A paycheck is a livelihood to each of us. And a NYSID job is a connection to a greater livelihood than might otherwise be available to people with disabilities, a vastly underemployed segment of New York s capable workforce. The individuals who received our 2012 William B. Joslin Outstanding Performance Award and Employee of the Year Awards encountered the challenges of unemployment in their respective searches for gainful work and independence. Their stories and words echo NYSID s 2012 theme going forward: Changing Lives, One Job at a Time! Preferred Source jobs bring stability to communities across New York, enriching our state as a whole. In 2012, NYSID jobs changed 6,979 individual lives through gainful employment and $51.8 million in combined annual wages. Once again, we ve reached new highs in total wages and average hourly wage paid to NYSID Preferred Source workers, an amazing earnings capacity which increased 10% over the previous year. We all know that New York State benefits significantly by having a workforce which includes individuals with disabilities. NYSID will continue connecting New Yorkers with disabilities to the right job in the right environment, allowing them to flourish both professionally and personally. Your active commitment as NYSID members and supporters in this endeavor is more than simply appreciated it is critical to ensuring job opportunities for those who look to the Preferred Source Program to thrive as an employed New Yorker. For the second year in a row, we are proud to report 10% growth in our Preferred Source solutions. We delivered on more contracts than ever before, expanded into new markets and transitioned our workforce with New York s changing employment landscape, a business blueprint which continues to serve our people-centric program well. This outstanding 2012 business perfor mance steered employment to comparable best-ever indicators, resulting in a business year of which we can all be proud. More contracts, more jobs NYSID Preferred Source solutions have more than doubled in the past 10 years, as evidenced by more than respectable performance measures: 1,960 contracts for Preferred Source solutions $194 million in overall business 289 new 2012 customer satisfaction opportunities Four hundred net jobs resulted from new 2012 business, with continually increasing service relationships having the greatest influence on overall employment. Across the state, we began numerous new contracts which contributed to an impressive jobs total over the previous fiscal year: Office Temps: 102 new jobs at the NYC Human Resources Administration [Goodwill Industries of Greater NY/Northern NJ]. Digital Imaging: 24 new jobs for Westchester County Department of Social Services [Westchester Arc/eDocNY]. Janitorial: 16 jobs at Stony Brook University, taking this SUNY campus to an all-time high of 100 jobs across its three divisions [F E G S/ American Maintenance partnership]. In 2012, we renewed 39 customer relationships which had concluded their initial contract terms. We also worked diligently with our member agencies and customers to ensure that all individuals working on public works contracts were paid in accordance with prevailing wage requirements published by the NYS Department of Labor. Successfully negotiating new contract terms and wage rates maintains the livelihoods of hundreds of New Yorkers with disabilities as they positively impact state and local procurement budgets. We also remain committed to sustaining the commodity side of Preferred Source solutions, where more than 1,600 individuals performed NYSID jobs in In the face of statewide restructuring of procurement procedures, we stepped up efforts toward member-to-member purchases of products, more than doubling the preceding year. We also sought new customers through targeted marketing efforts, introducing the benefits of Preferred Source goods and services. What could be better measures of organizational success than the greatest number of contracts under way and inspiring performance by New Yorkers in support of state and local government procurement budgets? They are the way we satisfy state government purchasers and build momentum for Preferred Source business solutions. Whether a new contract introduces more production work into a member agency facility or new service positions in the community, Preferred Source workers have options for rewarding employment and commensurate pay. In 2012, this dedicated workforce put its hands on thousands of products and delivered millions of hours providing temporary office support, cleaning buildings, digitizing records, processing mail, maintaining lawns, laundering linens, and much more. Employment grew by 10% this past year, concluding with impressive new Preferred Source livelihood measures: 3,978,888 employment hours $51,784,714 total wages A weighted average hourly wage of $13.01 The 2012 NYSID Preferred Source workforce earned $21 million more than 10 years ago, greater employment as a result of double the number of contracts over that same timeframe. Our objective is to continue this upward trend in support of an enduring job creation mission and vision of 10,000 Jobs By Job creation efforts must respond to the changing face of New York s workforce. To that end, NYSID supports job creation for service veterans through our member agencies and assists other support programs, promoting quality of life for veterans as they reintegrate into the New York State workforce. In addition, NYSID collaborates with MWBE firms not only to increase employment opportunities for New Yorkers with disabilities, but also to facilitate access to state government contracts and MWBE goal achievement for state agencies. 4 New York State INduStrIeS for the disabled, INC.
7 Amanda Faulkner, The Arc Otsego (Oneonta) New York s fiscal health and that of individual communities are improved when individuals with disabilities pursue gainful work and careers. A recent Economic Impact Study assessed the direct economic effect of NYSID Preferred Source opportunities to our state over a 10-year period, concluding that NYSID sales make a positive contribution to jobs and income in New York. NYSID sales have supported 33,000 full-time jobs and pumped over $1 billion in earnings into the economy. Throughout the course of the study, one overriding characteristic of workers with disabilities stood out: the desire to work. Moreover, one survey respondent indicated that integrating workers with disabilities into a business s workforce improved the efficiency of all workers. As taxpayers rather than recipients, New Yorkers with disabilities contribute to the overall economic multiplier effect that plays a vital and supportive role in New York s ongoing fiscal recovery. In this difficult economic climate, the efforts of our member agencies and private sector business partners provide opportunities for this vastly underemployed cross-section of New Yorkers to increase their livelihoods. These efforts, along with the support of our valued Preferred Source customers and State legislators, have never been more important. annual report
8 Catherine Allen, E-BizDocs (Menands) New Directions, New Jobs NYSID is firmly committed to assisting our member agencies and private sector business partners in maintaining a competitive edge in the Preferred Source marketplace and beyond government procurement toward greater job creation. Corporate partnering itself will continue as a solid strategy for expanding skill sets for New Yorkers with disabilities into new opportunities, serving as a model for private business ventures such as franchising. Focus on facility-based work opportunities that are price competitive and increase wages paid to this important segment of workers is extremely critical today. Our financial assistance measures through loans and grants allow members to make changes to equipment and procedures which raise the bar of capability and competitiveness. We are also working with strategic sourcing consultants in sourcing materials to reduce costs and finding opportunities which may create employment for those who choose this setting. Another avenue of process improvement to sharpen competitiveness is uniting higher education institutions and member agencies through CREATE (Cultivat- ing Resources for Employment with Assistive TEchnology), our new assistive technology competition. The pilot phase concluded in 2012 and we re looking forward to a statewide initiative of college engineering students and NYSID member agencies collaborating on real-time work/life improvements for New Yorkers with disabilities. NYSID s total membership is now at an all-time high of 166 member agencies and private sector business partners, our greatest resource for building on the momentum of the past two years growth. 9 CUSTOMERS OF THE YEAR State GoVerNMeNt agency of the Year The State University of New York at Stony Brook is commended for a 25-year association with NYSID Preferred Source procurement across its three divisions, creating diverse employment opportunities for New Yorkers with disabilities. Stony Brook is an exemplary role model throughout the SUNY system toward this commitment. On a given day, more than 100 Preferred Source jobs provide important services in support of Stony Brook s many missions. People with disabilities clean academic, athletic and health care buildings, maintain the exterior needs of various facilities, launder uniforms and linens, scan confidential student and patient records, provide secure document destruction, assemble IV starter kits, and more. Stony Brook also purchases a number of custom NYSID apparel items. Stony Brook brings their procurement needs to us because our Preferred Source solutions more than meet their needs. This is clearly illustrated by more than 35 individual 2012 contracts totaling $8 million that put people to work in jobs supporting Stony Brook missions of service to New York students and families. In every instance of working together with NYSID, we have achieved very high goals by operating as a partnership. We are very proud to be recognized by your organization for this 25-year relationship. ~ Gary Dasaro, Director of Hospital Purchasing local GoVerNMeNt agency of the Year NYSID s relationship with Westchester County spans over two decades, with each new contract creating more jobs for New Yorkers with disabilities. Whether cleaning the Daronco Courthouse and Low Rise Building, scanning documents for the County Clerk s Office, providing numerous office products, or cleaning the Westchester Community College campus, this wide-ranging support of Preferred Source solutions benefits the County and its taxpayers. The 2012 total Preferred Source procurement by Westchester County exceeded $3.8 million in goods and services through seven individual NYSID member agencies, resulting in 65 jobs for New Yorkers with disabilities. Westchester is honored to receive NYSID s Local Government Agency Customer of the Year Award. A vibrant economy needs the contributions of all workers, including those with disabilities. 12 Excellence Embodied: The William B. Joslin Outstanding Performance Award Ana Cortorreal of Fedcap Rehabilitation Services in Manhattan is the ninth recipient of NYSID s highest people-centered award. Seeking greater work opportunities than those available to deaf individuals in her native Dominican Republic, Ana came to the U.S. more than eight years ago. Her husband, who is also deaf, encouraged Ana to contact the ACCES-VR office of the NYS Department of Education, which referred her to Fedcap s custodial training program. She soon began working on a NYSID Preferred Source contract with the Long Island Rail Road (LIRR), where she has since garnered attention for her ability to be a team player, wicked sense of humor, and overall phenomenal work ethic. The LIRR system serves more than 66,000 commuters a day, creating a never-ending stream of foot traffic, mountains of trash and a uniquely challenging work environment. Despite these challenges, Ana is a highly productive employee who rates as beyond outstanding with supervisors. She completes assignments in less than the allotted time, communicates and asks for additional work whenever she finishes early, proactively approaches projects, and is especially good at improvising on the fly. Her smile and hard work often draw the attention of LIRR staff recently, the ticket office commended her performance. The vastly improved livelihood as an LIRR team member allowed Ana, her husband and their son a hearing 4-year-old who currently speaks fluent English and Spanish, in addition to sign language to move into their own apartment. After a year and a half with LIRR, Ana s team members and supervisors consider her a star and note that if you did not know in advance she had a disability, it would be hard to tell at all. In this way, Ana embodies what the Joslin Award is about her life and that of her family have been made better with the help of NYSID, and the LIRR has gained an invaluable team member in Ana. Ana s distinction as the 2012 William B. Joslin Outstanding Performance Award recipient was recognized by the Daily News during National Disability Employ ment Awareness Month in October In previous job attempts, I was very frustrated and Fedcap has helped me find myself. To be able to support my family is wonderful. 14 MEMBER AGENCY OF THE YEAR GoodwIll INduStrIeS of Greater NY & NortherN NJ/GoodteMpS william forrester, president & Ceo Goodwill s connection to NYSID Preferred Source jobs can easily be characterized by a 25-year commitment to a shared mission toward NYC residents with disabilities. Over the years, Goodwill has grown its Preferred Source contracts by city government agencies with competent workforces for temporary office, janitorial and messenger services. Recognizing that temporary office work would offer NYC residents with disabilities the widest range of employment opportunities, Goodwill established the GoodTemps employment division in This has only strengthened its NYSID partnership over the years, so much so that 42 total Goodwill contracts were underway in 2012, employing 1,284 people in jobs that recognized each individual s full potential. GoodTemps can be proud of several noteworthy 2012 contracts including temporary services for the NYC Human Resources Administration, the NYC Board of Elections and the Metropolitan Transportation Authority which helped these important customers provide vital services while creating hundreds of new jobs for individuals with disabilities.
