FAB GSE Remodel ITB Solicitation #1538 Invitation to Bid (ITB) for General Contracting Services ADDENDUM #4 December 5, 2014 This Addendum is issued to provide answers to questions from potential bidders and to inform you of the following revisions to the above-referenced ITB and the Contract Documents for the Project. Where this Addendum is inconsistent with the ITB or any previous addenda, this Addendum shall control. Bids shall conform to this Addendum. Unless specifically changed by this Addendum, all other requirements, terms and conditions of the ITB, and any previous addenda, remain unchanged and can be modified only in writing by PSU. A. CHANGES TO ITB: 1. Change to remove Telecom/Data specifications from the drawings. Replace with attached PSU OIT specifications and Drawing E0.3. 2. The south electrical room has an existing 75 kva transformer feeding four panelboards. It is understood that this transformer is remaining from the PacifiCorp move. The drawing scope now will delete one 45 kva transformer from the Issue for Permit scope and keep the existing 75 kva transformer and all four of its downstream panels and wiring. See the attached drawings for detail. 3. Approved Substitution Requests: a. Appendix 2.2; Spec Notes, Plan Sheet A1.2, D. Doors/Windows; D.3 Wood Doors Eggers Industries approved. See attached. b. Appendix 2.2, Schedules, Plan Sheet E9.1 Lithonia and Peerless lighting approved. See attached. c. Appendix 2.2, Schedules, Plan Sheet E9.1 Columbia Type C, D, M and X approved. See attached. Type A, A1, B and B1 Not approved. PSU is looking for continuity among these types of luminaires. It is apparent that the Columbia does not offer a 0-10V dimming ballast which is required for the B2. This substitution request did not submit on B2 because there is no suitable ballast offered. B. Where is the wood base located? A1c. No wood base required. Delete note H.3 on sheet A1.2. Q2. Systems Furniture a. Can the systems furniture being relocated be reviewed by our subs and if so when? Has the existing furniture been identified/tagged? A2a. PSU will notify contractors if any additional site visits are planned. b. A manufacturer is not listed for the new furniture. What is the seismic status of the existing ceiling system? A3a. Ceiling is old existing non-conforming. Refer to City Ordinance to govern any required upgrades. Q4. Fire Sprinklers a. Request an as built sprinkler plan identifying locations of mains and branches? A4a. Fire Sprinkler as-built plans attached. Q5. Abatement a. What and where is it? A5a. Is this to be assumed new call buttons inside and out? A6. No new Elevator controls are required. Delete note #12 referring to this on addenda #1. Q7. Alternate ABI #5- Can specific ramps and parking stalls be identified on a plan? A7. Refer to existing plans part of ITB. Q8. Work Hours/Access to the building a. What are the working hours for the project? A8a. 8am to 5pm Monday thru Friday. Special hours may be arranged with Project Manager for specific approved needs including noise / delivery or safety issues. b. Where can dumpsters be located? A8b. A street location for dumpster is to be provided and coordinated by the contractor with the City. Page 3 of 8
c. Which elevator (s) can be used to move men and materials? A8c. One of the (2) elevators that access the 2 nd floor and the work will be designated by the Project Manager after contract is awarded. d. Which restrooms can be used on site or are portable facilities required? A8d. Restrooms in the area of work may be used provided they are protected and cleaned by the Contractor. Q9. I have a question regarding something Quinn had mentioned during the meeting and restated again after during Q&A. He kept referring to a RFP submission? I have looked through all of the documents and I don t see anything that mentions an RFP or questions that need to be submitted with the Bid documents? A9. This is an invitation to Bid with offer binding on the contractor. It is not a proposal. Refer to definitions in ITB. Q10. When your Safety Director for PSU spoke, she mentioned that we would need to submit a full safety and site plan along with our bid? Again, I don t see anything in the supplied documents that covers the above questions. I would like clarification in case we have missed something. A10. The Site Safety and Logistics Plan does not need to be submitted with the bid. After award of contract however, the Contractor will need to submit these documents for review and approval by PSU. Q11. Is the electrical contractor providing cabling and devices for tele/data? A11. Telecom cabling downstream of the IDF closets will not be provided by PSU. Please see corrected drawings. Q12. Can we use ring and string to supply chase way down the walls to accessible ceiling space for tele/data outlets? A12. YES. Q13. Can we use free air cable for tele/data and fire alarm cable? A13. NO, please refer to requirements of ITB documents. Q14. In reviewing project documents, plan sheet A2.3, paragraph F notes signage by PSU. Please clarify if PSU will purchase signage from vendor or if it is part of this bid. A14. PSU will provide and install signage. Q15. I have a question regarding the systems furniture. The specification states Contractor to be responsible for complete purchase of new furniture. I spoke to a Herman Miller dealer today and was told that there is a contract in place with PSU and Herman Miller stating furniture must be purchased direct by the owner. Can you please confirm? I would assume there wouldn t be a problem having the relocated furniture subcontracted out. Page 4 of 8
A15. PSU will purchase any new systems furniture required. General Contractor will need to install and coordinate delivery to 2 nd floor of FAB. Delivery date to be 4/15/15. The General Contractor shall also relocate existing Systems Furniture from the existing location of the GSE (Graduate School of Education). Q16. Per sheet E2.3 & E1 there is to be a new 45KVA transformer installed in the electrical room located @grid lines D & 7. Per the site walk there appears to be an existing 75KVA transformer currently installed. Will the 75KVA transformer be demoed or can it remain and the 45 KVA transformer be eliminated? A16. See the attached drawings for detail. Q17. At the site walk it was noticed that there is extensive existing electrical (power and low voltage) to furniture/cubicles that will need to be demoed. This scope is not shown on the drawings please confirm this work will be required. A17. Pacific Corp. has not completely moved out of the space and are to remove the existing electrical wiring to furniture/ cubicles. Q18. Will the carpet tile be replaced at the existing floor monuments or will cover plates be installed over demolished monuments? A18. Pacific Corp. is to remove the existing floor monuments and cover any openings with a cover plate. The Contractor is to replace the carpet tile to provide a finished appearance. Q19. Is there electrical as-built drawings available for the space? A19. The best electrical as-built drawings are not available electronically. A hard copy of the drawings will be available to the Contractor if awarded the bid. Q20. Is there Fire Alarm as-built drawings available for the space? A20. See the Siemens as-built drawings attached. Page 5 of 8
Q21. Will PSU be enforcing that only subcontractors who attended the pre-bid walk be allowed to bid? If so, is this for all tiers of subcontractors or only first tier subs? A21. Subcontractors will be allowed to bid even if they didn t attend the pre-bid walk. The intention of section 1.3 of the ITB was to notify prime contractors that they needed a representative at the mandatory job-walk even if the only person who could attend on their behalf was one of their subcontractors. It was not intended to exclude subcontractors who did not attend. Q22. GSE currently has a lever people can push to open a door into the main GSE office on the second floor, which is the most-frequented area by students. We would like to maintain the easy access for everyone if we can. A22. All of the following items to be ABI #6 for an Alternate Bid: Add new ADA electric power door opener and wall activation buttons at (2) existing glass doors. Doors located between Entry room V201 and Waiting room V201 and Waiting room 200, and between room 200 and Hallway C201. Include electrical/low voltage conduit and cable as required for complete functioning operation. LCN Senior Swing center pivot model with complete power opener and closer mounted above ceiling of each door. Install two wall plate actuators each side of each existing glass doors. Verify Chrome finish to match. Modify ceiling as required and secure assembly to structure as required for hidden installation. Electric powered door operators shall be 120V, 1-phase. Provide ¾ conduit with (2) #12 AWG wire and (1) #12 ground back to panelboard 2BB. Provide control interconnect wiring and raceway from control operator to controller and motor per manufacturer s requirements. Add Cost. Q23. Two doors indicated on the print are marked as Type L which does not exist the DOOR SCHEDULE indicates these doors may actually be Type F. Please verify the DOOR TYPE for the following: ROOM 253 Marked as 94L ROOM 250E Marked as 98L (Listed under type F in DOOR SCHEDULE notes) A23. The two doors in question should in fact be "Type F" doors. They are mislabeled on the plan drawing. The door for 250E is listed on the door schedule to have a latchguard under door type F. Q24. Can we walk the space on Monday again? Perhaps 10 am? A24. Please see A1b above. Q25. Drawing A1.2 item K. Furnishings reads: K.3. Existing Furniture Moves by PSU. Does this mean that Pacific Furnishings should be submitting their pricing to PSU rather than to the prime contract bidders, or is the moving of the existing furniture to be included in the prime bids? Same question for item K.2. A25. Delete item K.3 on sheet A1.2. Q26. One electrical firm replied to our solicitation saying that they had understood that the electrical work is to be contracted directly between the electrical firms and PSU. The documents appear to say that the prime bidders are to Page 6 of 8
include the electrical work in our bids. Has there been communication by PSU with electrical firms that would cause those firms to have this understanding? A26. PSU has no plans to contract directly with electrical subcontractors. Q27. A quotation has been provided for the new systems furniture. Who provided that quotation? Is there a sole source vendor for the new furniture? What is the furniture manufacturer we are matching? A27. The quotation specifies parts and pieces to be either purchased new by PSU (see A.15.) or relocated by the General Contractor from the existing GSE (Graduate School of Education) location. Please ignore the pricing written. The new Systems Furniture is being purchased to match the existing Herman Miller. Q28. Where can construction dumpsters be located? A28. See A8.b. Q29. Are there specific working hours that need to be taken into consideration? A29. See A8.a. Q30. Are bathrooms available, and if not, where can portable toilet be located? A30. See A8.d. Q31. Are there any constraints with material deliveries? A31. Yes, there are restrictions. The Contractor shall not impact the day to day operations of the campus per the General Conditions and Div. 1 Specifications provided in the ITB. Q32. Where is the location of MCC-3? A32. MCC 3 is located on first floor as indicated on the one-lines and where indicated to contractors on the project walk. It is in the central building maintenance office & electrical room in hub of first floor. Q33. There is no room finish schedule and there are several existing rooms;i.e. Mechanical, electrical, telco, etc., etc., a room finish schedule would help. A33. In area of work, the Mechanical, electrical, and Telco rooms do not require paint. Q34. Door schedule note says paint doors and frames, but the new doors call out "Exposed Maple" (will these Maple doors be prefinished?) The frames call for paint but the details on sheet A3.2 are showing aluminum frames, we need clarification here. Also there are several existing doors and frames which are not designated as to type of door and type of frame (in the walk through I noted existing doors were painted but the frames were aluminum, again a schedule for existing doors and frames would help. A34. In area of work, the Mechanical, electrical, and Telco rooms do not require paint. Q35. Who did the drawing and spec list for the furniture? Is it possible for me to contact this person?
