TARIFF CONDITIONS FOR GRID USERS DIRECTLY CONNECTED TO THE ELIA GRID AND FOR DISTRIBUTION GRID OPERATORS, EXCEPTED FOR DISTRIBUTION GRID OPERATORS CONNECTED AT TRANSFORMER OUTPUT TO MEDIUM VOLTAGE The tariff cnditins fr each cnnectin t the Elia-grid as stipulated by the decisin f the CREG f December 3 rd 2015 are applicable frm January 1 st 2016 until December 31 st 2019. These cnditins are: the tariff fr the rientatin study; the tariff fr a detail study ; the tariff fr the use f the first cnnectin bay ; the tariff fr the use f ther cnnectin equipments: lines r cables and their requisites, equipments fr transfrmatin, cmpensatin f reactive pwer and filtering f the vltage wave ; the tariff fr the use f supplementary prtectin-equipments, supplementary equipments fr alarm signalisatin, metering ; particular terms. 1. 2. The tariff fr the detail study 2.1. Detail study in view f cnnectin f new equipments r mdificatin f existing equipments The tariff fr a detail study fr either a new cnnectin r fr the adaptatin f an existing cnnectin is a ne-sht tariff whse amunt depends n the type and the vltage level f the investment bject f the detail study. Fr a study cncerning bth a bay and a cnnectin, the inviced amunt is the sum f the amunt fr the study f the bay(s) and the amunt fr the study f the cnnectin. This tariff will be applicable fr each required variant. The tariffs fr the detail study figure in the table belw. Fr prductin units, an incremental factr f 33% will be applied t these tariffs, nly fr the part cncerning the cnnectin bay(s), in rder t cver the csts resulting frm the fact that a detailed study fr prductin units encmpasses several additinal elements. 2/13 04/12/15

2.2. Pwer Quality evaluatin fr cnnectin r mdificatin f disturbing installatins r f cmpensatin installatins ( pre-assessment ) In rder t deliver a vltage accrding t the specificatins intended by the article 47 f the Technical Cde, the permitted level f the caused disturbance n the grid, intended by the article 46 f the Technical Cde, has t be respected. On this subject, the article 54 f the Technical Cde impses the grid user t cmmunicate n his wn initiative at Elia all infrmatin cncerning his installatins that have an impact n the quality, the reliability and the efficiency f the grid. The grid user will verify if the levels f disturbances emanating frm his installatins respect de Stage 1 emissin limits described in the Synergrid C10/17 prcedure, based n the vltage level at the cnnectin pint and the yearly peak 1. He will present these evaluatins as well as a descriptin f these installatins (nature and nminal pwer) t Elia fr acceptance. If the Stage 1 emissin limits are transgressed, even after cnsidering supplementary steps fr limiting the levels f perturbatin, the grid user must ask Elia t apply the apprach fr Stage 2 r Stage 3. In this case, the fllwing tariffs will be applicable: Study relative t the calculatin f emissin limits Stage 2 ** 2.250 Study relative t the calculatin f emissin limits Stage 3 ** 3.000 ** In accrdance t the instructins Synergrid C10/17 Pwer Quality instructins fr the users cnnected t the high vltage grids. The inviced amunts fr the studies relative t the calculatin f emissin limit Stage 2 r 3 cannt be reclaimed when the cnnectin is rdered. At the end f the study, Elia delivers a reprt t the grid user encmpassing the adapted emissin limits. The grid user will verify if his installatins respect these authrised emissin limits. The result f this verificatin will have t be submitted in writing t Elia fr acceptance. 1 The yearly peak used is this framewrk is defined as the maximum f the mnthly peaks f the previus 12 mnths, i.e. the nging invicing mnth and the 11 preceding mnths withut taking int accunt the tariff perid fr annual peak. This yearly peak crrespnds t the yearly peak used in the framewrk f the tariff fr additinal fftake f reactive energy and is therefre different frm the yearly peak used in the cntext f the tariff fr yearly peak. 4/13 04/12/15

3. The tariff fr the use f the first cnnectin bay The tariff fr the use f the first cnnectin bay cnsists f: a yearly charge t realize r mdify in a substantial way the cnnectin bay a yearly charge t perate and t maintain the cnnectin bay. These yearly charges, whse amunts are mentined in the summary table under sectin 5, give the grid user a right t use the ttal functinality f the cnnectin bay including preservatin and replacement. The first cnnectin bay includes ne metering equipment fr invicing. Regarding the existing cnnectin bays, the charges fr putting a cnnectin bay at dispsal f the grid user are prprtinally adapted in rder t reflect the financial interventins by the clients in the past. This adaptatin is applicable until the date f replacement f the cnnectin bay and nt lnger than 33 years after the date the cnnectin has been put int service. 4. The tariff fr the use f ther cnnectin equipments: lines r cables and their requisites, equipments fr transfrmatin, cmpensatin f reactive pwer and filtering f the vltage wave 4.1. Fr a new cnnectin (r the adaptatin f an existing cnnectin): charge t realize r mdify in a substantial way The amunt, representing the ttal investment amunt, is determined accrding t specificatin. 4.2. Charges t put existing equipments at dispsal The annual charge fr putting at dispsal is the ne as mentined in the summary table under sectin 5, which has t be des-indexed n basis f the cnsumptin price index until the date when the cncerned equipment has been put int service. If there were financial interventins in the past, thse charges have t be reduced n a prprtinal basis. 5/13 04/12/15

4.3. Charges t perate and maintain the cnnectin equipments (new r existing nes) The charge t perate and maintain the «ther» cnnectin equipments is mentined in the summary table under sectin 5. Fr the transfrmers that have a capacity that differs frm thse indicated in the table abve, fllwing frmula is applied t determine the charges: with K K 0 MVA MVA0 0,25 0,75. K is the charge t put the cncerned transfrmer at dispsal and t perate and maintain it; MVA is the transfrmer capacity f the cncerned transfrmer; K 0 and MVA 0 are respectively the charge t put the reference transfrmer at dispsal and t perate and maintain it and the transfrmer capacity f the reference transfrmer, chsen in the list f the summary table s that the primary vltage equals the ne f the cncerned transfrmer and the transfrmer capacity is nearest t the ne f the cncerned transfrmer. 0,75 4.4. Tariff applicable in case f light management by Elia f the cnnectin equipments This tariff is applied in case the grid user perates and maintains himself the cnnectin equipments ther than the cnnectin bay. The tariff is expressed under the frm f an annual charge per cnnectin bay. 5. Summary table In case f a shrt cnnectin (line r cable), the charge t perate and maintain can, per cnnectin, nt be smaller than the charge applicable in case f light management by Elia as described in sectin 4.4 f this dcument. When a Distributin System Operatr uses a cnnectin bay f Elia fr cnnecting its equipment fr injectin f centralized remte cntrl and this cnnectin bay is at the same time used fr the transmissin f electrical energy by Elia, the charges fr the cnnectin bays f the injectin f centralized remte cntrl will be limited t 50% f the yearly charges fr realisatin r mdificatin in a substantial way and t 25% f the charge fr peratin and maintenance f a cnnectin bay as a cnsequence f simultaneus use, while fr cables 100% f the charges will be inviced fllwing their unique use fr the transmissin f the signals. 7/13 04/12/15

The tariff fr the use f supplementary prtectin-equipments, supplementary equipments fr alarm signalisatin, metering The tariff fr the use f supplementary prtectin-equipments, supplementary equipments fr alarm signalisatin, metering will be determined case-by-case, taking int accunt the specificity f the cncerned equipments. A replacement f existing equipments belnging t the first cnnectin bay, but with a supplementary functinality, cmes under this arrangement. The putting at dispsal f new metering equipment is dne accrding t specificatins. The annual charge fr peratin and maintaining f these metering equipments is prvided in the table belw Annual charge fr peratin and maintaining metering equipment 2016 491,26 2017 498,14 2018 505,12 2019 512,19 Pwer Quality receptin tests While installatins are put int service r after mdificatin f these installatins, Elia has the right t realise receptin tests in rder t cntrl the level f perturbatin caused by these installatins. If the verificatin f these levels can be dne n basis f measures f the vltage at the cnnectin pint f the grid user, the tariff fr the receptin tests equals 2.600. At the end f these tests, Elia delivers a reprt t the grid user with the mst imprtant measuring results and the cnclusins f the tests. Fr grid users with emissin limits f «Stage 3» as well as fr the cases that require mre cmplex measures, an extra charge f 4.000 will be impsed (the ttal fr thse cases is thus 6.600 ). 10/13 04/12/15

7. Particular terms 7.1. Reductin cefficients if several users use simultaneusly the same cnnectin bays All csts cvered by a ne-sht tariff relative t (a part f) the equipments that are used by 2 r mre grid users, except fr the csts fr the equipments fr metering, can be divided under thse grid users. The equipments fr metering have t be installed separately fr each user. The divisin is dne prprtinally t the pwer f cnnectin as stipulated in the Cnnectin cntract, r accrding t any ther agreement between all cncerned parties. All csts cvered by a peridically applied tariff relative t (a part f) the equipments that are used by 2 r mre grid users, will first be multiplied by a cefficient k 1 (1+0,05) and then be divided prprtinally t the pwer f cnnectin as stipulated in the Cnnectin cntract, r accrding t any ther agreement between all cncerned parties. In rder t cver the extra administrative csts f Elia, the increase f 5% will be replaced by an amunt f 1.000 /year if that increase f 5% crrespnds t an amunt inferir t 1.000 /year. 7.2. Reductin cefficients n the cnnectin tariffs fr the use f cnnectins f prductin units based n renewable energy surces r cgeneratin units N reductin cefficient is in applicatin n January, 1 st 2016 2. 2 Fr the tenders emitted by Elia befre the date f December 31 st 2007, the reductin cefficients n the cnnectin tariffs fr the use f cnnectins f prductin units based n renewable energy surces with limited predictability and fr the use f cnnectins f aut-prductin units remain in applicatin fllwing the frmer mdalities. This is until the perid f 10 years has expired in case the ptin f a peridical tariff has been chsen fr putting the cnnectin equipment at dispsal. 11/13 04/12/15

TARIFF CONDITIONS FOR DISTRIBUTION GRID OPERATORS EXCEPTED FOR DISTRIBUTION GRID OPERATORS CONNECTED AT TRANSFORMER OUTPUT TO MEDIUM VOLTAGE The tariff cnditins fr the cnnectins t the Elia grid fr Distributin Grid Operatrs encmpass the annual tariffs fr cnnectin t the Elia grid fr Distributin Grid Operatrs t whm Elia puts at dispsal and/r perates and maintains infrastructure necessary fr their activity. These tariffs are structured alng tw axes: the nature f the perfrmances, i.e. a tariff fr the putting at dispsal f these installatins and a tariff fr maintaining and perating them; the cncerned installatins, i.e. cnnectin tariffs with respect t the cncerned installatins: the transfrmatin accessries twards Medium vltage, the nnfeeder Medium vltage cells, the general installatins and buildings. The Medium vltage reference pst presents a reference transfrmatin pwer f 80 MVA (suppsed t be brught frth by 2 reference transfrmers de 40 MVA); it is cmpsed f 2 cnnectins frm the transfrmers t the bus bar t the Medium vltage level, and 2 arrival cells f the transfrmers; it is als cmpsed f a bus bar fr cupling; the pst is lcated in a building equipped with specifically its electrical infeed fr heating and lighting. The cnnectin tariffs are multiplied by a factr, mre precisely the size f Medium vltage pst. The size f a Medium vltage pst is defined as the rati between the effective pwer f the pst under cnsideratin and the reference pwer. The effective pwer f the pst under cnsideratin is determined by the pwer put at dispsal at this Medium vltage pst. Fr example, fr a Medium vltage pst fed by 2 transfrmers f 25 MVA: The effective pwer equals 2 x 25 = 50 MVA ; The size f the pst is 50 MVA / 80 MVA = 0,625 ; The tariffs (if applicable fr this pst) are multiplied by a factr 0,625.
