1 NOMINEES FOR KCCD EXECUTIVE BOARD President-Elect: DONALD SHAWN MCKENZIE: Shawn began his career with the Department of Corrections in 1996 as a Classification and Treatment Officer at the Eastern Kentucky Correctional Complex. He was promoted to Corrections Unit Administrator I in In 2008 he was promoted again to Corrections Unit Administrator II. He is the former Work Program Director at E.K.C.C. Shawn has been a member of the Kentucky Council on Crime and Delinquency (KCCD) since He co-wrote the chapters by laws and petitioned to have the Cave Run Chapter Charter reinstated in He has served as the Chapter President of Cave Run for six years and has been the President Elect three. He has Co-Chaired the Hospitality room for the 2014, 2015, 2016 & 2017 Conference. Secretary: DeEDRA HART: DeEdra began her career with the Department of Corrections at the Western Kentucky Correctional Complex in 1995 as a Correctional Officer. She has also held the positions of Classification Treatment Officer I & II, Unit Administrator I & II, Offender Information Supervisor, Deputy Warden and Probation and Parole Officer I in District 13 Owensboro Office. She is currently the Warden of Green River Correctional Complex. She has a Bachelor of Science Degree in Criminal Justice and Political Science from Murray State University. She is the recipient of the 2004 Commissioner s Achievement Award and a 2006 and 2012 graduate of the Commissioner s Executive Leadership Program. She is currently serving as the state representative for Kentucky with the Southern States Correctional Association. DeEdra has been a member of KCCD since 2000, has served three (3) terms as Chapter President for the Four Rivers Chapter, twelve (12) terms as Secretary for the KCCD Executive Board and is a four-time recipient of the Mary Frances Cooper Award. Treasurer: BETH MOORE: Beth began her career in corrections at the Marion Adjustment Center, a privately owned facility operated by Corrections Corporation of America. She came to the Kentucky Department of Corrections in 2004 starting as a correctional officer at Northpoint Training Center. She was promoted to Classification and Treatment Officer (CTO) in January In August 2007, she was promoted to CTO II and transferred to the Frankfort Career Development Center (FCDC). Upon the closing of FCDC in 2011, Moore was promoted to Systems Analyst II in the central office IT Department. She was again promoted to Systems Analyst III in 2012 and has been Systems Consultant since January of Beth Moore is a 2002 graduate of the University of Kentucky where she received her Bachelors of Arts degree in Psychology. She went on to receive a Master s of Science degree in Correctional & Juvenile Justice from Eastern Kentucky University in She has been a member of Kentucky Council on Crime and Delinquency (KCCD) since 2005 during that time she has served as State President, Chapter President, Board Member and currently serves as State Treasurer. 1

2 Board of Directors: DAVID BRADLEY: David began his career with the Kentucky Department of Corrections May 1, 2005, at the Little Sandy Correctional Complex in Sandy Hook as a Classification & Treatment Officer. David was also a member of the Hostage Negotiation Team at LSCC. David was named LSCC Employee of the Month in May David also became the KOMS Liaison for the institution in March 2007, where he assisted in the training of over 1000 DOC staff on the new KOMS system. In October 2007, David laterally transferred to Eastern Kentucky Correctional Complex in West Liberty as Classification & Treatment Officer, and was also named the KOMS Liaison for the institution. David transferred to the position of Network Analyst I in June David was named EKCC Employee of the Month in May 2008 and September David was selected to participate in the Commissioner s Executive Leadership Development Program, which he completed in March David was also the P.R.E.A. Compliance Manager for EKCC for nearly 2 years. David was also a part of the Teamwork Award given at the Governor's Ambassador's Awards Banquet, which was given to EKCC employees for their stellar performance in the aftermath of the tornado of March 2, 2012, which destroyed much of West Liberty. In April 2013, David was promoted to Corrections Unit Administrator I and was in charge of the Pre-Release Office, working with inmates going out on early-release (MRS) and parolees; responsibilities he held through July 1, David was then reassigned and was the Assistant Unit Director of Housing Unit B at EKCC. On 8/16/2016, David was promoted to Corrections Unit Administrator II, and he was assigned as Unit Director over Minimum Security and Honor Housing. On 10/25/2016, David was reassigned as Unit Director over Restrictive Housing. David has been an active member of KCCD, and has served as President of the Cave Run Chapter twice, and he was previously an elected member of the Board of Directors of the state board in 2012, and served in 2015 at President-Elect of the State Board and 2016 as President of the State Board. David received the prestigious Mary Frances Cooper award at the 2012 Conference and again at the 2013 Conference. David is also very active in the community. He has held memberships with the West Liberty Kiwanis Club and West Liberty Rotary Club. He is a member of the UK-Morgan County Extension Council, a member of the UK-Morgan County Extension Building Committee, a member of the West Liberty- Morgan County Steering/Business Development Committee, a member of the Morgan County Board of Education District Development Committee, Chair of the Morgan County Sorghum Festival Committee for the past two years, a member of A Walk To Remember committee, and is the web designer for two websites, KCCD and Morgan County Sorghum Festival. David earned his Bachelor's Degree from Morehead State University. David enjoys cooking, grilling, and baking, and he hosts his own local cooking TV show, "MTTV's In the Kitchen with David Bradley", and is currently filming his second season. David also enjoys Lucas Oil Dirt Track Racing, four-wheeling, camping, and fishing. David is married to his wife, Reanna, and they have a 9-year-old daughter, Zoe, who is in the fourth grade at Wrigley Elementary School. 2

3 MIKE CAUDILL: After a career in the field of civil engineering, Caudill joined the Department of Corrections in 2009 in Offender Information Services. In 2010, he was promoted to classification and treatment officer at Blackburn Correctional Complex in Fayette County. He was responsible for conducting orientation for incoming inmates as well as classifying offenders and recommending programs. Caudill was also the first program staff member at the prison to be on the K-9 special response team. In 2011, he transferred to the Division of Probation and Parole as an officer for District 9 in Fayette County. He supervised an offender caseload, prepared pre-sentence investigation reports, and served as the fire/safety officer for the district. In addition, he was a Thinking for a Change facilitator, a re-entry officer, and assisted with PORTAL for District 9. In 2014, Caudill was promoted to the department s Victim Services Branch. As a victim advocate, he responded to daily contacts from victims and traveled the state to conduct training on Kentucky DOC s automated victim notification services. He also assisted with reviewing grants for the state Justice and Public Safety Cabinet. In January 2015, Caudill was promoted to public information officer in the department s Communications Office. He served as a liaison between the department and the news media, prepared press releases and served as the open records coordinator for Central Office. He also helped prepare responses to critical incidents for the commissioner and was assigned special projects by the commissioner. In 2017, Caudill was promoted to Eastern Region Branch Manager in the Division of Probation and Parole. Caudill is a 2000 graduate of University of Kentucky, where he earned his bachelor s degree in integrated strategic communications. He is a member of the 2014 Commissioner s Executive Leadership Program and has served as project coach for the program multiple times. He is a member of Southern States Correctional Association (SSCA) and the Kentucky Council on Crime and Delinquency (KCCD) and has served on the KCCD board of directors. CEDRIC COLEMAN: Cedric began her career with the Department of Corrections at Central Office in Frankfort in 2010 as a Programmer Analyst III. He has a Bachelor of Science in Computer Science from Kentucky State University. He has been a member of KCCD since 2001, and has served one term as Chapter President for Capitol Chapter. Since being an active member of KCCD he has always volunteered his time to help out in any possible for different fundraisers and conferences prior to being appointed Chapter President. JOHN HALL: John began his career with the Department of Corrections in 1998 during his junior year of high school as a temporary employee for the Offender Information Services (OIS) branch. In October 2001 he was hired as a clerk and quickly worked his way up through the ranks. He was promoted to a supervisor s position in Offender Information Services in April He continued his upward trek through the agency, receiving promotions in 2008 and again in 2010 when he was named Offender Information Services branch manager. In 2012, he was promoted to Administrative Coordinator and oversaw the Offender Information and Information Technology Branch. In this capacity, he led both the Offender Information and Information Technology branches along with providing oversight for the KOMS project team. Most recently, he was named Director of the Division of Probation and Parole on November 1 st

4 During his career, Hall has been recognized with numerous awards, including the agency s top award, a Commissioner s Award, in 2004 and again He is a 2009 graduate of the Commissioner s Executive Leadership program and has served multiple times as a mentor and project coach for the program. Hall originally became a member of Kentucky Council on Crime and Delinquency in He was appointed to the board of directors for KCCD in Additionally, Hall has represented the Commonwealth at a National level by serving as a board member for the Corrections Technology Association and as a member of the Institute for Justice Information Sharing (IJIS) Corrections Advisory Committee. He is also a member of the Southern States Correctional Association and American Probation and Parole Association. KRISTIN HARROD: Kristin began her career with the Department of Corrections at Luther Luckett Correctional Complex in 2006 as a Correctional Officer. She has also held the positions of Probation and Parole Officer I and II in District 19, Probation and Parole Assistant Supervisor in District 18 and Corrections Program Administrator in the Reentry Branch. She is currently a Program Administrator for the Department in the Reentry Branch. She has a Bachelor of Science Degree in Justice Administration from the University of Louisville. She was the recipient of the 2008 Commissioner s Achievement Award, a member of the 2009 ACA Audit team, a 2011 graduate of the Commissioner s Executive Leadership Program and recipient of the 2014 Commissioner s Award for Development and Implementation of the Probation and Parole Field Training Officer Program. She has been a member of KCCD since 2013 and served as an appointed board member for KCCD in DOUG HARVEY: Doug began his career in Corrections in 2012 as a Chaplain at Marion Adjustment Center where he also served as a member of the Hostage Negotiation Team (HNT) and Volunteer Services Coordinator. He then moved to state corrections in August of 2013 when he began working at Kentucky State Reformatory as a Chaplain and Volunteer Services Coordinator. Maintaining his role with Hostage Negotiations he was soon selected as the Institutional Team Leader and later Regional Commander. In the fall of 2015, he made a move to the Harold E. Black Training Center as a Training Instructor/Coordinator I and that winter was selected as the State Commander for the Hostage Negotiation Team. In September of 2016 Doug was promoted to Program Administrator for the Curriculum Branch with the Division of Corrections Training before making a lateral move to his current position in the office of Adult Institutions. Doug is a former enlisted Marine and retired Army officer as well as a graduate of the University of North Florida and Lexington Theological Seminary and maintains his certification as a clinical correctional chaplain with the American Correctional Chaplains Association (ACCA). Mr. Harvey is a graduate of I-LEAD and recently selected to participate in the Commissioner s Excellence in Leadership Program. A recipient of the 2014 KCCD Rookie of the Year award, he holds memberships with the Kentucky Council on Crime and Delinquency (KCCD), the Fraternal Order of Police (FOP), and the Correctional Peace Officers Foundation (CPOF) in addition to various military related fraternity organizations. 4

5 JENNIFER HOGUE: Jennifer began her career with the Department of Corrections as an Offender Information Specialist at Central Office in Frankfort. She promoted to Classification and Treatment Officer at the Kentucky State Reformatory and then promoted to Unit Administrator I. During her time at the Kentucky State Reformatory, she has been backup transfer coordinator, Grievance coordinator, managed the Nursing Care facility, and is currently the Reentry coordinator. She is a graduate of the ILEAD program, a firearms instructor, and a PREA investigator. She is a graduate of the University of Louisville with a Bachelor s of Science in Justice Administration. Jennifer has been a member of KCCD since 2008, is currently serving her second time as Louisville Chapter President, and has been appointed to the State Board in the past. She has also been honored to perform the National Anthem at the beginning of many KCCD Conferences. VANESSA KENNEDY: Vanessa began her career with the Kentucky Department of Corrections as a Correctional Officer in 1999 at the Kentucky Correctional Institution for Women. Throughout the years, she has held several titles within the Department such as Sergeant, Caseworker, Unit Administrator, and currently serves as the Deputy Warden at KCIW. She has worked at three institutions, which include KCIW, WKCC, and RCC. She has been a member of the CERT and HNT. Vanessa has been an active member of the Kentucky Council on Crime and Delinquency since She has served as the Chapter President of the Four Rivers Chapter and President for the KCCD State Board. She has served on the state board since 2010 in various capacities from program chair, silent auction and goodie bags. Vanessa is also an active member of Southern States Correctional Association. CHRISSY LINDON: Chrissy began her career with the Department of Corrections at the Eastern Kentucky Correctional Complex in 2011 as an Office Support Assistant II. She has also held the positions of Administrative Secretary for the Programs Department. She is currently a Classification and Treatment Officer I in the Reentry Preparation Dorm. She has a University Studies Bachelor s Degree from Morehead State University. She has served 2 terms as the Secretary for Cave Run Chapter of KCCD, and currently on the 3 term as treasurer for Cave Run Chapter of KCCD. HEATHER MEREDITH: Heather is an Assistant Supervisor for Probation and Parole in District 5 which includes Hardin, Bullitt, Meade, Grayson, Breckinridge, and Hart Counties. Heather began her career with the Department of Corrections in 2007 as a Probation and Parole Officer in Elizabethtown. In 2010, Heather was offered the opportunity to become a State LS/CMI Trainer at which time she assisted in the training of Institutional and Probation and Parole staff. In 2012, Heather was promoted to Assistant Supervisor and during her career with the Kentucky Department of Corrections, she has received the award for District Employee of the Year and is a Graduate of the 2013 Commissioner s Leadership Program. In 2016, she was an active member of the Women Working in Corrections and Juvenile Justice Conference Committee hosted by the Kentucky Department of Corrections. In 2017, Heather was chosen to become an Instructor for the statewide implementation of the new KY-RAS Assessment Tool which will replace the LS/CMI effective in July She is a trained PREA Investigator, adjunct instructor for Probation and Parole Basic Academy and an active member of the KOMS Help Desk. Heather is currently serving as a member of the Kentucky Council for Crime and 5

6 Delinquency State Board and has worked regularly since 2015 within the institutions to assist with staff shortages. Heather is a 2001 graduate of Western Kentucky University with a major in Business Management. She currently resides in Munfordville with her husband, Parker and, 3-year-old twins, Hensley and Park. COLEMAN MORRELL: Coleman began his career with the Kentucky Department of Corrections in 2008 as a Correctional Officer at the Kentucky Correctional Institution for Women. In 2010, he was promoted to Correctional Sergeant, and then to Training Coordinator/Instructor later the same year. In 2013, Coleman served as the Program Administrator for Curriculum Development and the Office of Adult Institutions. In November 2014, he was promoted to Assistant Director of Kentucky Correctional Industries. Currently, Coleman is serving as the department's special projects coordinator. He received a Bachelor s Degree in Psychology and Criminal Justice Studies from the University of Dayton in He is a recipient of the 2012 Commissioner s Award, is a graduate of the 2013 class of the Commissioner s Executive Leadership Program and served as a project coach for that program in 2014 and He has been a member of KCCD since 2010, served as the Capitol Chapter President in 2015, and is currently serving as a member of the KCCD Executive Board. SUSAN WILHOIT-OLIVER: Susan started her career with the Department of Corrections on December 16,1997 as a correctional officer at Blackburn Correctional Complex. She also held the positions of Offender Records Specialist, Offender Records Supervisor, and was a member of the hostage negotiation team for several years. She is now retired and employed by the Bluegrass Career Development Center as the Education/Records Coordinator. She has been a member of KCCD since 2015, served as Bluegrass chapter president for 2016 and was a appointed board member of the State Board for JAMES SWEATT: Sweatt began his career with the Kentucky Department of Corrections in 1975 as a Corrections Officer at the Kentucky State Reformatory. In 1980 he promoted to a Lieutenant at Luther Luckett Correctional Complex. Sweatt continued to work his way through the ranks and served as Warden at Roederer Correctional Complex in LaGrange, Kentucky for 9 years, then moved on to hold the position of Director of Population Management from 2012 until his retirement in Sweatt has been an active member with the Kentucky Council on Crime and Delinquency (KCCD) for over 30 years. He has served as President and Treasurer of the KCCD Louisville Chapter and is also a past member of the State Board of Directors. Sweatt is an active member of the Southern States Correctional Association. He was chairperson for the Hospitality Committee for the 1998, 2004, and 2007 for the Southern States Correctional Association Conferences held in Louisville. He was elected to the position of State Representative for Kentucky until July Sweatt served as the Treasurer for the KCCD Executive Board from , President Elect from , State President from , and Immediate Past President

7 MICHELLE VANCE: Michelle began her career with the Kentucky Department of Corrections as a Correctional Officer in 1997 at the Eastern Kentucky Correctional Complex. In 2003, she did a lateral transfer to Secretary I at EKCC. Then in 2005, Michelle promoted to Classification and Treatment Officer. In 2015, she was promoted to Social Service Clinician with the Sex Offender services division. Michelle retired from DOC August 1, Michelle has been an active member of the Kentucky Council on Crime and Delinquency since She helps with her local chapter fundraising sales for staff and community events. She has served as Cave Run Chapter President and Secretary for her chapter. Michelle served as Relay for Life chairperson for Cave Run Chapter Michelle has been a member of Southern States Correctional Association since She remains active with KCCD; with retirement brings her more time to organize fundraisers and communicate with local businesses for donations. 7
