2 From the President Roger KF5SDE Hello everyone! It is hard to believe that 2016 is 25 percent over. On Tuesday the 12th of April, 2016, the Arkansas Diamond Amateur Radio Club will hold its second 2016 meeting. The meeting will start about 1800 (6:00), but we will eat about 1700 (5:00). All are invited. We have an exciting program planned. David Norris the Delta Director of the ARRL will be the guest speaker. I am not sure exactly what he will be talking about but this is your opportunity to get to know more about the ARRL and what that fine organization has to offer. The annual Summer Field day this year is June 25th 26th. Since our next meeting is in July we need to make plans for this during the business part of our meeting. Also I want to discuss ways of staying in touch such as our website and Facebook page. Also we have a club net on Monday nights at 8:00. I would like to see more check-ins. Also please consider the possibility of doing a Hamming in the Park some time before field day as a warm up and to get some practice with others around. If you have any other issues to discuss please don t be shy. We will have time for other new business. So without getting long winded I will say 73. From our Former President Jim AE5IE There will be a VE test session on Saturday, the 16th, at the OEM office starting about 9:30am. I will need additional Extra Class VEs for this session as that is also the week end that we start Technician Level classes in Perry County and I will need to be in Perry County. The classes start at 9:30am at the Perry County Senior Adult Center. We will break for lunch about noon, return to the class room about 1pm and continue until about 3:30pm. This class will be held in three parts: The 16th an 30th of April and the 14th of May with testing on the afternoon of May 14th. Perry County Office of Emergency Management is sponsoring the class. 3 Amateur Radio Emergency Service (ARES) The Amateur Radio Emergency Service (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment, with their local ARES leadership, for communications duty in the public service when disaster strikes. Training may be required or desired to participate fully in ARES. Please inquire at the local level for specific information. Because ARES is an Amateur Radio program, only licensed radio amateurs are eligible for membership. The possession of emergency-powered equipment is desirable, but is not a requirement for membership. From: Dale Temple, W5RXU, Arkansas ARRL Section Manager Bill Stewart, WA9AQQ, ASM, TC, Arkansas Air Force Mars Deputy Director, announced on the Arkansas Razorback Emergency Training Net at 7:00 AM on Sunday Morning, , LSB, that the Department of Defense will hold a simulated emergency test on May 12, In conjunction with this test, the Arkansas ARES/RACES will activate the Arkansas Razorback Emergency Net on for statewide participation. Each of the Arkansas ARES/RACES local county Emergency Coordinators and District Emergency Coordinators are requested to activate, participate and report. Note the test date is a Thursday. Each DEC is requested to report to W5RXU the test results. Bruce Ruston, KB5ROZ, will activate his BBS for the digital operators to participate. Contact Bruce for details if you would like to participate on digital. Bill, WA9AQQ, also has digital capabilities and will participate on the BBS. This exercise will serve as the Arkansas annual Simulated Emergency Test. Hopefully that will increase Arkansas participation in the DOD exercise. The test requested information will be revealed at the start of the test, May 12, 2016 or before by the Department of Defense. Stay alert for further information. The time and requested information for the exercise is purposely omitted to increase the realistic aspect of the exercise. Once the exercise is started by the DOD on May 12, stations will be alerted by VHF/UHF repeaters, , phone, on the Arkansas Razorback Net, however contacts can be made. The Arkansas Razorback Emergency Net will be activated on In the future the date and time of exercises may not be announced in advance. Earthquakes occur without prior notification! April 1, 2016 Today, the Federal Communications Commission (Commission or FCC) approved Report and Order which reinstates the Morse Code test for General Class and Amateur Extra Class licensees. It was a big mistake eliminating the Morse Code test, admits Dotty Dasher, the FCC s director of examinations. We now realize that being able to send and receive Morse Code is an essential skill for radio amateurs. Not only will new applicants have to take the test, but General Class licensees who have never passed a code test will have one year to pass a 5-wpm code test. Similarly, Amateur Extra class licensees that never passed a code test will have one year to pass a 13-wpm test. Those amateurs that fail to pass the test will face revocation of their operating privileges. Materials for administering the examinations will be distributed to Volunteer Examiner Coordinators by the end of April, so that they can begin the testing on May 1, This isn t going to be one of those silly multiple-choice type tests, noted Dasher. We re going to be sending five-character random code groups, just like we did in the old days. And, applicants will have to prove that they can send, too, using a straight key. When asked what other actions we might see from the FCC, Dasher hinted that in the future applicants taking the written exam may be required to draw circuit diagrams, such as Colpitts oscillators and diode ring mixers, once again. We re beginning to think that if an applicant passes an amateur radio license exam it should mean that he or she actually knows something, she said. For further information, contact James X. Shorts, Assistant Liaison to the Deputy Chief of Minutes of the January 16 Meeting The meeting was held at the Conway County Arkansas OEM War Room The dinner was chili and sheet cake that started at 5:00 PM. At 6:00 the meeting was called to order. The treasurers report showed that there was $ in our checking account and one outstanding check. Since the check was two years old the club voted to void the check. It was mentioned that the club was started in 1998 from the check book records. There were three things on the agenda, emergency planning, the election of officers, and the planning for a Winter Field Day at the end of January. Emergency planning was the lead story in the news letter. Jim AF5EI passed out a brochure on emergency planning the OEM offices uses and there was a discussion. Jim AF5EI announced that he wanted to step down as president after 2 years. He announced that he had talked to two other members and Roger Alabach, KF5SDE would accept a nomination as President.

5 Bruce Curtis, KF5IIE, said he would accept as Treasurer. There were no other nominations and the two were accepted by acclamation. The club has decided to try a KIDs Day and Winter Field Day for the last of January. The idea is to increase public exposure of Ham radio and to get kids involved. The aging of Ham Radio operators was discussed and the need to develop the younger generation. The need for a Tech Class and a General Class was discussed. There appeared an interest in starting a class for both this spring. The meeting was adjourned at 7:00. There were 18 members present. ARRL Field Day 2016 Rules (short form) 1. Eligibility: Field Day is open to all amateurs in the areas covered by the ARRL/RAC Field Organizations. 2. Object: To work as many stations as possible on any and all amateur bands (excluding the 60, 30, 17, and 12- meter bands) and in doing so to learn to operate in abnormal situations in less than optimal conditions. A premium is placed on developing skills to meet the challenges of emergency preparedness as well as to acquaint the general public with the capabilities of Amateur Radio. 3. Date and Time Period: Field Day is always the fourth full weekend, beginning at 1800 UTC Saturday and ending at 2100 UTC Sunday. Field Day 2016 will be held June 25-26, Class A and B (see below) stations that do not begin setting up until 1800 UTC on Saturday may 4.1. (Class A) Club / non-club portable: Club or a non-club group of three or more persons set up specifically for Field Day. Such stations must be located in places that are not regular station locations and must not use facilities installed for permanent station use, or use any structure installed permanently for Field Day (Class D) Home stations: Stations operating from permanent or licensed station locations using Commercial power. Class D stations may only count contacts made with Class A, B, C, E and F Field Day stations (Class E) Home stations - Emergency power: Same as Class D, but using emergency power for transmitters and receivers. Class E may work all Field Day stations Phone contacts count one point each CW contacts count two points each Digital contacts count two points each If any or all contacts are made using an output power up to 150 Watts or less, the power multiplier is 2 (two) If any or all contacts are made using an output power greater than 150 Watts, the power multiplier is 1 (one) The power multiplier for an entry is determined by the maximum output power used by any Transmitter used to complete any contact during the event. (Example: a group has one QRP station running 3 Watts and a second station running 100 Watts, the power multiplier of 2 applies to all contacts made by the entire operation) % Emergency Power: 100 points Media Publicity: 100 bonus points Public Location: 100 bonus points Public Information Table: 100 bonus points Message Origination to Section Manager: 100 bonus points Alternate Power: 100 bonus points for Field Day groups making a minimum of five QSOs without using power from commercial mains or petroleum driven generator W1AW Bulletin: 100 bonus points Educational activity bonus: One (1) 100-point bonus may be claimed if your Field Day operation includes a specific educational-related activity Site Visitation by an elected governmental official: One (1) 100-point bonus Site Visitation by a representative of an agency: One (1) 100-point bonus Web submission: A 50-point bonus may be claimed by a group submitting their Field Day entry via the web site. Available to all Classes Social Media: 100 points for promoting your Field Day activation to the general public via an active, recognized and utilized social media platform (Facebook, Twitter, Instagram, etc).

6 Safety Officer Bonus: A 100-point bonus may be earned by having a person serving as a Safety Officer for those groups setting up Class A stations. This person must verify that all safety concerns on the Safety Check List (found in the ARRL Field Day Packet) have been adequately met. This is an active bonus simply designating someone as Safety Officer does not automatically earn this bonus. A statement verifying the completion of the Safety Check List must be included in the supporting documentation sent to ARRL HQ in order to claim this bonus Complete station logs are not required for submission. The club should maintain log files for one year in case they are requested by ARRL HQ Cabrillo format log files are not required for Field Day entries. They will be accepted in lieu of the dupe sheets but do not constitute an entry unless a corresponding summary sheet is also submitted Digital images of proof of bonus points are acceptable Electronic submissions are considered signed when submitted. From the club: What I have here is just a short form of the information from the ARRL web site and if you want to participate you need to go to the website and download everything and read it over. You can join the Arkansas Diamond Club on the Mountain or operate from your home or set up your own site if this sounds like fun. One year I let the club operate from our regular site and I operated mobile from my truck so I could get on the air at least a little bit. A couple of hints if you want to go it alone. Until about 2 or 3 Saturday afternoon you will play heck making a contact. After that things get a lot easier. Saturday evening is great and Sunday morning is a dream and it is a great time if you don t like pileups. In fact Sunday morning we made as many contacts as we did all of Saturday. Do not get discouraged. Contrary to what people tell you, everyone is stepping on everyone else. Be sure to play with your filter, if your filter is too wide you will be hearing everybody. Write down what you are going to say and keep it in front of you. We have run in the past as our club call sign then 1A Arkansas which is one transmitter, a club station operating in Arkansas.
