1 Taiwan Democracy Project 2014 Annual Conference The Politics of Polarization: Taiwan in Comparative Perspective Participant Biographies Bruce E. Cain is a Professor of Political Science at Stanford University and Director of the Bill Lane Center for the American West. He received a B.A. from Bowdoin College (1970), a B. Phil. from Oxford University (1972) as a Rhodes Scholar, and a Ph.D. from Harvard University (1976). He taught at Caltech ( ) and UC Berkeley ( ) before coming to Stanford. Professor Cain was Director of the Institute of Governmental Studies at UC Berkeley from and Executive Director of the UC Washington Center from He was elected the American Academy of Arts and Sciences in 2000 and has won awards for his research (Richard F. Fenno Prize, 1988), teaching (Caltech 1988 and UC Berkeley 2003) and public service (Zale Award for Outstanding Achievement in Policy Research and Public Service, 2000). His areas of expertise include political regulation, applied democratic theory, representation and state politics. Some of Professor Cain s most recent publications include Malleable Constitutions: Reflections on State Constitutional Design, coauthored with Roger Noll in University of Texas Law Review, volume 2, 2009; More or Less: Searching for Regulatory Balance, in Race, Reform and the Political Process, edited by Heather Gerken, Guy Charles and Michael Kang, CUP, 2011; and Redistricting Commissions: A Better Political Buffer? in The Yale Law Journal, volume 121, He is currently working on a book about political reform in the US. Steve Chan ( 陳思德 ) is Professor of Political Science, Director of the Farrand Residence Academic Program, and College Professor of Distinction, University of Colorado, Boulder. Dr. Chan s research interests include international relations, political economy, foreign policy, decision-making, and East Asia. He has published sixteen books and over one hundred and sixty articles and chapters. His work has appeared in journals such as the American Political Science Review, Comparative Political Studies, International Interactions, International Studies Quarterly, Journal of Conflict Resolution, Journal of Peace Research, Security Studies, and World Politics. His most recent books are Enduring Rivalries in the Asia Pacific (Cambridge University Press, 2013), Looking for Balance (Stanford University Press, 2012); and China, the U.S., and the Power-Transition Theory (Routledge, 2008). He previously served as Chair of the Political Science Department and Director of the International Affairs Program at the University of Colorado. Boyu Chen ( 陳柏宇 ) is Assistant Professor at the Institute of Political Science, National Sun Yat-sen University, Taiwan. His research focuses on international relation theories as well as internet politics. Recent articles have appeared in East Asia, Pacific Focus, International Relations of the Asia-Pacific and Millennium: Journal of International Studies. Yun-han Chu ( 朱雲漢 ) is Professor of Political Science at National Taiwan University, Research Fellow at Academia Sinica s Institute of Political Science, and President of the 1

2 Chiang Ching-kuo Foundation. Dr. Chu s research and teaching career has focused on the political economy of East Asian newly-industrialized countries (NIC's), democratization, and comparative mass political behavior. He served for eleven years as Director of Programs at the Institute for National Policy Research in Taipei, and from 1994 until 1997 was Coordinator of the Political Science section of the National Science Council.p Dr. Chu is a three-time recipient of the National Science Council's Outstanding Research Award. He was elected Academician by Academia Sinica, the highest academic honor the country bestows on individual scholars. Publications to his credit include more than one hundred journal articles and edited volume chapters, as well as fifteen books and edited volumes. He is also a current editorial board member for several major research journals, and he was previously the president of the Chinese Association of Political Science ( ) and a member of the Council of American Political Science Association ( ). Dr. Chu received his Ph.D. in political science (1987) from the University of Minnesota. Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, where he directs the Center on Democracy, Development, and the Rule of Law (CDDRL). At CDDRL, he is also one of the principal investigators in the programs on Arab Reform and Democracy and on Liberation Technology. He is also founding co-editor of the Journal of Democracy and a Senior Consultant to the International Forum for Democratic Studies of the National Endowment for Democracy. His latest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of global democratic progress and stress and the prospects for future democratic expansion. Thomas Gold is Professor of Sociology at the University of California, where he has served as Associate Dean of International and Area Studies, Founding Director of the Berkeley China Initiative, and Chair of the Center for Chinese Studies. Since 2000 he has also been the Executive Director of the Inter-University Program for Chinese Language Studies (IUP). Dr. Gold s research focuses on many aspects of the societies of East Asia, primarily mainland China and Taiwan. His book, State and Society in the Taiwan Miracle (1986) was the first to apply theories of dependency, world systems and dependent development up to that time based mainly on the experience of Latin America - to an East Asian case. He continues to write about changes in Taiwan society since the end of Martial Law in Dr. Gold has also served on the boards of many civic organizations, including The National Committee on U.S.- China Relations, the Asia Society of Northern California, and East Bay College Fund. He is an adviser to Strait Talk and East-West Coalition, two international student groups, and is an external advisor to programs at universities in Japan and Singapore. He serves on the editorial board of many scholarly journals as well. He received the UC Berkeley Chancellor s Award for Civic Engagement in Roselyn Hsueh is an Assistant Professor of Political Science at Temple University. Dr. Hsueh s research focuses on the politics of market reform, comparative capitalism, development, international trade and investment, and other areas of international and comparative political economy. Her publications include China s Regulatory State: A 2

3 New Strategy for Globalization (Cornell University Press, 2011) and China and India in the Age of Globalization: Sectoral Variation in Postliberalization Reregulation, Comparative Political Studies 45 (2012): After receiving her Ph.D. from U.C. Berkeley, she was a Hayward R. Alker Postdoctoral Fellow at the University of Southern California, and she conducted research as a U.S. Fulbright Scholar at the Institute of World Economics and Politics, Chinese Academy of Social Sciences. She most recently served as a Residential Research Faculty Fellow and Visiting Scholar at the University of California, Berkeley. Kwei-Bo Huang ( 黃奎博 ) is an Associate Professor in the Department of Diplomacy at National Chengchi University in Taipei. Dr. Huang was Chairman of the Research and Planning Committee in the R.O.C. Ministry of Foreign Affairs from February 2009 to January He was also Vice President of the Taiwan Foundation for Democracy (TFD) between July 2009 and January 2011, as well as a Board Member of the Prospect Foundation in Taipei between November 2009 and January Prior to his public service years, he was a Fulbright visiting scholar at Paul Nitze School of Advanced International Studies (SAIS), Johns Hopkins University, and founding director of NCCU s International Master s Program in International Studies (IMPIS). His research interests include US foreign policy and decision-making toward East Asia, international conflict management (including international negotiation), public diplomacy, and intraregional security issues of Southeast Asia. He holds a master's degree in political science from the George Washington University and a Ph.D. in government and politics from University of Maryland, College Park in In addition to his academic and government work, Dr. Huang is the Executive Director of the preparatory office of NCCU s Vicent Siew International Exchange Program, Supervisor of the Taiwan Fulbright Alumni Association, as well as Secretary-General of the Taipei-based Association of Foreign Relations (AFR), a non-profit organization led by former foreign minister Francisco H.L. Ou. Min-hua Huang ( 黃旻華 ) is Associate Professor of Department of Political Science at National Taiwan University, and a visiting fellow at the Brookings Institution. His research and teaching interests are in survey studies, Asian politics and multivariate statistical analysis. Before joining the National Taiwan University, he served as an assistant professor in National Chengchi University ( ), National Taiwan University ( ), Texas A&M University ( ), and a senior fellow at Shanghai Jiaotong University ( ). He also worked for the Asian Barometer Survey (ABS) and acted as the executive secretary since Dr. Huang s publications have appeared in Journal of Contemporary China, Korea Review of International Politics, Asian Politics & Policy, Taiwan Journal of Democracy, Electoral Studies, Journal of East Asian Studies, International Journal of Public Opinion Research, Journal of Democracy, International Review of Sociology, International Political Science Review, and various Taiwanese political science journals. Dr. Huang received his Ph.D. (2004) from the University of Michigan. Ping-yin Kuan ( 關秉寅 ) is an associate professor in the Department of Sociology at National Chengchi University, Taiwan, where he also holds a joint appointment in the 3

4 International Doctoral Program in Asia-Pacific Studies. His research focuses on using panel data to investigate the impact of family and school environments on adolescents educational outcomes. He is currently the principal investigator of the Taiwan Education Panel Study and Beyond, a longitudinal study that follows about 60,000 young people since their high school years in He holds a B.A. from Fu Jen Catholic University in Taiwan, an M.S. from Virginia Commonwealth University, and a Ph.D. from the University of Virginia, all in sociology. Hyunji Lee is a Research Associate in the Institute of Asian Research at the University of British Columbia. Dr. Lee s research interests include public opinion and policies that entail risk and uncertainty, impacts of parties and electoral systems on policy-making, and gender differences in public opinion. Her dissertation research examined influences on public opinion toward trade liberalization in South Korea and beyond. She holds a Ph.D. in political science from the University of British Columbia. Before returning to UBC, she was an Assistant Professor in the Department of Political Science at the University of Calgary from Pei-shan Lee ( 李佩珊 ) is a Professor of Political Science at National Chung Cheng University in Chiayi, Taiwan, where she is also a faculty affiliate of the Institute of Strategic and International Affairs. Dr. Lee specializes in East Asian political economy, constitutional choices in democratization, and regional cooperation in Asia. She holds a Ph.D. in political science (1999) from the University of Pennsylvania. Yong Suk Lee is the SK Center Fellow at the Freeman Spogli Institute for International Studies (FSI) and a member of the Walter H. Shorenstein Asia-Pacific Research Center (APARC) and the Korea Program at Stanford University. Dr. Lee's research is at the intersection of economic development, urban economics and international economics, and regionally focuses on Korea and the broader Asia-Pacific. Some of his work examines the impact of economic sanctions on elite capture, the impact of education policy on migration and intergenerational mobility, the organization of disaster aid delivery, and entrepreneurship and economic growth in cities. Prior to coming to Stanford, Lee was an assistant professor of economics at Williams College in Massachusetts. He received his bachelor's degree and master's degree in architecture from Seoul National University, a master of public policy from Duke University, and a doctorate in economics from Brown University. Lee also worked as a real estate development consultant and architecture designer as he transitioned from architecture to economics. Yoonkyung Lee is an Associate Professor of Sociology and Asian Studies at the State University of New York at Binghamton. Dr. Lee works on labor politics, political economy, and democratic institutions in East Asia. She is the author of Militants or Partisans: Labor Unions and Democratic Politics in Korea and Taiwan (Stanford University Press 2011) and her research has appeared in journals such as Globalizations, Studies in Comparative International Development, Asian Survey, Critical Asian Studies, Korea Observer, Taiwanese Sociology, and Education about Asia. Her writings are also published in edited volumes including Working Through the Past: Labor and 4

5 Authoritarian Legacies in Comparative Perspective (edited by Teri Caraway et al., Cornell University Press, 2015), Oxford Bibliographies in Political Science (edited by Sandy Maisel, Oxford University Press, forthcoming), New Challenges for Maturing Democracies in Korea and Taiwan (edited by Larry Diamond and Gi-Wook Shin, Stanford University Press, 2014), Contemporary South Korean Reader: A Critical Perspective (edited by Hee-Yeon Cho et al., Routledge, 2012), and From Unity to Multiplicities: Social Movement Transformation and Democratization in Asia (edited by Hee-Yeon Cho et al., SIRD, 2012). She received her Ph.D. in political science from Duke University (2006). Chien-fu Jeff Lin ( 林建甫 ) has served as the convener of monetary and public finance policies at the National Policy Foundation since Currently, he holds a variety of positions, including professor at the department and graduate Institute of Economics, College of Social Science, National Taiwan University (since 1998); associate dean, Institute for Advanced Studies in Humanities and Social Sciences, National Taiwan University (since 2006); member of the industry development council committee, Ministry of Economic Affairs, Executive Yuan (since 2003); independent non-executive director, Citi Bank, Taiwan (since 2009); and chairman, Taiwan Competitive Forum Association (since 2007). Apart from academic and government positions, Dr. Lin has worked as a member of the committee of economics and finance at the President s Office, and as a director at Hua Nan Financial Holding and Waterland Financial Holding. Dr. Lin has also held visiting professorial roles abroad at the University of Berlin and the University of Chicago. He was previously a co-editor of the Taiwan Economic Review and Economic Policy and Forecast. Dr. Lin earned a bachelor of arts and master of arts, both in Economics, from National Taiwan University, and he holds an M.A. and Ph.D. in Economics from the University of California, San Diego. He was a Fulbright Scholar in Hsin-chang Lu ( 盧信昌 ) is an Associate Professor of Business Economics in the College of Management and a Research Fellow in the Center for the Study of Banking and Finance at National Taiwan University. Dr. Lu currently serves as a director of Taiwan Financial Holdings and is the founding director for the Forum for Taiwanese Competitiveness, an organization devoted to diagnosing setbacks and promoting wouldbe solutions for the Taiwanese economy. He is also a member of the National Policy Foundation, a think tank that provides counsel to the government. He has participated in deregulation of air transportation and reform of the banking sector and served on several committees for public affairs, including national health program, public utilities, cable- TV, labor rights and telecommunication. Dr. Lu has published over 30 articles and written three books in area of labor market performance, Taiwanese foreign direct investment and international trade issues. He holds a Ph.D. in economics from the University of Chicago. Thitinan Pongsudhirak is the Director of the Institute of Security and International Studies, and Associate Professor of International Political Economy, Chulalongkorn University Faculty of Political Science. Dr. Pongsudhirak has authored a host of articles, books and book chapters on Thailand s politics, political economy, and foreign policy, as 5

6 well as ASEAN and East Asian security and economic cooperation. He is frequently quoted and his op-eds have regularly appeared in international and local media, including The Bangkok Post and The Straits Times. Dr Thitinan has worked for The BBC World Service and The Economist Intelligence Unit (EIU) as well as consulting projects related to ASEAN and Thailand s macro-economy and politics. He was a visiting professor at Johns Hopkins School of Advanced International Studies in spring 2011 and a visiting scholar at Stanford University s Humanities Centre and Centre on Democracy, Development and the Rule of Law in spring In spring 2014, he taught at Yangon University, and he has lectured at many local and overseas universities. He currently serves on the editorial boards of Contemporary Southeast Asia, South East Asia Research, Asian Politics & Policy, and Journal of Current Southeast Asian Affairs. Dr Thitinan received his B.A. from the University of California at Santa Barbara, M.A. from the Johns Hopkins School of Advanced International Studies, and Ph.D. from the London School of Economics, where his work on the political economy of the 1997 Thai economic crisis was awarded the United Kingdom s Best Dissertation prize. Kharis Templeman is the Program Manager of the Taiwan Democracy Project in the Center on Democracy, Development, and the Rule of Law at Stanford University, a position he has held since July He was previously a post-doctoral research fellow at the Weiser Center for Emerging Democracies in the International Institute at the University of Michigan. As a doctoral student, he worked at the Election Study Center, National Chengchi University, and he later was a dissertation research fellow at the Taiwan Foundation for Democracy in Taipei. His current research includes comparative projects on one-party dominance, ruling party survival in presidential versus parliamentary regimes, and electoral system manipulation in competitive autocracies, as well as Taiwan-focused research on trends in defense spending, aborigine elections, and legislative-executive relations. His most recent publication (co-authored with Joel Selway) is The Myth of Consociationalism?: Conflict Reduction in Divided Societies, Comparative Political Studies (December 2012). In addition to his program duties at CDDRL, he is currently a regional manager for the Varieties of Democracy project and a deputy coordinator for the Conference Group on Taiwan Studies (CGOTS) at the American Political Science Association. Dr. Templeman holds a B.A. (2002) from the University of Rochester and a Ph.D. in political science (2012) from the University of Michigan. Chen-Dong Tso ( 左正東 ) is a Professor of Political Science at National Taiwan University. Dr. Tso s research interests lie in the areas of international political economy, East Asian regionalism, and Southeast Asia, and he has written widely on trade and technology policy in Taiwan and the greater Asia-Pacific region. He currently serves as the president of the Prospect Foundation, director of the Taiwan Public Governance Research Center, and Secretary General of the Association of International Relations (R.O.C.). Prior to his current roles, he also held positions as a senior advisor to the Asia Foundation and a visiting fellow at the Stimson Center. Dr. Tso received his Ph.D. in international studies from the Josef Korbel School of International Studies at the University of Denver. 6

7 Danny Unger is an Associate Professor of Political Science at Northern Illinois University. His research focuses on comparative political economy and civil society, as well as issues in international relations, with a special focus on Asia. He has been a visiting professor at Thammasat University and the National Institute for Development Administration in Thailand, where he did research on political participation. Previous long-term research trips in Asia have taken him to Japan and Vietnam as well. He holds a Ph.D. from the University of Berkeley. Mark Weatherall is a Research Fellow at the Taiwan Foundation for Democracy. Dr. Weatherall recently received his Ph.D. in political science from National Taiwan University. His doctoral research explored party and party system institutionalization in Taiwan and South Korea following democratization. Chung-shu Wu ( 吳中書 ) is the President of the Chung-Hua Institution for Economic Research, a position he has held since July He is also an Adjunct Research Fellow at Academia Sinica s Institute of Economics and an Adjunct Professor in the Department of Economics at National Taiwan University. He serves in several other leadership roles, as well, including the Administrative Chairman of the Taiwan Economics Association and the Chairman of the Chung-Hua Association for Financial and Economic Strategies. Dr. Wu has extensive experience in both the policy and academic worlds. He was previously the Chief Economist of Chinatrust Commercial Bank, the Dean of the Department of Finance in the College of Management at National Dong Hwa University, a member of Taiwan s National Science Council (NSC), a member of the Financial Stability Committee of the Central Bank, and an advisory committee consultant for the Council for Economic Planning and Development in the Executive Yuan. Dr. Wu holds a B.A. in economics from National Taiwan University and a Ph.D. in economics from Northwestern University (1984). His research expertise is in monetary economics, international finance, and economic forecasting. Eric Chen-hua Yu ( 俞振華 ) is an Assistant Research Fellow in the Election Study Center and an Assistant Professor of Political Science at National Chengchi University, positions he has held since From , he was a research associate and program manager of the Taiwan Democracy Project at the Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford s Freeman Spogli Institute for International Studies (FSI). His research interests include public opinion, electoral politics, quantitative methods, and American politics. He has participated in a number of research teams to conduct major academic survey projects such as Taiwan Election and Democratization Studies (TEDS), International Social Survey Program (ISSP), and World Value Survey (WVS) in Taiwan. Dr. Yu s research has appeared in several academic journals, including Japanese Journal of Political Science, Japanese Journal of Electoral Studies, Taiwanese Political Science Review, and Journal of Electoral Studies. Dr. Yu received an M.S. (2000) in Public Policy Analysis from the University of Rochester, and a Ph.D. in political science (2006) from Columbia University. 7
