Rajaratnam School of International Studies Dress Code: Office Attire ABSTRACT The America s Role in the Indo-Pacific report explores the data of an extensive six-country survey on attitudes towards America, China, Australia, and other major regional actors in the Indo-Pacific. The report reveals a complex picture of public attitudes in Australia, China, Indonesia, Japan, South Korea and India on issues such as American influence under President Donald Trump, international trade, the U.S.-China relationship and the likelihood of conflict in the region. The surveys were administered during the first weeks of March During this period, the global landscape was dominated by events that included the U.S. Presidential election, the lead-up to an Australian Federal election, the slowdown of Chinese economic growth to a new normal, the acceleration of North Korea s nuclear missile testing, the impeachment of South Korean President Park Geun-Hye and the deployment of the Terminal High Altitude Area Defence (THAAD) system on the Korean Peninsula. These events, in the region and beyond, provide the backdrop against which responses were gathered. ABOUT THE SPEAKERS Joseph Chinyong Liow is Dean and Professor of Comparative and International Politics at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. He held the inaugural Lee Kuan Yew Chair in Southeast Asia Studies at the Brookings Institution, Washington DC, where he was also a Senior Fellow in the Foreign Policy Program. Joseph s research interests encompass Muslim politics and social movements in Southeast Asia and the international politics of the Asia- Pacific region. Joseph is the author, co-author, or editor of 14 books. His recent single-authored books are Religion and Nationalism in Southeast Asia (Cambridge University Press, 2016) and Dictionary of the Modern Politics of Southeast Asia, fourth edition (Routledge, 2014). He has a forthcoming book, Ambivalent Engagement: The United States and Regional Security in Southeast Asia after the Cold War, scheduled for publication by Brookings Institution Press in His commentaries on international affairs have been published in Foreign Affairs, Foreign Policy, National Interest, and the Wall Street Journal. In addition to scholarship and analysis, Joseph has also consulted for a wide range of MNCs including Shell, BHP Billiton, Chevron, and Statoil. He sits on the board of several peer-reviewed academic and policy journals and the expert panel of the Social Science Research Council (Singapore), as well as the ASEAN Institute of Peace and Reconciliation. He is currently working on a co-authored book manuscript on Political Islam in South and Southeast Asia. Joseph Liow holds a PhD in International Relations from the London School of Economics and Political Science, an MSc in Strategic Studies from the Nanyang Technological University, and a BA (Hons) in Political Science from the University of Madison-Wisconsin. 2

Gordon Flake is the founding CEO of the Perth USAsia Centre, a position he assumed in January of He was previously Executive Director of the Maureen and Mike Mansfield Foundation, a Senior Fellow and Associate Director of the Program on Conflict Resolution at The Atlantic Council of the United States and prior to that Director for Research and Academic Affairs at the Korea Economic Institute of America. Mr. Flake is editor of the companion volumes One Step Back? Reassessing and Ideal Security State for Northeast Asia 2025 (Mansfield Foundation, March 2011) and Toward an Ideal Security State for Northeast Asia 2025 (Mansfield Foundation, September 2010) co-editor with Park Roh-byug of the book New Political Realities in Seoul: Working toward a Common Approach to Strengthen U.S.- Korean Relations (Mansfield Foundation, March 2008) and co-editor with Scott Snyder of the book Paved with Good Intentions: the NGO Experience in North Korea (Praeger, 2003). He has authored numerous book chapters on policy issues in Asia and is a regular contributor to the press on Asia issues. He serves on the Board of the United States Committee of the Council for Security Cooperation in the Asia-Pacific (USCSCAP) as co-vice Chair of the Board of the U.S. Committee for Human Rights in North Korea on the Advisory Council of the Korea Economic Institute of America, and on the International Advisory Board of the David M. Kennedy Center at Brigham Young University. Mr. Flake was born in Rehoboth, New Mexico. He received his BA degree in Korean with a minor in international relations from Brigham Young University in Provo, Utah. He completed his MA at the David M. Kennedy Center for International and Area Studies, also at B.Y.U. He speaks both fluent Korean and Laotian. Simon Jackman commenced as CEO of the U.S. Studies Centre in April Between 1996 and 2016, he was a Professor of Political Science and Statistics at Stanford University. Jackman's teaching and research centres on public opinion, election campaigns, political participation, and electoral systems with special emphasis on American and Australian politics. His research has appeared in the leading journals of political science, including the American Political Science Review, the American Journal of Political Science, the Journal of Politics, Public Opinion Quarterly, Political Analysis, the British Journal of Political Science, Electoral Studies and the Australian Journal of Political Science. Jackman is the author of Bayesian Analysis for the Social Sciences (Wiley 2009), a widely used textbook on Bayesian statistical methods with an emphasis on applications in the social sciences. From 2009 to 2016, Jackman was one of the Principal Investigators of the American National Election Studies, the world s longest running and most authoritative survey of political behaviour and attitudes, directing this project over both the 2012 and 2016 presidential election cycles in the United States. Jackman is also well known for his work on poll averaging, combining polls over the course of an election campaign to produce better predictions of election outcomes; he partnered with the Huffington Post in the American 2012 presidential election and with Guardian Australia during the 2013 Australian election, supplying exclusive analysis and commentary on pre-election polling. Jackman is also a frequent commentator on American politics in Australia media, regularly appearing on the ABC s The World Today, News 24 and the 7.30 Report. Jackman s current research projects focus on the opportunities and challenges of web-based survey research, the political and scientific consequences of under-representing unlisted or hard- 3

4 to-reach populations in social research, predictive models of political behaviour, and methods for large scale, automated coding and analysis of political speech. Jackman was born and raised in Brisbane, and graduated with first class Honours in Government from the University of Queensland. Jackman earned his doctorate at the University of Rochester and Princeton University. His first academic appointment was at the University of Chicago, followed by a Visiting Fellowship at Australian National University, prior to taking up his appointment at Stanford. Jackman was a Visiting Professor at the U.S. Studies Centre from 2009 until he commenced his role as CEO in In 2013 Jackman was elected to the American Academy of Arts and Sciences. He is a past president and Fellow of the Society for Political Methodology. Along with his wife and two children, he is a citizen of both Australian and the United States of America. Stephen Smith was Federal Member for Perth for the Australian Labor Party from March 1993 until September In a distinguished career spanning 20 years in the Australian Federal Parliament, Professor Smith served as the Minister for Defence, and prior to that, as Minister for Foreign Affairs. In opposition, Professor Smith held a range of Shadow Ministerial positions including Shadow Minister for Trade, Shadow Minister for Resources and Energy, Shadow Minister for Communications, Shadow Minister for Health, Shadow Minister for Immigration, Shadow Minister for Industry, Infrastructure and Industrial Relations and Shadow Minister for Education and Training. Professor Smith is from Narrogin, in rural Western Australia and spent his early years in Narrogin and Southern Cross. He received his secondary school education at Christian Brothers High School Highgate in Perth. Professor Smith completed his Bachelor of Arts and Bachelor of Laws at the University of Western Australia and has practiced as a Barrister and Solicitor in Perth. He then completed a Master of Laws in Public International Law at London University, and subsequently lectured and tutored in Law in London. From 1983 to 1987 Professor Smith was Principal Private Secretary to the Attorney-General of Western Australia. From 1987 to 1990 he was the State Secretary of the Western Australian Branch of the Australian Labor Party. During 1991 and 1992, Professor Smith was Special Adviser to the Prime Minister of Australia and Senior Adviser to the Deputy Prime Minister and Treasurer of Australia, Paul Keating. He is Chair of the Asia Desk of Perth Law firm Lavan and a member of the Government and Public Sector Advisory Board for Ernst and Young Australia. Professor Smith was also on the board of Hockey Australia from November 2013 to November 2016, and maintains an active interest in cricket, hockey and Australian rules football. He is a proud member and keen supporter of the Fremantle Dockers football club. 4

5 Dino Patti Djalal is a career diplomat and ambassador, best-selling author, accomplished academic, youth activist, app designer (Itunes: "diplomat to do"), Presidential hopeful, and former Vice-Minister for Foreign Affairs. Dino Patti Djalal was born in Belgrade, Yugoslavia on 10 th September 1965 into an Indonesian diplomatic family. As son of diplomat, he lived in Jakarta, Yugoslavia, Guinea, Singapore, Washington DC, New York, Ottawa, Vancouver. As a diplomat, he was posted to London, Dili, Washington DC. Throughout his life, Dino Patti Djalal has had a mix of Islamic as well as western education. He went to Muhammadiyah elementary and Al-Azhar junior high school, and completed his high school in McLean, Virginia. Subsequently, he earned his Bachelor's Degree in Political Science from Carleton University (Ottawa, Canada); a Masters Degree in Political Science from Simon Fraser University (Vancouver, Canada), and a Phd in International Relations from the London School of Economics and Political Science (London, UK). Dino Patti Djalal joined Indonesia's Department of Foreign Affairs in He quickly rose through the ranks, with postings in London, Dili and Washington DC. In 2002, he was appointed Director for North American Affairs. In 2004, when President Susilo Bambang Yudhoyono began his term, Dino was appointed Special Staff of the President for International Affairs. In that capacity, Dino assumed many roles: Presidential spokesperson, foreign policy adviser to the President, speechwriter. Dino kept this job for 6 years until 2010, making him the longest serving Presidential spokesperson in Indonesia's modern history. From 2010 to 2013, Dino served as Indonesia's ambassador to the United States, where he succeeded in elevating bilateral relations to a Comprehensive Partnership. In early 2014, Dino joined the Convention of the then ruling party Partai Demokrat to select a Presidential candidate. Dino campaigned as an independent and was not a party member of Partai Demokrat. In June 2014, Dino was appointed Vice Minister for Foreign Affairs, until October that year. In 2012, Dr. Dino won the prestigious "Marketeer of the Year", an award that was won by President Joko Widodo when he served as mayor of Solo. In 2010, Dr. Dino received Bintang Jasa Utama, the state's second highest order of merit; and in 2014, he received Bintang Mahaputra Adiprana, the state's highest medal for meritorious service. Dr. Dino has authored 9 books. Most well known is "Harus Bisa", a book about leadership, which became a national best seller in Indonesia with some 2 million copies sold, and translated into English, Mandarin, Korean, Russian, French, Arabic, Japanese. Dr. Dino is also Chairman of the Board of Directors, World Resources Institute (WRI) Indonesia, and he heads the Indonesian side of the Indonesia-India Eminent Persons Group. He also founded Foreign Policy Community of Indonesia (FPCI) in Dr. Dino is also widely known as the father of Indonesian Diasporas, given his role in launching the first World Congress of Indonesian Diasporas in Los Angeles in Dr. Dino is a Guinness World Record Holder for the largest angklung ensemble, which he organized in 2011 at the National Monument in Washington DC. With over 250,000 followers, Dr. Dino has been called "the twitter ambassador". Dr. Dino is married to Rosa Rai Djalal and they are blessed with 3 children. They live in Jakarta, Indonesia. 5

6 Kang Chungku is a senior research associate at the Asan Institute for Policy Studies. Prior to joining the Asan Institute, he was a research assistant at the Korea Dialogue Academy in Seoul. He earned both an M.A. in Sociology and a B.A. in English at Korea University. His research interests include quantitative research methods, survey design, and statistical data analysis. Dhruva Jaishankar is Fellow, Foreign Policy at Brookings India in New Delhi. In this capacity, he manages Brookings India's activities related to international affairs. In addition to Indian foreign policy, Jaishankar's work encompasses Asia-Pacific security, U.S. foreign policy, international relations in theory and practice, and the impact of technology on security and politics. Jaishankar is a regular contributor to the Indian media (including The Times of India, Mint, NDTV, Economic Times, The Indian Express, and Dainik Bhaskar) and has contributed to several international publications (including The Washington Post, Foreign Policy, The New York Times, The Globe and Mail, The Atlantic, The Straits Times, and Survival). He has also been featured in reports or broadcast programmes by the BBC, Bloomberg, CCTV, CNBC, Channel News Asia, The Financial Times, The New York Times, NPR, PBS, The Wall Street Journal, and The Washington Post. Jaishankar was a Transatlantic Fellow with the German Marshall Fund (GMF) in Washington DC from 2012 until 2016, where he managed the India Trilateral Forum, a regular policy dialogue involving participants from India, Europe, and the United States. From 2009 to 2012, he was programme officer for Asia with GMF. He previously worked as a research assistant at the Brookings Institution in Washington and as a news writer and reporter for CNN-IBN television in New Delhi. He has been a Brent Scowcroft Award Fellow with the Aspen Strategy Group and was a Visiting Fellow with the South Asia Programme of the S. Rajaratnam School of International Studies at Nanyang Technological University in Singapore. Jaishankar is a member of the International Institute for Strategic Studies. He has participated in the IISS-SAIS Merrill Center Young Strategists Program (2013) and the Asian Forum on Global Governance (2016). He holds a bachelor's degree in history and classics from Macalester College, and a master's degree in security studies from Georgetown University. Ang Cheng Guan is presently Head, Graduate Studies at the S. Rajaratnam School of International Studies. Prior to this he was Associate Professor and Head, Humanities and Social Studies Education Academic Group of the National Institute of Education (HSSE/NIE). He is the author of Vietnamese Communist Relations with China and the Second Indo- China Conflict, (Jefferson : MacFarland, 1997, reprinted in paperback, 2012), The Vietnam War from the Other Side: The Vietnamese Communists Perspective (London: RoutledgeCurzon, 2002, paperback 2006), its sequel, Ending the Vietnam War: The Vietnamese Communists Perspective (London: RoutledgeCurzon, 2004, paperback 2006); Southeast Asia and the Vietnam War (London: Routledge, 2010, hardback, paperback and e-book); Lee Kuan Yew s Strategic Thought (London: Routledge, 2013, hardback, softback and e- book) and Singapore, ASEAN and the Cambodia Conflict, (Singapore: NUS Press, 6

7 2013); (co-edited with Barry Desker) Perspectives on the Security of Singapore: The First 50 Years (World Scientific/Imperial College Press, 2015). He has published in edited volumes as well as in journals including Asian Survey, Journal of Contemporary History, War and Society, War in History, Australian Journal of International Affairs, Security Dialogue, Southeast Asia Research, Cold War History, Asian Security and the Journal of Southeast Asian Studies. He was a Gerald R. Ford Foundation Research Grant Award recipient (Fall 2005), Fulbright Singapore Researcher award recipient ( ) and a Woodrow Wilson Public Policy Scholar ( ). He is also a recipient of the Public Administration Medal (Bronze) and the NIE Excellence in Teaching Commendation (2013). His forthcoming book, Southeast Asia s Cold War: An Interpretative History will be published in 2017 by Hawaii University Press. He is currently working on the sequel, Southeast Asia after the Cold War: A Contemporary History. 7
