Kennewick, Washington Latino Heritage Mural Project Full Scope of Request for Qualifications Request for Qualifications and Letter of Interest The Port of Kennewick Latino Heritage Mural Project will provide the community with artwork celebrating the contributions made by the Latino population to the local wine and agricultural industry in this Southeast Washington region. The proposed project consists of 2 walls, hung with Dibond panels, one is 8 x 48, the other is 8 x 36. This request provides an opportunity for professional mural artists or team of artists interested in such a project to provide their qualifications to the Latino Heritage Mural Committee for consideration. Eligibility Seeking qualified mural artists who have designed large scale work to submit qualifications for consideration and inclusion. Preferred artists will demonstrate past ability to design and successfully execute large scale work using Dibond or equivalent panels installed on exterior walls. Selection Criteria The project is open to all artists. Previous large scale mural project experience required. Previous work with Dibond panels or equivalent using either paint or electronic transfer required. Community engagement approach experience encouraged. Ability to complete work within a specific timeline and budget. Artwork Concept Suggestions The Latino Heritage Mural Committee members suggested the concept of celebrating the significant contribution of the Latino community to the wine industry through art. The Mural Committee has identified respect of family and community, cultural history and a strong work ethic as important and influential values. They would like the artwork to be of exceptional artistic quality, long-lasting, educational and contemporary. Themes such as Agriculture, Wine and Labor, Latino history in the region especially as it relates to leadership, Mid-Columbia landscape through the seasons and Fiestas and Music are ones they suggested but are open to the Artist s interpretation of their story. Deadline: February 26, 2016 Budget: Preliminary artwork budget not to exceed $18,000 and includes design and creation of murals, paint &/or materials including Golden brand or equivalent sealant, WA state sales tax (.086%), fees, travel expense & installation of completed panels. The Dibond panels, framework and connectors will be provided as part of the building construction contract and those costs are not required as part of this proposal. Additional funds are available as stipends in the amount of $250 per artist/artist team invited to submit full project proposals. Finalist Selection: A maximum of five (5) artists will be selected by the Latino Heritage Mural Committee as finalists based on the information contained in their Letters of Interest and Qualifications. The artists selected will be invited to prepare a full color project proposal (mural design). Upon receipt of completed proposal submission a stipend of $250 will be paid. Full details of this phase will be provided to the selected artists in the Invitation to Submit Proposal notification. The Port of Kennewick reserves the right to reject all applicants. Estimated Project Schedule: Consideration of the Letters of Interest and Qualifications, selection of the finalists and Invitations to Submit are estimated to be completed by March 20, 2016. Artists Final Proposals will be due April 29, 2016, Artist Selection completed May 24, 2016, Panels available to Artist to begin July 31, 2016 and Artwork completed and installed by September 30, 2016.
