2 Fellow Servants of the Galactic Republic, Allow me to be the first person to welcome you all to CTMUN Crisis 2018! My fellow staffers and I have a great conference planned for you and are so very excited that you can be a part of it. Before I talk a little about the committee, allow me first to give a brief introduction about myself. My name is Cameron Holguin and I am a 3rd-year student at UT doubling majoring in Neuroscience and Government. For our committee, I will be transporting you to a galaxy far, far away. This galaxy is currently embroiled in a massive conflict between two massive military powers with deep ideological differences. We will be simulating one governing body of this conflict, the Galactic Senate, as we attempt to restore the galaxy to peace and tranquility. While this is a fantasy committee, I hope that you can learn a great deal about real world problems. For those of you who are not aware, George Lucas based the Galactic Senate on our very own US Senate and many of the problems this body faced in the movie are real problems that the US Senate faces today. I hope that along with learning about the rich fantasy universe that George Lucas has created, you also learn about how corruption, greed, and bureaucratic inefficiency can weaken democratic institutions. 3 Introduction War has broken out across the galaxy! After a millennium of peace shepherded by the Galactic Republic, a pan-galactic conflict has broken out between the Republic and the newly formed Confederacy of Independent Systems (CIS). Thousands of star systems, led by former Jedi Master Count Dooku and backed financially by powerful corporations such as the Trade Federation, InterGalactic Banking Clan, and the Techno Union, have seceded from the Galactic Republic and seek to unseat the Galactic Senate, the ruling body of the Republic. Battles are occurring across the galaxy as the Grand Army of the Republic seeks to win back control of dozens of star systems from the droid armies of the CIS. New worlds could fall to the Separatist menace at any time unless swift and decisive action is taken by the Galactic Senate to combat the enemy. The galaxy has been splintered. Millions have been affected and harmed by the conflict. The Senate must stop the Separatists and reunify the galaxy to achieve peace. The Clone Wars have begun. A Galaxy Divided: While this conflict seemingly exploded from nowhere and tore the galaxy apart, it has its origins in long standing issues and trends in the Galactic Republic. 1,000 years ago the Republic was formed following a devastating conflict between the Jedi and the Sith. This pan-galactic government led by the Galactic Senate aimed for inclusion, peace, and democracy throughout the galaxy. For a time, the Republic was successful in its mission and faithfully followed its core pillars. As centuries passed, however, the Galactic Senate and the Republic as a whole began to erode as corruption began to grow and settle into its core. The Galactic Senate, which once championed for the rights of the people, became a ineffective institution full of self-interested, greedy individuals who abused their positions of power to advance their own political and economic well-being. With this came exploitation and lack of representation within the Galactic Senate, the Senate soon lost its standard of equality as the powerful Core Worlds and pan-galactic corporations began to dominate the political agenda at the expense of the Outer Rim systems. Hundreds of these systems began to doubt the leadership and integrity of the Republic. Recognizing the anger and disgruntled attitude of many of Outer Rim systems towards the Galactic Republic, the wealthy, charismatic, and influential Count Dooku of Serenno began a smear campaign against the Republic. As a former member of the Jedi Order, his disillusionment with the Republic was deep-rooted and he soon became a figurehead for the disgruntled peoples throughout the galaxy. As demonstrations, anger, and cries for rebellion against the Republic ignited across the galaxy, it became clear a genuine political crisis was on the horizon. This would soon boil over into the greatest threat to the foundations of the Republic since its inception. The Galactic Senate was thrown into chaos over the Separatist Crisis and could do little to resolve the grievances of the demonstrators.

4 The gridlock and partisanship that had taken hold for many, many years prevented even the simplest of measures from being enacted. The Separatist movement only continued to grow, and with it Count Dooku sought to establish a separate political entity in the galaxy. Thousands of systems in the outer rim seceded from the Republic and formed the Confederacy of Independent Systems under Dooku s leadership. After a thousands years, the galaxy had finally splintered and was plunged into chaos. The Galactic Senate at first attempted to respond to the crisis through diplomatic means. They made more of an effort to to listen to the grievances of the CIS (Confederacy of Independent Systems) and work towards a solution that would resolve their concerns and reintegrate them back into the Republic. It was all too late though and these attempts were pushed aside or even ignored by Count Dooku and the Separatist Council (the newly formed legislature of the CIS). Tensions continued to rise and it became clear that there would be no peaceful solution to the crisis. Fear of the threat that this newly founded, yet still unrecognized, government would pose to the Republic, discussion of the establishment of a centralized army of the Republic began to spread throughout the Senate halls. Such an army had been disbanded centuries ago following the defeat of the Sith menace, as there was no looming threat to the safety and security of the galaxy. Now, many feared that all-out war was on the horizon and since there was nothing more than local security forces and the peacekeepers of the Jedi Order to protect the galaxy, many Senators began to call for a standing army to be re-established. In this time, the Military Creation Act was brought before the Senate and debate over the merits of such an action were heated. The bill itself sought to create a Grand Army of the Republic that could be controlled by the Senate with the Supreme Chancellor serving as its Commander-in-Chief. The Act sought to rapidly mobilize an army and swiftly create a military industrial complex to support what looked to be a long and bloody war. At its first presentation, the Military Creation Act was quite controversial. There was a large portion of the Senate that did not want to pass the Act. Some were concerned with the nebulous powers granted to the Supreme Chancellor and the military industrial complex in the name of democracy, while others just feared that their own standing as Senators would be diminished if military personnel started calling the shots. This coalition, spearheaded by the outspoken Senator Padmé Amidala of Naboo, also still believed that a peaceful agreement could be reached with the CIS and that passing the Military Creation Act would be the step towards escalation that would be a point of no return. The bill started to stall in the Senate as a result of this opposition. However, Senator Amidala had no idea of the role she would eventually play in sending the galaxy into open war. The Clone Army and the Battle of Geonosis: On the day of the vote for the Military Creation Act, Senator Amidala returned to Coruscant after business off-planet, and shockingly faced an assassination attempt that claimed the lives of many members of her personal security. Amidala was certain someone was trying to silence her opposition to the Military Creation Act and

5 desperately wanted to get to the bottom of the issue. The Jedi were brought in to investigate to determine who would want to assassinate a senator and why. This duty was entrusted to Jedi Knight Obi-Wan Kenobi while his apprentice, Anakin Skywalker, served as a personal bodyguard to Senator Amidala. A second thwarted assassination attempt prompted Kenobi to follow a lead that took him to the remote planet Kamino (which had mysteriously been erased from the Jedi Order Archives) where he made an astounding discovery. The Kaminoans, who specialize in cloning, had long been preparing an army that they claimed was sanctioned by the Jedi Order on behalf of the Republic. Despite the confusion and shock, Kenobi gathered more information and relayed it back to the Jedi Council. Kenobi s mission and discoveries still were not over though, and while chasing a suspect (the bounty hunter who had served as the genetic template for the Clone army) of the Amidala assassination attempt to the remote planet Geonosis, he discovered massive droid factories as well as tens of thousands of operational Battle Droids. After successfully spying on a secret meeting of the leadership of the CIS, it became clear that the Separatists had a droid army numbering in the millions and were ready to attack the Republic in a deadly first strike. Kenobi was able to alert the Jedi Council, Supreme Chancellor Palpatine, and several Senators to this threat before getting captured. Seeing that the Separatists were ready for war while the Republic still officially had no army, the Senate was sent into full furor. With Senator Amidala away from Coruscant following the attempts on her life, there was nobody with a voice strong enough left to oppose the calls for war. Following a powerful and moving speech by Junior Representative Jar Jar Binks of Naboo, the Senate granted Palpatine emergency powers in order to deal with the Separatist threat. After promising to relinquish these powers once the crisis had been averted, Palpatine took his first step by commissioning a Grand Army of the Republic. In an attempt to aid Obi-Wan Kenobi, Jedi Master Mace Windu led a Jedi task force to rescue him from Dooku s imprisonment on Geonosis. After engaging the droid forces in a rescue attempt that eventually claimed the lives of many Jedi, defeat looked imminent for Master Windu s task force. However, Jedi Master Yoda arrived just in time and brought the newly mobilized Clone army from Kamino to Geonosis and rescued the survivors to lead a charge on the droid forces that had amassed on the planet. This officially became known as the Battle of Geonosis. With so many members of the Separatist leadership present on the planet, it became clear that capturing them could bring a swift conclusion to this entire conflict. Despite failing to apprehend Count Dooku or any other members of the Separatist Council, the Grand Army of the Republic was victorious on Geonosis and sent the entire droid force there into retreat. Following the battle, both sides fully mobilized and the Clone Wars officially began. Current Situation: In the months after Geonosis, there have already been several battles throughout the Outer Rim. With the eruption of open war across the galaxy, the Republic knew that there more systems could join the Separatists either by choice or coercion. So far, the Separatist armies have yet to breach the Mid Rim of the galaxy, as virtually all of their strongholds are spread throughout the Outer Rim. As a result, the Separatists have successfully held their ground in the Outer Rim and continue to wreak havoc amongst those allied to the Republic or who seek neutrality. Chancellor Palpatine and the Jedi Council agree that the Republic should go on the offensive instead of continuing to let the CIS wound fester. By choosing to take the initiative, they have presented

6 the Senate with several key systems as top priorities. Christophsis is currently embroiled in bloody siege. The Republic forces are in desperate need of reinforcements and the native population is in need of basic supplies just to survive. The planet Ryloth is under CIS occupation and it is believed that the Twi lek people are being forced into labor camps by their droid overlords. Republic Intelligence has identified that Techno Union leader Wat Tambor is present on the planet. Given that the people of Ryloth are starving and being subjected to servitude, the Chancellor has asked that a theater be opened at Ryloth immediately and that Republic forces work with the resistance movement there. That will be no easy feat due to the Separatist blockade above the planet and the significant ground presence stationed in and around the capital city of Lessu. Perhaps the greatest threat on the Republic s horizon is a potential invasion of Kamino. Should the Separatists invade and destroy the cloning facilities on Kamino, the war would be lost. Dozens of watch stations throughout the system are on alert for signs of Separatist incursion, and all must be done to ensure the security of the cloning facilities. Beyond these immediate threats facing the Republic, there are dozens of looming threats that could doom the Republic should they be mismanaged or ignored. The beginning of the war has featured a quick and powerful struggle between the Republic and CIS for control of the major trading routes and hyperlanes of the galaxy. While the Republic was able to gain control of these routes through quick action and superior strategy, they are far from safe. Republic forces are spread thin trying protecting them and engage in the Outer Rim Sieges. A major offensive on these routes would surely bring them under control of Separatist hands and would not only cripple the Republic s ability to send troops and aid throughout the galaxy, but would also strike killer blows to the Republic economy. More clones and more fleets should and must be ordered in order to deal with the many battles and crises that will surely unfold over the coming months. However, that is easier said than done. Funding the military industrial complex will continue to be a substantial burden on the citizens of the Republic and if money is not spent wisely, the people will put pressure on the Senate that could spiral into revolt. This means finding new ways to secure economic resources will be vital to the war effort. The Separatist menace is the greatest threat this Republic has ever faced. If it is to survive, the members of this committee need to be fully focused on solving the issues at hand. However, be warned...there are many actors throughout the galaxy who will seek to pursue their own agendas at the expense of others or even more sinister entities that seek to destroy democracy itself. Initial Committee Objectives Bring peace to the galaxy by either defeating the Confederacy of Independent Systems militarily or peacefully negotiating their return to the Republic and the end of the conflict Capture or kill the Separatist leadership consisting of Count Dooku, General Grievous, and members of the Separatist Council Cripple the Separatist war machine by targeting droid factories and CIS strongholds in the Outer Rim Persuade current neutral parties to either maintain neutrality or join the Republic s war effort

7 Pass legislation that will ensure the capabilities of the Grand Army of the Republic stay strong Sanction military actions that will protect Republic interests and shift the tide of the war in the Outer Rim Sieges Important Galactic Players: Supreme Chancellor Sheev Palpatine - Palpatine took the reigns of the Supreme Chancellorship ten years ago and is prepared to deal with this period of extreme turmoil. Chancellor Palpatine is the former senator of Naboo and helped navigate its crisis with the Trade Federation many years ago which forged a strong bond between him and current senator of Naboo, Padmé Amidala. Many are wary of Palpatine s motivations in this war. His supporters see him as the strong leader necessary to shepherd the Republic through this war while his critics believe he is using the tensions and the tragedy of the situation to solidify his political position and give the Office of the Supreme Chancellor more executive, unilateral power than it s ever had before. Count Dooku - As the highest-ranking leader of the CIS, Dooku is the primary target for Republic officials and operatives seeking the fastest way to end the conflict. As a political leader, he is persuasive and formidable, and as a former Jedi, his mystical abilities make him a mysterious enemy to tie down. Dooku never takes command of Separatist armies like the Jedi do for the Republic. Instead, he travels the systems of the Outer Rim and continues to work and persuade them to join his cause. He also leads the Separatist Council in approving strategy and making decisions that affect the CIS as a whole. Nute Gunray - Viceroy Nute Gunray of the Trade Federation is certainly the most well-known member of the Separatist Council due to the role he played in the trade crisis with Naboo a decade ago. He has long evaded the Republic judicial system and nothing would be more satisfying to the Galactic Senate than bringing him in and prosecuting him for the laws he has violated. Still, those who know Nute best are aware that when it all comes down to it, he is little more than a coward. If the Republic was able to take him into custody and the right pressure was applied, there is potential for a major shift in the Trade Federation s role in the CIS. General Grievous - This cyborg warrior of mysterious origins is the Supreme Commander of the Droid Army and is a devastating foe in the battlefield. He fights with a ruthless aggression where there is no place for mercy or respect for the opponent. Grievous has been trained in the Jedi arts by Count Dooku and fights at the front of his legions of droids wielding lightsabers he claimed as trophies from the Jedi Knights he killed. The greatest military achievement the Grand Army of the Republic could accomplish is to capture or kill General Grievous. Republic Intelligence is constantly monitoring all leads to locate him, but he is a slippery Separatist agent and has always evaded Republic traps. The Jedi Council believes taking Grievous out of the fight will bring a halt to many of the brutal Separatist advances and will allow the many Jedi who have fallen by his hands to rest peacefully.

8 Duchess Satine of House Kryze - Duchess Satine is the leader of Mandalore, its pacifist government, and the Council of Neutral Systems. She wishes for Mandalore to remain neutral in the conflict, refuses to assist in the war effort, and wishes for peace to be brokered immediately. Looking at the history of her own planet, she knows that in the end, nobody wins in war and the galaxy will be worse off just for having been through the Clone Wars. She is extremely principled in her pacifist ideals, to the point of stubbornness according to her old friend and confidant Jedi General Obi-Wan Kenobi, but many in the Senate continue to have deep respect for her. She is influential in the Senate because of this respect and due to strong relationships with Padmé Amidala and Orn Free Taa. Something else that concerns her is the rise of radical Mandalorians who are against the pacifist government and wish to resurrect the warrior culture that defined Mandalore for centuries in the past. Senator Mina Bonteri of Onderon - Senator Bonteri is a former member of the Galactic Senate and currently leads her planet Onderon in the Separatist Senate after joining Count Dooku s movement before the war. Prior to the schism in the galaxy, she was a dear friend and mentor to Padmé Amidala and despite being on opposite sides of this deadly conflict, the two remain deeply respectful of each other. In fact, Padmé and her allies in the Senate believe that if the Republic is to make any diplomatic progress with the Separatists to bring the war to an end, Mina Bonteri is their best hope. Jabba the Hutt - This famous gangster and primary figurehead of the Hutt Cartel is famous throughout the galaxy for his vast influence in the seedy underworld and his dominance over other crime syndicates. The Hutts engage in all sorts of illegal activities from racketeering to the illegal arms and slave trade. While Jabba is an unsavory character for the Republic to negotiate with, the Hutt Cartel controls key hyperspace lanes in the Outer Rim, proving they could be an invaluable ally in the war effort to either side. The Separatists are working to curry favor with the Hutts as well, so it will be of vital importance for this committee to determine a diplomatic strategy with this dangerous crime lord. Important Factions: Cham Syndulla - Coming from an affluent background on Ryloth, Cham Syndulla put comfort aside when the Separatists occupied his homeworld. He leads the Twi lek Resistance against the droid forces and conducts stealth and sabotage missions to disrupt Separatist activity on Ryloth. Early in the war, there was a Republic presence on Ryloth, but their numbers dwindled, reinforcements never came, and Cham and his Twi lek rebels were left to their own devices. He is not particularly trusting of the Republic and is unsure what Senator Orn Free Taa s motives are and if he can adequately lead Ryloth. While freeing his people from CIS rule is General Syndulla s top priority, he is also concerned with what happens after the war and where the chips will fall in deciding who determines Ryloth s fate. The Loyalist Committee - A group of Senators assembled by the Chancellor to serve as an advisory committee to him in regards to the war and the Separatist Crisis. The Committee is comprised of vocal and influential Senators that are staunchly loyal to the Republic. Members of this committee not only

9 have a heavy voice and influence in the Galactic Senate, but also often have extensive resources at their disposal and come from important systems in the Republic. The Jedi Order - An ancient monastic organization that has followed and observed the light side of the Force, a supposed living energy that connected every living thing in the galaxy. The Jedi predate the Republic by thousands of years. Since the inception of the Republic, the Jedi have served as peacekeepers and protectors of the Galactic Republic. The Order is governed by the Jedi Council, a group of 12 Jedi Masters who oversee the teaching of new Jedi, preservation of the order s history and ancient artifacts, and the operations in which the Jedi became involved in. The Jedi are renowned for their mystical skills in using the Force, wielding their famous lightsabers, and for bringing peaceful resolutions to complex situations. They serve at the discretion of the Senate and seek to protect the Republic at all costs. While they do not serve the Chancellor directly, they follow his directives as the elected head of the Senate. Following the Military Creation Act, the Jedi were made Generals in the Grand Army of the Republic and command its forces on the front lines against the CIS. The Trade Federation - An extremely powerful and wealthy trade and shipping corporation. The Trade Federation was controlled by the Neimoidians and headquartered on Cato Neimoidia. Known for the predatory practices and exploitation of loopholes in the Republic s Free Trade Zone Laws, the Trade Federation is only concerned with maintaining their profits. They became notorious 10 years ago when they blockaded the planet of Naboo with their droid armies after the passage of a bill that would levy taxes on the Free Trade Zones that the Trade Federation operated in. Today, it is widely believed that the Trade Federation is part of the CIS and a major financier of its war machine. Many Federation warships can be found in CIS fleets and many of their droid legions were provided by the Federation. Nute Gunray, Viceroy of the Federation, is even on the Separatist Council. The Trade Federation officially disputes these claims, denouncing Gunray as a radical, and maintains that they are a neutral party. They still hold Senate representation. The InterGalactic Banking Clan - A very powerful and influential commercial guild. Headquartered on the Outer Rim planet of Scorpio, the Banking Clan was led by the Council of 5. The Council has officially aligned themselves with the CIS but still conducts business with the Republic and maintains representation in the Senate. The Chancellor has identified the banking clan and Scorpio as high priority targets due to their control of vast monetary resources. He wishes to see their allegiance returned to the Republic immediately. The Techno Union - A commercial guild comprised of technology corporations and firms. The Techno Union has officially claimed neutrality in the Clone Wars and continues to maintain representation in the Senate. Republic Intelligence, however, believes that the Techno Union is supporting the CIS. The Battle Droids used by the Separatists are of Techno Union design and Foreman Wat Tambor, leader of the Techno Union, is on the Separatist Council.

10 Important Locations: Coruscant - The cultural, economic, and cosmopolitan capital of the Republic found at the center of the Galactic Core. Over 1 Trillion people call Coruscant home. It is the location of the Galactic Senate, the Chancellor s Office, the Jedi Temple, Republic Intelligence, the Justice Courts, and the leadership of the Grand Army. Coruscant also has a substantial criminal underground where bounty hunters and many illegal commodities can be found on the black market. A permanent defense fleet is stationed above Coruscant. Naboo - A lush world found in the Mid Rim of the Galaxy, Naboo is home to a large population of humans as well as the Gungan Species. Naboo is also the homeworld of Chancellor Palpatine and Senator Padme Amidala. The planet is known for its rich culture and its beauty. A elected Queen who serves for 2 terms is the head of state of Naboo. Naboo became the center of galactic attention 10 years ago when the Trade Federation instituted a blockade and invaded Naboo in protest of taxes being levied on the free trade lanes that the Trade Federation operated on. The blockade was lifted and Viceroy Nute Gunray somehow managed to avoid criminal punishment. Because of this failure, the Viceroy hates Naboo and Senator Amidala and would love to see the Separatists take control of Naboo. The planet is defended by a local garrison called the Royal Naboo Security Forces. Kamino - An extremely remote planet found in extragalactic space, this aquatic planet is the homeworld of the Kaminoans. Kamino is of vital strategic importance to the Republic. Kamino is the location of the Republic s cloning facilities as well as the training facilities for the newly created Clone cadets. Were Kamino to fall, the Republic s war machine would be crippled as no new clones could be created. Kamino is protected by a permanent defensive fleet, a substantial clone garrison, and dozens of listening posts around the planetary system to alert the Republic of an approaching invasion force. Anaxes - A rocky planet found in the Galactic Core, Anaxes is located upon the vital Perlemian Trade Route that runs all the way from Coruscant to the Outer Rim. This, combined with the fact that Anaxes hosts the military shipyards that produce a majority of the Republic s Navy, makes Anaxes of great strategic importance. Carida - Home to the space station Valor, where the highest ranking Republic military commanders, including Jedi, often meet for strategic meetings. It is generally well-guarded because everyone is aware of such a tempting target for the Separatists to strike a staggering blow to the Republic military. Mon Cala - A ocean planet in the outer rim, Mon Cala is home to two species, Mon Calamari and the Quarren. The planet is ruled by a single ruler, the King of Mon Cala. While the Quarren and Mon Calamari have respected one another for some time, tensions between the two races are mounting. While they are at peace now, there is a dangerous potential for the Separatists to play on these tensions to erupt the planet into a civil war.

11 Ryloth - A planet with a diverse climate, Ryloth is an outer rim territory that is home to the Twi Lek species. Ryloth has a long history of abuse by foreign powers. Centuries ago, the Twi Leks were oppressed by the Hutt Clans and sold into slavery. Today, Ryloth is under siege by the CIS. A droid army has occupied the planet and is subjecting the people to forced labor and starvation. A resistance movement led by Cham Syndulla is fighting for Ryloth s freedom and also presents a difficult political situation for the planet. Christophsis - A mineral rich planet in the outer rim, Christophsis is currently embroiled in a large conflict. The droid armies of the CIS have invaded Christophsis in attempt to gain control of the valuable mining resources on the planet. The conflict has reached a stalemate and the Republic forces are in need of reinforcements in order to end the conflict and relieve the local population that is in desperate need of aid. Geonosis - An inhospitable desert planet, Geonosis was the first capital of the CIS and the site of the first battle of the Clone Wars. Before the beginning of the war, that majority of the droid army was manufactured in secret droid factories found in the extensive underground catacombs populated by the native Geonosians. While the Republic s initial attack destroyed some of the factories, it is widely believed that a majority of the factories remain untouched in the catacombs below. The Republic was also unable to gain a foothold on Geonosis. As a result, Geonosis is still under the control of the CIS and remains an important strategic target. Mandalore - A very important world in the Outer Rim, Mandalore is currently ruled by a pacifist regime that came to power following a bloody civil war roughly ten years ago that killed a large portion of the Mandalorian population and decimated the ecosystems of the planet. This regime is a very dramatic shift from the prior leadership of Mandalore. The planet has a rich warrior history where they were once known for their strength and warmongering. Mandalore once controlled over 2,000 star systems and declared the Jedi their sworn enemy, even going as far as to seize the Jedi Temple during the collapse of the Old Republic. Following the civil war however, the people of Mandalore sought to turn away from this history and banished all of their warriors to Mandalore s moon of Concordia. While still part of the Republic, Mandalore has refused to support the war effort, claiming neutrality, and leading the Council of Neutral Systems. Important Republic Military Assets: The 501st Legion - This clone battalion has exhibited extremely high combat effectiveness in the war so far and is often considered for some of the most daring missions the Grand Army of the Republic undertakes. Under the leadership of Jedi General Anakin Skywalker and Clone Captain Rex, the 501st can be entrusted for any type of mission and will not give up until the objective is complete.

12 The 327th Star Corps - Under the command of Jedi General Aayla Secura and Clone Commander Bly, the Star Corps has had great success in many of the Outer Rim theaters and is well supplied with a contingent of elite troopers and starfighter pilots to defeat the droid armies. Secura and Bly have a great relationship that has so far proven extremely effective and the Star Corps is ready for large scale deployment anywhere in the Outer Rim. 104th The Wolf Pack Battalion : Led by Jedi General Plo Koon and Clone Commander Wolffe, the Wolf Pack is a highly-specialized battalion that is making quite the name for itself. Hunting in packs throughout the Outer Rim, troopers of the 104th prefer some of the crazier missions that might involve zero-gravity combat or high altitude, low jetpack ignition jumps. ARC Troopers - ARC (Advanced Recon Commando) troopers are the best of the best when it comes to the Grand Army and Republic Special Forces. While Clone Commando squads operate in teams of four, ARC troopers are even more independent and often function as lone wolves or in teams of two. A small contingent of ARC troopers oversee Clone cadet training on Kamino, but there are several commandos operating throughout the galaxy that can be reassigned for recon missions, hostage rescue, target apprehension, or target elimination. Shadow Squadron - An elite squadron of twelve BTL-B Y-Wing bombers who specialize in extremely dangerous and high-level missions for the Republic. If there is a target that needs hitting, Shadow Squadron always gets it done. Operating with the motto of Minimal Casualties, Maximum Effectiveness, Shadow Squadron is often a unit of choice for General Skywalker and each pilot in the squadron is eager to make the Separatist forces hurt however they can. Possible Blocs Democracy Bloc - This bloc will be comprised of Senators and military officials who want nothing more than to maintain and uphold the democratic principles of the Republic. This bloc should seek to bring peace back to the galaxy as soon as possible. They will also be concerned with human rights issues that the war raises, protecting the rights of Republic citizens, and will generally oppose giving increased powers to the military or the Chancellor. Corporate Bloc - This bloc will be comprised of individuals who represent large corporations are planets whose economy is directly profiting off of contributing to the war effort. This bloc will seek to escalate the war effort, increase military spending, or support other initiatives that will increase their profits. Security Bloc - This bloc views the CIS as an existential threat to the Republic. They seek for the unconditional surrender and reintegration of the CIS. They view the Chancellor as the leader who can achieve this and also route out the corruption and ineffectiveness in the Senate. They will support the military initiatives of the Chancellor as well as those that seek to protect the Republic from a wide variety of security threats.

13 Committee Character List 1. Senator Bail Organa of Alderaan An extremely influential and outspoken member of the Senate, Bail Organa is extremely loyal to the Republic. He is a member of the Loyalist Committee and wants to de-escalate the conflict with the CIS and push for peace immediately. He is also deeply concerned with the refugee crisis and other humanitarian crises that have arisen as a result of the war. He has been to architect of many aid missions to relieve suffering populations and was even caught on Christophsis during the onset of the conflict providing relief to the local population. His wife is the Queen of Alderaan, and as a result has nearly unlimited access to the financial and security resources of the planet. 2. Senator Padmé Amidala of Naboo Originally famous as the former Queen of Naboo, Padmé Amidala is an extremely vocal and influential Senator who is adored by her people. She is a member of the Loyalist Committee and wishes to immediately to de-escalate the conflict with the CIS and petition for peace. Given that she played a vital role in thwarting the Trade Federation s blockade of Naboo, she is hated by Viceroy Gunray and has been the target of multiple assassination attempts. Her voice carries great weight in the Senate and she has full access to Naboo s resources due to her previous history as Queen and her strong personal relationship with the current Queen. She also has a strong personal relationship with Jedi Knight Anakin Skywalker who has been known to perform personal favors for the Senator. 3. Senator Mon Mothma of Chandrila An outspoken senator who is also a member of the Loyalist Committee. Senator Mothma wishes to de-escalate the conflict with the CIS and sue for peace as soon as possible. She is also particularly concerned with the growing power of the Office of the Chancellor that Palpatine has been fostering for years and now using the war to exploit. She is concerned that the Republic is attempting to win the war no matter the cost and fears the consequences that this mentality will cause. She did not support the emergency powers given to the Chancellor and will view any additional powers as an attack on democracy. 4. Senator Halle Burtoni of Kamino As the representative of the cloning planet Kamino, Senator Burtoni s greatest desire is to keep Kamino s business operation healthy and fully functional. Given that Kamino is the only planet where the Clone army is produced (making it the most important part of the Republic war machine), the majority of the Senate has constantly been considerably amenable to Kamino s demands. While some call Burtoni s game plain and simple war-profiteering, others just call it good business. The math is clear; a continuation of the war and increased military spending directly assists Kamino s economy and self-interests. As such, she is proactive in ensuring the Republic escalates its military needs and continues to sanction the creation of thousands upon thousands of new clones. Halle Burtoni is sure to support any measure that will keep the Kaminoan cloners in business which makes her powerful voice a worrying factor for those who wish to find a peaceful solution to this war soon. 5. Senator Rush Clovis of the InterGalactic Banking Clan A human male from the planet Scipio, Senator Clovis represents the Banking Clan in the Senate. He carries a great deal of influence in the Senate and appears to be loyal to the Republic. Yet at the end of the day, those who know him best are aware he cares only for the interests of the Banking Clans and will do all he can to achieve their goals. Given that he has a high level position in the Banking Clan, he has significant monetary resources at his disposal. It is also worth noting that he has a personal history with Padmé Amidala.

Senator Lott Dod of the Trade Federation Lott Dod s primary role in the Senate is to maintain the Trade Federation s claim that they are neutral in the war despite it being an open secret that the Trade Federation is actively supporting the CIS. He claims that Viceroy Nute Gunray is a fanatic that no longer represents the Trade Federation and is using his own personal wealth to support the Separatists. There is no evidence to disprove this claim, so in fact, many Senators and a large portion of the public are inclined to believe it. Senator Dod is only concerned with fulfilling the interests of the Trade Federation and increasing their profits through whatever means. He has a sharp political mind in order to navigate the politics of the Senate and has the luxury of substantial monetary resources at his disposal. 7. Senator Tal Merrick of Kalevala Representative of Kalevala, a planet governed by the New Mandalorian Government and a member of the Council of Neutral Systems. Senator Merrick s official position is that Kalevala wishes to remain neutral in the conflict along with Mandalore and other members of the Council. However, Senator Merrick has often made many sympathetic comments toward the past warrior ways of the Mandalorians. He also has also rumored to have ties to radical elements that seek to remove the New Mandalorian government from power and return the system to an aggressive warmongering faction that dominated Mandalore for so long. 8. Senator Orn Free Taa of Ryloth Representative of Ryloth, Senator Taa is a career political who has significant influence in the Senate. He is a member of the loyalist committee and is extremely loyal to the Chancellor and his initiatives. Despite his claimed loyalty, however, Senator Taa s greatest concern is to himself. It is well known that enjoys self-indulgence and increasing his already large personal fortune. He will be sympathetic to any initiative to increase his power, wealth, or standing. This has led to an incredibly incendiary relationship between Senator Taa and the freedom fighter and general Cham Syndulla back home on Ryloth. Orn Free Taa is terrified that should Syndulla continue to amass power, he will look to get him removed from office and that simply cannot happen. 9. Senator Meena Tills of Mon Cala A Mon Calamari female, Meena Tills represents her homeworld of Mon Cala and has access to the planet s vast resources. Like the majority of her race, she is extremely loyal to the Republic and to democracy. However, the other species that calls Mon Cala home, the Quarren, have chosen to side with the CIS. Therefore, Senator Tills has an extremely toxic political situation taking place on her homeworld and she feels the weight of it on her shoulders. Mon Cala has not yet become a battleground in this war, but with tensions rising between the two races, who knows how long the tentative peace on her world will last? 10. Senator Ask Aak of Malastare Representative of the planet Malastare, Senator Aak is a very influential Senator and one of the lead members of the loyalist committee. He was one of the first Senators to speak in favor for the creation of the clone army. He continues to support military action against the CIS and a swift end to the war through military force. He will not settle for peace until systems in the CIS has surrendered and agreed to return to the Republic. He is also a strong supporter of the Chancellor and his initiatives. Due to its vast fuel reserves and its location on the Hydian Trade Route, Malastare is an economic power that is of strategic importance to the war effort. However, the Dug Council, led by Doge Nakha Urus, has dominion over the usage of the fuel resources on Malastare. If Senator Aak can help negotiate a treaty with the Dugs on Malastare, the Republic will have extensive economic and supply resources at its disposal and he will have vastly aided the war effort.

Senator Mee Deechi of Umbara Noted for his professionalism and his respect for his fellow senators, Senator Deechi supports increased hostilities with the CIS in order to force the Separatists to rejoin the Republic unconditionally. He also supports increased military spending as a way to achieve this. Being from Umbara, he has access to very advanced technology as the planet is known for its scientific achievements that only the Umbarans can use. It is also home to rich doonium reserves, which is vital to the production of new Republic starships. 12. Senator Onaconda Farr of Rodia Representative for the remote swamp planet of Rodia. Senator Farr is a respected member of the Senate. He cares deeply for his people and will always put their interests first. He is part of the coalition of Senators that wish for the conflict to be ended immediately through peace talks. He has a strong relationship with Padmé Amidala as they are family friends and he once served as her mentor. 13. Senator Riyo Chuchi of Pantora A newly elected member of the Senate, Senator Chuchi is a rising star in the Senate. She is staunchly loyal to Pantora and to the Republic and will always put the interests of her people before her own. She highly values democracy and is concerned with protecting the rights, freedoms, and privacy of the citizens of the Republic. She is also concerned with the human rights abuses that are occuring in the war and the refugee crisis. It should also be noted that her planet currently owes a great deal of money to the Trade Federation that they have fallen behind in payments on due to predatory tactics being implemented by the Federation. 14. Senator Gume Saam of the Techno Union Representative of the powerful corporate conglomerate, Senator Saam of the Techno Union is only concerned with increasing the profitis and prosperity of the Techno Union. They hope for the continuation of the war as they are greatly profiting off of selling weapons and droids to both sides. They claim neutrality, but it is widely known that they designed the battle droids being used in the Separatist army and continue to develop new technologies and weapons for the Separatists. As a high level member of the Techno Union, Senator Saam has access to significant monetary resources and advanced technologies that can be sold to others, for a price of course. 15. Senator Fang Zar of Sern Prime A career senator, Fang Zar is staunchly loyal to the Republic. He is a vocal proponent of democracy, civil rights, and the freedoms of all species in the galaxy. He considers the Separatists traitors and wishes for them to be immediately brought back into the Republic. That being said, he opposes any measures to increase the Chancellor s power, is adamantly opposed to corporations such as the Trade Federation and InterGalactic Banking Clan, and will always put the interests of citizens before his own. Because of this, he is extremely popular with the people of Coruscant and Sern Prime but finds himself at odds with less noble entities in the Senate. 16. Admiral Wullf Yularen A brilliant strategist renowned for his effective leadership and meticulous preparation for every engagement, Admiral Yularen is one of the most respected admirals in the Republic Navy. He is here to represent the interests of the Republic Navy and coordinate the usage of the many fleets and battlecruisers at the Republic s disposal. He has already served with Jedi General Anakin Skywalker in many of the opening engagements of the war and has developed quite the relationship with the maverick Jedi. Still, Yularen is a fairly straightlaced, career military man and is extremely loyal to the armed forces and its commander-in-chief, Supreme Chancellor Palpatine. As an admiral, he has personal command of

16 a special naval task force from the 5th Fleet which includes his flagship, the Resolute, and several other Venator -class Star Destroyers. 17. Vice Admiral Terrinald Screed - Vice Admiral Screed is a dedicated soldier to say the least. In the first assault on Mimban, he lost an eye due to shrapnel after a Separatist Hyena bomber landed a successful hit on the bridge of his Star Destroyer. Screed kept on fighting and that example of his inability to quit has defined his reputation so far in this war. Despite being a significant battlefield commander, Screed has been brought to the committee as the liaison for the Republic military s Research and Development division. In this role, Screed connects the committee to the various new technologies in development for the Grand Army and with the committees help can sanction new research and work to get projects ready for deployment against the Separatists. Some of the projects have been requested by Supreme Chancellor himself, and Screed is one of the few members of the military to be aware of many of them. Even though he loves nothing more than the shattering explosion of a Separatist capital ship, Screed is savoring the responsibility of devising new weapons of war that can terrorize the CIS commanders into eventual defeat. 18. Captain Wilhuff Tarkin - A former Governor of his homeworld Eriadu, Wilhuff Tarkin is now a promising captain in the Republic Navy. His ascendancy into the highest ranks of the Republic military is really just a question of when, not if. His strong relationship with Chancellor Palpatine has gained him a seat on this committee and he is determined to make his mark on it with his ruthless pragmatic and belief in victory no matter the cost. Tarkin also believes that the Jedi Order is too soft to win the war, outdated, and should not have a leadership role in the Grand Army of the Republic. Despite being a Captain, Tarkin is often personally entrusted top secret information directly from the Chancellor that even admirals don t receive. This makes others wary of his ambition, but they cannot deny his effectiveness. Tarkin even has admirers outside of the Republic; Count Dooku himself tried to sway Governor Tarkin into bringing Eriadu into the CIS before the war started, but Tarkin s loyalty held and he denied the offer. This is something Chancellor Palpatine has never forgotten. 19. Major Davits Draven - Davits Draven is a rising star in the ranks of the Republic Intelligence. He has been entrusted to sit in as a member of this committee to relay information from Intelligence assets around the galaxy and coordinate their usage as he and the committee see fit. He has command over five Clone Commando squads (Alpha, Bravo, Delta, Echo, and Omega) and can send them on reconnaissance or black ops missions throughout the galaxy to find intel or eliminate targets. Delta Squad in particular has begun to establish a stellar reputation and has yet to fail in any mission. As far as Draven is concerned, if these Intelligence assets can be used to their fullest potential, then the Republic can certainly win this war. 20. Colonel Meebur Gascon - Colonel Gascon has come into this committee with a point to prove. As a member of the diminutive Zilkin species, Meebur makes up for his small stature with a robust personality and a soaring ego. He serves as a military analyst and logistical support officer within the Grand Army of the Republic and received much praise for his actions during the Battle of Geonosis at the opening of the war. As an analyst, Gascon provides this committee with insight on Separatist targets and helps assess their strengths and weaknesses. As a logistical support officer, Gascon receives information updates on fleet and army supplies and surpluses so the committee can decide how best to deploy Republic forces throughout the galaxy. For much of his career, Gascon has just been looking for a chance to prove his worth and he knows working on this committee could be his best shot.

Commander Cody, CC Clone Commander Cody is the Marshall of the 7th Sky Corps and takes personal command of the 212th Attack Battalion under the leadership of Jedi Master and General Obi-Wan Kenobi. Cody is considered to be the one of the very best Clone commanders and has been brought in to this committee to represent the interests of the Clone soldiers in the Grand Army of the Republic and advise the members of the committee on military planning and operations. With the 7th Sky Corps at his disposal, Cody has thousands of clone troopers, starfighters, bombers, and gunships at his command and can send deploy them to the highest-stake battlefields throughout the galaxy. Cody is a very serious man, but working so often with the amiable General Kenobi has begun to crack his coarse persona ever so slightly. 22. Commander Fox, CC CC-1010, who goes by the nickname Fox, is in charge of the Coruscant Guard, an elite Clone unit that specializes in the safety and security of the planet Coruscant and the Galactic Senate. His clones serve as bodyguards for high-level individuals such as Senators and the Supreme Chancellor himself. While the ceremonial Senate Guards still do their jobs diligently, Fox s soldiers are capable of more intensive operations in order to ensure the security of the Republic s heart and use their brilliant training to hunt down any perceived threat. They also provide security to the various prisons on Coruscant and ensure the Republic s greatest captured enemies do not continue to cause problems. Fox is incredibly wary of the various threats that could come to the members of this committee. With so many high-value targets in one place, those who wish to do harm to the Republic could see it as an opportunity. Fox will stop at nothing to ensure that they are not successful. Research Suggestions It should be noted that this committee will be based on and operate solely using the Canon sources of Star Wars lore. The Legends material is a useful place for ideas, but none of it should be considered as having an effect on the creation and execution of this committee.
