1 2014 STATEWIDE COMMUNICATIONS EXERCISE (COMEX) AMATEUR RADIO COMMUNICATIONS

2 EXERCISE DATE AND TIMES: APRIL 21-24, 2014 Communications: Monday - Thursday (All times are EST) (Ham radio net times will be noted on the following slides) Friday the 25 th will be a brief after action hotwash at State EOC. PURPOSE: The purpose of the Statewide Communications Exercise is to test the communications infrastructure between State and local agencies. This exercise is unique in that it allows all KY Amateur Radio operators the opportunity to participate. It is our desire that you will work with emergency management partners in your community to determine your level of preparedness for a major disaster or loss of critical infrastructure. Please register for the Comex at the following link:

3 DAY-BY-DAY EXERCISE FOCUS Day 1 - Alert Notification Systems, & Assessment (Amateur Radio HF Communications) Day 2 - & Fax Communications (Amateur Radio VHF/UHF Communications) Day 3 - KSP State Mutual Aid Radio Communications Day 4 - Command Vehicle/ Trailer Interoperability Boone Center Day-5 - KYEM After Action Hotwash State EOC

4 SPECIAL EXERCISE OBJECTIVES KYEM has requested this COMEX have a special focus on contact with County EOC Stations, Hospitals, Health Departments and other critical infrastructure facilities. Even a tactical mobile station checking into a net from these facilities would be a success if no internal amateur radio station is available. If operating from one of these facility stations, please provide the following information: Identify Your Call Sign, First Name, County/City Special Location EOC, Hospital, Health Dept, Agency Mobile Command Post, Power plant, KY National Guard Armory or KYEM Office, etc KYEM has also requested the following information from all Amateur Radio Stations participating in the Comex. Please go to the link and fill out the exercise survey, note this is separate from the exercise registration link:

5 RADIO OBJECTIVES - HF The State EOC will announce the net with instructions requesting a Communications Check-in from a Regional Net Control Station beginning with Region 1 through 5. Identify Your Call Sign, First Name, County and if EOC. Section Emergency Coordinator (SEC) Roll Call for Leadership Asst. SECs Roll Call Requesting Check-Ins with all 5 ARES Region Emergency Coordinators Success is the establishment of communications with all 5 ARES Regions DECs Roll Call Requesting Check-Ins with all 13 ARES Districts Success is the establishment of communications with all 13 ARES Districts General Check-Ins will then be called for each District Any other stations including Out of State

6 RADIO OBJECTIVES VHF-UHF The State EOC will monitor selected repeaters per the following slides. This portion of the Comex has been organized in the manner of a Statewide ARES Simulated Emergency Test (SET). There is also potential airborne cross-band repeater ops planned for WKY weather and equipment permitting. Each District will complete a District Simplex Net. Each Region will complete a Regional Simplex Net. Success is the establishment of VHF/UHF simplex communications within all ARES 13 Districts and all 5 Regions. Requesting the ASEC (or designee) from each Region transmit a message to KY4EOC via or 2meter Echolink to acknowledge that a District and Regional Simplex Net were completed with Counties and Check ins, by 2000 EST. The nets can be done on either the KY ARES Simplex freq or local designated simplex net freq. Refer to further ARES instructions from SEC John Hudson, KO4XJ.

7 COMEX DETAILS APRIL 21st - DAY 1 HF The Kentucky Emergency Operations Center will begin monitoring on 7228 Khz LSB beginning at 1000 on Monday. At 1600 EDT the EOC will switch to Khz LSB and continue monitoring until 1930 EDT. EOC HAM Operators will announce that they are monitoring and will accept Check-Ins from any Station. There will be no formal net until 1930 EDT. 40 meters Daytime Primary 7228 Khz LSB Secondary Khz LSB 75 meters Night time Primary Khz LSB Secondary Khz LSB KY4EOC will call a directed KEN KY Emergency Net at 1930 EST on Khz LSB. The EOC will also test digital communications on KY Digital Net at 2030 EST on 3585 Khz USB. Net Control TBA

8 COMEX DETAILS APRIL 22 nd DAY 2 VHF-UHF The Kentucky Emergency Operations Center will monitor for Check-Ins on the following VHF and UHF frequencies & repeaters from 1000 to 2100 EST. There will be no formal nets called. KY4EOC will be looking for the Regional and District Simplex Net Messages VHF Simplex , EOC will be looking for Check-Ins Not Directed Monitor for the Airborne Cross-band repeater Brooks PL EchoLink Node Richmond / Madison County PL EchoLink Node Shelbyville/Waddy IRLP link to Williamsburg PL KY4 ARC Linked Repeater System Area 9 EchoLink Node Frankfort PL Lawrenceburg / Anderson County PL

9 AIRBORNE AMATEUR VHF/ UHF CROSS-BAND REPEATER, EST If weather conditions and equipment permit, Kimber Heddens, KI4GWN, will fly his aircraft with a cross-band repeater over western KY. The airborne repeater operates on the following frequencies: Simplex VHF PL 2014 COMEX COMEX DETAILS APRIL 22 nd DAY 2 Simplex UHF PL (Please do not Tx on UHF) *All ground units operate on the VHF simplex frequency only! There is no repeater squelch tail, it is normal simplex communication to the aircraft. Net control will operate on the UHF side of the cross-band repeater. Net Control will be the Henderson Co EOC or the Madisonville/ Hopkins Co EOC. **There is no MARS airborne repeater for this COMEX
