1 REGULAR MEETING FEBRUARY 23, 1993 The Board of County Commissioners, Walton County, Florida met in regular session on Tuesday, February 23, 1993 at 9:00 A.M., in the Commission Boardroom of the Walton County Courthouse. The following Board members were present: Chairman Gordon Porter, Commissioner Charles C. Harris, Commissioner Johnnie Moore, and Commissioner Rosier Cuchens. The Board's Administrative Supervisor, Mr. Ronnie E. Bell, and the County's Attorney, Mr. George R. Miller, were also present. Chairman Pridgen called the meeting to order. This was followed by the Lord's Prayer and the Pledge of Allegiance to the American Flag. approve the consent agenda which consists of approving the bills for payment and approving the minutes of February 8 and 9, 1993 as distributed. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, approve the shop mechanics to attend the Mack Schools in Atlanta, Georgia, and the Cat Schools in Montgomery, Alabama. Every employee who earns a certificate will be awarded a ten cent raise per hour. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Mr. Ronnie E. Bell, Administrative Supervisor to the Board, presented the Board with a letter from the Walton County Humane Society requesting an advisory committee be formed with Mr. Bell and one Commissioner serving on the committee to discuss the fee schedule set by the Humane Society. Commissioner Cuchens agreed to serve on the Board with Mr. Bell. The Board agreed to allow the Humane Society to collect the stray dogs and bill Walton County for the pick-up fee of $4.00 per dog with a cap of $10.00 to become effective in March 1993 for a period of sixty days. Chairman Pridgen called to order the advertised Public Hearing regarding adopting a Walton County Litter Control Ordinance. Mr. Mike Barker, Public Safety Director, presented the proposed Ordinance. Chairman Sam Pridgen, Vice- Vice- Chairman Porter had a concern with the section on cars being a nuisance, Section 1A. Mr. George R. Miller, County Attorney, had a few questions regarding the proposed ordinance as well. Mr. Miller agreed to meet with Mr. Barker to work on the language of the Ordinance. Motion by Commissioner Harris, second by Vice-Chairman Porter, to continue the Public Hearing untill

2 2 March 9, 1993 at 9:25 A.M. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Motion by Commissioner Harris, second by Commissioner Cuchens, to table the Public Hearing on Hidden Dunes' proposed change to a Development of Regional Impact (DRI) until March 9, 1993 at 9:20 A.M. The Regional Planning Council and the Department of Environmental Regulations requested the continuation of the Public Hearing. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Motion by Commissioner Harris, second by Commissioner Moore, to declare an old typewriter belonging to the Courthouse Annex, BCC number 755, as surplus property and allow Flowers View Birthing Center to utilize the typewriter. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Harris Aye, Pridgen Aye. Ms. Ann Groham, a Lakewood resident in District 2, appeared before the Board and requested guard rails be placed on the right-of-way in front of her home. Ms. Groham stated that there have been several car accidents on her road which have caused damage to her trailer as well as herself. Mr. Miller stated that the Department of Transportation designed the road and guard rails are installed normally to protect the motorist, not the land owner. Mr. Miller stated that Ms. Groham could install guard rails on her property to protect herself. Chairman Pridgen advised the Board that the District 2 road crew placed poles along the shoulder of the road. Mr. Miller stated that the poles may prove to be more of a hazard and they may need to be removed. Mr. Charles Mixon and Mr. David Jones, residents of Lakewood, voiced their concern regarding the number of accidents on the road and also requested that guard rails be installed on the road for protection. Mr. Mixon asked the Board if they could straighten the road. Speed bumps were also suggested. The Board advised Ms. Groham that Mr. Buddy Wilkinson, County Engineer, would review the situation and perhaps suggest safety features that could be placed on the road. Mr. David Mecklenburg, resident of South Walton County, appeared before the Board and requested a one-time maintenance on Nuid Lane Road. Commissioner Cuchens advised Mr. Mecklenburg that if he would sign a Rightof-Entry Agreement, the District 5 road crew would grade the road on a onetime basis. approve the final plat on Ten Lakes Estates. All the roads within the

3 3 subdivision are private. Mr. Buddy Wilkinson, County Engineer, has approved the plat. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Harris Aye, Pridgen Aye. Motion by Commissioner Harris, second by Vice-Chiamran Porter, to approve a new lease agreement with the South Walton Health Unit which covers a one year lease and four one year options for two offices (197 square feet) at a full service yearly lease rate of $13.00 per square foot. Cuchens Aye, Moore Aye, Porter Aye, Motion by Commissioner Cuchens, second by Vice-Chairman Porter, to waive the tipping fees for six months and allow fifty boxes to be placed at area businesses and governmental offices to be utilized for paper recycling. Motion by Commissioner Cuchens, second by Vice-Chairman Porter, to relocate the Tax Collector to the Courthouse Annex when the Walton County School Board moves to the old Tivoli School. Mr. Perry C. Rutherford, Superintendent of Schools, advised that his offices would be relocated by the end of March, Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, declare a monitored defibrilator from the Ambulance Service as surplus property and allow Dr. Marcene Kreifels to purchase the defibrilator for approximately $2, Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Motion by Commissioner Cuchens, second by Commissioner Harris, to adopt Resolution 93-8 requesting assistance of the Honorable U. S. Senator Bob Graham, Honorable U. S. Senator Connie Mack, and Honorable U. S. Representative Earl Hutto in delaying the closing of four beach-front accesses in Walton County. Also, requesting a Public Hearing be held in Walton County and that the United States Department of Interior have a representative present and that every Walton County resident interested attend if possible. Ayes 5, Nayes 0. Cuchens Aye, Moore Aye, Porter Aye, Commissioner Harris stated that he would like to relocate the District 1 yard to the old Chapel Hill School site. The Walton County School Board now owns the property. Mr. Miller stated that he would proceed in trying to obtain a quit claim deed from the Community Center Members and the Walton County School Board. Commissioner Moore stated that he has two old dump trucks that could be

4 4 declared as surplus property and would like to receive sealed bids on the trucks. Commissioner Harris stated that he also had an old dump truck as well. appoint Charlene Rushing to serve on the SHIP Committee. Mrs. Shirl Williams, Assistant Administrative Supervisor to the Board, advised the Board of a SHIP Committee Meeting scheduled today at 3:00 P.M., to review an Ordinance to be approved by the Board on March 9, Mrs. Williams asked Mr. Miller if the members serving on the SHIP Committee who represent home builders would be allowed to bid on the rehabilitative housing jobs. Mrs. Williams stated that the Committee Members do not have access to the bid information. Mr. Miller stated that he would like to research the situation. Glory Brown, Purchasing Agent, advised the Board of a sign meeting today at 4:30 P.M., at the EOC Building. accept the low bid of $37, from Bullard Excavating, bid number , Chesser Road. Cuchens Aye, Moore Aye, Porter Aye, The Board agreed to advertise for bids on a new truck for the Parks Department. If the State contract price is less than the bids received, the Board agreed to purchase a truck on state contract. Funds to pay for the truck will arrive from contingency funds. Mr. Miller gave an up-date on the Krumpkin Case, Grimes Case, Hicks Case, and the Ferry Case. Motion by Commissioner Harris, second by Vice-Chairman Porter, to grant Atlantic International Aircraft Corporation's request and submit an application to the Florida Economic Development Transportation Fund to assist in selecting a suitable site in Walton County. 5 5 Beth Folta advised the Board of an Interagency Management Committee Meeting on March 12, The Board discussed setting up a Citizens Advisory Committee to consist of five members from Walton County, one member representing the State, and one person representing 1000 Friends of Florida to study which lands should be released by the State and put back into the private sector. Commissioner Moore directed Mr. Bell to study the cost of supplying the County employees with a safety harness belt. Motion by Commissioner Harris, second by Vice-Chairman Porter, to appoint Laverne Camacho to serve as the District 3 representative on the Planning Council, Joe Johnson to serve as the District 4 representative on the Board of Adjustments, and Albert Paris to serve as the At-Large member on the Board of Adjustments.
