1 CARSP BOARD CANDIDATES BIOGRAPHIES (IN ALPHABETICAL ORDER BY LAST NAME) 1. MARIE-SOLEIL CLOUTIER, PHD (CURRENT BOARD MEMBER) After completing a Masters in GIS at UQAM, MS Cloutier earned her PhD in geography at Université de Montréal. The originality of her thesis lies in the combined use of quantitative (methods of spatial analysis in GIS and multivariate statistical methods) and qualitative (representations of risk) methods for a better understanding of road risk on the way to school in a parent/child context. She is director of the Laboratory for Spatial Analysis and Regional Economics (SAREL) and member of the executive of the Network for Road Safety Research (RRSR). She is also involved in several multidisciplinary teams working on health issues and road safety. Her expertise in health geography and urban studies and is used in various research projects: the impact of different urban forms on traffic safety, children and seniors' pedestrian safety in cities, influence of environment on different behaviors and health status: blood donation, food, seasonal allergy. 2. TIM COX, B.A., M.A. (NEW NOMINEE) Tim s experience since December 1979 has been in road and highway safety and is currently a consultant in his own firm, Cox Transportation Safety. Prior to this, Tim worked with Plastic Safety Systems for eleven years in work zone safety and planning and operations. Prior to this, he worked with Cataphote, Incorporation specializing in horizontal signage for roadways. His experience also features time on the Boards of Directors of the American Road & Transportation Builders Association (ARTBA) and the American Traffic Safety Services Association (ATSSA). Tim is currently serving a term on the Executive Committee of the National Committee on Traffic Control Devices (NCUTCD) as well as secretary of the Temporary Traffic Control Technical Committee of the NCUTCD. He is also a member of three committees of the Transportation Research Board (TRB).
2 3. RAHEEM DILGIR, B.A.SC., P.ENG., PTOE, MBA (NEW NOMINEE) Raheem Dilgir is a Road Safety Professional with 20 years of experience in Canada, the United States and abroad. He was previously the Vice President and road safety practice lead of Opus International Consultants in Alberta, and more recently served as the Manager of Transportation at The Corporation of Delta in British Columbia. Raheem has been instrumental in the development of road safety engineering guidance for the Transportation Association of Canada and other leading organizations in Canada. He has led or participated in over 200 network, corridor and intersection reviews, including several high-profile and multi-agency studies; and over 80 planning and design-stage road safety audits, including the ring roads for Calgary, Edmonton, Red Deer and Saskatoon. He participates actively on road safety industry committees, has delivered several courses and guest lectures in road safety engineering and chairs the Safe Roads and Communities committee of the BC Road Safety Strategy. Raheem operates his own road safety consultancy, TranSafe Consulting, through which he assists road agencies in the development, delivery and evaluation of road safety programs and projects. 4. JENNIFER KROEKER-HALL, M.A., M.P.A., PH.D. (CANDIDATE) (CURRENT BOARD MEMBER) After more than two decades of public service in B.C. and Alberta, Jennifer started her own strategic management consulting company, Sirius Strategic Solutions. Following on her work in driver licensing and road safety at ICBC, she specializes in enhancing road and public safety and security by providing expert advice and facilitating policy and program solutions to governments, associations and organizations. Prior to starting her own consulting firm, Jennifer had a progressive career in the public sector and has a broad based understanding of government, having overseen policy, administrative and operational programs in the justice and road safety environments. Over more than 20 years, she has held senior management and executive positions with the Province of B.C. and ICBC. In her most recent positions, Jennifer worked both nationally and internationally, being recognized by the Canadian Council of Motor Transport Administrators for her outstanding contributions; receiving the Jennie Howie Government Member Award in Jennifer has extensive volunteer and board experience having been elected to, and chaired, the Board of the Institute of Public Administration of Canada (IPAC, Victoria Regional Group), the Alumni Board of the School of Public Administration, University of Victoria, and the Greater Victoria Police Victims Services Board. 3 She has also served on the IPAC National Board and the Greater Victoria Public Library Board, in addition to her volunteer commitments with the United Way and Santas Anonymous. Her skills and volunteer commitment are evidenced by her most recent role as Chair of the Organizing Committee for IPAC s national conference held in Victoria in Jennifer holds both a Master of Arts in Criminology from Simon Fraser and a Master of Public Administration from the University of Victoria. Jennifer is currently obtaining her PhD in public administration. 5. GORD LOVEGROVE, P.ENG. MBA, FITE, MCSCE (NEW NOMINEE) Dr. Lovegrove is professor of civil engineering and research lead at the Sustainable Transport Safety (STS) Research Laboratory, both at UBC s new School of Engineering in Kelowna, Canada. He is often referred to by his colleagues as the go-to applied sustainable engineering guy, due to his over 20 years of hands-on professional and volunteer experience in the areas of sustainable transport, safety planning, community land use and transport planning and design, and railway engineering with local, national, and international governments and NGOs. Dr Lovegrove is an author, contributor and expert consultant on sustainability texts used today by governments and universities across NA and around the globe from India to China. He has just returned from sabbatical in the EU working with sustainable community and transport safety researchers in the Netherlands, Greece, and Italy. Web Page: 6. CRAIG MILLIGAN, P.ENG. (CURRENT BOARD MEMBER) Craig Milligan, P.Eng., is a road safety and asset management expert working for Fireseeds North Infrastructure, a civil engineering firm based in Winnipeg, MB. He earned his B.Sc. (CE) at the University of Manitoba at the top of his class, where he also completed his Ph.D. research supported by the Vanier Canada Graduate Scholarship, the most prestigious graduate award in the country. In 2015, Craig led over 60 road safety studies ranging from inservice road safety reviews, road safety audits, planning studies, advisory engagements, guideline updates, predictive modelling, and network screening. 4 Craig has provided specialist safety advice internationally for World Bank projects, and in Canada, he practices professional engineering in Quebec, Ontario, Manitoba, Saskatchewan, Alberta, BC, and Yukon. As an engineering instructor at the University of Manitoba, Craig has also been responsible for passing on road safety concepts to the next generation of undergraduate engineering students. Craig is vice-chair of the TAC Road Safety Standing Committee and is currently the CARSP Treasurer. 7. MATTHEW MULKERN, P.ENG. (CURRENT BOARD MEMBER) Matthew Mulkern is an Engineer for a private consulting firm in Sherbrooke, Québec and a student studying French at Bishop's University. He has four years experience in transportation engineering and is proficient in the collection and analysis of large/complex data and technical writing. He completed his Masters of Science degree in civil engineering specializing in transportation at the University of New Brunswick. Originally from Houston Texas, Matthew received his Bachelor of Science in Civil Engineering with a Canadian Studies Minor at the University of Maine in Orono, Maine. Additionally, Matthew is a Killam Scholar with the Killam Fellowships Program. Matthew is registered as an Ingénieur with the Ordre des ingénieurs du Québec, and is also a member the Réseau des ingénieurs du Québec. Matthew is excited to work with fellow members that have a passion for transportation and safety. Matthew has been involved with CARSP since attending his first CARSP Conference in May 2013 when he presented two research papers and was the 2013 Student Paper Competition Award winner. He has attended every conference since then and was on the local conference organizing committee for the 2014 Conference in Vancouver and the 205 Conference in Ottawa. Additionally, he oversaw the 2015 Student Paper Competition. Matthew has been a member of the Canadian Road Safety youth Committee (CRSYC) since 2013, first as a member at large, then as treasurer and now as chair following his election to the position in During his time as chair, he has worked on the merger of the CRSYC and CARSP to ensure the youth committee s long term survival. 8. ALEX NOLET, B.SC., M.ENG., P.ENG. (NEW NOMINEE) Originally from Quebec City, Alex completed his undergraduate degree in Civil Engineering at Laval University and his Master s Degree in Transportation and Planning at the University of Toronto. He has over eight years of experience in the transportation consulting industry where his focus has been road safety as well as traffic operations Page 4
5 and collision analysis. He is a Senior Associate with Giffin Koerth Forensic Engineering, where he provides independent opinion to legal matters related to the design, construction, operations and maintenance of transporation facilities including intersections, interchanges, highways and railway corssings. In his role wat Giffin Koerth, he identifies on a daily basis potential road hazards and determins whether they could have contributed to an incident. He has gained a strong knowledge of quantitative collision analysis methods to assess the level of risk and the likelihood of collisions occurring on a road network. He develop mathematical models (safety performance functions) to predict the average number of collisions per year at a location as a function of exposure (traffic volume) and roadway/intersection characteristics (e.g. number of lane, road environment, traffic control and presence of a median), and conduct network screeing analyses for multiple road authorities in the provinces of Ontario and Quebec. Within the industry, he has published papers and presented at several large national and international conferences. He is a member of the Institute of Transportation Engineers (ITE) and the Canadian Association of Road Safety Professionals (CARSP). He is currently chair of the CITE Accessibility Committee. 9. PAUL STACEY, STAFF SERGEANT (NEW NOMINEE) Paul has been a police officer with the Calgary Police Service since 1989, and has a wide-breadth of experience, particularly in relation to traffic safety from a law enforcement perspective. As a member of his Policy Service s Traffic Section throughout the 1990 s, he was qualified as an expert-witness in the Courts relative to collision investigation and reconstruction/analysis. In 2013, Paul was seconded to Edmonton, Alberta, to become the province s first Provincial Traffic Safety Plan Enforcement Coordinator. Working within the Ministry of Transportation, Paul liaised with and coordinates traffic safety/enforcement efforts with all of Alberta s law Enforcement Agencies. In 2014, Paul returned to the Calgary Police Service s Traffic Section as the Staff Sergeant overseeing the following areas: Traffic Response Units, Collision Reconstruction Unit, Alcohol and Drug Recognition Unit, Commercial Vehicle Enforcement, and the Specialized Traffic Enforcement Unit (photo radar and intersection safety camera unit). He remains in that role presently. In 2015, Paul was also name the Co-Chair of the Alberta Traffic Safety Plan Enforcement Committee. This is a committee made up of senior representatives from all of Alberta s enforcement agencies that have dedicated traffic safety/enforcement programs. Page 5
