Percent for Art Announcement and Request for Proposals Proposal Information and Guidelines Kuinerrarmiut Elitnaurviat K 12 Renovation and Addition Quinhagak, Alaska Proposal Deadline: March 4, 2016, at 3:00 p.m. Total Project Budget: $111,028 Received by: Dennis Cobos Proposal Timeline March 4, 2016 at 3:00 p.m. March 21, 2016 TBD TBD Proposal Deadline Artist Notification Art Delivery to Shipper Art Installation Complete General Information The Quinhagak Art Project Committee, in conjunction with the Lower Kuskokwim School District, is requesting concept proposals for artwork to be commissioned for the Kuinerrarmiut Elitnaurviat K 12 School in Quinhagak. The new Kuinerrarmiut Elitnaurviat K 12 school is located approximately 3/4 mile from the barge landing and 3.5 miles from the local airport. It sits on previously developed land that's centrally located within the community. Once arriving by air, the school is accessible by truck, snowmobile, or 4 wheeler via graveled road all year round. Project Information The school is the home of the Seahawks and its school colors are black and gold. The school was designed for a population of 350 students (kindergarten through 12th grade). Art Committee Recommendations A group consisting of local residents agreed to have a mural painted in the school hallway outside of the gym (Attachment A). The mural will depict village life from past to present and include images of its elders. In addition, there are two other areas within the school that can accommodate additional pieces of art. (Attachments B and C) The art in these two areas can either be a painting or a sculpture. The subject matter can be chosen by the artist (with the art committee s approval). Art Location Descriptions Artwork is to be installed in one or more of the following locations. See provided descriptions and photos for exact locations. 1

Attachment A Site #1 Interior Wall outside of the gym area. A long open portion of drywall approximately 8 H and 40 W. The wall opposite this area is also available for use. Attachment B Site #2 Interior area. Lighted display case approximately 4 H x 6 W x 2 D. Attachment C Site #3 Exterior ground area (between buildings) approximately 16 x 25. Exterior wall space: Two walls approximately 10 H x 20 W and 10 H x 25 W. Criteria for Selection 1. Quality of proposed finished product and Originality of Concept. 2. Style and Appropriateness: Shows that the artwork is compatible in its relationship to the site, building, students, staff and the community. 3. Technical Considerations and Feasibility: Based upon the artist's artistic resume and history, including ability to complete a proposed work. 4. Safety and Maintenance: Whether the piece can be fireproof, waterproof, and durable for the life of the building, as well as its physical ability to withstand vandalism and theft. Maintenance of the piece should be kept to a minimum. 5. Opportunity for Quinhagak student involvement: The artist's willingness to involve Quinhagak art students in the creation/installation/discussion of fine art. 6. The anticipated date of artist notification for final selection is the week of February 15, 2016. Proposal Requirements and Format Artists are invited to submit one or more concept sketches for one or more of the project sites. Artists interested in this project must prepare and submit the following: 1. Letter of Intent: The letter should be one page in length and include artist contact information, and explanation of the proposed art. 2. Current Artist Resume: If submitting as a team, a current resume should be submitted for each team member. 3. Images of Past Work: Digital images must be compiled on a single compact disk (CD) labeled with the artist's name and placed in a plastic gem case. Artists applying as a team may submit up to 5 images of each artist's work. Electronic images must be in a JPEG 2

format (500 KB or higher) 4. Annotated Image List: A digital images list must include the artist's name and a brief description of each numbered image stating the title, date produced, medium, size (dimensions), location, and, if the piece was commissioned, the commission budget. 5. Proposed Concept Sketch: Provide one or more sketches of the proposed art. Paper should be no larger than 11" x 14" and must be marked with the artist s name, proposed location, dimensions, materials, and colors. If the proposed art is three dimensional, sketches should clearly convey that aspect of the art. 6. Project Budget: Provide an itemized budget for each site separately per the attached Project Budget Form. Please use only this form. 7. Optional Materials: The artist may include up to three supporting materials, such as reviews, news articles, or other related materials. 8. License and Insurance: The successful offeror(s) must have a valid business license in the State of Alaska and comply with state insurance requirements for workman's compensation insurance, comprehensive general liability insurance and comprehensive automobile liability insurance as applicable to their business. The insurance required on the Project Budget Form is for a separate policy for the art proposed for this solicitation related to its protection until such time as it is installed and accepted by LKSD. Unless requested otherwise, all materials submitted in this proposal become property of the Lower Kuskokwim School District and will not be returned. If an artist(s) requests items be returned, a selfaddressed stamped envelope (SASE) with sufficient postage, must be provided. Proposals without a SASE will not be returned.
