1 2004 Specifications CSJ , , , , , etc, , & SPECIAL SPECIFICATION 1118 Data Fiber Optic Transceiver 1. Description. Furnish and install Data Fiber Optic Transceivers in designated equipment cabinets in the field and in the Control Center as shown on the plans and as detailed in the special specifications. 2. Submittal Components. Ensure the submittal for this Item completely addresses the following: - optical wavelength - optical bypass switch - data input/output compatibility - unit physical size - optical input/output power and range - attenuation - data rate normal mode - modulation method bypass mode - bit error rate - system interconnection diagram - transmitting device - transient suppression - optical detector - overcurrent protection - optical fiber compatibility - environmental parameters - power requirements - connectors optical data power gold plating 3. Material. Furnish, assemble, fabricate, or install new corrosion resistant materials under this Item that are in strict accordance with the details shown on the plans and in the specifications. A. Functional Requirements. Provide Data Fiber Optic Transceivers comprised of a transmitter and a receiver that provide the interface between the D/I Muldem and the optical fiber network. Provide a transmitter that converts the T1 rate bit stream from the D/I Muldem to optical signals. Provide a receiver that converts the optical signal to a T1 rate bit stream compatible with the D/I Muldem. Use 2 transceivers at each communications hub, except for the ones at the extremities of the fiber optic trunks, where only 1 transceiver is required

2 Where 2 transceivers are installed, connect 1 transceiver for downstream signal flow and connect the second one for upstream signal flow. B. Electrical/Optical Requirements. 1. Optical Wavelength. The operating wavelength is 1,300 nm. The wavelength and spectral line width selections are based on both the transmitter and the receiver designs. 2. Data Input/Output. Ensure the signal level and line codes operate with a standard pulse code modulation (PCM) T1 data stream (North American PCM DS- 1 line per AT & T Technical Advisory 34) with the bit rate of mb/s. 3. Optical Input Output. Provide a transceiver with an optical output power that is adjustable and sufficient to drive the upstream or downstream receiver at different spacings as indicated on the plans. Ensure the receiver input has the dynamic range to receive the signal from the upstream or downstream transmitter at different spacings. Provide a transceiver which transmits and receives at the D/I Muldem input/output rate of DS-1 over a fiber optic link with a 16 db loss budget while meeting the performance requirements of this specification. 4. Bit Error Rate. Provide a transceiver with a bit error rate better than 10 to the minus 12th power at an operating loss budget of 16 db. 5. Transmitting Device. For the transmitting device, provide a light-emitting diode (LED) which has an MTBF better than 100,000 hours at 71 F. 6. Optical Detector. For the optical detector, provide a transceiver utilizing an APD diode, a PIN, or other approved device. 7. Optical Fiber Compatibility. Provide a multimode transceiver compatible with 50/125 micron multimode graded index glass fiber. Provide a single mode transceiver compatible with 8 to 10 micron single mode glass fiber. 8. Power Requirements. Provide a transceiver that operates from 115 volts AC plus or minus 20 volts AC and draws a maximum of 25 watts of power. Ensure the equipment operation is not affected by transient voltages, surges, and sags normally experienced on commercial power lines. Check the local power service to determine if any special design is needed for the equipment. Include any extra cost for this in the bid price of this Item. 9. Power Service Transients. Provide equipment that meets the requirements of Section 2.1.6, Transients, Power Service, of NEMA Standard TS , latest revision

3 10. Wiring. Provide wiring that meets the requirements of the National Electric Code and is cut to proper length before assembly. Do not double back wire to take up slack. Neatly lace wires into cables with nylon lacing or plastic straps. Secure cables with clamps and provide cable slack to facilitate removal and replacement of assemblies, panels, and modules. 11. Transient Suppression. Provide relays, solenoids, and holding coils with diodes across the coils for transient suppression. 12. Power Service Protection. Provide equipment that contains readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. Provide circuit breakers or fuses and size them such that no wires, components, connectors, PC boards, or assemblies are subjected to sustained current in excess of their respective design limits upon the failure of any single circuit element or wiring. 13. Fail Safe Provision. Provide equipment designed such that the failure of the equipment does not cause the failure of any other unit of equipment. Provide a by-pass switch and sensing circuitry to by-pass the D/I Muldem whenever the D/I Muldem loses power or malfunctions. C. Optical Bypass Switch. Provide and install 2 optical bypass switches at each communications hub. Ensure that in the event of a power failure, the optical switches cause the optical T1 data signals to bypass the Data Fiber Optic Transceivers and Drop/Insert Muldem at that particular hub. During normal power service, ensure the optical switches pass the T1 data signals to the Data Fiber Optic Transceivers and Drop/Insert Muldem at that hub. Equip the optical bypass switches with connectors compatible with the optical connectors of the transceiver. The maximum allowable attenuation of the bypass switches is 5 db in bypass mode or in normal mode. Furnish and implement the accessories necessary for complete and operating optical bypass switches. D. Mechanical Requirements. 1. Modular Design. Provide equipment that is modular in design such that major portions may be readily replaced in the field. Mechanically key modules of unlike functions to prevent insertion into the wrong socket or connector. Clearly identify modules and assemblies with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 2. Connectors and Harness. Make external connections by means of connectors. Key the connectors to preclude improper hookups. Color code and appropriately mark wires to and from the connectors. Provide cable slack to facilitate removal and replacement of assemblies, panels, and modules

4 Furnish data input and output connectors that are fully compatible with the T1 connectors of the Drop/Insert Multiplexor. Ensure conductive contact surfaces or pins are plated with a minimum of 50 microns of gold. Provide ST type optical input and output connectors with stainless steel housing and ceramic ferrule for the multimode transceiver. Provide FC type optical input and output connectors for the single mode transceivers. Provide a connecting harness of appropriate length and terminate it with matching connectors for interconnection with the D/I Muldems and the fiber optic network. 3. Housing. Provide a transceiver with a housing that is stainless steel or aluminum protected with corrosion resistant paint and is designed for rack mounting. E. Environmental Design Requirements. Furnish equipment that meets its specified requirements during and after it is subjected to any combination of the following requirements: Ambient temperature range of - 30 F to F. Relative humidity from 0% to 95%. 4. Construction. Utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality to design and construct the equipment. Furnish equipment designed for ease of maintenance, with component parts that are readily accessible for inspection and maintenance. Provide test points for checking essential voltages and waveforms. A. Electronic Components. Furnish electronic components that comply with the Special Specification, Electronic Components. B. Mechanical Components. Furnish external screws, nuts, and locking washers that are made of stainless steel; do not use self-tapping screws unless specifically approved by the Engineer. Furnish parts made of corrosion resistant materials, such as plastic, stainless steel, anodized aluminum, or brass. Protect materials used in construction from fungus growth and moisture deterioration. Separate dissimilar metals by an inert dielectric material. C. Testing, Documentation, and Warranty. Test the Data Fiber Optic Transceiver in compliance with Article 2 of the Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty

5 Provide documentation for the Data Fiber Optic Transceiver in compliance with Article 4 of the Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. Provide a warranty for the Data Fiber Optic Transceiver in compliance with Article 5 of the Special Specification, Testing, Training, Documentation, Final Acceptance, and Warranty. 5. Measurement. This Item is measured as each unit of the type shown on the plans furnished, installed, made fully operational, and tested in accordance with this special specification. 6. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for Data Fiber Optic Transceiver (Multimode) or Data Fiber Optic Transceiver (Single Mode). This price is full compensation for the equipment described under this Item with cables and connectors; documentation and testing and for furnishing labor, materials, training, and equipment, and incidentals
