2 First Progress Report Mote Marine Laboratory Manatee Research Activities FWC Contract No August 2008 The following represent initial progress reports for manatee research projects being conducted by Mote Marine Laboratory (MML) scientists and collaborators from the Florida Fish and Wildlife Conservation Commission, Fish and Wildlife Research Institute (FWRI).. work is being done under Contract from the Florida Fish and Wildlife Conservation Commission and is administered through the FMRI. The Dr. John E. Reynolds, III, Manatee Research Program Manager at MML, serves as overall project manager and as contact for scientific questions regarding contract work. is the primary contact person for contract questions related to finances. Ms. Dena Smith, MML's Chief Financial Officer, PROJECT TITLE: Photo-identification studies of manatees in southwestern Florida PRINCIPAL INVESTIGATORS: Sheri L. Barton, Jennifer A. Helseth, and John E. Reynolds Activities to date have focused on the continued progress with processing of slide/image field data and the continued efforts towards the complete integration of the Manatee Individual Photo-Identification System (MIPS). We have completed the first round of thorough searches and have made significant progress on the second round of searches for matches with MIPS and DU IDs of slides taken through winter Thorough searches for matches with MIPS and DU IDs for winter are in progress. Initial quick searches for matches have been made for all animals documented through summer In addition, metadata entry has continued on the field images that have been taken since the switch to digital photography in We have completed initial metadata entry in IMatch (initial metadata minimally includes
3 date, location, photographer, and field, sorting, and/or DU or MIPS ID) for all digital images that have been taken through spring 2008 and continue to make progress on the entry of summer 2008 images. In June 2008 we sent Mote Marine Laboratory's (MML) remammg unscanned photographic slides to Boston Photo Imaging, where they were scanned and saved onto an external hard drive as TIFF images for archival purposes. We have made jpg copies of these images, which were then saved onto MML's external hard drive, as well as the USGS FTP site that is shared by the MIPS partnership. The initial metadata entry (animal ID, date photographed, photographer, and unique slide identification) has been completed for these new images. The final metadata verification and image linkage has been completed for the images that were recently matched to MIPS IDs and were shared with FWC staff August We continue to work closely with FWC staff on QA/QC of the image metadata and associated sighting records to ensure the integrity of the data as they are being integrated into the MIPS database. Fieldwork this summer has focused on waters of Manatee and Sarasota counties, especially areas around Palma Sola Bay, Anna Maria Sound, Sarasota Bay, and Roberts Bay. In the fall, we will begin photo-identification surveys at Matlacha Isles and Burnt Store Marina. The various locations in Manatee County and upper Sarasota County will gradually be surveyed less frequently as the number of manatees in the area decrease along with temperature. As temperatures continue to decrease we will begin photo-identification surveys at sites such as Lee County Manatee Park, the lower Orange River, and 10-mile canal.
4 PROJECT TITLE: Manatee Rescue and Verification PRINCIPAL INVESTIGATORS: Greg Early, Victoria Socha The Mote Marine Laboratory Stranding Investigations Program (SIP) provides a 24-hour response to all reports of sick or injured marine mammals along the central west coast of Florida, focusing primarily in Manatee and Sarasota counties. As part of this effort, SIP maintains a 24- hour paging and cellular phone service, and coordinates with state and local law enforcement facilities regarding appropriate procedures for verification of sick, injured, or dead manatees. From July 1, 2008 through August 16, 2008, the SIP responded to 33 manatee-related calls. These reports were received from seven counties, with 85% of the reports originating from Manatee and Sarasota counties (Table 1). During this period, five dead animals were reported (Table 2). 5 PROJECT TITLE: PRINCIP AL INVESTIGATOR: Recreational Boat Traffic Studies - FY Jay Gorzelany Task 1 - Aerial Surveys of Boat Traffic in St. Johns and Flagler Counties. This project task involves the completion of aerial surveys of recreational boat traffic in St. Johns, Flagler, and portions of Duval County which were initiated during FY This task also includes all video transfer and data archiving, GIS mapping, Quality Assurance/Quality Control (QAlQC), spatial analysis, and final report preparation. Aerial survey protocols will follow established methods as outlined in Gorzelany (2005, 2008) and Gorzelany and Flamm (2004). Digital orthoimagery quarter quadrangles (DOQQ) have been obtained for all counties (Albers 2004 True Color, I-meter resolution) from the Florida DEP Land Boundary Infonnation System (LABINS) website. All files have been spatially-referenced and loaded into ArcGIS 9.3 for GIS mapping. A total of 18 survey flights of St Johns / Flagler Counties have been completed to date, of which 15 will be used in the final analysis (Three additional survey flights will be archived). Three additional survey flights are planned during Fall 2008, and two additional survey flights are planned during Winter (n=20 survey flights total). A summary of field sampling and data processing conducted to date is provided in Table 1. Task 2 - GIS Mapping of Aerial Data from Martin and Palm Beach County Surveys. This task involves the digitizing of recreational boat traffic data from aerial surveys conducted along portions of Martin County (the upper St. Lucie River) and Palm Beach County (the Loxahatchee River) during 2006 and A total of 32 aerial surveys will be digitized from archived video footage. The final project deliverable will be a series of 32 revised shapefiles from 16 Martin County and 16 Palm Beach County aerial survey flights.
6 Video footage from all 32 original survey flights of Martin and Palm Beach Counties has been compiled and digitizing of individual survey flights is currently underway. No significant problems have been encountered in processing these data. Task 3: Aerial Surveys of Boat Traffic in Western Pinellas County. Aerial surveys of recreational boat traffic in western Pinellas County will be conducted in order to integrate with manatee aerial survey data being collected concurrently. Aerial survey protocols will follow established methods as outlined in Gorzelany (2005, 2008) and Gorzelany and Flamm (2004). A video reconnaissance flight of western Pinellas County was conducted in June 2008, and the determination of aerial survey boundaries and a standard flight path is currently underway. A final flight path will be determined prior to the first survey flight with input from FWC staff. The first survey flight is tentatively scheduled for September 9, This task will be limited to field data collection and archiving of all survey footage (no GIS mapping).
