3 WELCOME On behalf of the Organising Committee, it is a great pleasure and honour to welcome you in Kaunas, at the 1 st Baltic-Nordic Summer School in Neuroinformatics (BNNI): Computations in the Brain and Translational Neuroscience. The Summer School is held under the European Commission initiative European Month of the Brain May This event is organized jointly by INCF (International Neuroinformatics Coordinating Facility) National Node of Finland and Tampere University of Technology (Finland), Vytautas Magnus University and n University of Health Sciences (Kaunas, ), and the n Neuroscience Association. The INCF National Node of Finland has set a goal to organize a series of hands-on summer schools during The first plans for the BNNI2013 Summer School were laid down during the INCF Short Course in Neuroinformatics in 2012 (Munich, Germany) when clear need for neuroinformatics summer schools in Nordic and Baltic countries in order to raise the awareness of this important field was identified. This year the Summer School is focused on theoretical, experimental and clinical studies of synaptic plasticity, learning and memory in the brain, both in health and disease. The course combines lectures and hands-on exercises for computational modelling and analysis of brain functions. Special focus of this Summer School is Translational Neuroscience. It emphasizes how findings of translational neuroscience while using neuroinformatics tools further could be explored for better diagnosis, treatment and prevention of neuro-related disorders. The target audience of the Summer School is advanced doctoral students and researchers from various fields of neuroscience interested on how brain computes information. We selected 25 students out of more than 40 applications specializing into neuroscience, neuroinformatics, and computational neuroscience. Young students can meet each other while seniors from physics, mathematics, and computer science may update their knowledge on recent advances in neuroinformatics and computational neuroscience. We would like to thank the authors for their contributions to this Summer School and Workshop. 4 INCF: INTERNATIONAL ORGANIZATION FOR NEUROINFORMATICS COORDINATION The International Neuroinformatics Coordinating Facility (INCF), together with its 17 member countries, coordinates collaborative informatics infrastructure for neuroscience and manages scientific programs to develop standards for data sharing, analysis, modeling and simulation in order to catalyze insights into brain function in health and disease. INCF is an international organization launched in 2005, following a proposal from the Global Science Forum of the OECD to establish international coordination and collaborative informatics infrastructure for neuroscience. INCF is hosted by Karolinska Institutet and the Royal Institute of Technology, and the Secretariat is located in Stockholm, Sweden. INCF currently has 17 member countries across North America, Europe, Australia and Asia. Each member country establishes an INCF National Node to further the development of Neuroinformatics and to interface with the INCF Secretariat. The mission of INCF is to share and integrate neuroscience data and knowledge worldwide, with the aim to catalyze insights into brain function in health and disease. To fulfill this mission, INCF establishes and operates scientific programs to develop standards for neuroscience data sharing, analysis, modeling and simulation. Currently there are 4 program areas: Digital Brain Atlasing, Ontologies for Neural Structures, Multi-scale modeling, and Standards for Data Sharing. More than 180 leading international researchers are involved in the programs. INCF is also committed to supporting training in neuroinformatics. The "INCF Dataspace" has been developed to enable collaboration between researchers through the sharing of neuroscience data, text, images, sounds, movies, models and simulations.
