Johnson, NEMA 1 Call to Order (Hopkinson) The meeting was called to order at 7:10am EDT. Those present introduced themselves. TA Hopkinson provided opening remarks. Following the arrival of additional attendees, it was determined that a quorum is present. 2 Approval of the Agenda (Hopkinson) DECISION: It was moved, seconded, and agreed to approve the agenda, as amended to add two agenda items that were added to the IEC TC 14 agenda: 1

2 The newly added agenda items are: Transformers for underwater applications (*subsea transformers) 14/799/INF; and IEEE C Guide to describe the occurrence and mitigation of switching transients induced by transformers switching device an system interaction.. The TC14 US Delegation members were reviewed: Phil Hopkinson, Jody Haasz; Craig Colopy, Larry Dix, Mahesh Sampat, and Rick Marek. Mr. Yukiyasu Shirasaka, on behalf of the Japanese delegation, provided an overview of the upcoming IEC General meeting in Tokyo, as well as guidance concerning local transportation and other local information. It was noted that the official meeting consists of about 12 days of meetings, including opening ceremonies. 3 Approval of Previous Minutes DECISION: It was moved, seconded and agreed to approve the March 26 minutes, without objection. 4 Review & Update USNC Roster for TC14 USTAG Members were invited to review the roster, provide updates, and identify potential new TC14 USTAG members. Several members provided updated contact information via the sign-in sheet. Johnson agreed to update the NEMA database, as appropriate Plenary Meetings It was noted that the TC14 plenary meeting is scheduled November 10-11, Tokyo, Japan. The draft, revised TC14 agenda is 14/789/DA. 6 Update on TC14 Standards Activities The following Items are included in the IEC TC14 Draft Agenda. Note: * indicates that item appears on TC14 agenda. The entry no doc available refers to availability as of October 22. Documents related to TC14 agenda items may become available prior to the TC14 meeting. 6.1 *IEC : Power transformers- Part 4: Guide to the lightning impulse and switching impulse testing (*MT ) No doc available. No US expert listed. It was anticipated that Mr. Jarman will speak to this item during the TC14 meeting. 6.2 *IEC Ed 1.0 ( ): Power transformers - Part 7: Loading guide for oil-immersed power transformers (Loading Guide) (*MT ) Corkran and Marek are listed as US experts. No doc available. Marek noted that a CD is expected either before or after the IEC General meeting. Marek noted that the guide is important to US interests, and invited those present to consider attending the next meeting. 6.3 *MT Determination of sound levels (No US expert listed on MT) TA Hopkinson noted that the document has moved from sound pressure to sound intensity; however, there are no tables. TA Hopkinson noted a European perspective that sound levels are negotiated between buyer and seller. In North America, NEMA TR 1 tables (for liquid-filled) 2

3 provide a reference for sound levels. From a US perspective, it is suggested that a table be proposed for insertion in the IEC document under consideration. TA Hopkinson distinguished between IEEE and NEMA standards *IEC Ed Power transformers - Part 10: Determination of sound levels (MT ) It was noted that, per 14/791/RVC, the US voted yes with comments *IEC Determination of sound levels It was noted that, per 14/792/CC, the US provided no comments. 6.4 *IEC : Power transformers- Part 11: Dry-type transformers (*MT ) 14/786/INF reports US provided comments on proposed revision. Ballard is US expert on MT. Ballard reported that Marek attended the first meeting. Marek reported that a number of items from are proposed for insertion in Of note, a proposal was made to insert UL in an IEC document; however, C was really intended for insertion (dry type thermal insulation). It was noted that the responsible MT is planning a one-day duration meeting approximately every three months in Paris. TA Hopkinson expressed a long-standing position that the US can probably support a total of two meetings per year (maximum, per MT). 6.5 *IEC Ed 1.0 ( ): Power transformers - Part 15: Gas-filled power transformers (*MT ) 14/782/CDV closed US abstained. No US expert on MT. Mr. Shirasaka reported that the draft was sent to the IEC Central Office for translation and publication, and publication is anticipated in the near future. It was reported that 400 kv voltage, and 450 kva capacity are identified in It was reported that there is a single gas-filled transformer in the US. 6.6 *IEC Ed Power transformers - Part 16: Transformers for wind turbines applications (*MT ) 14/776/RR indicates IEC is to be revised (joint with IEEE) Ballard is US expert. Ballard reported that the document is close to being ready for discussion by both IEC and IEEE. WG approval was achieved, and it is now moving to subcommittee for comment. The basis was an IEC document, and a joint IEC/IEEE group was formed. It was noted that coregassing was not referenced, although the topic may be added in comments. 6.7 *IEC Power Transformers Part 20: Energy Efficiency (*PT ) 14/778/CD US provided comments Sampat is US expert. The effort is to combine and into one standard based on the CENELEC work done for TC14 on transformers above 36kV. Energy efficiency will be determined via three relevant methods: load/no-load losses, 50% rated power, and the PEI index. Previously, it was noted that a separate proposal will be sent to NEMA for a proposed IEC standard to determine energy efficiencies for large transformers beyond 100 MVA. TA Hopkinson reported that the work does not have an upper limit. The large and small transformers documents have been combined. The US tables, reflecting DOE 2016 requirements, are reflected in this work. A second CD has been delayed. 3

4 6.8 *IEC Standard requirements, terminology, and test code for step-voltage regulators (Breckenridge IEEE) (*MT ) (Colopy) 14/794/RR reports the publication is to be revised (joint with IEEE) Sauer is US expert. Colopy reported that a two-day meeting was held over the previous weekend, with good attendance. A sound table is being inserted, with a forced-air rating for fans. A universal interface with a standard connection between enclosure and apparatus, possibly military-type, is under consideration. 6.9 *WG 32 Power Transformers and reactor fittings (Adoption of EN 50216) Morales is US expert. It was reported that there are a total of three documents, and work is progressing *IEC Power transformer and reactor fittings Protective devices 14/768/RVN proposal was approved as new work item *IEC Power transformer and reactor cooling equipment 14/769/RVN proposal was approved as new work item *IEC Power transformer and reactor fittings Power transformer and reactor fittings fittings 14/770/RVN proposal was approved as new work item *IEC Ed 1.0 Dual Logo IEEE/IEC standard for Liquid Immersed Phase Shifting Transformers (PT ) 14/795/CC compiles comments on 14/787/CD. US provided no comments Ahuja and Patel are US experts. Jarman reported that there was work the previous evening on this document. The first draft was reviewed, with a second circulation for ballot after the IEC General meeting in Tokyo is anticipated *IEC Tap changers - Part 1: Performance requirements and test methodsjarman 6.12 Published IEC Ed.2 published Application Guide (*MT ) (Kramer) 14/784/INF results of 14/777/DC. US provided comments Kramer/DE is convenor. Dix and Colopy are US experts. It was noted that -2 is the Application guide. Two meetings have been held, and there is a joint IEC/IEEE working group meeting scheduled. A report is scheduled next month. It was noted that C and the published were reviewed, and it is hoped that the two will be harmonized in future. Bulk rise and stability were discussed. 4

5 6.14 *IEC Converter transformers Part 2: Transformers for hvdc applications (Joint with IEEE) (Lindroth) (*MT IEC ) 14/781/INF results of 14/771/DC passed to MT US provided no comments. Lindroth/SE is convenor. No US experts. It was noted that a group is meeting on THU/FRI and work is progressing, with a first draft underway, as two texts are combined *IEC Converter transformers Part 3: Application Guide (*MT ) 14/780/RVC reports FDIS due US voted yes with comments on 14/757/CDV. Piovan/IT is convenor. Marek is US expert. Sheldon Kennedy is expected to become a US expert to MT It was noted that a significant percentage of US-source comments were accepted. ActionItem: Change US Expert to MT from Marek to Kennedy. (Johnson) The optimal number of pulses is often defined as multiple groupings of 6 pulse devices. It was noted that multiples of 6-pulses are specified for harmonic purposes *IEC Ed 3.0: Power transformers - Part 3: Insulation levels, dielectric tests and external clearances in air IEC Ed 3.0 published Per TC 14 agenda, discussion of clarification of requirement for LI tests on lower voltage windings of transformers with UM >170kV and other matters. It was noted that was published. Jarman reported that there is one suggestion for clarification. 7 Other Issues /796/NP Suppression devices of DC magnetic bias of electric power transformers 14/796/NP proposes development of a technical specification with scope: Technical requirements for DC bias suppressing devices and their accessories, for rated voltage above 220kV, including specifications of the operation conditions, technical characteristics, structure, test, marking, packing, transportation and storage. It was noted that a US response is due /796/NP was circulated to TC14 USTAG on TA Hopkinson noted that this is a device that addresses geo-magnetic currents, as a resistorcapacitor pair, to take DC currents and suppress them. It was noted that this proposal was submitted by China, and there is some discussion as to whether or not the proposal is in the scope of TC TC14 USTAG Technical Advisor Succession TC14 USTAG Technical Advisor Phil Hopkinson has indicated, after many years of service, that he wishes to step aside as the TA, and remain a TAG member at the end of TC14 USTAG members are invited to engage in succession discussions. 5

6 TA Hopkinson reported his intention to step down as TA in the next year. TA Hopkinson noted that Marek has expressed interest in assuming the TA position. It was noted that NEMA originally asked TA Hopkinson to serve as TA in New Business Two items were included on the agenda. 8.1 IEC Subsea transformers. Paul reported that this is a proposal from Norway and Finland, with some work done in the US. The proposal is intended to spur discussion in Tokyo. It was noted that subsea operating pressures are extremely high, and typically these might be used for oil exploration. The interest is in deploying equipment underwater, as opposed to on a platform. One other issue is how the temperature-rise test is performed. 8.2 IEC Switching Transients This is under discussion as a dual-logo (IEC/IEEE) document, and timing of documents is under consideration. TA Hopkinson reported that the core-gassing activity is extending to higher vapor classes. C is not being revised now, but the intent is to extend to EHV and other transformers. Several working group participants have data at high frequencies and voltages. Extension to mid-ranges may be a future activity. 9 Schedule Next Meeting The next meeting is scheduled in San Antonio during Spring The exact date is TBD. 10 Adjourn TA Hopkinson adjourned the meeting at 8:30am EDT.
