1 CITY COUNCIL MEETING City Council Chambers May 16, :00 pm The council met in regular session. The meeting was called to order by Mayor Harris. Members held a moment of silent prayer followed by the Pledge of Allegiance. On roll call, the following members answered present: Harold VanDeMark, Judd Chesnut, Steve Gilkey, Brian Griffith, Mike Hull, Rick Kaderly, Max Simmons and Bill Talbott. Absent: None. Alderman VanDeMark made the motion to approve the minutes of the previous meeting. Alderman Simmons seconded the motion. On vote, all members present voted yes. The Public Good and Welfare portion of the meeting was held. This portion is open to any citizen who would like to address the Council. Rocky McCulloch asked about the amendment to an ordinance for the police department. He also mentioned the water issue. Dr. Winslow discussed his support of the shooting range ordinance. Members reviewed the list of bills. Alderman Chesnut made the motion to pay the bills. Alderman VanDeMark seconded the motion. On vote, all members present voted yes. Alderman VanDeMark seconded the motion. On vote, all members present voted yes. The Municipal Court Report was presented for the month of April Alderman Simmons made the motion to approve the report. Alderman Chesnut seconded the motion. On vote, all members present voted yes. Elaine Davis and the 4-H group made a presentations to the City for benches purchased to place on the square. Mike Winkle and James Nichols discussed the Celebrate Recovery program. Chief Bergman talked about the Police reports. Chief Bergman also requested reimbursement for new Police officers for the expenses of the Police Academy. The City Attorney will review an agreement to allow the reimbursement. The Bad Debts were reviewed. Alderman Chesnut made a motion to publish the bad debts in the newspaper and send for collection. Alderman Simmons seconded the motion. On vote, all members present voted yes The City Administrator requested a budget amendment for LED street lights of $11,051. Alderman Hull made a motion to make the amendment of $11,051 to the budget. Alderman Kaderly seconded the motion. On vote, all members present voted yes. Mayor Harris presented Council Bill No AN ORDINANCE AMENDING SECTIONS 12-4 OF THE CODE OF ORDINANCES TO MAKE WALNUT STREET ONE WAY FROM SEVENTH STREET TO SIXTH STREET RUNNING FROM SOUTH TO NORTH AND TO MAKE SIXTH STREET ONE WAY FROM MAPLE STREET TO WALNUT STREET ONE WAY RUNNING FROM WEST TO EAST, ALL CHANGES BEING EFFECTIVE ON AUGUST 1, 2016.

Alderman VanDeMark made the motion to approve this bill. Alderman Kaderly seconded the motion. On vote, all members present voted yes. Therefore, the Mayor declared said bill had been duly adopted and numbered Ordinance The ordinance was signed and approved by the Mayor and attested by the City Clerk and the seal of the City affixed thereto. Mayor Harris presented Council Bill No AN ORDINANCE TO RE-ENACT SECTION 15-1 OF THE CODE OF ORDINANCES PERTAINING TO DISCHARGE OF FIREARMS RESTRICTED, WITH A FINDING THAT POPULATION DENSITY WITHIN CITY IS SUCH THAT THE USE OF PNEUMATIC GUNS WITHIN THE CITY IS DANGEROUS TO ITS INHABITANTS, AND BY FURTHER AMENDING THE ORDINANCE TO PROVIDE FOR AN EXCEPTION OF THE APPLICABILITY OF THE PROVISIONS OF THIS SECTION TO A SHOOTING RANGE ESTABLISHED UPON THE PREMISES OF THE LAMAR MUNICIPAL AIRPORT. Next, the City Clerk discussed the funds for the new phone system had been approved in the current fiscal year. The request was to sign the agreement with Kansas Communications to complete the project. Alderman Hull made the motion to approve the agreement. Alderman Simmons seconded the motion. On vote, all members present voted yes. The City Administrator requested approval to accept the bid of Bennett Construction for the water line improvement project, in the amount of $23,200. Alderman Simmons made the motion to approve the bid. Alderman VanDeMark seconded the motion. On vote, all members present voted yes. Mayor Harris reviewed the following reports with Council: TATS, Police, Methane Gas Generators, Nuisance Structures, Budget Analysis, Comparison of Bills and Financial, Pooled Cash, Cash and Investment. Alderman Simmons discussed complaints about the drinking water and the cost of drilling a well. Alderman Kaderly also discussed the water. Alderman Talbott mentioned the Thank you in the paper that Chief Bergman had published to recognize the citizens for their help.
10 Presiding Commissioner Mike Davis discussed the agreement between Barton County and the City of Lamar for dispatch services. Mayor Harris asked if there was any more business to come before the council, if not, a motion to adjourn would be in order. Alderman Chesnut made the motion to adjourn.
