2 3 instruments of Circular Economy action plan Improving the efficiency and uptake of the EU Eco-Management and Audit Scheme (EMAS) and the pilot programme on environmental technology verification (ETV) could also benefit businesses and SMEs in particular. The voluntary EU Ecolabel identifies products that have a reduced environmental impact throughout their lifecycle. The Commission will examine how to increase its effectiveness and contribution to the circular economy.

3 3 instruments under evaluation An evaluation of the EU Ecolabel and EMAS Regulations is being finalised under the Commissions Regulatory Fitness and Performance Programme (REFIT). The results should be published soon. An evaluation of the Environmental Technology Verification (ETV) pilot programme is beginning and should be finalised in the second half of All evaluations include an assessment of the effectiveness, efficiency, coherence, relevance and EU added value. 3

ETV as complement to standards, e.g. on raw materials, to Product policy tools (ecodesign, labelling, environmental footprint)
