13 Damhead Creek 2 Baseline Noise Report EXECUTIVE SUMMARY Parsons Brinckerhoff Ltd (PB) has been commissioned by Scottish Power Ltd to undertake a survey to quantify the existing background noise levels in the area of the proposed Damhead Creek 2 Power Station. Measurements to quantify noise levels have been undertaken on the northern boundary of the proposed site and at nine of the nearest noise sensitive receptors. Noise from both the existing Damhead Creek CCGT Power Station and the existing Kingsnorth Power Station was audible at all of the noise sensitive receptor locations with the exception of the measurements taken at Sturdee Cottages. Noise from the auxiliary plant supplying Kingsnorth power station with coal was audible at most NSR locations. All Noise Sensitive Receptor locations were affected by aircraft noise. 15 Damhead Creek 2 Baseline Noise Report 1 INTRODUCTION 1.1 Background ScottishPower (DCL) Limited (ScottishPower) proposes to construct and operate a Combined Cycle Gas Turbine (CCGT) Power Station (Damhead Creek 2). Damhead Creek 2 will constitute Phase 2 of the Damhead Creek Power Generation Development, Phase 1 of which is already in existence (the existing Damhead Creek CCGT Power Station) on the Hoo Peninsula, Kent Parsons Brinckerhoff Ltd. (PB) has been commissioned by ScottishPower to undertake a baseline noise survey of the area to quantify the existing noise levels at the nearest noise sensitive receptors. This report details the approach and findings. 1.2 Site Description The Damhead Creek 2 site is located on land immediately adjacent to the existing Damhead Creek CCGT Power Station that was commissioned in It lies approximately 3 km south-east of the A228, which connects the A2/M2 with the Isle of Grain, 9 km north-east of the city of Rochester and lies on the southern edge of the tongue of land between the Thames and Medway estuaries known as the Hoo Peninsula. The village of Hoo St Werburgh, the nearest settlement, lies 3 km to the west between the coast and A To the north and west of the Damhead Creek 2 site lies the Kingsnorth Business Park and to the south is the existing Kingsnorth Power Station. Land to the north east of the Damhead Creek 2 site is filled with pulverised fuel ash and is designated as a future development area under the Medway Local Plan. Much of this land is now encompassed by two outline planning applications to Medway Council for a business distribution and storage facility proposed by the Goodman Group that will include up to eight storage warehouses and associated infrastructure The Damhead Creek 2 site adjoins an extensive area of ecological mitigation land which has been established and maintained as part of the Damhead Creek Power Generation Development. 1.3 Legislative Guidance The guidance laid out in BS 7445:1991 Description and Measurement of Environmental Noise Parts 1 to 3 BSI, has been adhered to during the surveys undertaken. BS 7445 defines and prescribes best practice during the recording and reporting of environmental noise. It is inherently applied in all instances when making environmental noise measurements. 2 METHODOLOGY 2.1 General A background noise survey has been undertaken to quantify the existing noise levels at and around the existing Damhead Creek CCGT Power Station. 16 Damhead Creek 2 Baseline Noise Report A sound level meter was left unattended on the Damhead Creek 2 site for a period of 72-hours to establish the variation in noise levels over this period Spot measurements were taken at nine Noise Sensitive Receptors near to Damhead Creek A glossary of acoustics terminology is provided in Appendix Noise Sensitive Receptors The Noise Sensitive Receptors (NSR s) that have been identified are as follows: Tudor Farm, Polly Adams Cottage Riverview Cottage Tunbridge Hill Whitehall Farm Beluncle Farm Sturdee Cottages Eschol Lane / Jacobs Lane Nature Study Area Market Garden / Dog Kennels 2.3 Background Monitoring All noise monitoring was conducted in accordance with the guidance set out in BS 7445: 1991*. Measurements were made using Class 1 Sound Level Meters, which were calibrated and checked before and after each measurement period, with no change in level noted. The annual calibration certificates for the meters used are provided in Appendix C, which also shows the serial numbers of all the equipment used. Microphones were placed m above the ground, and at least 1.5m from any reflective surface. Note that the A-weighted frequency network and Fast (F) time weighting was used for all measurements Measurements took place over a typical weekday period between the 27 th and 30 th of November Weather conditions were conducive to successful monitoring, with zero precipitation and wind speeds less than 5ms -1. The ambient temperature was between 5 C and 10 C during the whole survey. A wind shield was used to minimise the effects of wind noise The site engineer was Philip Jordan (AMIOA) of PB. 17 Damhead Creek 2 Baseline Noise Report 3 SURVEYS UNDERTAKEN Hour Control A sound level meter (Control) was left unattended for a period of 72-hours. The sound level meter was left in a weatherproof case with the external microphone at a height of 1.5m above ground level. The meter was set to log the following overall statistical parameters every 5 minutes: L A90, L Amax, L Aeq The Control was located at the north perimeter of the Damhead Creek 2 site next to the fence. The control location is shown in Figure 1, Appendix Spot Measurements Four measurements were taken during daytime and night-time periods with two measurements being taken during the evening period. All measurements were 10- minutes long and were synchronised with the control measurements. Measurements were taken in the following periods. Daytime Evening Night-time The following statistical parameters were recorded in third octave bands, L A10, L A90, L Amax, L Amin, L Aeq. Measurements were taken at all 10 NSR with the exception of Whitehall Farm The measurement locations are illustrated in Figure 1, Appendix 2. 4 BASELINE RESULTS Hour Control The variation in noise levels of the site have been quantified over a 72-hour period, the full results of the control measurements are presented in the 72-hour Control Chart, Appendix D. A summary of the 24-hour measurements is presented in Table 1. 18 Damhead Creek 2 Baseline Noise Report Noise levels were also affected by plant noise from the coal fields to the south of the proposed site The lowest L Aeq and L A90 measured were during the night-time period on 28 th November The existing Damhead Creek CCGT Power Station was operating at the minimal load at that moment in time. 4.2 Spot Measurements The full set of results for the spot measurements taken are shown in the Noise Monitoring Forms in Appendix 5. A summary of the measurements taken at each spot locations are presented in Table 2. 21 APPENDIX A: Decibel (db) Sound Pressure Level (SPL) GLOSSARY OF ACOUSTICS TERMINOLOGY The decibel scale is used in relation to sound because it is a logarithmic rather than a linear scale. The decibel scale compares the level of a sound relative to another. The human ear can detect a wide range of sound pressures, typically between 2x10-5 and 200 Pa, so the logarithmic scale is used to quantify these levels using a more manageable range of values. The Sound Pressure Level has units of decibels, and compares the level of a sound to the smallest sound pressure generally perceptible by the human ear, or the reference pressure. It is defined as follows: SPL (db) = 20 Log 10 (P/P ref ) where P = Sound Pressure (in Pa) P ref = Reference Pressure 2x10-5 Pa An SPL of 0dB suggests the Sound Pressure is equal to the reference pressure. This is known as the threshold of hearing. An SPL of 140dB represents the threshold of pain. Loudness Sound Power Level (SWL) The loudness of a sound is subjective, and differs from person to person. The human ear perceives loudness in a logarithmic fashion, hence the suitability of the decibel scale. Generally, a perceived doubling or halving of loudness will correspond to an increase or decrease in SPL of 10dB. Note that a doubling of sound energy corresponds to an increase in SPL of only 3dB. The Sound Power Level defines the rate at which sound energy is emitted by a source, and is also expressed in db. It is defined as follows: SWL (db) = 10 Log 10 (W/W ref ) where W = Sound Power (in Watts) W ref = Reference Power 1 picowatt A-Weighting Equivalent Continuous Level (L eq,t ) The human ear can detect a wide range of frequencies, from 20Hz to 20kHz, but it is more sensitive to some frequencies than others. Generally, the ear is most sensitive to frequencies in the range 1 to 4 khz. The A-weighting is a filter that can be applied to measured results at varying frequencies, to mimic the frequency response of the human ear, and therefore better represent the likely perceived loudness of the sound. SPL readings with the A-weighting applied are represented in db(a). The Equivalent Continuous Level represents a theoretical continuous sound, over a stated time period, T, which contains the same amount of energy as a number of sound events occurring within that time, or a source that fluctuates in level. For example, a noise source with an SPL of 80 db(a) operating for two hours during an eight-hour working day, has an equivalent A-weighted continuous level over eight hours of 74 db, or L Aeq,8hrs = 74 db. The time period over which the L eq is calculated should always be stated. Maximum Sound Level (L max ) Minimum Sound Level (L min ) L 90 or L A90 and other percentile measures The maximum sound level, L max (or L Amax if A-weighted) is the highest SPL that occurs during a given event or time period. Similarly, the minimum sound level, L min (or L Amin if A-weighted) is the lowest SPL that occurs during a given event or time period. This represents the SPL which is exceeded 90% of the time, expressed in db or db(a). L A90 is used to quantify background noise levels (see below). Other percentiles exist and are used for various types of noise assessment. These include L 01, L 10, L 50, L 99.

Noise can cause nuisance. The totally encompassing sound in a given situation, at a given time, including noises from any source in any direction. A component of the ambient noise, associated with the specific source under investigation. Ambient prevailing noise in an area before any changes to the existing noise climate This is the ambient noise minus the specific noise, i.e. the remaining noise when the specific noise source is removed. This is defined as the L A90 of the residual noise. Any identified receptor likely to be affected by noise. These are generally human receptors, which may include residential dwellings, work places, schools, hospitals, and recreational spaces. In reference to the frequency of a sound, an octave describes the difference between a given frequency and that which is double that frequency, e.g. 125Hz to 500Hz, or 4kHz to 8kHz. A sound made up of more than one frequency can be described using a frequency spectrum, which shows the relative magnitude of the different frequencies within it. The possible range of frequencies is continuous, but can be split up into discrete bands, often an octave or third-octave in width. Each octave band is referred to by its centre frequency, generally 63Hz, 125Hz, 250Hz, 500Hz, 1kHz etc. A theoretical source of sound, with zero size and mass, often used as an approximation to model small sources. Sound from a point source radiates spherically in all directions. A theoretical source of sound, with length only, often used to model long, thin sound sources, such as roads. A real or theoretical source that radiates as a plane. Sound from an area source radiates plane waves rather than spherical waves, particularly if the area source is large relative to the wavelength of the sound produced.
