5 Speaker Profiles Sam Baig is a Project Engineer for Biggs and Mathews Environmental. His work with water balance covers includes analysis, design, modeling and preparation of TCEQ permit modifications and construction management. He has B.S. and M.S. degrees in Civil Engineering, with a specialty in geotechnical engineering. Josh Rhodes is Regional Sales Manager for Crane Carrier Company in Tulsa, OK. In addition to his responsibilities in the South Central sales territory, John has also created training courses for sales and marketing and dealer contract administration. He is active in the Phi Sigma Kappa Alumni Association. Josh holds a degree from Northeastern State University. Bob Gedert is the Director of the City of Austin s Solid Waste Services Department, known as Austin Resource Recovery, where he is working on implementation of the Austin Zero Waste Plan. He has been involved in recycling and waste reduction programs since 1975 in Indiana and California before coming to Texas. Bryan Given is the Landfill Specialist for GeoShack s southern territory. He builds landfill business and supports current customers. He also worked as a surveyor for several years. Bryan has a degree in Civil Engineering. Kim Mote is Assistant Director of the Code Compliance Department s Solid Waste Division for the City of Fort Worth. He is responsible for the city s residential solid waste program. Kim worked in the private sector as a district landfill manager and currently serves as the Chair of the Texas Product Stewardship Council. Kim served in the United States Army, retiring as a Lieutenant Colonel in the Corps of Engineers, and is a graduate of Texas A&M University Robert Juler is Managing Director of Juler Group Incorporated, an enterprise risk management consulting and services firm. He is directly involved in air and noise exposure assessments and sampling in the solid waste industry and has experience in comprehensive hazardous exposure assessments, silica monitoring, process safety management, spill prevention control and hazardous materials management. He has achieved certifications in industrial hygiene, occupational safety and environmental science. Robert holds a B.S. degree in Organic Chemistry and an M.B.A. Ryan Kuntz, Senior Project Engineer with SCS Engineers in the Dallas/Ft. Worth office, is a registered Professional Engineer in Texas and New Mexico. His broad range of experience includes regulatory permitting and design of landfills and LFG collection and control systems. He specializes in construction-phase services, as well as certifying for construction quality assurance. Kevin Yard is Vice President and Office Director for SCS Engineers. His years of engineering experience have encompassed a broad range of projects including feasibility studies, permitting projects, construction plans and operations consulting. He has assisted clients in assessing financial returns on solid waste projects across a broad range of investment value and geographic locations. He is a registered professional engineer in five states and has authored numerous technical papers and has presented expert testimony before legislative committees, district court and permit hearing. 4
6 Speaker Profiles Veronica Roof is a licensed attorney in the State of Georgia and a member of the Environmental Law Section and Local Government Section of the State Bar of Georgia. She has conducted solid waste and recycling projects across the country, including projects for Corpus Christi, El Paso, Fort Worth, Georgetown, McKinney, San Antonio, and The Woodlands. In 2011, she led the project team when the Georgia Department of Community Affairs and the Georgia Recycling Coalition commissioned the development of tools to assist local governments and other users with evaluating the feasibility of a residential source separated organics (SSO). David Vartian is the Senior Operations Supervisor for the City of Dallas McCommas Bluff Landfill and is responsible for processing operations and division training and facilitates professional development. He has a background in the Fire Service and has served as a licensed Deputy Assistant Fire Marshal and Incident Safety Officer. He has earned several professional certifications ranging from OSHA 10, TEEX Hazardous Materials Technician, and CPR instructor. David holds a B.A. degree in Political Science from the University of Rhode Island and J.D. degree from Southern New England School of Law. Frank Pugsley is the Solid Waste Practice Leader at CP&Y. He is a Licensed Professional Engineer in the States of Texas and Oklahoma. His areas of expertise include TCEQ municipal solid waste permitting, landfill and transfer station design, construction management and water treatment and distribution. He is a member of SWANA and has served as the History and Heritage Chairperson for the Dallas Branch ASCE. He holds a Bachelor of Science and Master of Environmental Engineering degrees from Texas Tech University. Victoria Hodge is the Home Chemical Collection Supervisor for the City of Denton s Solid Waste Department. Victoria has been part of the HCC program since its inception in 2005 and has focused on pharmaceutical take-back issues and serves as the project manager for Denton Drug Disposal Day (D4) Program. Victoria serves on the Board of Directors of the North American Hazardous Materials Management Association (NAHMMA) and the NAHMMA Lone Star Chapter, she is a member of SWANA and TxSWANA where she serves on the Safety Management and Resource Team, and she serves as the pharmaceutical chair of the Texas Product Stewardship Council. She is also a member of the American Society of Safety Engineers. Victoria holds a Master s degree in Behavior Analysis from the University of North Texas. Debbie Kelton is an Occupational Health and Safety trainer and provides safety training for the City of Austin Resource Recovery employees. She leads the Employee Safety Committee and provides safety inspections and prevention activities for the department. She has 13 years of law enforcement experience and holds an Advanced Peach Officer license through the Texas Commission on Law Enforcement Standards and Education. Sonia Samir is a Ph.D. student at the University of Texas at Arlington. Her research interests include municipal solid waste, bioreactor landfills, landfill mining and landfill gas. She has a B.S. degree in Civil Engineering from Bangladesh University of Engineering and Technology and an M.S. degrees in Civic Engineering from UTA. Christopher Day is the City of Plano s Commercial Recycling Supervisor and is responsible for advancing existing programs and implementing new opportunities to increase commercial diversion. Under his leadership, the city s commercial recycling rate has increased from 22% to 33%. Chris holds a B.S.B.A. degree from the University of Texas at Dallas. Jeffrey Reed is an attorney at Lloyd Gosselink Rochelle and Townsend, P.C., where he practices primarily in the areas of air and solid waste permitting and compliance. He has experience in negotiating contract with landfill gas-to-energy developers and advising clients seeking to obtain renewal energy credits and carbon credits. He holds a law degree from Southern Methodist University. 5
7 Speaker Profiles Travis McCoy is a Professional Engineer in the solid waste sector of Parkhill, Smith & Cooper in Lubbock. His areas of concentration include waste cell design and construction, groundwater sampling, permitting and leachate management. He is an associate member of the American Society of Civil Engineers and the National Society of Professional Engineers, and he is Treasurer and Secretary of the South Plains Branch of the Texas Public Works Association. He graduated from the University of Texas at San Antonio. Hector Chavez is Public Works Director for the City of Eagle Pass. He was recently recognized as a Public Works Leadership Fellow by the APWA. In this position, he will mentor pubic works officials enrolled in the APWA Donald C. Stone Center for Leadership Excellence. Mr. Chavez is a member of SWANA and has served as chairman of the Eagle Pass ISD. He serves on the TCEQ Municipal Solid Waste Committee. Ellen Jensen has been the Occupational Safety & Health Manager for the City of Austin Solid Waste Services for the past seven years. She has more than 20 years of accomplishments in environmental, radiation, security, and safety management in a variety of industries. Ellen is active with TxSWANA Safety Management and Resource Team (SMART). Her BA degree is in Education and she holds an MPH in Industrial Hygiene. Thank you!
