2 PROGRAM CHAIR Michael Ernst, Senior Vice President Clean Power Inc. 2 Rawson Place, Shrewsbury, MA Cell: (508) mernst@poweradvisoryllc.com Mr. Ernst has over 30 years of energy experience as an environmental attorney for state agencies, a law firm, an independent transmission company and now as senior consultants for Tetra Tech, Clean Power Inc., where he supports international wind and solar development. As Director of Regulatory Affairs for the Tetra Tech Energy Program, Mr. Ernst supports siting and permitting for various proposed onshore and offshore wind farms and transmission lines and cables, including the Deepwater Wind Block Island, Rhode Island offshore wind farm, the Dominion Virginia offshore turbines, and other projects off the Atlantic Coast. Mr. Ernst helped lead policy analysis for three U.S. Department of Energy funded annual Offshore Wind Market Analysis and Supply Chain Studies and the 2014 DOE Wind Vision Report. He is an active member of the Offshore Wind Development Coalition and AWEA Offshore Wind Working Group since Mr. Ernst has a J.D. from Northeastern University School of Law in Boston and B.S. from Davidson College in Davidson, North Carolina. SPEAKERS Jack Clarke, Director of Public Policy Mass Audubon 6 Beacon Street, Suite 1025, Boston, MA (617) jclarke@massaudubon.org Jack Clarke is Director of Public Policy & Government Relations for Mass Audubon. Mass Audubon is among the oldest and largest state conservation NGO s in Northeast United States. He worked for the US Department of the Interior/National Park Service at Cape Cod National Seashore for almost a decade seasonally and received their Outstanding Achievement Award. He later worked as a liaison between the Massachusetts Secretary of State s Office and what is now the Cape Cod Commission where he established and managed Barnstable County s Historic Preservation Program. Following that, he served thirteen years and three governors, both Republican and Democratic, in the Massachusetts Executive Office of Environmental Affairs, the last five of which he was the Bay State s Assistant Director for Coastal Zone Management. In that capacity, he served as acting Assistant Secretary, held a gubernatorial appointment as the Commonwealth s representative to the Interior Department s oil and gas Outer Continental Shelf Advisory Committee, helped draft and pass legislation to establish Cape Cod s regional regulatory planning agency, oversaw the state s National Estuary Programs for Massachusetts and Buzzards Bays, supervised the Massachusetts Harbor Management Program, held a gubernatorial appointment as the state s voting representative on the Martha s Vineyard Commission, and was on the staff of the Massachusetts Emergency Management Agency. He also negotiated and wrote the state and nation s first comprehensive Guidelines for Barrier Beach Management. Mr. Clarke helped draft and pass the Massachusetts Rivers Protection Act; Community Preservation Act; first-inthe-nation comprehensive ocean management law; and four environmental bonds, the last of which was $2.2 billion. He has also worked internationally on a variety of environmental matters including in Northern Ireland and Israel. For his work on behalf of the environment, Mr. Clarke has received commendations from: the US Department of the Interior, and US Environmental Protection Agency; the American Planning Association; Massachusetts Land Trust Collaborative; Environmental League of Massachusetts; Massachusetts Association of

3 Conservation Commissions; Association to Preserve Cape Cod; Clean Power Now; Massachusetts State Senate and House of Representatives; Massachusetts Environmental Police; and the City of Boston. With an office on Boston s Beacon Hill, Mr. Clarke has held and continues to hold a variety of appointments to state committees, commissions, and boards including on the Environmental Crimes Task Force; Environmental Law Enforcement Review Panel; and Affordable Housing Task Force. Most recently, he was re-appointed by the Governor to chair the Massachusetts Ocean Advisory Commission. He is also a gubernatorial appointee to the Special Commission on Coastal Erosion. Mr. Clarke earned his Bachelor and Masters degrees with honors from Boston College in American History and American Studies respectively. Curtis Fisher, Northeast Region Executive Director National Wildlife Federation 149 State Street, Suite 1, Montpelier, VT (802) fisherc@nwf.org Curtis Fisher directs NWF s Northeast Regional Center. Prior to joining NWF, Curtis was Chief of Staff at the New Jersey Department of the Public Advocate where he managed a cabinet-level department dedicated to advocating on behalf of the public interest, including overseeing the NJ Rate Counsel function. Prior to this position, Curtis was Policy Counselor for the Corzine for Governor campaign where he formulated campaign policy proposals for Jon Corzine s gubernatorial campaign on issues, including energy and the environment policies. From 2002 to 2005, Curtis was Deputy Policy Director for New Jersey s Office of the Governor where he focused on a range of subjects, including clean energy policies and environment protection, including overseeing the New Jersey Board of Public Utilities and Rate Counsel function. From 1993 to 2002, Curtis held various positions at New Jersey Public Interest Research Group including the role of Executive Director from 1997 to Curtis received his law degree from Oregon Law School and holds a Bachelor s degree in History from the State University of New York at Stony Brook. Jeff Grybowski, CEO Deepwater Wind 56 Exchange Terrace, Providence, RI (401) jgrybowski@dwwindcom Mr. Grybowski is the Chief Executive Officer of Deepwater Wind, where he manages the company s portfolio of offshore wind and transmission projects. He has been intimately involved in the development of Deepwater Wind s path-breaking Block Island Wind Farm since its inception in Mr. Grybowski has been at the forefront of shaping the commercial structures and government policies necessary to support offshore wind in the U.S. He plays a key role in the development of federal and state policies governing the leasing, permitting, and commercialization of offshore wind and transmission projects. Through the advancement of the Block Island Wind Farm, Mr. Grybowski has been a leader in establishing the commercial framework for standing up a new renewable energy industry in the United States. Mr. Grybowski previously served as Chief of Staff to the Governor of the State of Rhode Island, where he was the Governor s senior advisor on all matters of state business, including fiscal policy, management of state operations, legislative strategy, and the formation and implementation of executive policies. He previously practiced corporate law at Hinckley, Allen & Snyder in Providence, Rhode Island and at Sullivan & Cromwell in New York, New York. Mr. Grybowski earned an A.B. with Honors in Public Policy from Brown University, a J.D. with High Honors from the University of North Carolina at Chapel Hill School of Law, and served as a Law Clerk to the Chief Judge of the U.S. District Court for the District of Rhode Island.

Mike Jacobs, Chairman Vineyard Power Cooperative (202) mike_windpower@yahoo.com Mike has worked with utility regulators and system operators for over 25 years to expand the energy supply. Mike introduced merchant transmission to power system operators and led the creation of the AWEA Transmission Committee. His wind development work with First Wind in Hawaii includes two grid-connected battery storage systems. Mike worked with National Renewable Energy Lab in as liaison between NREL and FERC. In addition to Chairman of Vineyard Power, Mike works at the Union of Concerned Scientists. He has served on the technical review committees for wind integration studies in Minnesota and New England, as well as renewable industry advocacy boards in the Southwest and Midwest and the board of the Northern Maine Independent System Administrator. Vineyard Power Cooperative, with over 1,350 members, was formed in 2009 and pursues local renewable energy and advocacy for the island community. Rachel Pachter, Senior Advisor for Permitting Offshore MW, LLC 367 Herrontown Road, Princeton NJ 8540 (508) Rpachter@offshoremwllc.com Rachel Pachter has fifteen years of experience in US offshore wind development. She directed and finalized the permitting for the first and only fully permitted offshore wind farm in federal waters of the United States. Rachel has successfully navigated the complex and evolving regulatory processes, represented environmental and regulatory concerns in all aspects of project development including contracting and financing, and led numerous stakeholder outreach efforts. Rachel has directed extensive offshore site investigation work including reconnaissance and design level geophysical and geotechnical surveys and cutting edge avian surveys. Rachel is overseeing the permitting of the BOEM Lease area acquired by OffshoreMW in January She holds a degree in geology from the University of Alaska. John Rogers, Senior Energy Analyst Union of Concerned Scientists Two Brattle Square, Cambridge, MA (617) jrogers@ucsusa.org John Rogers is a senior analyst in the Climate and Energy Program at the Union of Concerned Scientists (UCS) with 25 years of experience in energy and a particular focus on solar, land-based and offshore wind, and

5 natural gas. John s current work includes projects related to solar access and equity, Northeast climate and energy policies, and wind-wildlife interactions. He formerly co-managed the UCS-led Energy-Water Initiative (EW3), a multi-year program aimed at raising awareness of the energy-water connection, and managed UCS s Northeast Clean Energy Project, implementing a range of clean energy and climate policies throughout the region, including renewable electricity standards and the Regional Greenhouse Gas Initiative. John joined UCS in 2006 after working for 15 years on private and public clean energy initiatives, including as a co-founder of a leading developer of clean energy solutions for rural markets, and as a U.S. Peace Corps Volunteer in Honduras. He serves on the board of directors of Renewable Energy Northeast (RENEW), was a co-founder of the American Wind Wildlife Institute, and sits on several other nonprofit boards, advisory boards, and town committees. John earned an A.B. at Princeton University and a master's degree in mechanical engineering at the University of Michigan. Bill White, Senior Director for Offshore Wind Massachusetts Clean Energy Center 63 Franklin Street, Boston, MA (617) bwhite@masscec.com Bill White serves as Senior Director, Offshore Wind Sector Development at the Massachusetts Clean Energy Center (MassCEC). Bill leads MassCEC s efforts on the federal leasing process for offshore wind development, as well as coordinated transmission planning, environmental surveys, met-ocean data collection, and stakeholder engagement efforts related to offshore wind. Additionally, Bill led the construction of the New Bedford Marine Commerce Terminal, a first-in-the-nation facility designed for the staging, assembly, and deployment of offshore wind projects. Previously, Bill served as a Special Assistant to the President in the Clinton White House and worked at the U.S. Department of State. He is a graduate of Boston College s School of Management (B.S.) and Harvard University s John F. Kennedy School of Government (MPA). Frederick Zalcman, Head of Market Development and Government Affairs U.S. DONG Energy Wind Power One International Place, Boston, MA Cell: (617) frzal@dongenergy.com Fred Zalcman is DONG Energy Wind Power s Head of Market Development and Government Affairs for the US. His work focuses primarily on creating robust, self-sustaining markets for offshore wind energy. Zalcman has nearly 30 years of experience in the energy field as an attorney and policy analyst. His career has centered on promoting market structures and regulatory policies that are supportive of energy efficiency, renewable resources and clean distributed generation. Prior to joining DONG Energy, Zalcman was Managing Director of External Affairs for the Eastern U.S. for SunEdison, the world s largest renewable energy developer, where he spearheaded legislative and regulatory efforts resulting in the exponential growth of distributed solar across multiple state markets. Previously, Zalcman was the Executive Director of the Pace Law School Energy and Climate Center, one of the nation s preeminent sustainable energy research, education and advocacy groups. Zalcman has served on a number of gubernatorial, legislative and agency advisory boards providing guidance and counsel on clean energy policy and program development. He has also taught energy and natural resources law, and has written and lectured extensively on energy and environmental matters. The Association of Energy Engineers named him the Northeast Region s Renewable Energy Innovator of Zalcman received a B.A in History from Washington University in St. Louis, and a joint degree in Law and Public Administration from Indiana University.
