Along with the attached application, please also find a set of drawings for Mobilitie's proposed pole, including a Site Plan, a Survey prepared by a registered Land Surveyor, and Traffic Control Plan. The required escrow will be submitted upon acceptance and approval of this package. Mobilitie is certificated by the Minnesota Public Utilities Commission to provide local niche service in the state of Minnesota. To meet the growing demand for connectivity, Mobilitie is deploying a hybrid transport network that provides high-speed, high-capacity bandwidth in order to facilitate the next generation of devices and data-driven services. This network can support a variety of technologies and services that require connectivity to the internet, including, but not limited to, driverless and connected vehicles (commercial, personal, and agricultural), remote weather stations and mobile service providers. These transport utility poles and facilities are not dedicated to any particular customer, and, to the extent capacity on the structures is available, are available to be used by other entities, including the City. Based on our initial research, Mobilitie is submitting a utility application as provided and found on the City's website. Mobilitie plans to construct the applied for utility infrastructure within the next eighteen (18) months. Mobilitie's hybrid transport network is an industry changing approach that seeks to improve backhaul connectivity for the City's residents. Mobilitie's hybrid network utilizes both new poles and attachments to serve the communities' insatiable demand for wireless service. Our design optimizes the performance of wireless networks by taking into consideration customer usage behaviors, terrain, obstructions, points-of-interest, and local guidance and ordinances. ew poles offer wireless service and communications providers the ability to optimize antenna placement in serving that demand. Targeting customer usage can be such a precise exercise that the required location is a matter of less than thirty (30) feet. If existing infrastructure is not available, new poles are needed. Similarly, pole height is critical in achieving network performance. Higher antennas are free of clutter such as tree canopy, buildings, and other manmade obstructions. The signal emanating from them isn't diluted by this clutter layer and delivers a better wireless experience. Taller antennas also push wireless signals further, which in turn means fewer sites are required. That allows the provider to have less impact on the community and drive sustained investment in network densification in the community. Mobilitie strives to work cooperatively with jurisdictions to deploy its hybrid network. By using both new and existing poles, Mobilitie's hybrid network aims to deliver the most robust network on the least infrastructure. This approach builds a better and more efficient data network, which in turn benefits your constituents by enabling affordable, highquality wireless services. 4 Mobilitie Operational Plans - 7 m Preventative Maintenance Program OEM equipment maintenance is based on client requirements or break/fix activities Wood pole maintenance based on the decay zone that they are located in On average 8-10 years, roughly 10% of the poles in each region Lockout/Tagout sign with instructions will be posted on every site's power box to ensure vendor and public safety Poles have RF hazard sign that has Mobilitie's etwork Operations Center's (MOC) contact number so that the RF can be turned off for other pole maintenance to be performed Mandatory for all Mobilitie Vendors to call and have utilities marked prior to any digging Graffiti Removal Plan - When notified, MOC will dispatch to remove the graffiti by either repainting or replacing the equipment as necessary following local jurisdiction guidelines Emergency Response Plan - 24X7 response based on jurisdictional requirements - Ensure ROW is safe Deploy safety tape and cone off impacted area to ensure the safety of the general public Deploy temp pole as needed Remove or replace any damaged material as needed Expedite necessary equipment Disaster Recovery Plan (tornado, flood, etc.) - ational Incident Management System (IMS) to be utilized Incident Command and Control - A basic premise of ICS is that it is widely applicable. It is used to organize both near-term and long-term field-level operations for a broad spectrum of emergencies, from small to complex incidents, both natural and manmade.
