Multi Agency Communications Center (MACC) Date: October 26, 2010 RE: Addendum No. 2 Addendum No. 2 To Request for Proposal MACC Public Safety Radio System Replacement The following is Addendum No. 2 to the Request for Proposal for the MACC Public Safety Radio System Replacement issued September 27, The following outlines various comments and questions received during the mandatory pre-bid conference and site walks: 1. For Design Option #1 (Section 5.2) in regards to the Digital Trunked System, can MACC confirm if they require the vendor to use the 7 sites indentified in the RFP or if the Vendor has the flexibility to choose 7 sites from the baseline 11 sites to maximize coverage? Answer: The vendor is free to choose from all sites listed, however, the vendor is reminded that in Section MACC specifies coverage of digital trunking in the central and southern parts of the county. 2. The coverage requirements section of the RFP (sections and 6.1.6) asks for a DAQ / 90 coverage guarantee (i.e. covering 90% of the bounded area with a reliability of 90%.) Is this correct? Does the guarantee pertain to mobiles, portables or both? Please clarify. Answer: MACC has selected the sites, and in the case of VHF narrowband analog, the ERPs and antenna heights have been declared. MACC requires the vendor to guarantee coverage at a specified level 3.4 DAQ, 90% of the time for the covered area. The vendor will guarantee where this is based on their coverage maps which are then based on the sites and the ERPs allowed for VHF.

3 For digital trunking, the vendor shall declare the ERPs based upon the same antenna heights as VHF antennas and using max ERP calculations for a given site. The coverage guarantee applies to mobiles and portables both in the VHF and digital trunking systems. The vendor may assume the use of their branded subscribers in performing coverage predictions 3. Section of the RFP suggests a fleetmap could be provided to the Vendors upon request. We request that MACC provide a sample fleetmap to the Vendors? Answer: See attached SAMPLE Fleetmap.

6 4. Will there be oral presentations? If so, what is the date/location and will there be a time limitation? Answer: MACC is expecting to have oral presentations performed, however, the Vendors invited to perform orals will not be determined until after all proposals are reviewed. It is expected that oral presentations will be conducted in Moses Lake the week of 11/ With regards to the Trunking Talkgroups how many do Grant County expect to use on their system so we know how many Talkgroup Gateways will be needed to connect into the Consoles? Answer: See attached SAMPLE Fleetmap. 6. How many Simultaneous Talkgroups will they need to have active at the same time so we can gauge how many Channels will be needed per site for the Trunking Network? Answer: See attached SAMPLE Fleetmap. 7. There is AC and 48V DC at the sites, do they want the equipment running on AC normally and then only run off the DC supplies when the AC is lost until the generator starts up? Or is all equipment to run off the 48V DC. Answer: Refer to 5.4.7, 5.8.3, 5.9.3, , , MACC requires the use of -48VDC wherever possible. 8. Some AC only equipment may be used, is the AC supply uninterrupted when external power is not until the generator starts via a UPS or will it drop out for a period of time until the generator restores power? Answer: The existing AC supply is generator backed up only. If the Vendor is proposing critical equipment, they should also propose appropriate UPS power to support it. MACC prefers the use of rack mount UPS power when possible. 9. Can Grant County please supply exact model numbers and current Firmware and Software versions of the Zetron Console parts in the current system so we can see exactly what the system is comprised of, photos of the equipment racks, consoles, console screen layouts and wiring diagrams of the control room would aid a great deal. Answer: The following information is available: RDPS software version 2.20 Card Cage P/N Model 4024 Card Cage 1 S/N Card Cage 2 S/N

7 According to visual inspection, it appears different cards have different firmware versions on them. MACC is unable to remove cards from service while live traffic is being processed. Console Screenshot 1

9 Console Card Cages Wiring diagrams are not available. MACC assumes that wiring is standard and there are no special modifications on the console system. 10. What is the baud rate of the POCSAG paging system? Answer: 1200 baud. 11. Is a Bid Bond required if a firm is providing a proposal on subscribers only? Answer: Yes. Bid Bonds are required for all bid submittals. 12. We would like to request that the pricing pages be made available in Excel format to vendors. Answer: Price pages were developed in Word and converted to Adobe.pdf. The unlocked.pdf pages were made available to Vendors, therefore price pages will not be available in Excel format. 13. In RFP Section , MACC requires use of the Region 43 frequency plan for designing the 700 MHz Digital Trunking System which limits 40 dbu service contours to three miles outside of the county s geopolitical boundary or service area (whichever is larger). Question 36 of Addendum 1 asks for clarification of the range to which the 90% covered-area reliability is to be designed and illustrated on the maps and the County s response confirmed the 12-mile range beyond the Grant County boundary for 700 MHz and VHF coverage to be shown. Does MACC desire a coverage design that extends the Region 43-compliant, 40 dbu contour beyond the standard 3-mile boundary to the 12-

10 mile reference boundary so that MACC can include coverage to regions it serves outside of the county? Answer: For the purposes of the bid proposal, Vendors should design 700MHz coverage to Region 43 compliance standards. 14. In RFP Section MACC is requesting composite coverage maps for the alphanumeric paging system. Could MACC provide the Vendors with pager specifications for which they d like the coverage maps generated? Answer: See attached pager cut sheets.

13 15. In section 3.8 (New Microwave System) MACC states a T1 connection will be provided at every site as the demarcation point. Will a separate T1 circuit be available for the Analog and Digital system or will all the traffic be on a single T1? Answer: All voice traffic will be put on a single T1 for both analog and digital for each site. 16. Section 5.6 (VHF Antenna Systems) requires a single VHF TX and RX antenna. Also, section 5.7 (VHF RF Combining) requires a single 8-channel transmit combiner. Due to the tight frequency spacing of the given channels and the necessary increased isolation, could vendors be given the flexibility to propose alternate antenna system solutions to support the additional isolation needed? Answer: MACC prefers the use of a single VHF transmit with single VHF receive antenna and the use of a single footprint combiner for several reasons including reduced system complexity, reduced tower loads, reduced maintenance, reduced equipment footprint, and reduced equipment and installation costs. MACC is using 8 channel combiners now with the proposed frequencies. If the Vendors would like to propose an alternate antenna or combining system, they are free to do so under the alternate proposal option in Sections or In RFP Section (Coverage map parameters) MACC asks that the coverage maps shall be shown in at least three different colors or shades to illustrate the differing signal gradients. Could MACC provide more detail or recommendations on what signal gradients they would like to see? Answer: MACC assumes the Vendors will provide coverage maps that illustrate signal levels and those signal levels will equate to a DAQ level. The Vendors shall declare and explain this concept. As an example, if the Vendor shows minimum coverage of -105dbm on a map and equates that level to 3.4DAQ, then a range of transmitted signal level would then be established on maps, i.e. from -30dbm at the antenna to -105dbm at the radio antenna in the field. MACC would like to see this range depicted in three gradients (colors) on the coverage maps, i.e. -105dbm to -85dbm = blue, -85dbm to -65dbm = green, -65dbm and above = orange. These are examples to illustrate the concept only. Vendors shall declare the minimum signal level on the coverage maps that they equate to 3.4DAQ and provide references and documentation to support their declaration.
