These stamps are considered make-up values and are a prelude to postal tariff increases which come into effect on Issued with Type 2a security cuts and elliptical perforations, but without an iridescent overlay. Apparently the overlay is expensive to apply and the added security protection is not justified for low values. This means that this issue is without source codes or year dates. They will be printed by Cartor by litho with ordinary () gum (hence non-gradated bands). Stamps will be issued on 30 March to provide availability prior to the rate increases. Despite the hefty tariff increases, Royal Mail rates remain one of the the lowest in Europe. 4 NEW ISSUE SERVICE ISSUES Page 4 None of the Machin stamps from Pane 3 are new having appeared previously in the London 2010 Machin M/S, also printed by Cartor by litho. However, they will be assigned new Level 2 numbers by Deegam as the booklet pane constitutes a new source of these values. The booklet pane values are slightly darker than the London 2010 Machin M/S values. The WWF commemoratives correspond closely to the sheet stamps except for format. The M/S pane is larger than the M/S and contains the M/S with surrounding jungle pictorial embellishment. Inasmuch as the 4 "new" Machins constitute only a minor proportion of the overall cost of the booklet, it is not economic for us to break up booklets. WARNING! GB The next PSB will be issued in May at 95p ABOVE FACE. We can only hope this is not a new trend, but believe it is. Many countries do it, including Australia, for PSBs, Commemorative Sheets and SES Sheets. Another nail in the new issues coffin. All phosphor bands are solid and non-gradated. Panes 1 & 4 have 2B / CB phosphor; Panes 2 & 3 have all-over phosphor. However, there has been some confusion concerning the printing method for the Machin pane. The booklet credits state that all panes are printed by Cartor by litho. However, Royal Mail has recently confirmed that the Machins pane is printed by gravure and, as Cartor has no gravure press, it must have been by Walsall. This has now been confirmed by Deegam. Pane 1 is self adhesive with elliptical perfs, paper clip cuts and iridescent overlay. However, only the 50p stamp has the iridescent overlay and the paper clip cuts are new. The top of the cut has a wide opening, whereas the bottom has a narrow opening. These are classified as type 2 cuts by Deegam with a footnote to explain the cut widths. The Christmas stamp from Pane 4 is also new although it has appeared previously in the 2009 Christmas M/S. The difference is that the 2009 M/S was printed by gravure by DLR whereas the stamp from the PSB is by Cartor by litho. Furthermore, we again face the Stanley Gibbons cataloguing foible that stamps from M/S are not accorded catalogue status, whereas those from booklet panes are. This means that it is highly likely that the PSB Xmas stamp will attain catalogue status and thus appear in most printed albums.
