1 1995 Metric CSJ SPECIAL SPECIFICATION ITEM 6225 Add/Drop Multiplexor/Demultiplexor 1.0 Description. This Item shall govern for the furnishing and installation of intelligent Add/Drop Multiplexor/Demultiplexor (ADM) at designated enclosures as shown on the plans, as detailed in the Special Specifications and as directed by the Engineer. 2.0 Material. 2.1 General Requirements. All materials furnished, assembled, fabricated or installed under this Item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the Specifications. 2.2 Functional Requirements. The ADM shall operate with a standard pulse code modulation (PCM) T-1 data stream (North American PCM DS-1 line per AT&T Technical Advisory 34) with a bit rate of Mb/s. The ADM shall be designed for multipoint drop and add functions. The device shall be capable of receiving selected data channels from the Control Center (drop) and of transmitting selected data channels back to the Control Center (add). The device shall also be capable of receiving and transmitting selected voice orderwire channels, each operating as a "party line", to/from the Control Center and the communications hubs. Each ADM shall have the plug-in provisions, including connectors, for data and voice orderwire channel unit assignments as shown on the plans. Since each data channel operates with a polled time division multiplexing scheme, the ADM may have data channel units sharing the same time slots as other ADM data channel units. The ADM shall pass signals from the remainder of the 24 channels through to the Control Center as well as passing downstream signals from the Control Center on to the rest of the ADMs. All ADMs shall be connected to the fiber optic cable via fiber optic data transceivers, with one transceiver connected for downstream signal flow and a second transceiver for upstream signal flow. Optical transceivers may be made an integral part of the ADM with the approval of the Engineer Equipment Interconnection. The communications hub shall contain the interconnections of the other communication and control devices to a communications interface, as well as, between the connections to the ADM and the fiber optic cable plant via the data transceivers. Connection to the ADM I/O ports shall use twisted wire pairs and DB25 connectors based on the channel designations shown on the plans, using the EIA-232-C/D standard

2 A consistent communications interface shall be employed so as to maintain EIA-232-C/D communications integrity. 2.3 Electrical Requirements Channel Capacity. The ADM shall provide for receiving from and transmitting to any of the twenty-four (24) data and voice orderwire channel time slots Mode of Transmission. Full duplex transmission shall be provided for each data and voice orderwire channel PCM Modulation Method. Modulation shall employ standard AT&T pulse code modulation with a sample rate of 8000/second and a time division multiplexing technique T-1 Line Interface. Line rate shall be Mb/s plus or minus 200 b/s. Line code and transmit/receive signals shall be defined by the Contractor subject to the Engineer's approval, and shall be compatible with Special Specification Item, "Data Fiber Optic Transceiver" T1 Carrier Regeneration. Each ADM shall regenerate the T1 bit stream for transmission with a delay of less than 8 microseconds Data Channel Interface. Each asynchronous data channel interface shall be identical and interchangeable throughout the ADM system, with a data rate from 300 bps to 19,200 bps with an optically isolated direct interface via a DB-25 connector to standard Data Terminal Equipment (DTE). Data interface shall conform to EIA-232-C/D Standard Format Asynchronous Subrate Data Channel. The Asynchronous Subrate Data Channel Unit shall meet the following requirements: 1. Each card shall cause five separate RS-232C channels to be multiplexed into a single DSO channel of the T1 data stream. Each RS-232C channel shall be terminated in a separate DB 25 connector. 2. The RS-232C channels shall operate in asynchronous, full duplex mode at data rates up to 19,200 bits per second. 3. The card shall be suitable for use in one slot of a T1 add/drop multiplexor assembly. The card shall be removable from the front of the assembly. 4. The card shall obtain operating power from the add/drop multiplexor. 5. The front panel of each card shall contain LED indicators for card status indication. 6. A 480 mm rack mounted panel shall be provided for mounting of DB 25 connectors. The panel shall be mounted such that the DB 25 connectors are accessible from the rear. 7. The card shall support simultaneous operation of up to five (5) RS-232C channels operating at 9600 or two (2) at 19,200 bits per second. 8. All necessary cables and connectors shall be provided with each card. 9. All cards shall be from the same manufacturer

3 2.3.8 Voice Orderwire Channel Interface. The voice orderwire channel shall be a plug-in unit to provide a "party-line" full duplex type of voice communications in both directions. Each voice orderwire circuit shall provide access via a jack connector and rear access via a RJ-11 connector. An automatic ringdown and ring generator unit shall be provided and implemented for the voice orderwire circuits. The Contractor shall install all the necessary cross-communications to link together each voice orderwire channel of the different T1 trunks in the system Fail Safe Provisions. In the event of power or equipment failure in the ADM, the unit shall automatically bypass the line such that two-way communications in the T1 and fiber pair is not broken or impaired, limiting the loss of communications only to the failed ADM Power Requirements. The ADM shall meet all of its specified requirements when the input power is 115 VAC plus or minus 10% VAC, 60 plus or minus 3 Hz. The maximum power required shall not exceed 120 Watts. The equipment operations shall not be affected by transient voltages, surges and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be included in the bid price of this Item Primary Input Power Interruption. The equipment shall meet all the requirements in Section "Power Interruption" of the National Electrical Manufacturers Association (NEMA) Standard TS1, latest revision Power Service Transients. The equipment shall meet the requirements of Section 2.1.6, "Transients, Power Service" of the NEMA Standard TS1, latest revision Wiring. All wiring shall meet the requirements of the National Electric Code. All wires shall be cut to proper length before assembly. No wire shall be doubled back to take up slack. Wires shall be neatly laced into cable with nylon lacing or plastic straps. Cables shall be secured with clamps. Cable slack shall be provided to facilitate the removal and replacement of assemblies, panels, and modules for maintenance Transient Suppression. All DC relays, solenoids and holding coils shall have diodes across the coils for transient suppression Power Service Protection. The equipment shall contain readily accessible, manually resettable circuit breakers for equipment and power source protection. Circuit breakers or fuses shall be provided and sized such that no wire, component, connection, PC board or assembly shall be subjected to sustained current in excess of their respective design limits upon the failure of any single circuit element or wiring

4 2.4 Mechanical Requirements Enclosure. The ADM shall be packaged in a sturdy, durably finished sheet metal housing suitable for mounting in standard EIA 480 mm (19") racks. Card cages and all necessary accessories shall be provided for the configuration of twenty-three (23) data and one (1) voice channel. Original Equipment Manufacturer (OEM) blank panels and/or covers shall be provided to cover the unused slots by insertion into the card frame Modular Design. The equipment shall be modular in design such that major portions may be readily replaced in the field. Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. All modules and assemblies shall be clearly identified with name, model number, serial number and any other pertinent information required to facilitate equipment maintenance Connectors and Harnesses. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. The card cage shall provide 24 separate card slots. For each data channel unit, a harness shall be provided with a DB-25 connector attached at the ADM interface end and the other end to the terminating transient protection connections. Each voice orderwire channel shall have a harness with a RJ-11 connector at the ADM interface end and the other end to the terminating transient protection connections. Each unused connector shall be equipped with an individually removable plastic cover. Each and every conductive contact surface or pin shall be plated with a minimum of 30 microns of gold. 2.5 Environmental Design Requirements. The equipment shall meet all its specified requirements during and after subjecting to any combination of the following conditions. - Ambient temperature range of -17º to 60ºC. - Temperature shock not to exceed 17ºC per hour, during which the relative humidity shall not exceed 95%. - Relative humidity range not to exceed 95% over the temperature range of -17ºto 60ºC. - Moisture condensation on all surfaces caused by temperature changes. 3.0 Construction Methods. 3.1 General. The equipment design and construction shall utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality

5 The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. Test points shall be provided for checking essential voltages and waveforms. 3.2 Electronic Components. All electronic components shall comply with Special Specification Item, "Electronic Components". 3.3 Mechanical Components. All external screws, nuts and locking washers shall be stainless steel; no self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. 3.4 Testing, Training, Documentation and Warranty. Testing, training, documentation and warranty of the Add/Drop Multiplexor/Demultiplexor shall comply with Special Specification Item, "Testing, Training, Documentation and Warranty". 4.0 Measurement This Item will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 5.0 Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "ADM". This price shall be full compensation for all equipment described under this Item with all cables and connectors; and for furnishing all labor, materials, training and equipment necessary to complete the work
