2 (1) Background and Necessity Vietnam, has a long area extending from north to south, and has a variety in natural conditions such as the climate and geological conditions. Therefore, Vietnam is one of the eminent disaster countries in the world. Especially, the flood, the typhoon, the water submerge, the soil erosion, and the salt water infiltration are natural damages with high risk, and these disasters that relate to water are the most serious problems in Vietnam. Furthermore, reflecting climate change, losses and damage has been increased. In addition, the oil leakage due to the oil tanker accident along the coast occurs frequently, and it gives serious damage to the fishery. The loss by these natural disasters and man-made disasters reaches 1.5% of Vietnam GDP, and lives of hundreds of people are lost every year. As the 5 years social and economic development plan (SEDP ) puts high priority on prevention of natural disaster, it is an urgent issue for Vietnam to establish and operate the infrastructure to continuously obtain the satellite remote sensing data to monitor natural disasters, which is considered most efficient technology to achieve the purpose. Moreover, such data is also indispensable for the development of natural resources including the forestry, agriculture and oil. Vietnam sets importance on the science and technology for the national development, and especially space development and utilization technology is considered to be one of the strategic technologies. Master plan for space technology declared that Vietnam will own the satellite made in Vietnam by Necessary investments as well as the capacity development of Space Technology Institute (hereinafter referred as STI ), which was established under Vietnam Academy of Science and Technology (hereinafter referred as VAST ) in 2007, are now under way. Japanese Government expressed its willingness to support the above policy on the occasion of Joint Statement when H.E. Prime Minister Nguyen Tan Dung visited Japan in October, 2006 as well as Agenda for Strategic Partnership between Japan and Vietnam when H. E. President Nguyen Minh Triet made State Visit to Japan in November, (2) Basic Concept of this Project Vietnam, now under rapid economic development, has the national strategy to be an industrialized country by the year 2020, and therefore it aims to advance the high technology at various fields throughout the country. The space technology needs wide spectrum of advanced technology such as mechanical, electric and electronic, communication, material, control, software, optics and so forth. As for the application of space technology, communication and broadcasting satellite plays an important role for the establishment of communication and broadcasting infrastructure, and earth observation satellite plays an important role for disaster monitoring, national security and so forth.

3 Therefore, space technology is placed at important strategic position in Vietnam because of high necessity in those applications. Based on this basic policy, STI made the detailed conceptual plan, including 1) assembly and test facility of small satellite and 2) the data reception and the processing facility of earth observation satellite, as well as various research and development facilities. This plan was approved by VAST in May, In addition, an important policy of Vietnamese government is so-called capacity building for ability to develop and utilize small satellite by 2020 by Vietnam itself. Space center is also expected to promote investment of hi-tech industries to Hoa Lac Hi-tech Park (hereinafter referred as HHTP ). (3) Outlines of this Project Hoa Lac Space Center (HLSC) is planned to be constructed in the research and development zone of HHTP about 30km west of Hanoi City. Development area is approximately 9ha. Main purpose of this project is 1) to contribute to social and economic development through reduction of the natural disaster damage by utilizing the data obtained by earth observation satellite, and 2) to own the national satellite according to Space Technology Master Plan of the government of Vietnam. In order to achieve this purpose, development of the facilities as well as technology transfer for sustainable operation will be conducted by this project. Total project cost is estimated as 34.7 billion JPY. Outlines of this project are: 1 Facilities, Building and Equipment Satellite assembly, integration and test facility, Transmit and receive Antenna, Research and development building, Manufacturing building, Education and training building and library, Administration facilities and Small-size Satellite 2 Capacity Development / Technology Transfer Transfer of technology regarding data utilization technology, satellite development and satellite control 3 Supervision Consultant (Support for the implementation of above items) As for economic benefit, reductions of flood damage, of damage caused by oil leakage, and of forest damage caused by fire or illegal logging are expected. The economic benefit is estimated under the assumption that the expected damage, which is assumed based on past records, will be reduced by 10% by the effect of this project. Results of economic evaluation are; Economic Rate of Return: 15.98%, B/C Ratio: 1.17, and Net Present Value: 42.7 million US$.

4 Regarding social and environmental consideration, this project is developed in the area of which land is already acquired, thus, there is no social and environment issue for land acquisition. For other social and environment consideration, there is no particular adverse effect. Output power of satellite data receipt and satellite control antenna is large enough to implement EIA according to Vietnamese regulations. (4) Implementation Schedule This project has a target to respond the policy to own the satellite made in Vietnam. For such purpose, design and tender support is expected to be done by grant in 2009 so that the main contracts for facilities, equipment and satellite can be signed at the beginning of the year Facilities will be completed one by one until Training will be implemented in Japan from 2010 to 2012 and at the site of Hoa Lac utilizing the new developed facilities from 2013 to (5) Feasibility of ODA Loan Request and Implementation STI is willingly to implement this project finance by ODA loan with Special Terms for Economic Partnership (hereinafter referred as STEP ). Discussion between MPI and STI has already commenced. Coordination with infrastructure development at HHTP and this project is crucial to achieve the outcome of each project. Hoa Lac Hi-tech Park Management Board and STI have been made an effective coordination. (6) The International Competitiveness of Japanese Companies As for technology transfer of small satellite, Japan has enough experience and competitive technology even compared with USA and/or Europe. As for the operation and control of satellite, public and commercial space companies have their own satellite control facilities in Japan. The Consolidated Space Tracking & Data Acquisition department of JAXA has established the network of ground stations across the world. With these facilities it is possible to send and to receive signal between ground station and satellite in low earth orbit or geostationary orbit. The Japanese industries have strong competitiveness in telecommunication fields especially in antenna and communication equipment technology.

5 As for the capability of satellite data utilization, the Japanese committee with researchers from universities and research institutes has been studying satellite data utilization for almost 20 years. The result of the study made Sentinel Asia project which is the framework to share disaster information in the Asia-Pacific region and to make the best use of earth observation satellites data for disaster management in the Asia-Pacific region. Particularly for disaster monitoring, a lot of disaster monitoring systems have been planed such as the disaster monitoring satellite system in Thailand, Mekong river flood watch pilot system, Indonesian disaster prevention center, Bangladesh disaster management system and so on. The technology transfer of satellite data utilization has been provided through remote sensing training education for more than 30 years. The space agencies in Japan and Vietnam have inclusive cooperative relationship and Japanese companies also have close relationship between Japan and Vietnam. (7) Risk and Schedule for Project Realization STI has an intention to let STEP ODA loan request be submitted as early as possible and to realize this project as soon as possible. As mentioned above, the main contract would like to be concluded at the beginning of In order to avoid the risk to cause a delay of the main contract, arrangement of grant to finance design and tender support should be considered from the beginning of planning. Some equipment based on the most advanced technology should be confirmed that there is no restriction to get export license, when the final list of equipment to be procured is made. (8) Project Location Research and Development Center for Space Technology in Hoa Lac, Hoa Lac Space Center (HLSC) is planned to be constructed in HHTP, as shown in Figure S-1. HHTP belongs to Hanoi City and is about 30 km away from the center of the city. It has an area of 1,586 ha and is under development. It is the first National High Tech Park established by the Government. The site has a lot of unique advantages with respect to geological condition, environment, and transportation. HHTP borderlines are Lang Hoa Lac Highway in the South, National Highway No. 84 in the West and the Area of Hoa Lac Urban Chain in the East. The Center will be constructed in the northeast part of HHTP, R&D zone, as shown in Figure S-2. The total area is 9 ha.
