From the Desk of Don Robinson, Executive Director Banning Chamber is assisting the City of Banning on an education program regarding the Transient Occupancy Tax (TOT) that will be on the ballot for the June 3 rd elections. We have a great deal of information at the chamber office, but we will just highlight one of the very important parts of this initiative: What is the Economic Impact of Measure E(TOT) and what will it fund? Taxes in the City represent 63% of the City s General Fund revenues. From the 63%, the hotel/motel bed tax or TOT is the 4 th largest source of revenue, which represents approximately 5% of all revenues for the City. The current TOT generates an estimated $600,00 per year in General Fund Revenues for the City. Measure E (TOT) will allow the City to maintain its current revenue generation from the TOT and to continue to fund services and help minimize 1

2 future cuts to: Police, Fire and emergency services. Keeping public areas clean, well maintained and graffiti free Maintaining Banning streets and roads. The economic impact of Measure E TOT not passing on June 3 rd would be equivalent to a loss of 2.5 entry level police officers or the equivalent of the entire Community Services Department for the city. The Community Services Department was scheduled to be eliminated in 2009 due to budget cuts, but with the passing of the TOT increase to 12% the department was maintained which included the senior center, community center, swimming pool and other community services. All funds generated by Measure E (TOT) will stay in Banning. None of this money can be taken away by the State or used for other than City services. 2

3 Banning Chamber of Commerce Membership Appreciation Dinner April 10, 2014 Banning Chamber President John Selvaggio (pictured left) presenting a check to Fire Memories Museum President Doug Hammer as a portion of the proceeds from the Banning Chamber golf tournament. The board of directors of the chamber chose the Membership Appreciation Dinner to make the presentation to the museum as one of the members the chamber appreciates for their work in the community and bringing visitors to Banning to tour the museum. Onoalyse Lyons Board Member of the Table of Plenty (pictured above) accepting an appreciation certificate from the Banning Chamber of Commerce. (Onoalyse is also a Board Member for the Banning Chamber). Onoalyse is the Banning Chamber (event chairperson) and was very instrumental in making our first member appreciation dinner a great evening at the Morongo Community Center. The Table of Plenty is greatly appreciated for their work in the San Gorgonio Pass area feeding the hungry. Table of Plenty prepared and served the spaghetti dinner at the appreciation dinner and helped sell tickets to the event. The Banning Chamber and the Table of Plenty shared in the proceeds of the event. Thank You Many thanks to the generous donors of raffle prizes to support this event. A special thanks to Johnny Russo for his contribution to the success of this event. The red coat chamber ambassadors kept raffle prize distribution moving smoothly and helped throughout the evening. 4 Banning Chamber of Commerce And Banning Library Mixer April 17, 2014 The Banning Chamber of Commerce participated in National Library Week with a mixer held at the Banning Library. One of the highlights of the mixer was Bill Bell (pictured below) signing copies of the Banning book he created. Don Robinson showed a power point presentation that is termed then and now. The power point shows what buildings were back in the day and what they are now. Attendees were asked to figure out what the old building were now and would receive a prize if they guessed right. There were many surprises relating to what they are now. The food and cupcakes were very good and we had fun with ambassadors handing out raffle prizes. The Banning Chamber shared the raffle proceeds with the Friends of the Library to support their great work on an outstanding library system. A real asset to the San Gorgonio Pass area. 4

9 It is a privilege and an honor to continue to represent the citizens of the Inland Empire and I want to thank my constituents for their confidence. As you may know, I was recently elected to the State Senate with 63% of the vote in the March 25 th special election. On April 3 rd, with my wife Joanie by my side, I was recently sworn in as the representative for people of the 23 rd Senate District. Prior to assuming the office of Senator, I faithfully represented parts of Inland Empire as the Assemblyman for the 40 th Assembly District. After graduating from Damien High School and earning my Bachelor of Arts Degree at the University of La Verne, I entered the title industry. After breaking company records twice, I began my own business in Upland and in 1989 incorporated as president of both Provident Home Loans and Provident Real Estate. My wife Joanie and I have been married 33 years; we have 3 children together and are blessed with several grandchildren. After 25 years of owning and operating a small business in the region, I entered public service in 2010 when I won a seat in the State Assembly. While in the Assembly, I have worked hard to limit government and protect individual freedoms. I believe the key to a successful economy is a healthy small business environment and continue to push to make California a more business friendly state. I understand the issues faced by a wide range of individuals and industries. Whether working with entrepreneurs, advising legislators, or fighting for hard working families in Sacramento, my philosophy remains that government is to be our servant, not our master, and that principles - political, economic, and moral - do not change. The right to private property, the gift of free enterprise, and government by consent have built and preserved our way of life, and we must uphold this foundation to make California and America great.
