2 Meeting called to order by chair Gregg Bird 0802 Approval of Agenda An item was added under Old Business re: Equipment Enterprise Fund Meis motion to approve. Second Parker. Approved. Approval of Minutes No corrections to the minutes being offered, the minutes of the January 14 th meeting stood approved as submitted. Motion Kroupa. Second Weber. DIRECTORS REPORT: Radio project The last month has been nearly totally occupied with completing the radio project discussed last meeting. Personnel change Supervisor Holczman has opted to return to the dispatcher classification vacating a supervisory position in dispatch which will be filled later. LEIN Audit MSP LEIN Field Services division will be conducting a March audit for Grand Traverse. Interoperability conference. The interoperability conference will be held at Great Wolf Lodge February Some of the time in workshops will be occupied with talks about Grand Traverse coming on 800 MHZ paging Report to board of commissioners
3 The intention is to return to the full board with an update report in March or April Radios for the Jail The corrections division of GTSO benefited by a donation of around $12, of radios for use in the new radio system which were not part of the original bid or budget courtesy of Tele-Rad. Rural Fire response changes Rural Fire is in the process of merging quadrants and creating new box alarm polygons. After the merges, some boundary changes are anticipated. The GIS part of this change will be a good opportunity to lubricate the machinery of the new priorities in the transition. Motorola premier Mobile. GTSO is looking at mobile CAD vendors including Motorola Premier. OSSI was also investigated but was nearly twice the cost of the Motorola product. The Motorola premier dovetails with the CAD repository being built at the State level. AT&T changes The busy interrupt feature which has been offered by AT&T to determine if a disconnected call line has traffic on it, is being dropped by a proposal by the service provider. MCDA members have gone on record to retain the feature for emergency services. SubCommittees: Technical Sub-committee. Metro Fire has three in-house trainers. They want some radios to use for training purposes. Director advise some are available.
4 Dispatch went live with the new consoles on February 10. All are 800 capable and will support the rollout of 800MHZ radio use county wide. The first templates which will be put into use will be the Law Enforcement templates, followed by Fire templates and thenems templates. This deployment is the next big step in the process. 10 pagers are being shipped which will be the sole method dispatch will use for alerting. Paging will not be done on the 800 radios. A discussion ensued comparing and contrasting advantages of wearing pagers vs wearing radios. Law Enforcement Sub-committee: Chief O brien drew everyone s attention to a white paper on body-cams which is available for everyone to examine. Fire/EMS Sub-committee: Their main focus will be working with and making sure that the pagers will work for them Old Business A review/update of the enterprise fund for radio maintenance/replacement/repair etc. since some had missed the last month presentation. The first year is warrantied completely but years 2-4 are on cost basis. An enterprise fund with users contributing will be set up. A policy is needed stating what GT County will provide. The nonuniform equipment will be the responsibility of the user. The fluctuation of personnel levels in the various stations seems to indicate that a yearly census of membership numbers since growing membership number means more radios to be furnished, and shrinking number means radios will have to be turned back in.
5 Chief O brien was informed that he was elected Secretary of the Central Dispatch Policy Board but his acceptance was needed in order to confirm his participation. He graciously accepted the office as the third officer of the board with the Chair and Vice Chair. New Business Director Torrey informed the board that the State of Michigan has to have a liason who can be assigned responsibility for assigning talk groups for the radio system. He presented a document to the board for their signature to appoint him the liason. Two letters assigning talk groups to TCDNR and USCG Charlevoix were also presented. Motion Parker, Second Kroupa to authorize Torrey. Motion carried. Other Business North Flight EMS will be moving to a building of Munson Hospital ownership on Hughes Drive. Fife Lake EMS was awarded and received a 2% grant from the GT Band of $28,000, for the purchase of radios. Unknown how the radios they purchase will interface with the 800 MHZ system, or whether there has been any thought to coordination. Daryl Case from Regional EMS/Medical Control expressed their desire to re-program older radios they own to fit into the new system. Something should be able to be worked out. Torrey worked on scheduling a technical meeting. Suggested date is Monday 2/29/16. The North American VASA race will be this weekend. They will be on channel H-23.
