messages through mobile operators (Mobile TeleSystems (MTS) COOO, and Best ZAO (life)). The Cash Equipment Monitoring System (CEMS). At the same time, the stand demonstrated the Cash Equipment Monitoring System (CEMS) currently implemented in Belarus and enabling to keep track of the revenue of the legal entities retailing commodities using cash desk equipment. Live presentation of the Cash Equipment Monitoring System (CEMS) introduced the functionality of the system, including the feature enabling tax authority employees in real time to remotely keep track of the revenues of the legal entities whose cash equipment was connected to CEMS. The Special Computerized Cash System (SCCS). There is the Special Computerized Cash System (SCCS) operating in Belarus since 2013; the live system was also demonstrated during the exhibition. Implementation of the system enables to ensure the functions of the State control over the activities of the legal entities working in the gambling business, including the cases when cash is circulated in these activities. In order to increase awareness of the system implemented in the field of supervising the gambling business the Special Computerized Cash System (SCCS) the live demonstration of the system simulated a gambling situation when the SCCS would show all information of the vending machine as far as the stakes cashed in and the gains cashed out were concerned. e-waybills. To develop electronic document circulation and to popularize application of e-waybills and e-invoices by legal entities in their business activities, the exhibition stand demonstrated in real time the operations of the TOPBY EDI system that had the features to create and send e-waybills. The regulations governing the use of e-invoices and e-waybills were explained to the stand visitors, as well as the advantages of using electronic consignment notes (e-invoices) in comparison with using invoices on paper. The RFID Technology Based Goods Labelling System. Within the framework of deployment of the RFID technologies in Belarus, the Ministry of Taxes and Levies of the Republic of Belarus together with other stakeholders undertakes efforts to implement the system of labeling certain types of light industry goods with control (identification) labels with the RFID tags. The results of the work done to establish this system were also demonstrated to the visitors of the exhibition. During the presentation, the representatives of the stand exhibited the samples of the equipment to be used to initialize the RFID tags built into the control labels used for marking. The labels were initiated in real-time, and they were put on the furs that were proposed to be marked. By using the special equipment (RFID readers), the marking of the goods with the control signs with the built-in initiated RFID tags was checked. THE MINSK CITY EXECUTIVE COMMITTEE Ms. Natalia VOROBIOVA, Deputy Director of the Information Technologies Center Municipal Unitary Enterprise at the Minsk City Executive Committee, organized a guided tour in the collective stand of the Minsk City Executive Committee. 87 of the Minsk City Executive Committee and the Minsk City State Traffic Police. It will become a part of the intellectual transportation system of Minsk City in the future. It is planned to install video cameras at some sections of the Minsk Ring Road and of the M2 highway; the cameras will automatically detect the parameters of the traffic: traffic intensity and speed. They will also record the incidents: traffic jams, stopped vehicles, etc. The information will be automatically forwarded to the Command Center, which will escalate this information to the Traffic Police Units and, if necessary, to the Ministry of Emergency and the Ambulance Service. The stand presented the Single Housing and Utilities Call Center. Now, in order to apply for the utility service, one does not have to call a housing department. It is expected that in addition to a short call center number, one will be able to seek assistance via SMS, mobile app, and Internet. House Masters will also use a special mobile app. This will enable to forward the repairman who is the closest to the destination geographically. It is assumed that the citizens of Minsk City will be able to ask all questions related to housing and utilities via a short phone number: 115. Using the means of information provision of the call center,this will significantly reduce the burden on the housing and utilities managers because the operators of the call center will be talking to the end-users, which will enable them to spend more time directly to delivering housing and utility services. In addition, the stand presented the Medical Information Service: 131. The National Medical Information Project is a modern communication tool that combines all the features of a call center and the capacities of rapidly developing computer technologies and communication means. The 131 Service was created to increase accessibility and improve the quality of medical aid, to promote paid medical services in public health institutions, to increase public awareness, and to expand exports of services. The service is a professionally organized medical information center, a centralized data bank about all medical services. Service 131 is an opportunity to: get information dialing just one phone number without making multiple calls to the reception desks of various medical institutions, without long searches of the necessary information in the Internet to compare it according to various criteria (price, location, qualifications, etc.); book the needed medical service on a specific date and time through the employees of the service; checking availability of medicines in pharmacies; call medical taxi; get advice of a qualified expert on healthy lifestyles. The Education Committee of the Minsk City Executive Committee together with Minsk City Institute of Education Development State Educational Institution presented the exposition on the topical issues of informatization of the education system in the capital. The exposition consisted of three platforms showing the process of implementing the ICT in administrative and teaching practices in Minsk City. The results and prospects of implementation of the pilot project called Testing the model of managed development of educational services to form and stimulate self-educational activities of the students by the ICT means were shown on the platform titled e-services in the education system at High School 51 of Minsk City State Educational Institution. They demonstrated their practice of implementing the student ID card when organizing the operations of the e-checkpoint, the e-library, when authorizing operations in the computer class, when administrating school catering April 22-25,

The Modern ICT in Education platform organized by the Information Resources Center of the Regional Educational System at the Minsk City Institute of Education Development State Educational Institution enabled to get acquainted with the substantive content of informatization of education in the capital city at the present stage. When showing the operations of the platform, the exhibitors also demonstrated their practices of applying cloud technologies and the technologies of the QR code in the educational process, as well as the subject blogs in the WebPerspective system, wizard programs for home-based / individual tuition (via Skype, Oovoo, etc.) that could be used in the activities of a modern educational institutions; the exhibitors also depicted the perspective development of the partner relations with Beltelecom Republican Unitary Enterprise to develop e-services and to implement the ICT into the educational system of the city. Organization of distance learning in the field of supplementary education for young adults and youth was presented at the exhibition by the information block The laboratory of innovative distance technologies Education Without Borders ; this approach is unique because using it, the students can comprehensively study the basics of the Web 2.0 technology both being full-time students (visiting seminars, training workshops) and remote students (attending webinars, Skype consultations, and online consultations). The exhibition stand demonstrated the already existing experience in implementing the Web 2.0 technologies in the educational process. The Information Resources Center of the Regional Educational System at the Minsk City Institute of Education Development State Educational Institution presented the exposition: Organizing the activities of the LEGO ACADEMY robotics laboratory. The key event was demonstrating the educational Lego design kit (the Education series), the LEGO MINDSTORMS Education NXT proprietary specialized environment for visual program design supporting the technology of flow and structured programming, which was available to teachers and students for studying, and which could be used in various subject areas. The exhibition stand offered live demonstration of the designed robot model. AGAT Control Systems OJSC demonstrated innovative systemic and technical solutions based on advanced information technologies. New developments were described in detail by Ms. Elina GREVTSOVA, Leading Marketing Specialist of the Marketing and Sales Department. The central subject of the section titled Navigation and geo-information technologies in addressing the challenges in transport sector was presenting the ERA- RB Geographically Distributed Automated Information System. That section offered live demonstration of the software and hardware solution to monitor vehicles based on the Navigation and Information Center. The stand section titled Energy saving system solutions and technologies for energy and industrial facilities, sites, housing and utilities presented the following: solutions based on the AGAT-2000 Automatic Control System of Technological Processes (ACSTP) software installed at the energy generating / distributing sites and industrial enterprises: the Automatic System for Commercial Management of Energy (ASCME) to control the energy resources (electricity, heating, water), the AGAT ENERGO portal solution to create systems of energy resource accounting based on the Centralized Information Exchange System (CIES); solutions to manage the energy resources at the housing and utility sites (providing information services to access personal accounts via web-based technologies in Minsk City). The stand section called Technologies for safety and security of citizens included live demonstration of the Minsk City Video Surveillance System covering the sites of mass public gatherings of citizens. The part of the exhibition stand on the Technologies of managing city traffic was presented by the company, because it developed the key component of the information and technical system (ITS): the AGAT automated traffic control system (ATCS), which really worked in Minsk City and in a number of cities in Belarus and Russia at that moment. The products were described by Mr. Andrei NOVIKOV, Representative of the Scientific Research Institute of Electronic Computing Machines Open Joint Stock Company: Traditionally we are engaged in production of electronic computing machines for special purposes. This year we introduce a new model of the BM 2015 machine, which has been made to individual customer s request. The machine runs on the Intel Core i7 processor, it has a one-piece aluminum housing, enhanced strength, and moisture protection. The machine can run for 10 hours on the battery at the temperature as low as -20 degrees. Ports and protocols are installed by the customer s request. In addition, this year we can see flexible multiplexers, equipment for technological and departmental communication networks. The Contract Service Engineer of Technica Svyazi OAO described the products of his enterprise: distributive, cross and installation equipment, as well as professional and amateur radio stations. The Belintersat Project Team representing the National Satellite Communication and Broadcasting System of the Republic of Belarus the largest investment project in the field of communications and telecommunications actively participated in the exhibition and presented its products and solutions. Implementation of this project will enable its customers to get a wide range of satellite communications services through their information presence throughout the Eastern hemisphere. In addition, the company assists its clients in installations and in obtaining permits, as well as in registering their transceiving equipment; and it provides technical support. The exhibition presented various types of integrated central stations for a wide range of applications. One of the novelties was the SkyEdge II-c system; this is a highperformance central station, which in combination with the integrated network management system and the family of specialized terminals enables the broadband satellite access service providers to support any application. The advantages of this system are as follows: this is a unified platform for providing various services; it can support virtual network operators; this is a scalable system that supports any number of frequency ranges, carriers, satellites and satellite beams. THE MINISTRY OF EDUCATION OF THE REPUBLIC OF BELARUS At the TIBO-2015, the Ministry of Education of the Republic of Belarus presented innovative developments for its subordinate organizations and institutions, among which were: the Main Information Analytical Center (MIAC) at the Ministry of Education of the Republic of Belarus, the Belarusian State University of Informatics and Radioelectronics (BSUIR), the Belarusian National Technical University (BNTU), the Polytechnic Scientific Technological Park at the Belarusian National Technical University Republican Research Educational Enterprise (PSTP), the Belarusian State Technological University (BSTU), the Belarusian-Russian State University (BRSU), the Gomel State Technical University named after P.O. Sukhoi Educational Institution (GSTU), the Polotsk State University (PSU). The presented developments were on the following: telecommunications technologies, measuring systems, security systems, space research, geo-information systems, high-tech information technologies, automation April 22-25,

90 and embedded systems, e-services, software in the educational system, medical information systems, computerized psychological diagnostics, and others. The novelties of the Belarusian State University (BSU) we described by Ms. Daria NIKSENKO, Head of the Department of Advertising and Information Support to Scientific Developments of the Center of Scientific Information and Documentation (CSID) of the Main Directorate of Science (MDS) of the Belarusian State University (BSU): We present the results of monitoring of the Earth s surface from space and airborne platforms: fire, radiation and meteorological situation in the areas of emergency and at the chemically hazardous sites, mobile sites; developments in the field of space research; software for design, control and management of the works in the field of geo-ecology, mining and excavating fossil fuels; the Alma-Meter multifunctional measuring complex for radioelectronics, cryptographic information protection systems, the E-Lab electronic document management system for accredited test laboratories, a unified information system of the State statistics. The Multifunctional Intelligent Student ID Card is another interesting development. It provides visual data to identify the user, and it contains electronic information. The card can be used both in the University and as a means of payment. The Belarusian State University of Informatics and Radioelectronics presented microwave equipment, control and measurement instruments, testing instruments, a vector analyzer, a transceiving module, etc. The stand also presented the parts of the millimeter-wave microwave device used in radar systems, radio communications, and navigation. This year, at TIBO, we present a niche software product to ensure electromagnetic compatibility (EMC). The software can be used, for example, to address mutual noise on board a big helicopter, noted engineer Ms. Liudmila SHICHKO. Ms. Irina VASILIEVA, Head of the Information Educational Technologies Directorate of the National Education Institute Scientific Institution, described the scope of innovations of the National Educational Portal: electronic educational resources for preschool, secondary, special education and the educational systems; Comprehensive distance training for teachers; Comprehensive distance training for students; an Internet resource to support Internet competitions and tournaments on academic subjects. The stand presented educational courses for grades 1 through to 11 to expand the information available in school textbooks, as well as interactive simulators and maps. THE IT EDUCATION LEAGUE The IT Education League was established in 2012 at the initiative of the Infopark Scientific Technological Association. The goal of the League is to grow the number of IT professionals and to improve the quality of their training, enhance qualifications of the clients and users of the solutions and services of the ICT sector. The League is composed of the representatives of the centers providing services of additional IT education. These included: the Institute of Professional Skills Improvement and Retraining of IT and Business Administration Experts Additional Educational Institution, MiSoft NVP ZAO, the Advanced Training Center for IT Managers and Experts Private Educational Institution, the Candidate IT Career Center, the IT Country Information Technology Training Center, the School of Management Skills, the Educational Center of the High Tech Park. 91 Academy of Sciences of Belarus implements joint projects in a wide range of scientific and technological fields with multiple local and foreign scientific and industrial organizations, and it actively participates in international programs. During 85 years of its activities, the National Academy of Sciences of Belarus has made an important contribution to the development of science and technology in Belarus, to strengthening the national economy and defense; it has educated a large number of professionals for the R&D centers, universities and various industries. During the exhibition, the following events were held: The HP Authorized Courses in Belarus on the new opportunities of the HP technical training in connection with the opening of the HP Certified Training Center in Minsk City; the Unknown Excel Master Class presenting new features of MS Excel, making work even more effective; The e-learning Hour presenting the state-of-theart technologies of e-learning and participating in the competition with the e-learning prizes suitable to all those who started or plan to start developing online training courses; the 6F intellectual game: Junior Developer, helping to define the competences of a Junior programmer. The visitors of the stand were given the opportunity to test their knowledge of Java, 1С, network and server administration, and get a 15% discount card for training. In addition, visitors could take part in quizzes and master classes, get prizes, take an unforgettable photo of the cool IT man/woman as a give-away. THE NATIONAL ACADEMY OF SCIENCES OF BELARUS The National Academy of Sciences of Belarus is the highest government scientific institution responsible for organization, implementation and coordination of fundamental and applied scientific researches and developments in the Republic of Belarus. The National The TIBO-2015 exhibition presented developments of the following scientific organizations: the United Institute of the Informatics Problems State Scientific Institution at the National Academy of Sciences of Belarus, the Geoinformation Systems R&D Republican Unitary Enterprise, the Center for Identification Systems State Enterprise, the Institute of New Materials Chemistry State Scientific Institution at the National Academy of Sciences of Belarus. The Robotics Sector of the Laboratory of Modelling the Self-Organizing Systems at the National Academy of Sciences Belarus demonstrated a robot designer for teaching school and university students. Mr. Sergei GERASUTO, Head of the Robotics Sector, described the development in detail: The robot designer has been created to improve the skills of the school, college and university students in the basics of robotics, mechanics, electronics and informatics, as well as to attract public attention to engineering, and to improve the prestige of these professions. Our stand also presents a robot-ball, which can be used as a transportation or monitoring solution. The robot designer is an independent development of the National Academy of Sciences: the housing, the PCB, and management system have been developed in Belarus. The robot has often been compared to the LEGO designer; however, this development has panel robotics in its core. Today we are modelling the second and improved version that has a different configuration, other types of sensors, and a larger number of tiers. 92 Special interest was paid to the developments of OKB SAPR (Russia): protected microcomputers, the SECRET protected media, and biometric authentication. Only a few people know that in addition to unique fingerprints and eye retina, every person has a unique location of blood vessels in the hand. This peculiarity is used for biometric authentication that can be used instead of or together with the password typed with a keyboard. After scanning the vascular bed of a hand, the software package checks the result with the previously created reference, and grants access to the system only in case of 100% match. Mr. Evgeni BULKA, Master of Ceremonies, presented his own development made at the National Academy of Sciences of Belarus. The application has been developed to simplify the process of searching for goods and services in retail outlets in Minsk City. By scanning the product barcode or a special catalogue, one can find the necessary information about the product: description, price range, and the nearest points of sale. The information can be updated through direct interaction with the outlets. The booth of the National Academy of Sciences of Belarus also presented the developments of the Institute of New Materials Chemistry: polarizers and a thread for the 3D printers (it is planned to replace the imported consumables due to a more attractive price). BANK TECHNOLOGIES CENTER OAO At TIBO-2015, the Center presented both well-known software products for banks (the Special Template BANK PC and Maintaining Clients Questioners PC), and the latest developments (the Special Template LIGHT PC and the IFRS Reporting PC). Just as it was a year before, the employees of Bank Technologies Center OAO tried to organize their stand so that it would interest not only the IT and banking technologies experts, but also the rest of the exhibition visitors who came to the exhibition to find out the IT novelties. Therefore, in addition to its solutions, the company presented the developments of several of its partners. The exhibition visitors were very interested in protected microcomputers, mobile phone apps like Give me money! (card-to-card remittances) and Mobile banking for legal entities. Banking and Financial Telenetwork ZAO is a leading and dynamically developing company, which is a communications provider; the company provides integrated telecommunication services and solutions to organizations across all target segments in the territory of Belarus. Ms. Oksana OSETNIK, Marketing Expert, gave the details of what the company presented in its stand: We offer videoconferencing services. The Cisco equipment is used for this purpose. Unlike other companies who deliver this service, we can guarantee security of the transmitted information, because our communication channels are closed, without Internet access. The quality of communications, as well as image quality will be high on any device. Omertex is a provider of custom software development services in Eastern Europe. The company develops a new business activity: in-house software product development. Mr. Alexei PASHKEL, Marketing Director, described mobile apps presented by the company at TIBO 2015: One of the applications enables the owner of a legal entity to manage his/her own business using a smartphone. There is no comparable solution in Belarus. This solution integrates the digital electronic signature and enables to manage your business from anywhere in the world by authenticating your signature. 93 application to their clients. We are also implementing a mobile application enabling to remit money from one bank card to another irrespective of a bank or card. This will considerably simplify the process of transferring the money from card to card. THE NATIONAL STAND OF THE REPUBLIC OF KOREA It was the first time when the representatives of the Republic of Korea participated in the exhibition: the National Information Society Agency (NIA); the Ministry of Science, ICT and Future Planning; the R&D Institute of Electronics and Telecommunications; as well as 10 leading ICT companies: KT, LSIS, Core Engineering, Korea Trade Network, Ubiquoss, HanDreamnet, OJWorld, Soundl.ly, MediaHub, SK Hynix Semiconductor. The slogan of the exhibition was Smart Korea towards the center of the IT world. The stand presented the following developments at the exhibition: Smart network: service monitoring through UHD; the GIGA Internet service; the FTTx solution. Smart home/office: smart energy service; advanced wired / wireless technologies. Smart home appliances: a video-wall; an HVAC system. Smart trade (the National Electronic Trade System): the utradehub modeling. Smart-solutions for networks: Smart House, smart building, smart enterprise. Smart security: security systems connectivity. LG Electronics For more than half a century, since the moment of its founding in 1958, LG Electronics is a leading manufacturer in the field of mobile communications, consumer electronics, and household appliances. This is one of the world s largest corporations: 120 enterprises of the company operating worldwide employ over 93,000 people. Huawei shared its rich experience in the field of the ICT Development Strategy Planning, ultra-broadband technologies (UBB), network construction, and business consulting. Thus, Huawei contributes to the development of the information and communication industry both in Belarus and in the Central Asia countries. Special interest was paid to the Huawei P8 smartphone, and the Huawei Watch presented at the company s stand. More than 10% of the annual income of the company is allocated to research and development. ZTE has more than 2,000 international patent applications registered by the World Intellectual Property Organization. In total, the company has submitted over 33 thousand international patents applications, making it one of the major patent holders in the communications industry. ZTE has brought its novelty to Minsk: ZTE Grand S3 is the first phone with the eye recognition feature. This development is called Eyeprint ID, and it has been developed by the experts from EyeVerify. By scanning the eyes, you will be able to make payments, unlock your phone or get access to protected content. Eye scanning takes longer than reading a fingerprint, but security is increases because you want to scan both eyes. Scanning is performed by the front camera with a resolution of 8 Megapixels, and without flash. Another project has been designed specifically for universities and schools: a smart classroom. Many schoolchildren are prohibited to use mobile phones or tablets in a classroom; however, with the Smart Classroom, everything is different: tablets instead of April 22-25,

96 textbooks, interactive whiteboards, online class work and homework over the Internet; this is the list of innovations. The stand also presented a novelty in the field of medical technologies. Anyone could check his/her blood pressure. Cisco Cisco is the world IT leader. In 2014, the company s net sales amounted to US $48.6 billion. Cisco spends more than US $5bn on R&D annually (including more than $300 mln for information security R&D). As of 2014, Cisco has more than 400 offices worldwide, and the total number of employees is more than 60,000 people. Belarus gets the Cisco products through an extensive network of partners: more than 80 companies. The Cisco solutions are used in all sectors of the economy of Belarus. For the first time, the Cisco Mobile Executive Briefing Center worked at the TIBO-2015 exhibition; the center was equipped with the latest solutions for telecom operators. The exhibition visitors could see how telecommunications companies used innovative solutions from Cisco. Mr. Maxim LEBEDEV, Systems Engineer (Communications Operators in the CIS and Georgia) of Cisco Systems International, said: In our Cisco van, we present solutions for telecommunication operators. We have four focus areas. The first focus area is the Wi-Fi solutions for telecommunication operators with the ability to integrate into mobile cores to be able to manage traffic unloading in the 3G and 4G networks into the Wi-Fi network. For telecom operators this is a bargain in terms of subscriber terminal management and in terms of what radio subsystem is used by them. The second focus area is the orchestration of cloud infrastructures and the provision of cloud-based services. This helps the operator to create services and sell them to the end-user. We offer a technical solution to integrate these requests into the language understandable to machines and equipment. The third focus area is our core business: traffic networks. We offer the End-to-End portfolio: routers, switches, firewalls. In particular, our stand demonstrates operations of the Envi technology enabling to virtualize the access environment. The last site of the communications provider has the equipment, which does not require configuring and visits of the engineer: only an installer goes there to hook up power cables and ensure connection with the headquarters. From the telecom operator s point of view this means savings, because the equipment is managed centrally from a single point. And, our fourth focus area is perspective to us, and we will be working on it for the following year or two. These are cloud solutions: the cloud Wi-Fi, the cloud switch, etc. In fact, these are solutions for the commercial segment; for example, take retail chains, like McDonald s: they need Wi-Fi for their clients, however, the chain doesn t want to have maintenance engineers on their payroll. The switch has only one setting: the IP address of the cloud server, which stores its settings. The task of the telecom provider is to bring equipment to the customer s site and to connect it either to the Internet or to its own data transmission network. Our booth is a mobile briefing center. There are only four like that in the region. This is a demo truck; prior to TIBO, it was at the Cisco Connected exhibition in Bratislava, then left for Zurich, and one week prior to Minsk, it was in Vilnius. Last week, we had the Cisco Forum in Minsk, and immediately afterwards the truck came to TIBO. This demo booth enables you to talk about technologies, ask questions, engage in dialogue, and even to start some projects. Panasonic Panasonic is one of the most famous brands in the global electronics industry. The company regularly presents its products at the TIBO fairs, and it constantly strives to surprise people with innovations and advanced technologies. To show things at the exhibition, we ve brought displays of various sizes: from 50 to 98 inches. The stand is equipped with interactive displays that can be used, for example, in education or in shopping malls. If necessary, it is possible to make interactive kiosks or tables. All this can be easily implemented by using our products. There are budget models of displays. They are designed to run 16 hours per day, 7 days a week. This is a very convenient solution, because there is a possibility to automatically download information and data from the Internet: you do not need an operator to constantly supervise it. At our stand, we have a display that we have specially designed for the Fabergé Museum: it shows a video clip, there is a map of the Museum, and it announces expositions. This is convenient to the end-user and to our customer, too. We also present large video walls that can be configured for situational centers or shopping malls. They can be of different sizes depending on the preferences of the customer, and they can work 24/7. These are fully professional devices. At our stand, we show how we combine four laser projectors together. The uniqueness of this product is that the light source works for 20,000 hours without replacement. This is a technological breakthrough: previously, installation projectors with the same light beam would work without replacing the light source for 2,500 hours maximum. This is almost 8 times longer than before! Besides, as time passes, the light source can be replaced at a service center. This means that the product itself is designed for a much longer period. Four projectors form a high-quality panorama, which is critical for sports broadcasts. We also present the interactive displays that provide the optimal solution for changing audiences at universities. Both a teacher and a couple of students can work at such a whiteboard concurrently: the interactive screen enables all of them to do manipulations. The screen can be of any size: 5, 8, 10 meters, depending on what the customer wants. Today, we also present our thin-edge displays; we offer models of various edge thickness: for example, 3.5 or 5.3. The exhibition visitors are also interested in our solutions for TV studios. We offer robotic cameras enabling video shooting without an operator. One person can manage the entire shooting process. The presented cameras are in different price categories depending on the final picture quality. Our novelties (AWHE40 and AWHE130) do not need extra power, and they broadcast non-compressed video signal. Using them, one can organize teleconference bridges efficiently. Moreover, such cameras are used in a variety of major TV shows and reality shows, like DOM-2, in particular. This has been one of our largest projects, which has engaged more than 80 cameras of the type. Moreover, I would say it has been the largest project in Europe. Nokia Networks Nokia invests in technology development that are of great importance in a world where billions of devices can communicate with each other. The company s activities are focused on three aspects: development of software, equipment and services for network infrastructures, which is done by Nokia Networks; development of locationbased intelligence means, which is done by HERE; and development and licensing of advanced technologies, which is done by Nokia Technologies. Tamron Tamron (Japan) is a company established in 1950; this is a global manufacturer of optical equipment; it produces high-resolution lenses that are ideal for shooting in low light, and for night shooting. These models have the megapixel resolution, both in the center and along the edges of the shot, both in day light and at night, in the near infrared range. High luminosity, the lack of chromatic aberration, a wide range of coverage angles, a unique built-in aperture mechanism, and many other things make these lens indispensable for security video surveillance systems. One of the unique novelties presented at the stand was the SP mm F/2.8 model for Canon/Nikon/Sony. That new ultra-wide angle lens for full frame cameras became a perfect complement to the Tamron SP line of professional lenses. Figuratively speaking, the third wave of innovation now enters into force. Previously, it was a modest technology with a dialup telephone connection, which was then replaced by ADSL, which is now dominating; and today, we are on the verge of the next change. Luckily, it s for the better! The throughput of the ADSL networks is not good enough for today s subscribers. Currently we are working on optical networks: we want to install a fiber optic socket in every apartment. And the know-how of this year is an additional device with a scale and a printer that is connected to the terminal. The device is specifically designed to quickly and efficiently process registered mail pieces of up to 2 kgs. The client can process shipment alone; at that, the device can receive payments both as cash banknotes and bank cards. The client gets a receipt and a sticker with the indicated weight of the parcel, the contact information about the consignor and consignee, and the parcel barcode. Both legal entities and physical persons will be able to enjoy the novelty. The device is designed to significantly simplify the procedure of sending parcels and registered mail by eliminating the need to address an operator at the post office. Today s youth is mobile; they do not want to write and fill forms by hand wasting time. This service will be the most useful to them. At the moment, the service is applied only to receiving mail pieces; however, in the future we plan to expand it to absolutely all services that we deliver: remittances, pensions, etc. At TIBO-2015, MTS demonstrated its partnership project: Schools.by. The portal offers an infrastructure for designing school websites for free, which will enable high schools to minimize their expenditures related to maintaining their own IT platform. All subscribers of MTS get free traffic to visit this Internet resource. Another important part of the project is the Electronic Diary that serves as a communication platform for parents and teachers: they can exchange operative information in real-time, they can monitor school attendance, and achievements of pupils. In addition, we have updated our corporate website by our anniversary: we have added a new service for our clients, which is Post-24. We have selected the most requested services and grouped them into a separate banner for easier website navigation. The service is available to both natural persons and legal entities. We ve selected the following services: the online shop of Belarusian goods, the possibility to re-address a mail piece to any convenient post office or post office outlet, the call-the-courier service, the reference book, and the rater. We are working on a mobile version of this service to be more accessible to our clients. MOBILE TELESYSTEMS (MTS) COOO MTS (the largest Belarusian mobile communications provider in terms of the number of subscribers) demonstrated its new digital products and solutions at the TIBO-2015 exhibition. The core of the MTS exposition was based on the developments both for mass users and for the business segment. Global internetization is reflected in the operations of MTS. 103 main maintenance issues without being connected to a desktop computer or without addressing the company s office or call-center, to check the services available to every number, to deactivate the services of every number that are activated at the moment, to request the details of the calls of every number to be provided to your smartphone, to instantly connect new services to your mobile numbers. At the exhibition, the company presented a solution using a standard SIM card as an electronic digital signature key. The new technology will accelerate the transition of the country to paperless document management and will simplify access to personal information via the Internet for ordinary citizens. If the electronic digital signature based on a SIM card is accepted as the national standard, this will enable individuals to use it more actively. For example, the MTS subscribers could get postal orders in just a few minutes without filling out a paper notice; they could fill tax declarations, get property statements or apply to the Registry of Births, Marriages and Deaths without personal presence. Along with the technological solutions, the company demonstrated its best social initiatives aimed at improving the quality of life of the Belarusians and at improving their mobile literacy. In particular, the project called Networking for all ages to educate elderly people to use the Internet was presented in a new format: training on tablets. The project partner is Huawei. The MTS Companies Group also announced its international project: Telecom Idea. The main goal of the project is to support and develop youth innovative projects in telecommunications. This project has been organized for five years in a row by MTS (Russia), and Belarus joins this international movement this year. The MTS Mobile Operator together with the Belarusian Cloud Technologies organized a pilot 4G zone especially for the exhibition. The MTS subscribers were the first in the country to try high speed LTE access during the days of the exhibition. Another example of the modern digital world was the updated version of the Mobile Library launched by the mobile operator in partnership with Bookmate (Russia). The MTS subscribers got access to the virtual bookshelf; today, this library contains more than 200,000 publications on various subjects: from the most popular novelties of business literature to textbooks from the school curriculum. Using it, you can see the location of all the stores in the shopping mall, and route yourself from one pavilion to another. Another system is ideal for holding seminars, trainings and conferences. The Tribune information and service center aims to help in carrying out such events. You can load the text of your speech and pictures to the device. In addition, an interactive hall panorama is available to indicate the participants wishing to ask a question. The head of the company s Marketing Department shared his impressions about the exhibition: It is very good that there is such an exhibition in Belarus, because this is a locomotive in the IT sector in our country. PROMSVYAZ JSC Promsvyaz JSC the only industrial enterprise under the umbrella of the Ministry of Communications and Informatization of the Republic of Belarus presented a wide range of its products. The company exists for more than 80 years; the company has been producing the equipment for wired telecommunications satisfying the needs of the country s economy, as well as a wide range of consumer goods. The main development presented at the exhibition was the joint project developed with the Huawei laboratory in Belarus: the Smart House. The representative of Promsvyaz JSC highlighted that the project was demanded, because at that moment there was no unified standard or guidelines on how to create this kind of systems. In a broad sense, the Smart House refers to providing a certain level of comfort by automating processes and by providing the opportunity for the user to manage the algorithms of these processes. The system consists of a management platform, peripheral devices, client devices, storage devices, and a transmission network. Referring to this project, the following products were presented at the exhibition: smoke detectors, motion sensors, water leakage sensors, lighting control sensors, door opening sensors.
