Motion carried. 3) Approval of RRB meeting minutes (October ): (handout) Motion by Dave Erickson, Second Marcia Ward to approve RRB minutes, with time correction. Motion carried. 4) Acceptance of RAC Minutes (September November 15, 2012): (handout) Motion by Mike Lee, Second iim Bryant to accept RAC minutes. Motion carried.

3 5) Approval of Financials-September-October-November 2012 presented by Kari Haarstad: (handout) Motion by Tom Bjarke, Second Tom Kaase to approve financials as presented. Motion carried. Open Issues a) (Jpdate-Letters to state officials for sales tax exemption: Judy Indrelie reported there will be no letter sent at this time. There is nothing we need to do to protect our sales tax exemption at this time. Steve Borchardt added to keep an eye on that as there are some who want this to go away for those who already enjoy it. b) Insurance Update from LMCIT- Judy Indrelie: (handouts) The new quote is $3,557.00, give or take. The other quote became null and void because they are redoing their calculations, and because we didn't get it approved within the 30 days of the original quote; they can then pull it back from us. This is still much cheaper than going with MCIT. Coverage will be: $ towards the cache of radios we have, $68.00 for the tower and trailer, $2, is municipal for the RRB to operate as a group. Motion by David Harms, Second Jim Bryant to approve new MCIT quote and breakdown of dollars. Motion carried. c) Final Budget approval for Kari Haarstad: (handout) Insurance number changed for 2013 with the $3, that will be paid, which lowers the bottom line for what there should be on hand at the end for next year. This includes the $1, everyone will pay for membership dues, collected in January of Motion by Dave Erickson, Second Randy Staver to approve final 2013 budget. Motion carried. d) Approval of 2010 SHSP grant extension - Judy Indrelie: (handout) Extension to 2/28/2013 was approved. Motion by Jim Bryant, Second Randy Staver to approve the extension to Motion carried. e) Approval of 2005 Law Enforcement Grant extension and Resolution to authorize the Board Chair and Administration to sign - Judy Indrelie: (handout) Extension was approved by the State to extend to 6/30/2013. Motion by Doug Johnson, Second Mike Lee to authorize the Board Chair and/or Judy Indrelie to sign extension, and approval of extension. Motion carried. f) A133 Audit Update - Judv Indrelie: State will do our next A133 Audit Audit should be done in January or February of g) Grant Updates-Judv Indrelie: (handouts) 2010 HSEM (Turquoise) - Extended to 2/28/2013 o There are still some who need to spend their dollars o Should have remaining amount spent in audit costs 2010 IECGP Grant (Salmon) - ends 2/28/2013. o $108, remains o $69,000 remains in training alone. There are a number of people who would like to go to training in Schaumburg. These dollars can be used for this training, o 2013 Interoperability spring conference in St. Cloud, these dollars can be spent there. o Approval for grant extension will be made under New Business. o May use some dollars to help pay for the A133 audit.

4 Local Enhancement Dollars (white sheet with colored boxes)- extended to 6/30/2013 o $454, remains - has been stated will be spent o Must be spent on infrastructure. Cannot be spent on radios, etc. o State bonded dollars o There is a 50/50 match with this grant 2011 HSEM (pink) - ends 6/30/2013 o $31, allotted for each 2012 Grant Infoo State received $951, to spend for interoperability o Each Region will get $12, to spend on either; upgrading TIC plan, exercises or training. o The State will be contracting directly with Counties that are new to ARMER. o They will start looking at broadband. Motion by Dave Erickson, Second David Harms to reinstate the dollars for Dodge County and the City of Rochester. The City of Rochester will also receive the remaining $2.44 from Goodhue County. Motion carried. Motion by Tom Kaase, Second Doug Johnson to approve the final figures for the Local Enhancement Grant. Motion carried. h) Audit Finding Policy - scratched from agenda. i) RIC Update - Steve Borchardt: HSEM has dollars from the expired PSIC grant that wasn't spent, that has now been given back to ECN. ECN purchased 204 portable radios with the money. Per a State wide agreement, these radios will be given to counties who had not been recipients of AFG grants. There's only one county in SE Minnesota who didn't receive an AFG, that is Fillmore. Fillmore asked for 60 of the portable radios. Each region was granted about half of what they requested, Fillmore will get 27 radios. These radios are designed for Fire and EMS. j) State Update-Tim Lee: No Report k) QTC Meeting Update- Nate Timm: Rochester made changes to their plan for the new consoles that includes new radio ID's for the City. The rest of the County is unchanged. Inver Hills Community College was approved to come on as the first college for training students. They have been given a number of radios with talk groups on a low priority level for student to train for EMS use and get experience with the ARMER system. Todd County was approved for an outdoor BDA. I) Statewide Radio Board Meeting-Commissioner Kaase: Legislative meeting held by phone linked to the AMC conference. AMC through public safety is working on a Bill in regards to the sales tax issue. Jackie Mines brought forward information on updates that will be needed on the ARMER system, can use 911 dollars to cover the possible $1 million dollar charge. m) HSEM Update - Kevin Torgerson: Working on Harry Algyer training, no dates available at this time. Possibly February or March of Captain Torgerson commented on how wonderful the radio system worked, as it was used to its fullest potential, at the Officer Decker funeral to bring everyone together and provided great communication. n) Radio Users and O & O Group - M. Peterson: Meeting was cancelled last month. Note: Rick will now be updating the TIC plan each December.

5 New Business: a) RAC Update/recommendations: i. Recommend to request extension for 2010 IECGP grant per diem for Schaumberg training. Motion by Dave Erickson, Second Jim Bryant to approve, with the extension of IECGP grant, with approval of the training, with approval of cost of transportation as long as it's no higher than the commercial rate. If they decide to use a private plane they have to get individual coverage. Motion carried. ii. RIC as contracting employee ending 6/30/2013; need letter supporting the need for them in the future - Nextgen, ARMER and broadband initiatives. Motion by Jim Bryant, Second Randy Staver to approve letter to State supporting RIC employee after 6/30/2013. Motion carried. iii. Wabasha County - 3 circuits on MNDOT microwave backbone, (handout) Jeff Nelson requested, as done in the past, writing an existing DOT microwave system that's within Wabasha County to utilize their VHF siren/paging capabilities. Motion by Ken Brown, Second David Harms to write an existing DOT microwave system that's within Wabasha County. Motion carried. iv. Steele & Rice County changes to Plan to increase excess capacity. o Jeff Nelson for Rice County (item one) (handout)- Approval to allow CCGW to be connected so Rice County can turn on their new paging system/armer transition. Motion by Dave Erickson, Second Jim Bryant to allow CCGW to be connected in Rice County. Motion carried. Jeff nelson for Rice County (item two) - Cooperative agreement with MNDOT needs to be signed. Rice County requests to authorize the Chair of the Board to approve that document subject to legal review. Motion by Doug Johnson, Second Tom Bjarke to authorize the Chair of the Board to approve/sign the cooperative agreement subject to legal review. Motion carried, o Jeff Nelson for Steele County (item one) (handout) - Re-task CCGW approval to move it from Geneva up to Owatonna. Motion by Tom Kasse, Second Mike Lee to move CCGW from Geneva to Owatonna. Motion carried. Jeff Nelson for Steele County (item two) (handout)-add an ASR sight, an ARMER enhancement site, in community of Blooming Prairie in SE Steele County. There have been coverage issues. This will add local enhancement to improve the coverage in and around the community. Motion by Marcia Ward, Second David Harms to add an ASR site in community of Blooming Prairie in SE Steele County. Motion carried. v. Recommendation by User Group to appoint Rich Freshwater to update TIC plan and submit to the State each December. Motion by Doug Johnson, Second Randy Staver to appoint Rick Freshwater to update TIC plan and submit to the State each December. Motion carried. Other New Business: 1. Tom Bjerke will be leaving the Board in His replacement is Teresa Walter. 2. Meetings have been changed to the second Mondays of even numbered months. Motion by Jim Bryant, Second Mike Lee to hold the 2013 RRB meetings on the second Monday of even numbered months at 12:30 pm. Motion carried.

6 1) Next RRB Meeting CHANGED to February 11, 2013 at 12:30 pm at RPU. 2) Next scheduled RAC Meeting is January 17, 2013 at 12:30 pm at RPU. Jensen, Second T. Dunn to approve agenda, with addition of Radio Exercise. Motion carried. Approval of November 15, 2012 minutes: Motion by B. Heintz, Second M. Darnell to approve minutes. Motion carried. Open Issues: a) Any problems or updates from anyone that is LIVE on the system - Scott Yieter: Nice recorders will offer remote only option, including parts replacement, which is supposed to save significant dollars. Still working through details at this time. Working with Gary Range. Heath Dienger - State Patrol: Having issues, can't hear everyone. Questions on how to allow for everyone to hear. What is the best solution/option for all? Referring to the Owners and Operators Group for discussion. Steve Borchardt will take this to the other RICs and see if others are experiencing any of the same issues. b) Rice County Progress Update - Live on the system and going well.

8 c) Fillmore County Progress Update - Sheriff D. Jensen: Moved cut-over into 2013, with another setback during week with the jail controls and counsels. Moving forward, starting to put together training dates, talking about moving EMS over to ARMER, leaving only Fire left on VHF, everybody narrow banded and functional. Harmony updated to microwave status. LeRoy tower set for March. d) Steele County Progress Update - There's a tower issue in the south end of the County, dish will go on tower once building is set to go. Go Live within the next two months. e) Mower County- Narrowbandable, on the VHF system. Working with Andy Terry- See New business, a). f) Interoperability- Steve Borchardt: There are two COMT application packets that are complete and ready for presentation to your Regional Radio Board, for Nate Timm and Rick Freshwater to be COMT. Motion by T. Dunn, Second M. Darnell to approve Rick Freshwater and Nate Timm as COMT. Motion carried. Steve Borchardt mentioned the term SLIGP (State and Local Implementation Grant Program) dealing with the broadband initiative. Will be applying for. Will hear more about this in the future. Inter-Op conference is May 6, 7 & 8, Fillmore County's portable radios were delivered. State Leaders meeting at the end of January. National Weather Service standard went to the Inter-Op committee Tuesday and passed on to the State Wide Radio Board. Doesn't present any changes to the SE area who are serviced by LaCrosse, continue to use the Regional NWS talk group as in the past. g) Operations & Technical Committee Update - Nate Timm: OTC update: the Central Region purposed a letter to Motorola which the OTC approved and forwarding to the SRB asking for the talk group performance patching rights - back to the way it used to perform. This update would hopefully take place in two years (7/2015), it was too late for the 7/2013 update. Change Management update: OTC officially requested the SRB to change the State TACs - now there will be 12 STACs. SMG meeting updates: schedule set for 7/2013 upgrade. Starting the week of May 6, 2013, Motorola is going to start updating the field equipment; toward the end of May they will come to our dispatch centers to update councils as needed. Won't cost us a dime. State is paying for this. April 1, 2013 the data base will be locked down, no changes can be made. May 2013 should ship here for installation. Changes may be made to NICE, not sure when yet. CCCW standard, we are almost at the limit now, we only have room for three more towers at this point. Need to keep an eye on this as we add more CCCWs. Some state parks are in a hole and don't have good coverage, looking at adding an 8 TAC repeater to allow better coverage. h) Grant Update/Financial update-judv Indrelie: Judy provided handouts; please reference those for additional information regarding grants. a) The audit for the 2012 year is under way. b) 2010 IECGP is extended to April 30, Will not grant any additional time for this grant. This grant is for training.

9 c) 2010 SHSP Grant (turquoise) - Fillmore and the City of Rochester still need to spend or invoice their dollars. Grant should be completed by the end of February, which was the targeted completion date. d) 2010 IECGP Grant (salmon color) - Ends 4/30/2013. Rochester and Goodhue are going to Schaumburg in February. Be sure to get costs, receipts, agendas/proof of attendance in before 4/30/2013. Fillmore also scheduling training before 4/30/2013. All of the M & A dollars from 2010, 2011, and a portion of 2012 have been used for audits; the remaining dollars will be used for the audit that is in progress now. e) 2005 Local Enhancement Grant (white with colored columns) - Dollars are getting spent. Keep spending dollars and sending invoices in to show we are spending these dollars down. There's $227,000 unallocated dollars available - this is a 50/50 match. If you need additional dollars, let Judy know. f) 2011 SHSP Grant (pink) - Shows who hasn't spent dollars down vet. M&A will be spent on the 2012 year audit. Let Judy know by April if you are going to spend these dollars and haven't yet, or you will be forfeiting those funds. g) 2012 Grant Info - The ECN Office has allotted each region of the State to receive $12,000 for exercises, planning (TIC plan update), training or equipment. There are additional funds available for counties just migrating, or who will be migrating, to apply for that are not included in the $12K being allotted to the region. Mower is eligible to apply. Steve Borchardt will talk with Jackie Mines and ECN to see if Fillmore will also be eligible as they were missed in the early discussion of grant eligibility. A recommendation from this group is needed as to where the $12,000 is to be spent, which will go to the RRB in February. Motion by T. Heroff, Second D. Jensen to allocate the 2012 SHSP Grant for training. Motion carried. h) Judy will send documentation to Fillmore and Mower for migration. i) Radio audits - hopefully done by the end of January. j) Insurance quote from League increased to $3, The invoice came in at the original quote of $2, Next year we will be paying the higher amount of $3, State Update: Item was covered already. HSEM Update-Captain Torgerson: Regional Emergency Managers Group Update - IDENTISYS training (ID cards) completed. There are three IDENTISYS kits for the Region. You, as a County, will need to determine how your County will want these set up. Will decide soon where these three units will be housed, there will be a Regional plan/policy. 800 MHz regional radio policy is being written, almost completed. Spotter Training will be held on March 7, 2013 in Plainview and April 1, 2013 in Rochester at the Event Center. There will be more information coming out on each soon. Communication exercise is funded by the RAC, not emergency management money, should be led by the RAC or the RRB. Emergency management will assist. Designed as a table top. Will use video conference to transmit exercise. Starts at 8:00 am Thursday, January 24, Group determined this exercise needs

10 to be rescheduled. Kevin will contact Harry Algyer after this meeting to reschedule the exercise to the week of March 18-22, Motion by B. Heintz, Second M. Darnell to reschedule this exercise to the week of March 18-22, Motion carried. k) Radio User Group Update - No update. I) Voice Logging-Tim Heroff: Will be some additional discussion next week on this topic at the Sheriffs meeting. Mark Darnell: this will be brought up at the District 6 meeting in February. New Business: a) Andy Terry from SEH, representing Mower County: Presented the ARMER participation plan for Mower County for your approval. Migration is planned for end of June/early July Waiting on LeRoy tower installation. Please reference provided documentation for more specific information. Motion by D. Jensen, Second T. 45 January 2013 ARMER Participation Plan Prepared for Mower County, Minnesota 1.0 ARMER Participation Request Mower County seeks approval to participate on the Allied Radio Matrix for Emergency Response (ARMER) backbone system. Mower County intends to be a "Full Participant", whose primary voice communications are fully integrated into the ARMER backbone. Mower County requests that this ARMER Participation Plan be adopted by the Southeast Minnesota Regional Radio Board, and incorporated into the Southeast Minnesota Region's plan and the Statewide Radio Board's plan. This plan has been prepared in accordance with the ARMER standards for requesting and configuring participation. Mower County intends to contract with the Southeast Minnesota Regional Radio Board (SEMRRB) and the Minnesota Department of Transportation (MnDOT) for participation on the ARMER System. Mower County seeks review and approval of its plan by the SEMRRB and the MnDOT. Mower County believes that: This plan accurately reflects impacts on the ARMER system that would result from its implementation. This plan is consistent with the capacity and operational constraints of the ARMER system. This plan is consistent with the currently adopted plan and standards of the State wide Radio Board (SRB). As this project proceeds through the approval and funding process within Mower County and the Southeast Minnesota Regional Radio Board it is anticipated that specific technical details may vary from those specifically contained in this Participation Plan. Examples of items that may change include microwave connectivity, project schedule, subscriber equipment counts, etc. Every effort will be made to conform to the scope, intent and character of this participation plan as here presented. 46 2.0 Project Background 2.1 Mower County Public Safety Radio Communications Project In 2009 Mower County, in cooperation with the Southeast Minnesota Regional Radio Advisory Committee, completed a detailed assessment of current public safety radio systems operating within Mower County. The assessment included an analysis of alternative approaches to delivery of essential public safety radio system services into the future. The report also evaluated the changing dynamic of public safety communications interoperability and the opportunities available to integrate county radio system infrastructure with the ARMER system backbone currently being deployed throughout the Southeast region of Minnesota which includes Mower County. 2.2 Allied Radio Matrix for Emergency Response (ARMER) The State of Minnesota is currently deploying the Allied Radio Matrix for Emergency Response system. The standards-based shared public safety radio system is intended to provide technology with the highest potential level of interoperability. The adoption of a statewide system also provides the opportunity to integrate local government radio systems into a common backbone. The backbone for the ARMER system was first implemented in the Minneapolis/St. Paul metropolitan area in At that time a number of local governments transitioned to the ARMER system as their primary public safety and governmental communication system. In 2008, all seven counties of the Minneapolis/St. Paul metropolitan area were fully integrated on to the ARMER system. Phase Three of the ARMER implementation was funded by the Minnesota Legislature in 2005 and the Minnesota Department of Transportation (MnDOT) is currently in the process of expanding the backbone into 23 counties of central and southeast Minnesota. As of December 2012, the phase three tower and site development work was 98% complete. Currently Olmstead, Goodhue, Dodge, Steele, Freeborn, Houston, Wabasha, and Winona counties in southeast Minnesota have fully integrated their public safety communications into the Phase Three backbone. This plan proposes the use of the ARMER system backbone sites at Elkton, Hayfield, LeRoy, and the ARMER system Zone Controller (zone 3 - Rochester). 3.0 Technical Design Plan This section identifies the major technical elements of the Mower County ARMER Participation Plan. This plan presents information related to the system infrastructure architecture, site additions, site RF coverage, Erlang calculations, channel additions and frequency plan. 3.1 System Architecture This plan proposes for Mower County to receive primary system coverage from the ARMER backbone sites at Elkton, Hayfield, LeRoy, with connectivity to the ARMER system Zone Controller (zone 3) located in Rochester. The system will retain the current State configuration with four sites operating in a multi-cast mode. Additional coverage will also come from the Pleasant Grove, Oakland Woods, and ARMER sites which are outside the county. The County is exploring the possibility of an added ASR site in Austin. The site addition is not currently funded. However, the site addition is shown in this Plan as a possible future addition. The blue shaded areas of Figure 3 below are understood to reflect a 33 DBu signal level which will provide reliable mobile radio coverage. The state plan does not provide a guarantee for portable radio coverage. However, the coverage for portable radios operating outside of buildings or structures is estimated to correspond to the green shaded areas on Figure 3 below. The green shaded area reflects a 40 DBu signal level and will provide for portable outside coverage. It is noted that some portions of the coverage provided by the ARMER system are dependent on tower sites located outside of the County. This is intended to predict the signal propagation based on the towers indicated on the map in Figure 4. Areas of green indicate good signal for portable coverage, purple may be marginal and white indicate areas of weak or no coverage. Figure 5 shows the predicted ARMER building penetration for portable radios. Areas of brown indicate heavy penetration, dark green is medium penetration, light green may be marginal and white indicate areas of weak or no coverage. As the State sites are commissioned, the County intends to conduct in building coverage tests from the ARMER backbone sites and evaluate the need for more robust in building local enhancements to the system. The County also understands that the use of in-building repeater systems and vehicular repeater systems are options for providing spot improvements to in building coverage gaps. Any additional local enhancement that is proposed in the future would be considered a local enhancement and the county understands that a plan amendment would be required. For the purposes of these loading calculations, and for requesting unit ID resource allocations, a 3 year projected load estimate has been used. The table in section 4.1 identifies the estimated number and type of radios the County intends to bring onto the system. The total radio count, with anticipated 3 year growth, is approximately 310 radios. In the state ARMER plan, the state typically allocates 5 channels to be shared by state agencies such as the State Patrol, DNR and others and for use by County agencies. Four of the channels are available for voice traffic while the fifth is used as a control channel. The channels in the ARMER system are referred to as trunks, or trunking channels. Trunking means the automatic sharing of a group of communication paths (trunks) among a ARMER Participation Plan Mower County MOWEC Page 13

58 large number of users. The ARMER system is managed by a computer at the master site and for each transmission it assigns a trunking channel to the participants for the duration of that transmission. To estimate radio capacity and determine the need for additional trunking channel additions, an Erlang C traffic modeling formula is used. Erlang C is used in a variety of call center scheduling and trunked communication system channel modeling estimates. The model is used to calculate delays or predict waiting times, and can also calculate the resources that will be needed to limit busies or wait times on trunked radio systems. For Mower County, the Erlang C model was used to calculate the number of transmissions per hour that can be handled with 4 trunks. The table below shows Erlang calculations for 4 trunks based on an average service time of 6 seconds per transmission, average wait time of 1.5 seconds and a service level of 99% (Grade of Service = 1%). Using an estimate of.3 PTT per user per hour; and 1.7:1 peak hour volume estimate; there is a potential of.51 PTT/hour/user. Giving an additional 20% capacity safety margin, then a.61 PTT/hour is used. The estimated 103 radios create an added load to the ARMER system of 62 transmissions per hour. Considering this minimal additional traffic load onto the system (approximately 13% of the traffic capacity) Mower County does not intend to add channels to the ARMER backbone at this time. At this time Mower County requests participation on the system with no channel additions. Mower County understands that future traffic reports may determine the need to expand the system and add additional trunks (frequencies) to handle increased traffic load. Mower County, consistent with its obligations called out it its partnership agreement with MnDOT and the SEMRRB, will work with MnDOT to determine how the system will be expanded and how any associated costs will be split between the County and MnDOT if needed in the future. 3.5 Frequency Use Plan Mower County does not anticipate the addition of any new frequencies to the state ARMER backbone sites. 59 4.0 Subscriber Equipment 4.1 Subscriber Radios Mower County is in the process of purchasing new mobile and portable radio equipment for operation on the ARMER system. The County has not determined at this time if all county radio users will migrate to ARMER. Although full migration is the desired outcome for the county, it is anticipated that a gradual migration to ARMER will occur over time as funding becomes available. County law enforcement will be the first to transition, followed by fire and EMS users. County highway, public works and others may join over time. The total county wide subscriber loading is estimated to be 315 mobile radios and 396 portable units. It is estimated that approximately 310 radios will be operating on the ARMER system within the next three years. 60 The number of system IDs requested for initial implementation of the Mower County plan is 340. This is based on the loading table estimate, the addition of nine control stations to serve dispatch backup and site trunking needs, three operator and one supervisory dispatch positions, and a 5% addition for unanticipated growth. The final configuration of control stations and subscriber equipment ultimately deployed may vary slightly from this estimate. Minimal growth is anticipated so a growth factor of 5% has been applied to accommodate possible deployment variations and the unknown growth expected over the next 3 years. 4.2 Talk Groups I Preliminary Fleet Map Plan The County has worked with the SEMN RAC and with the assistance of Rick Freshwater (Olmsted County Network Admin) to create and implement the fleet map to accommodate the transition onto the ARMER system. The fleet map information is being shared with members from the local government within the county. The fleet map table for Mower County is included as an attachment to this document and is identified as Appendix A. The fleet map identifies state and regional resources as well as new resources created for Mower County. It is not anticipated that a significant number of new talk groups will be created or added beyond what is listed in the current fleet map table. Mower County Fleet Map - See Appendix A 5.0 Communication Center 5.1 Console Equipment and Configuration The Mower County Law Enforcement Center currently operates with two (2) operator positions and is equipped with an Orbicom TDM150 Console System. The County will install new Motorola MCC 7500 IP based console equipment in a newly remodeled dispatch room to be located at the current center in Austin, Minnesota. In addition, the county will add a third operator's position along with a permanent patch workstation to be located in the dispatch supervisor's office. The consoles will incorporate the ARMER talk groups as well as legacy County VHP conventional equipment for paging, communications through the migration phase, and for interoperability and support of agencies that have not migrated to ARMER. The Consoles will be connected to the ARMER zone 3 controller located in Rochester. To retrieve Mower County ARMER audio the County has an agreement with the Freeborn County Sheriff's Office to operate a remote VPN client workstation off of the existing Freeborn County NICE digital audio logger. The County recognizes that audio logging has the potential to create a system load and resource requirement. If the County determines that local audio logging is desired at some point in the future, and local logging is proposed, it is understood that a Plan amendment may be required. Current VHF conventional audio resources and telephone audio will continue to be recorded via existing analog logging equipment. 5.3 ATIA Data Requirement At this time. Mower County does not anticipate use of the ATIA data stream for interface with third party monitoring or reporting systems, or for any other purpose. 5.4 Contingency/Back Up Communications Plan The county will incorporate the use of 800MHz control stations to provide for back-up communications in the event that the Communication Center loses connectivity to the MSO or to accommodate communication when the ARMER system is operating in the site trunking ARMER Participation Plan Mower County MOWEC Page 17

62 condition. Nine control stations will be installed to accommodate the necessary system access in the Dispatch center. The county intends to retain its current VHF systems through their transition to ARMER and for a period of time after the transition to provide near term back up while any system migration issues are addressed. Mower County also has an agreement for back up dispatch service and 911 call taking with Freeborn County that adds another level of back-up capability for their operations. 5.5 Connectivity to the ARMER Backbone The connectivity plan shown in Figure 6 reflects the MnDOT ARMER system preliminary design for connectivity plan, published March 3, The County has an existing hot standby microwave link into the ARMER system as the primary connection for console operations. The County also intends to use control stations for redundancy as a back-up for console operations. The connectivity diagram shows the link from the Mower County Austin LEC to the ARMER Elkton site. 63 5.6 Alarming & Monitoring Mower County will operate off of the State ARMER backbone sites. The site alarming monitored by MnDOT is intended to be the primary mode of monitoring site related alarms. Mower County does not intend to add additional monitoring to the ARMER backbone. The County will have alarm monitoring that includes microwave and site alarms specific to Mower County subsystem equipment. As the county proceeds with the detailed system design and equipment deployment, the county will coordinate its efforts with MnDOT and determine the specific site alarming and monitoring configuration for the ARMER sites in Mower County. 5.7 Interoperability The ARMER system is intended to be the primary communication system for use law enforcement users within the County. The ARMER backbone will provide the primary dayto-day communications and interoperability needs of Mower County law enforcement radio users. The county has considered its interoperability needs for both short term and long term migration onto the ARMER System. The County is currently operating on wideband VHF and intends to retain this system through the ARMER migration and will begin decommission or transition to narrowband operations for these systems in The VHF Fire paging system will be retained and converted to narrowband VHF. For the short term the County has installed the three 800MHz control stations supported via the ARMER grant program. These control stations will be used for interoperability between county VHF users and itinerant 800MHz users. Current County VHF users that leave the county will be dependent on similar 800 to VHF cross band system patches until their migration is complete. Upon migration onto the ARMER system, day-to-day communications and the primary interoperability with users that migrate to the ARMER system will be via the common ARMER 800 MHz infrastructure and shared talk groups. For long term interoperability with those Mower County agencies remaining on VHF or other communications systems, Mower County users will rely on legacy narrowband VHF operations within the County. Mower County does not intend to deploy any new VHF, UHF, or conventional 800MHz infrastructure to provide for additional interoperability. Mower County will also rely on the state wide 800/VHF interoperability capability will be in place as an element of the state backbone. 5.8 System Administration/Management Plan Mower County plans to have one network administration terminal to provide for agency wide system configuration, monitoring and support. A network management terminal will be implemented in conjunction with the MCC7500 console installation at the County LEC in Austin. The County understands that there is a significant level of training needed to operate the subsystem level of network management and system administration. The County has identified staff to attend vendor specific training to support internal needs for system programming and administration. The County will continue to make use of local two way radio shop support, and coordinate with the Southeast Region and MnDOT as needed for higher level system administration functions. 64 6.0 Project Management & Delivery 6.1 Training Plan Mower County recognizes the importance of a robust training program as a key element of its successful migration onto the ARMER system. A training program is being developed to meet the requirements of the ARMER training standards (standard 1.10 a-e). The training plan will also make beneficial use of the guidance and experience of others in the region that have migrated to the ARMER system and with input of the Southeast Minnesota Regional Advisory Committee. The County intends to have trainers available for the initial user migration onto ARMER and trainers for long term ongoing user training and refresher courses. The County is using consultant services and vendor provided training to establish its training plan in the following areas: 6.2 Cut Over Plan Train-the-Trainer Training Radio User Training * Console Operator Training Interop Only User Training Mower County will first proceed with replacement of the Orbicom TDM 150 console with MCC7500 console equipment and installing back up control stations. Once these systems are operational and connectivity to the ARMER system is in place, the County will complete user training, programming and distribution of radios. Mower County will coordinate its migration timing with MnDOT for implementation of talk groups and system user IDs. 6.3 Schedule/Project Time Line This section is under development and will be completed with input from the Vendor as part of the Detailed Design Review process. Wherever practical the County would like to proceed with deployment and cut over as soon as practical. A tentative migration timeline is attached in Appendix B. 6.4 Maintenance Plan/Spare Parts The State ARMER backbone system will provide the primary communications infrastructure for the County. The County will have full responsibility for maintenance of its connectivity links, console systems, mobile and portable radios, and interoperability control station equipment. The County contracts for service from private sector service providers to provide ongoing support and maintenance of County owned radio infrastructure and subscriber equipment.
