2 EXECUTIVE SUMMARY In compliance with the requirements of IED Licence No.W , Bord na Móna Kilberry are obliged to carry out an assessment of environmental noise levels at the company s compost facility at Kilberry, Athy, Co. Kildare on an annual basis. The site was subsequently visited by an Acoustic Consultant from BNM Environmental on the 21 st & 24 th April 2017 to conduct day-time noise measurements. The acoustic assessment and subsequent report are in accordance with International Standard Organisation (ISO) 1996 Acoustics Description and Measurement of Environmental Noise Part 1, 2, and 3 in addition to the Environmental Protection Agency Guidance note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities (NG4). Triplicate noise monitoring was conducted at five monitoring locations, i.e. four boundary locations and one noise sensitive locations for 30 minute intervals. The LAeq recorded at the four boundary locations, taken at triplicate measurements ranged as follows: NB-1 NB-2 NB-3 NB db (A) db (A) db (A) db (A) The LAeq levels recorded at the NSL (Noise Sensitive Location) ranged from 57-61dB (A), above the EPA guideline limit of 55 db (A) as specified in IED Licence W Noise levels were predominantly attributed to the following: Trucks entering /exiting the facility collecting product from bagging facility during round 1 and 2 (57 db (A), Trucks entering /exiting the facility collecting product from bagging facility and shredding unit operating in phase 2 during round 3 (61 db (A)). Tonal noise was undetected at all monitoring locations. This report is certified as accurate and representative of the sampling and associated analysis carried out. 4 1.0 INTRODUCTION In accordance with IED Licence No. W , Bord na Móna are obliged to carry out an annual noise monitoring survey at its composting facility at Kilberry, Co. Kildare. BnM Environmental was contracted by Bord na Móna Horticulture to carry out this monitoring program 21 st & 24 th April 2017, to conduct the annual noise monitoring event at the waste composting facility. This report outlines the monitoring of day time (07:00 to 19:00) noise levels at the nearest sensitive receptor and noise boundary locations. The main objectives of this noise monitoring program are; a) to determine ambient noise levels at four boundary locations at the site. b) to assess if activities on-site give rise to noise levels off site, at any noise sensitive location, which exceed the following sound pressure limits: Daytime Night time 55 db A 45 db A c) to assess if noise emissions from the facility giving rise to clearly audible tonal components or impulsive components at the noise sensitive locations (Condition 6.5) This report details the sampling and analytical methodologies employed and also includes a broad interpretation of the results obtained. 5 2.0 METHODOLOGIES Noise monitoring was carried out to the International Standard ISO 1996/1 Acoustics Description & measurement of environmental noise, using a Bruel & Kjaer Model 2250 with outdoor monitoring equipment that was fully calibrated before and after the monitoring event, with no drift in calibration noted. 2.1 Measurement Parameters LAeq Values LAeq (t) is the A weighted equivalent continuous sound level the sound level of a steady sound having the same energy as a fluctuating sound over a specified measurement period LMax Values The maximum RMS, A-Weighted sound pressure level occurring within a specified time period LA90 and LA10 Values The LA90 and LA10 values represent the A-weighted sound levels exceeded for a percentage of the instrument measuring time. LA10 indicates that for 10% of the monitoring period, the sound levels were greater than the quoted value. LA10 is a good statistical parameter for expressing event noise such as passing traffic. The LA90 represents post event sound levels and is a good indicator of background noise levels. 2.2 Tonal and Impulsive Characteristics For the purpose of this report, tonal noise is characterised in accordance with Section 5.1 of the EPA s NG4 document, which indicates that a noise source is tonal if a 1/3 octave band exceeds adjacent bands by; 15dB in low/frequency 1/3 octave bands (25Hz to 125Hz); 8dB in middle/frequency bands (160Hz to 400Hz), and; 5dB in high/frequency bands (500Hz to 10,000Hz). An impulsive noise is of short duration (typically less than one second), it is brief and abrupt, its startling effect causes greater annoyance than would be expected from a simple measurement of sound pressure level. For example an instantaneous bang/thud that maybe associated with pile driving, hammering etc. 2.3 Standards and Guidance The acoustic assessment and subsequent report are in accordance with International Standard Organisation (ISO) 1996 Acoustics Description and Measurement of Environmental Noise Part 1, 2, and 3, in addition to the Environmental Protection Agency Environmental Noise Survey Guidance Document Revision 4 (NG4). 7 3.0 INSTRUMENTATION EQUIPMENT USED The following equipment was employed during the acoustic assessments on the 21 st & 24 th April Bruel & Kjaer Real-Time Noise Analyzer Type 2250-Light Model No: 2250-Light Serial No Certificate and Calibration: 17 th November 2016 Calibrator Type: B&K 4231 Serial No: Date of Certificate and Calibration: 17 th November 2016 On Site Calibration. Calibration Date = 21/4/17 Calibration level = 94 db(a) Sensitivity = mv/pa Deviation before monitoring = 0.00dB Deviation from initial = 0.07dB Calibration Date = 24/4/17 Calibration level = 94 db(a) Sensitivity = mv/pa Deviation from last= 0.00dB Deviation from initial = -0.09dB A handheld Garmin GPS60 was used to record the grid coordinated of each environmental noise monitoring location. A handheld anemometer (Kestrel 2500) was used to take on-site weather measurements on the day of monitoring. Certified current annual calibration certificates are provided in Appendix 2. Note: The monitoring equipment was manned throughout the sampling period and comments/notes taken to assist the interpretation and assessment of results. BnM Kilberry, IED W Page 7

TS-K-01) 5.0 DISCUSSION The Environmental Protection Agency has granted Bord na Móna Plc an IED Licence (Reg No. W ) for the operation and management of a compost facility at Kilberry, Co. Kildare. Noise monitoring was undertaken at 4 boundary locations and 1 Noise Sensitive Location (NSL). Noise emissions arising from normal site operations should not result in exceedances of the stipulated noise limits of 55 and 45 db(a) respectively for day-time (07:00 19:00) measurements taken at the each location. These limits may be considered excessive as the boundary of the site at NB1 to NB4 is only a few meters from the composting area and main public access road to bog and peat bag storage areas, therefore it is considered impossible to meet the 55 db and 45 db limits and still operate the composting equipment. For the purposes of this report, as is standard practice, the limit will be applied to the noise sensitive location only to assess if noise emissions from the compost facility are experienced at the NSL. Table 4.1 presents the triplicate daytime noise measurements undertaken on 21 st and 24 th April Site activities begin at 07:00 am, therefore night-time noise measurements (23:00 07:00) are no longer required due to changes stipulated in the EPA s Noise Survey Guidance Document Revision 4 (NG4). 5.1 Daytime Noise Measurements Boundary Locations: NB-1 is located at the southern corner of the Phase 1 composting slab and therefore at the centre of all activities onsite and with a clear view of most operations. The LAeq recorded at NB- 1 ranged from db(a). The crambo 6000 shredder was the dominant source of noise in phase 2. Note that the crambo 6000 shredder is used intermittently throughout the year and as required to reduce bulky green waste. Additionally, trucks/forklifts/vans passing the meter (approx. 3 meters) on main assess road to bog collecting product contributed largely to noise levels and responsible for the LAFMAX recoded (82 91 db(a)). 10 NB-2 is located at the northern corner of the composting facility next to the lagoon. The LAeq recorded at NB-2 ranged from db(a), all of which were below the IED Licence limit (55dB(A)). This monitoring location is shielded from site activities by stockpiled composting material. Audible noise included; Crambo 6000 shredder in Phase 2 occasionally audible and trucks/forklifts associated with peat bagging facility. NB-3 is located between Phase 1 and Phase 2 and at the entrance to the bag storage area. The LAeq recorded at NB-3 ranged from db(a). The dominant source of noise at this location was due to Trucks/forklifts/vans passing meter (3 meters) on main assess road to bog and rear storage yard. Dominant sources of noise included the crambo 6000 shredder operation in phase 2. NB-4 is located on the eastern boundary of the Phase 2 composting slab. The LAeq levels recorded at NB-4 ranged from 48 to 53 db(a) all of which were below the IED Licence limit (55dB(A)). Audible noise associated with the composting facility included; a loading shovel and shredder operating in Phase 2, approx 70 meters away, the occasional traffic movement and intermittent reversing alarms around the site. The only noticeable external noise source was due to occasional birdsong. Noise Sensitive Location; NSL is located on the western boundary next to the main entrance gate to the facility and beside the closest dwelling next to the main site office. The LAeq levels recorded at the NSL (Noise Sensitive Location) were 57 db(a) & 61 db(a) all of which were above the IED Licence limit (55dB(A)). Traffic entering and exiting the main access road to the site was the dominant sources of noise. The LAFmax (72 to 80dB(A)) was attributed to passing trucks within close proximity to the noise meter (4 meters). Offsite sources on noise included dogs barking and lawnmower operating in dwelling, all of which contributed to the average LAeq. Audible site activity included loading shovels moving about the site, the shredding unit operating intermittently in phase 2. Noise attributed to the peat bagging facilities outside the licenced area include: associated reversing alarms, trucks and forklifts moving about the site. Assessment of Tonal & Impulsive Noise Base on the criteria set out in Section 5.1 Identification and Rating of Tonal Noise Emissions within the EPA NG4 guidance document, along with the methodology outlined within ISO 1996K2:2007(E), the following was used to identify Tonal Noise: 15dB in low-frequency one-third-octave bands (25Hz to 125Hz); 8dB in middle-frequency bands (160Hz to 400Hz), and; 5dB in high-frequency bands (500Hz to 10,000Hz).
