3 About the Moderators and Speakers Chairman, Centre for International Law, National University of Singapore and Co-Chair, China-Singapore Forum is currently Ambassador-At-Large at the Ministry of Foreign Affairs; Special Adviser to the Institute of Policy Studies; and Chairman of the Governing Board of the Centre for International Law at the National University of Singapore (NUS). He is the Chairman of the International Advisory Panel of the Asia Research Institute (NUS) and Chairman of the Advisory Committee of the Master s Degree on Environmental Management (NUS). He is also the Co-chairman of the Asian Development Bank s Advisory Committee on Water and Sanitation. He is Rector of the Tembusu College, at NUS, and Chairman of the Board of Directors of the SymAsia Foundation of Credit Suisse. He had served as Dean of the Faculty of Law of NUS, Singapore s Permanent Representative to the United Nations in New York, Ambassador to the United States of America, High Commissioner to Canada and Ambassador to Mexico. He was President of the Third UN Conference on the Law of the Sea and the Chairman of the Preparatory Committee for and the Main Committee of the UN Conference on Environment and Development. He was the founding Chairman of the National Arts Council, founding Executive Director of the Asia-Europe Foundation and former Chairman of the National Heritage Board. He was also Singapore s Chief Negotiator for the US-Singapore Free Trade Agreement. He acted as Singapore s Agent in two legal disputes with Malaysia. He has chaired two dispute panels for the WTO. He is the Co-Chairman of the China-Singapore Forum and the Japan-Singapore Symposium. In 2006, Prof Koh received the Champion of the Earth Award from UNEP and the inaugural President s Award for the Environment from Singapore. He was conferred with honorary doctoral degrees in law by Yale and Monash Universities. Harvard University conferred on him the Great Negotiator Award in Former Assistant Minister of Foreign Affairs, China and is Vice Chairperson of the China Soon Ching Ling Foundation and Vice President of the China Public Diplomacy Association. He was staff member of the Department of Asian Affairs, Ministry of Foreign Affairs (MFA) from 1976 to He worked as staff member and later Attaché, at the Chinese Embassy in the Socialist Republic of Vietnam from 1978 to He served as Attaché, Third Secretary, Deputy Office Director and First Secretary of Department of Asian Affairs, MFA from 1982 to From 1991 to 1993, he was First Secretary at the Chinese Embassy in the Socialist Republic of Vietnam. From 1993 to 1997, he served as First Secretary and later Minister Counsellor at the Chinese Embassy in the Republic of Singapore. From 1997 to 2000, he was Deputy Director General of the Department of Asian Affairs, MFA. From 2000 to 2001, he studied in Georgetown University, USA. He served as Ambassador Extraordinary and Plenipotentiary of China to Malaysia from 2001 to He was Director General of the Department for Diplomatic Missions Abroad from 2003 to 2004, Executive Deputy Secretary of the Department for Party-related Affairs from 2004 to 2006, Director General of the Department of Asian Affairs from 2006 to 2008 at MFA. 4 Mr Manu Bhaskaran Adjunct Senior Research Fellow, Institute of Policy Studies, Lee Kuan Yew School of Public Policy, National University of Singapore Mr Manu Bhaskaran is a Partner of the Centennial Group, a strategic advisory firm headquartered in Washington DC and, as Founding CEO of its Singapore subsidiary Centennial Asia Advisors, he coordinates the Asian business of the Group which provides in-depth analysis of Asian political and macroeconomic trends for investment institutions, government agencies and companies with interests in Asia, leveraging on his more than 30 years of studying Asia. Mr Bhaskaran is also Adjunct Senior Research Fellow at the Institute of Policy Studies in Singapore where his main interests are in analysing macro-economic policy frameworks in Singapore. Prior to Centennial, Mr Bhaskaran held senior positions at Societe Generale s Asian investment banking division where he supervised Asian economic and investment strategy analyses and was a member of the Executive Committee in charge of Asian equity research. In his 12 years with the firm, Mr Bhaskaran helped to establish its business presence in Southeast Asia and in South Asia while also helping to develop the firm s highly rated equity and economic research. Prior to that, Mr Bhaskaran worked for the Singapore government, supervising a team that prepared strategic political and economic assessments of Asia for senior Singapore government officials. Mr Bhaskaran holds a range of other positions. In terms of public service, he served as Chairman of a high-level government committee reviewing the regulation of moneylenders in Singapore and is also a Member of the Competition Appeals Board, Singapore. In addition, he is a Member of the Regional Advisory Board for Asia of the International Monetary Fund; Trustee of the Asia Foundation in Asia; Member of the Board of Advisors, School of Economics, Singapore Management University; Council Member, Singapore Institute of International Affairs (SIIA); and Vice-President, Economics Society of Singapore. In the latter capacity, Mr Bhaskaran helped to organise the first French-Singapore Economic Roundtable with Le Cercle des Economistes of France. Mr Bhaskaran also serves on the board of several companies whose businesses span the ASEAN region. Mr Bhaskaran was educated at Magdalene College, Cambridge University where he earned an MA (Cantab) and at the John F Kennedy School of Government at Harvard University where he obtained a Masters in Public Administration. He is also a Chartered Financial Analyst. Prof Wang Wen Professor & Executive Dean, Chongyang Institute for Financial Studies, Prof Wang Wen is Professor and Executive Dean of Chongyang Institute for Financial Studies, Renmin University of China (RDCY). Under his direction, RDCY has been on the list of the 150 Top Global Think Tanks by University of Pennsylvania for three consecutive years. Prof Wang has visited nearly 100 countries (including South Pole) and conducted extensive researches and field investigations, met with Presidents and Prime Minister in more than thirty countries. He was co-chairman of T20 in 2016 and currently the managing director of the Silk Road Think Tank Association (SRTA). Prof Wang Wen is an influential think-tank scholar in China whose reports have been approved by Chinese policy-makers for dozens of times. Besides, he is now the consultant expert for several Chinese government ministries including the People's Bank of China, the Ministry of Foreign Affairs, the Ministry of Finance and Ministry of Commerce etc. In the year 2016, Prof Wang was invited to be the one of the ten speakers to participate the symposium on philosophy and social sciences hosted by President Xi Jinping. He won the honor of 2014 Top Ten Figures of Chinese Think Tank, 2015 China Reform and Development Pioneers, 2016 Influential Figures of Chinese Think Tank, 2017 Chinese Famous Academic and Cultural Scholar and so on. Prof Wang Wen specialized in global governance, major power relations, green finance and macroeconomics policies. He is also the Secretary-General of Green Finance Association of China, Consultant Fellow at Counselors Office of the State Council of China and so on. He used to be the Page 4 of 5

5 reporter of People s Daily, the most important newspapers in China, from 2005 to Prof Wang worked as Chief Op-eds Editor and Editorial Writer at Global Times, one of the most best-selling newspapers under the People s Daily, from 2010 to 2013 and won the China News Awards in He has become the head of RDCY since Prof Wang Wen has edited and independently written over 30 books including A Promising China-A Think-tank Scholar s Global Speech (2017), Green Finance for the Belt and Road Initiative (2017), Eurasian Era (2014), G20 and Global Governance (2016) and a few of books are best-selling of the year. Dr Lam Peng Er Senior Research Fellow, East Asian Institute, National University of Singapore Dr Lam Peng Er is Senior Research Fellow at the East Asian Institute, National University of Singapore. He obtained his PhD from the Columbia University. His latest single-authored book is titled Japan s Peacebuilding Diplomacy in Asia: Seeking a More Active Political Role (New York and London: Routledge). Dr Lam has also published in journals such as Pacific Affairs, Asian Survey and Japan Forum. He was a Visiting Scholar at the China Foreign Affairs University in Prof Su Hao Professor, China Foreign Affairs University, China Prof Su Hao is Distinguished Professor in the Department of Diplomacy and founding Director of the Centre for Strategic and Peace Studies at the China Foreign Affairs University. He was Chairman of Diplomacy Department, Director of China s Foreign Relations Section, General Secretary of East Asian Studies Centre, and Director of the Centre for Asia-Pacific Studies within this university. He is also affiliated with institutions in China, such as President of Beijing Geopolitical Strategy and Development Association, Member of Chinese Committee for Council of Security Cooperation in the Asia-Pacific and Pacific Economic Cooperation Council; Board Member of China Association of Arms Control and Disarmament, Pacific Society of China, China Association of Asian-African Development Exchange and China Association of China-ASEAN. He received his BA in history and MA in international history from Beijing Normal University and PhD in international relations from China Foreign Affairs University. He took his advanced study in the School of Oriental and African Studies, University of London in ; and was a Fulbright scholar in the Institute of War and Peace Studies of Columbia University, and in the Institute of East Asia of University of California at Berkeley from 2001 to 2002; and a Guest Professor in the Department of Peace and Conflict Studies of Uppsala University in Sweden in 2004, Faculty of Society and Design of Bond University in Australia in 2014, Department of Politics of LUISS University in Italy in 2015 and Aoyama Gakuin University in Japan in His specialties are diplomatic history of China, China s foreign and security policy, strategic studies, international relations in the Asia- Pacific region, and East Asian integration.
