3 CoRINThos Project (1/4) Identified problem: Leading Maritime traditional sectors and Blue economy new ones represent a vital and unique element for Mediterranean prosperity and economic growth Maritime clusters have key potentialities to foster this economic growth. However Maritime cluster is still a new concept in the Mediterranean Basin as single area and even though, locally, there are some advanced examples, a Med basin approach is missing In this framework, R&D, which is one of the core driving factors for successful maritime clusters, has not been fully exploited yet

8 Triple Helix Approach (2/7) Triple Helix A conceptual framework for the changing position of universities, business and government, within the systems of innovation Growing interaction between institutional bodies as innovation systems (Etzkowitz, 2002). Each organization must be involved in the roles of the other. Universities adopt business roles as marketing and spin-offs, and companies adopt a research dimension.

Depict and define the current state of the existing and potential maritime clusters in a more clear and comparable way. 17 Triple Helix Matrix Structure (1/5): The Triple Helix Matrix will be a table consisting of Horizontal and Vertical Indicators that will be combined through specific questions. Aiming at identifying the axes of the Matrix, it is necessary to define: the Targets, in other words the objectives that the Clusters should achieve through their operation and the Factors, in other words, the means that will contribute to the implementation of the above mentioned objectives. The Targets will constitute the horizontal axis of the Matrix and the Factors the vertical.

19 Triple Helix Matrix Structure (3/5): The identified initiatives comprise a combination of five main Targets and five main Factors. Each Target can be achieved by the proposed Factors within the operation of the mapped maritime clusters. The MATRIX is composed of 25 boxes sets of combinations among TARGETS and FACTORS. The objective is to combine each Factor with each Target through the reply to specific questions. Triple Helix approach Interviews with representatives of the State ( S ), the Academia ( A ) and Business sector ( B ) that will propose specific initiatives from their point of view combining each Target with each Factor.
20 Triple Helix Matrix Structure (4/5): The MATRIX will be used as a guideline for the elaboration of the questionnaire. The questions will have as objective to define the role of each Factor in the achievement of each Target. There are 2 steps to fill in the Matrix and create the Blue Economy Maps: Step 1- Desktop research/ existing input: All partners will try to answer the questions for each sector that their National Maritime clusters cover. The questions that cannot be answered by taking into consideration the operation of each identified cluster will result in empty cells and will imply that there are the specific gaps. Step 2- Field work/ macro regional approach: The partner will arrange with representative(s) of each part of the Triple Helix model ( S B A ) in order to give their opinion and propose initiatives that could combine the Factors with the Targets.
