2 Page 1 of 10 PART E - SPECIFICATIONS E1. GENERAL E1.1 These shall apply to the Work. E2. SCOPE E2.1 The City of Winnipeg Fire Paramedic Service is wishing to acquire new mobile and portable 2- way radios and accessories suitable for use on their APCO 16 compliant Motorola Smartzone Trunked Radio System. E2.2 There are 3 service applications for portable radios, each with distinctive requirements. These are the Emergency Medical Services (EMS) portables, and two types of portable radios for the Fire services, a low tier and a high tier model. E2.3 There are 5 service applications for mobile radios, each with distinctive requirements. These are the EMS mobiles, a low tier and a high tier fire mobile, and low tier and high tier fixed base radios. E3. PORTABLE 2-WAY RADIO SPECIFICATIONS E3.1 The following are the minimum general specifications applicable to all three portable radio types required. (a) The radio must have Industry Canada approval number. (b) Radio case must be made of impact resistant material, sealed to protect the unit from dirt, moisture, vibration and rough handling. (c) The radio shall receive in the MHz band and transmit in the and MHz bands. (d) The radio shall be APCO 16 compliant and compatible with Motorola SmartZone systems. (e) The radio must be capable of being programmed at the City of Winnipeg Radio Shop. This requirement shall be considered satisfied if limitations are imposed by MTS Communications Limited to limit modification to parameters affecting trunked radio operation. (f) The radio must be equipped with a top mounted button that can be programmed as an emergency alert button. (g) The radio shall be equipped with a programmable circuit (time out timer) that would disable the transmitter after a continuous period of transmission in excess of the predefined amount of time. (h) The channels/talkgroups shall be selected from a top mounted rotary knob. Rotating the knob will allow the operator to select from a block of 16 talkgroups / channels. (i) The radio shall be capable of operating in an analog FM mode using modulation designator 16k0F3E. (j) The radio shall be equipped with both a visual and an audible low battery indicator. (k) If the bidder elects to offer a radio that is both analog and digital compatible, the digital section must conform to Motorola s IMBE format for digital modulation. (l) For digital compatible radios, encryption if offered must meet the DES-OFB standards.

3 Page 2 of 10 (m) The radio should be supplied with a Ni-Cd chemistry battery capable of providing 12 hours of operation using a duty cycle (Duty cycle is 5% transmit at full power, 5% receive at full volume, 90% silent standby.). (n) The radios shall be supplied with a single unit battery charger, battery, antenna, and removable belt clip. (o) The radio shall meet the following Military Standards for durability: 1. High Temperature: i) MIL- 810C Procedure 1 ii) MIL-810D Procedure 1 2. Low Temperature: i) MIL-810C Procedure 1 ii) MIL-810D Procedure 1 3. Temperature Shock: i) MIL-810C Procedure 1 ii) MIL-810D Procedure 1 4. Rain: i) MIL-810C Procedure 1 & 2 5. Humidity: i) MIL-810C Procedure 2 ii) MIL-810D Procedure 2 6. Dust: i) MIL-810C Procedure 1 ii) MIL-810D Procedure 1 7. Shock: i) MIL-810C Procedure 1, 2, 5 ii) MIL-810D Procedure 1, 4 8. Vibration: i) MIL-810C Procedure 7, 8 ii) MIL-810D Procedure 1 (p) If the manufacturer's specifications on quoted radio are rated higher than the Military specifications listed, and the City chooses to verify that the radio meets specification, the radio tested will be required to meet the higher rated specifications. (q) All accessory connectors shall be of a sealed type to prevent entry of moisture, water or contaminants into the radio. (r) All modules and components shall be readily accessible for repair with 1/2-hour maximum disassembly time. E3.2 The following are the minimum technical specifications applicable to all 3 portable radio types. (a) Transmit output Power: 1-3 Watts (programmable) (b) Frequency Stability: < % (c) Transmit FM Hum and Noise: < -45 db (d) Spurious Outputs: <-60 db (e) Harmonics: Outputs <-60 db (f) Receiver Audio distortion: <3% at rated audio output (g) Rated Audio output: 500mW (h) Receiver Sensitivity 0.35 uv (12dB SINAD) (i) Channel Spacing: 25 and 12.5 KHz (programmable) (j) Adjacent channel Selectivity: <-70 db (k) Intermodulation: -<70 db

4 Page 3 of 10 (l) Image Rejection: <-73 db (m) The radio must be capable of operating when subjected to extreme variations in outside temperature from lows of -30 o C to highs of +50 o C, with no more than the following degradation: (i) Transmit power: 3 db (ii) Transmit frequency: 2 ppm (iii) Receive frequency: 2 ppm (iv) Audio output: 6 db (v) Sensitivity: 3 db E3.3 In addition to sections E3.1 and E3.2, the following specifications are applicable to the Fire Service low tier portable radio only. (a) The low tier portable radio shall not be equipped with a keypad. A minimum number of controls are desired for this portable. (b) The portable radio shall be capable of receiving call alerts as per the Motorola Smartzone standard. (c) The portable radio should be capable of originating Private Calls and telephone interconnect calls. The target radio IDs and target telephone numbers should be stored in memory lists. (d) The radio shall be capable of being programmed with at least 48 trunking talkgroups and 3 conventional channels simultaneously. (e) Potential Fire Service portable 2-way radio product models include but are not limited to, the following: Motorola MTS2000 Model l Motorola XTS2500 Model l Motorola XTS5000 Model l E3.4 In addition to sections E3.1 and E3.2, the following specifications are applicable to the Fire Service high tier portable radio only. (a) The high tier portable radio shall be equipped with a full keypad. The keypad will allow control of the radios features as well as allow the operator unrestricted access to private calling, call alert, and telephone interconnect features. (b) The portable radio shall be capable of receiving call alerts, private calls and telephone interconnects as per the Motorola Smartzone standard. (c) The portable radio should be capable of originating Call Alerts, Private Calls and telephone interconnect calls. The target radio IDs and target telephone numbers should be accessible from both memory lists or directly from the keypad. (d) Potential Fire Service portable 2-way radio product models include but are not limited to, the following: Motorola MTS2000 Model lll Motorola XTS2500 Model lll Motorola XTS5000 Model lll E3.5 To maintain compatibility with existing fleet portable radios, the EMS portable radio shall be the Motorola MTS2000 model lll. All specifications in sections E3.1 and E3.2 shall be applicable.

BATTERIES AND CHARGER E4.1 The batteries for all 3 types of portable radios shall meet the following minimum requirements: (a) Battery shall not require tools to be removed from the radio. (b) Battery chemistry should be high capacity nickel cadmium (Ni-Cd). (c) The radio shall remain operational for a 12-hour shift when using a duty cycle. (d) The battery must be rechargeable in a 16-hour period using a standard rate charger. (e) The battery shall be capable of being fast charged within 4 hours using an optional charger. E4.2 The battery charger shall meet the following minimum requirements: (a) Chargers must be capable of charging batteries alone or battery and radio together. (b) Chargers shall be powered from 120 VAC 60 Hz mains. (c) Chargers must be CSA approved. (d) Chargers must switch from a rapid charge mode to a trickle charge mode automatically. E5. PORTABLE RADIO ACCESSORIES E5.1 Leather Swivel Case (a) A carrying case which shall fasten to a belt using a swivel D mount that adjusts to body movement when sitting in a car or chair. (b) Swivel case to be fabricated from leather and not a leatherette, vinyl or composite material. (c) The radio shall fit securely in the case and be should be restrained by a strap that crosses over the top of the radio. (d) The case shall accommodate a remote speaker microphone fitted to the radio. (e) The case shall not interfere with the activation of the push to talk switch, the emergency button, the channel/talkgroup selection or the volume control. (f) The case shall not obscure the radio s display if the radio is so equipped. E5.2 Remote Speaker Microphone (a) Microphone should have a replaceable coiled cord assembly. (b) Microphone shall have a swivel, spring clip for attaching to uniforms or pockets. (c) Public safety style microphones (with integrated antennas) are not desired. (d) The microphone should have noise cancelling characteristics. E5.3 Programming Software (a) The bidder shall include the cost of software, where necessary, for programming the radio(s). This shall include the original purchase price plus any annual maintenance or license fees. E5.4 Programming Hardware (a) The bidder shall include the cost of any hardware, where necessary, for programming the radio(s) on the schedule of prices. E5.5 Multi Charger Option

6 Page 5 of 10 a) Multi unit chargers should be capable of charging 6 batteries or 6 batteries and radios simultaneously. b) Multi unit chargers must be 120V AC CSA approved for use in Canada. c) Multi unit chargers should be of the conditioning charger variety. E6. 5 YEAR EXTENDED WARRANTY (a) The bidder shall include the cost to extend the warranty from years 2 through 5 on the schedule of prices. (b) The extended warranty shall include the cost of freight to and from the authorized service depot. (c) Extended warranty shall be an extension of the basic warranty providing the same level of coverage for a total period of 5 years. E7. DOCUMENTATION E7.1 In the event that the equipment bid has been approved as a substitute, in accordance with B5. SUBSTITUTES, and is different in model, make, or revision from existing radio equipment operated and maintained by the City, the supplier shall provide the City, five (5) copies of an operators manual that describes the radio equipment in detail, covering both theory of operation and operating procedures. E7.2 In the event that the equipment bid has been approved as a substitute, in accordance with B5. SUBSTITUTES, and is different in model, make, or revision from the existing radio equipment operated and maintained by the City, the supplier shall provide the City, five (5) copies of a maintenance manual for use by maintenance personnel in carrying out preventative and corrective maintenance. Note: The City currently has documentation for Motorola radios of the XTS3000, MTS2000 and LTS2000 types. If the bidder is uncertain if the City services their model, make or revision of radio, they may contact the Contract Administrator for this information. E8. MOBILE 2-WAY RADIO GENERAL SPECIFICATIONS E8.1 The following are the minimum general specifications the product must meet. (a) The radio must have Industry Canada approval number. (b) Radio case must be made of impact resistant material, sealed to protect the unit from dirt, moisture, vibration and rough handling. (c) The radio shall receive in the MHz band and transmit in the and MHz bands. Radios that can also receive in the MHz band are desirable. (d) The radio shall be APCO 16 compliant and compatible with Motorola SmartZone systems. (e) The radio must be capable of being programmed at the City of Winnipeg Radio Shop. This requirement shall be considered satisfied if limitations are imposed by MTS Communications Limited to limit modification to parameters affecting trunked radio operation. (f) The radio must be equipped with a front panel button that can be programmed as an emergency alert button. (g) The radio shall be equipped with a programmable circuit (time out timer) that would disable the transmitter after a continuous period of transmission in excess of the predefined amount of time.

(i) The radio should be equipped with an external output that could be utilized to provide a remote indication of an incoming call alert or private call. (j) The radio shall allow the connection of one or more external speakers. (k) The radio shall be capable of operating in an analog FM mode using modulation designator 16k0F3E. (l) If the bidder elects to offer a radio that is both analog and digital compatible, the digital section must conform to Motorola s IMBE format for digital modulation. (m) The radio shall be equipped with both a visual and an audible low battery indicator. (n) For digital compatible radios, encryption if offered must meet the DES-OFB standards. (d) Potential Fire Service low tier mobile 2-way radio product models include but are not limited to, the following: Motorola MCS2000 Model l Motorola LCS2000 E8.4 In addition to sections E8.1 and E8.2, the following specifications are applicable to the Fire Service high tier mobile radio only: (a) The high tier mobile radio shall be equipped with a full keypad. The keypad will allow control of the radios features as well as allow the operator unrestricted access to private calling, call alert, and telephone interconnect features. (b) The mobile radio shall be capable of receiving call alerts, private calls and telephone interconnects as per the Motorola Smartzone standard. (c) The radio should be capable of originating Call Alerts, Private Calls and telephone interconnect calls. The target radio IDs and target telephone numbers should be accessible from both memory lists or directly from the keypad. (d) Potential Fire Service high tier mobile 2-way radio product models include but are not limited to, the following: Motorola MCS2000 Model lll E8.5 To maintain compatibility with existing fleet mobile radios, the EMS mobile radio shall be the Motorola MCS2000 model lll. All specifications in sections E8.1 and E8.2 shall be applicable.

9 Page 8 of 10 E8.6 In addition to sections E8.1 and E8.2, the following specifications are applicable to the low tier fixed radio only: (a) The low tier fixed radio should not be equipped with a keypad. A minimum number of controls are desired for this radio. (b) The radio shall be capable of receiving call alerts as per the Motorola Smartzone standard. (c) The radio shall be capable of being programmed with at least 48 trunking talkgroups and 3 conventional channels simultaneously. (d) The radio shall be capable of scanning a minimum of 8 talkgroups. (e) Reception of a private call or a call alert shall trigger a switch closure (relay or solid state). (f) A desk tray or mount shall be provided for this radio. This desk tray incorporates a radio mount and a speaker. (g) A power supply used to convert the 120 VAC 60 Hz mains to the required DC voltages shall be provided. (h) Potential low tier fixed mobile 2-way radio product models include but are not limited to, the following. Motorola LCS2000 E8.7 In addition to sections E8.1 and E8.2, the following specifications are applicable to the high tier fixed radio only: (a) The high tier fixed radio shall be equipped with a full keypad. The keypad will allow control of the radios features as well as allow the operator unrestricted access to private calling, call alert, and telephone interconnect features. (b) The radio shall be capable of receiving call alerts, private calls and telephone interconnects as per the Motorola Smartzone standard. (c) The radio should be capable of originating Call Alerts, Private Calls and telephone interconnect calls. The target radio IDs and target telephone numbers should be accessible from both memory lists or directly from the keypad. (d) A desk tray or mount shall be provided for this radio. This desk tray incorporates a radio mount and a speaker. (e) A power supply used to convert the 120 VAC 60 Hz mains to the required DC voltages shall be provided. Motorola MCS2000 Model lll E8.8 Mobile Microphones (a) Microphones should have a replaceable coiled cord assembly. (b) Microphones shall have a heavy duty rubber based coiled cord that extends to at least 1.5 meters. (c) Microphones should have noise cancelling characteristics. E8.9 Fixed Station Microphones (a) Microphones should have a replaceable cord assembly (b) Microphones shall have a heavy-duty cord that extends to at least 1.0 meter.

E8.10 Passive External Speakers (a) Speakers shall be impedance matched to the radios. (b) Speakers shall be designed to accept the maximum rated power of the mobile radios. (c) External speakers shall include a heavy-duty cord that allows the speaker to be mounted at least 2 meters from the radio. E8.11 Amplified External Speakers (a) Speakers shall be impedance matched to the radios. (b) Speakers shall be designed to accept the maximum rated power of the mobile radios. (c) External speakers shall include a heavy-duty cord that allows the speaker to be mounted at least 2 meters from the radio. (d) Power output should be greater than 10 watts. E8.12 Programming Software (a) The bidder shall include the cost of software, where necessary, for programming the radio(s). This shall include the original purchase price plus any annual maintenance or license fees. E8.13 Programming Hardware (a) The bidder shall include the cost of any hardware, where necessary, for programming the radio(s) on the schedule of prices. E9. 5 YEAR EXTENDED WARRANTY (a) The bidder shall include the cost to extend the warranty from years 2 through 5 on the schedule of prices.
