1 CONSULTATION DOCUMENT FOR NPC MEETING 10 MARCH 2016 SUBJECT NEW NOTICE BOARDS Preamble There are a huge number of alternatives in terms of choice of materials, designs, formats, styles etc. It would be helpful if councillors could view as this website gives a good selection of different boards on offer. The first question to be addressed is what materials should be used namely wood or MmT. Aluminium has been disregarded at this stage as it would appear can only get lockable (no public access) glazed boards. Please see important addendum at end of document Existing boards The four existing boards in Nettleton and W Kington are 760W x 600H ie about 2 rows of 3.5 sheets of A4 By way of comparison the board at entrance to Castle Combe Church is 1200W x 800H and the one in Littleton Drew is 800W x 780H Quotes Estimates were received from Woodworx Joinery, BY Joinery, Moulder Joinery, Priory Joinery Company and Hawkers. Priory withdrew once submitted quote on account of staff problems Specification on which quotes based The larger notice board to have internal size of 840W x 600H designed to display 8 sheets of A4 (212W x 296H). Note that final drawing from BY Joinery shows board 880W X 650 H Smaller 420W x 600H designed to display 4 sheets A4. Please see attached sketches A hood to protect from elements. Signage board shown on drawing to be omitted. Each design to have a timber frame work of 100mm/4 inch depth and will have either a single or a pair of fully glazed doors, fitted with 4mm toughened glass. Doors will be fitted with brass hinges, catch, knob and bolts where required. Plywood back with 9mm pin-board fitted internally All prices inc VAT. Payment terms: within 7 days of delivery to Nettleton. Only Accoya to be stained, others left to weather naturally having received 2 coats of oil. 3 Comment It should be noted that the sizes of the boards specified in quote means that part of the either 4 or 8 A4 sheets would be obscured by the door timbers. The size of Greenbarnes boards relate to the glazed area ie the area of glazing is same as area of either 4 or 8 A4 sheets Having obtained these quotes I started to look at other boards in area and to research websites of board manufacturers. I also spoke to end users and joinery manufacturers. I paid particular attention to the design of glazed boards with water egress a major concern: there are many examples of water damaged papers in poorly designed/constructed boards around In view of the cost of the various different types of board I began to ponder as to what level of expense was justified and what would be appropriate now bearing in mind so much information is transmitted via the web; 20 or 30 years ago boards were probably more used. I would also query whether MmT boards (or aluminium coloured or not) are suitable in an AOAB/Conservation Area. So I will attempt to flow this through in a logical sequence highlighting the questions that need to be answered by councillors 1 Glazed or not glazed Glazing and number of bays make a huge difference to price. As an example Greenbarnes offer in MmT (see later) unglazed single bay 6 x A4 portrait 345/9 x A4 portrait 468. In Oak the figures are 384/ 464. This 6mm material is fully weatherproof a sheet for 4 no. 6 x A4 boards would cost 482 plus vat If the single bay boards were glazed the figures are for MmT 649/ 900 and Oak 602/ 715 The board would be side hinged and would either be 3 rows of 2 or 3 X A4 By way of comparison a 2 bay glazed 2 x 4 x A4 (total 8 A4 ) board in oak would be 1150 All with Sundeala pinboards drawing pins All figures inc vat but not posts or delivery (we could collect from Northamptonshire) I would hope that BY Joinery would charge less for the oak boards than Greenbarnes 2. Number of boards Do we need 2 boards in each village or would it be better to have 2 larger boards? 3. Materials and maintenance Greenbarnes say that MmT would last about 15 years and require no maintenance other than a wipe over occasionally. MmT is recycled plastic Man- made Timber which has the appearance of wood but will not split, rot or warp. Oak could be oiled twice at erection and probably left to go black over time. Alternatively it could be treated with a microporous stain but this would need redoing very 3 or 4 years so there would be a maintenance issue. I will provide photos for the meeting/attached to report showing how a 2 year old oak board looks now.

4 4 Oher choices If choose 2 bay one side could be locking with other side unglazed Metal boards plus magnets are an option as are header strips. Other issues Should boards remain in same positions If glazed boards chosen should size of board be related to number of A4 sheets that can be read unobscured 6 Other considerations John Wright and I have now met with BY Joinery at their premises near Calne and are satisfied as to the standard of workmanship I am particularly concerned by the egress of water and ventilation. Based on the experience of Ampney St Mary PC I believe the design of the boards should be altered to include a central vertical timber and a groove around the interior of door to prevent water egress. The Ampney board (1500 W x 1000 H) was supplied by On the web 841 W x 594 H European oak boards to a similar specification are offered at The board came having had 4 coats of Sikkens microporous stain. I will provide photos for meeting showing the deterioration in 2 years I have now got a lot of photos of the detailing of the Ampney board so I am confident I can amend the specification appropriately if NPC decide to have boards made SUMMARY Subject to final confirmation the total prices inc single bay board, 2 green oak posts and vat for oak boards from Greenbarnes are as follows. 5 RECOMMENDATIONS 1. IF NPC DECIDE TO REPLACE THE BOARDS WITH WOODEN BOARDS IT IS RECOMMENDED THAT EUROPEAN OAK IS CHOSEN RATHER THAN IROCO OR ACCOYA AND BOARDS BE OILED NOT STAINED. 2. UNLESS NPC HAPPY TO PURCHASE OFF THE PEG ONCE THE SIZE/STYLE OF THE BOARDS IS AGREED A NEW SPECIFICATION IS DRAWN UP AND CLLR BEARE GIVEN AUTHORITY TO WORK UP A PRICE WITH BY JOINERY WHOSE ORIGINAL QUOTE WAS CONSIDERABLY LESS THAN OTHERS. FULL DETAILS TO BE PROVIDED TO APRIL MEETING 3 BEFORE ANY ORDER IS PLACED WITH GREENBARNES A COUNCILLOR(S) TO VISIT WORKS IN BRACKLEY TO CHECK QUALITY, FITTINGS, FINISH AND PIN BOARDS. ADDENDUM Since compiling this document I have found another small supplier of boards who make oak boards with mortice and tenon joints and are not vat registered Single door glazed boards for 6 x A4 sheets arranged in 2 rows of 3 sheets cost 495 inc rubberized pinboards, Osmo oiling finish and delivery. 9 x A4 sheets arranged in 3 rows of 3 cost 575 Same sized Unglazed boards cost 325 and 375 respectively. 12mm marine ply backing Plain headers inc vinyl text lettering add approx. 95. Carved add 170 Oak post 90 x 70 x /pr (but green 50/pr from local sawmill) Details inc. prices of other boards on web I am hoping to have met with this company at their premises in Topsham before 10 Mar.
