5 Promote Explore Profit Dear Colleague, Following the presidential and parliamentary elections held in late 2013, Madagascar has regained political stability and acquired international recognition. The current government is well established and keen to carry out major structural changes to the economy in order to exploit the nation s abundant and diversified natural resources. Taking steps to drive the national plan forward is among the Ministry s foremost priorities. Both the mining and petroleum codes are due to be passed imminently, the development plan for the prosperity of the extractive industries is well underway and now is an opportune time to invest. The government is also promoting win-win partnerships and establishing a competitive, stable and transparent, legislative framework to attract international investors. Recent data studies have been completed and this will assist both the government and interested investors in identifying and exploiting Madagascar s natural resources. Madagascar is ready and open for business, and the nation s President has prioritised the extractive industry as the driving force behind the island s development. Joëli Valérien Lalaharisaina, The Minister near the Presidency in charge of Mining and Petroleum With over a decade of experience in governmental departments and a commitment to Madagascar s development His Excellency Joeli Lalaharisaina is best placed to introduce the Ministry s new policies aimed to advance the nation s fledgling oil and mining industries. As the director of the Petroleum Bureau under OMNIS the Minister will present the changes that will be made to Madagascar s regulations to incentivise international operators to explore the nation s perspective.
