1 SPEAKER BIOS Paul Bishop, National Association of REALTORS Paul Bishop is the Vice President for Research at the NATIONAL ASSOCIATION OF REALTORS and leads the Research Division s survey and research activities. A frequent speaker at REALTOR association events, Dr. Bishop also participates in the Harvard Industrial Economists Roundtable and serves on the editorial board of the Journal of Housing Research and the editorial review panel for the REALTOR University Center for Real Estate Studies. Prior to joining NAR in 2001, Dr. Bishop was a Senior Financial Economist in the Division of Insurance at the FDIC. Dr. Bishop earned his Ph.D. in economics from the University of Illinois at Urbana-Champaign and resides in Alexandria, Virginia. Drew Boyce, Delaware Department of Transportation Drew Boyce has been employed by the Department of Transportation for over 27 years. He spent most of those years working in different capacities in the development of the capital roadway projects. In 2005, he was promoted to the Assistant Director of Project Development in the Division of Transportation Solutions. In this capacity he is responsible for implementing the $150 million Capital Transportation Program within the northern region of the state. In 2012, Drew accepted the Director of Planning position where he is responsible for Statewide Transportation Planning, Statistic and Research and Development Coordination. Drew received his Bachelor Degree in Civil Engineering Technology from the University of Delaware in 1991 and is a registered professional engineer in Delaware and Pennsylvania.

2 Richard Carmean, City of Milford Richard Carmean grew up in Milton, Del. and graduated from Milton High School in He attended college in Kentucky returning to Delaware to become a police officer. He started his career as a Milford, Del. police officer in He became Chief of Police for the Milford Police Department in 1973 making him the youngest police chief in the country, commanding a department of 10 or more sworn officers. He served in that position until he was asked by the city in 1997 to consider becoming the city manager. He accepted the offer, and served the community in that capacity for 12 years retiring in Milford experienced an unprecedented growth in population and new businesses during that period. In 2011, the city asked Mr. Carmean to return to work part-time to attempt to bring economic growth to Milford. He was successful in assisting several companies in expanding their business and adding much needed jobs. His successor left the position of city manager to take another position, and once again Mr. Carmean was asked to assume his previous duties as city manager in Brian DiSabatino, EDiS Brian DiSabatino was born and raised in Wilmington, Del. and received a degree in Management Information Systems with a minor in Economics from James Madison University. He is currently President of EDiS Company, a 105-year-old family owned business delivering $150 million in facility planning, design, construction, and facility management to Southeastern Pennsylvania and Delaware areas. For the past ten years, Brian and EDiS joined forces with the Welfare Foundation and Eastern States Development to form The Town of Whitehall, a major mixed-use community of 10,000 residents slated to begin in 2014 and completed in This $1.5 billion development, known as a Walkable Community, combines a mixture of homes, civic and retail space, and employment opportunities. Heavily involved in his community, Brian is currently Vice Chairman of the Grand Opera House Board of Directors, sits of the Board of Directors of the Delaware Contractors Association, and is a Trustee of the American College in Dublin, Ireland. He was the 2009 Recipient of the Bank of America Outstanding Community Builders award, the 2009 Governor s Outstanding Volunteer Award for Healthcare, and the 2009 Catholic Charities Msgr. Thomas J. Reese Award for Outstanding Community Service. Most recently he was awarded 2013 Citizen of the Year by the Del Mar Va Council of the Boy Scouts of America.

3 David Edgell, Office of State Planning Coordination David Edgell is a Principal Planner with the Delaware Office of State Planning Coordination. As the Circuit Rider Planner for Kent County, his primary responsibilities include coordinating and aligning State land use priorities and resources with County, municipal, and development interests. In addition, David works on statewide land use planning, school siting, capital and facilities planning, demographics, and integrating land use planning into the State budget process. Prior to coming to the Office of State Planning Coordination, David worked at the University of Delaware s Institute for Public Administration assisting small towns with planning, zoning, and governance issues. He began his career working for the City of Dover Department of Planning and Inspections, where he helped draft Dover s comprehensive plan and managed the City s development review process. Michael Fortner, City of Newark Michael Fortner has been with the City of Newark Planning & Development Department since January 2002, and is currently the Development Supervisor. He has responsibility for updating the City s Comprehensive Development Plan, as well as staffing the Board of Adjustments, the Downtown Newark Partnership s Design Committee, the Economic Enhancement Committee, the Newark Bicycle Committee, and the Newark Transit Subcommittee. In addition, Mike serves on the Technical Advisory Committee for the Wilmington Area Planning Council (WILMAPCO), and is Vice President of the Delaware Chapter of the National Association of Housing and Redevelopment Officials (DE- NAHRO). Before coming to Delaware, Mike was an Employment Specialist with the Association of Retarded Citizens (Arc) in Washington, DC ( ), a Team Leader with the AmeriCorps* National Civilian Community Corps ( ), and a Peace Corps Volunteer ( ). He earned a B.A in Political Science from the University of Cincinnati in 1992 and a MPA in State and Local Government from the University of Delaware in Howard Fortunato, Home Builders Association of Delaware Howard Fortunato has served as the Executive Vice President of Home Builders Association of Delaware (HBADE) for two years, although early in his career he was the Executive Director of Home Builders in the mid to late 80 s. Howard grew up in and has been active in home building and land development for many years, having worked in homebuilding operations, sales, and administration. He also developed nearly 1500 building lots in Sussex County. Most recently he was engaged as an Accredited Verifier in the National Green Building Standards Program. Prior to becoming the EVP, he served HBADE as a member of the Board of Directors and President of the Green Building Council.

4 Sandy Hassink, Nemours/A.I. dupont Hospital for Children Dr. Hassink is the director of the Nemours Pediatric Obesity Initiative and is actively seeing patients in the Weight Management clinic she began in She has testified before Congress on childhood obesity and has served as faculty for Be Our Voice advocacy training and the American Academy Of Pediatrics s (AAP) legislative conference. She has served as Chapter Vice President, Chapter President and National Nominating Committee Representative, District vice Chair and District Chairperson for District III. She is the chair of the Governor s Council for Health Promotion and Disease Prevention in Delaware. She has authored numerous articles, two AAP books, A Parent s Guide to Childhood Obesity, Pediatric Obesity: Prevention, Intervention, and Treatment Strategies for Primary Care, as well as Clinical Guide to Pediatric Weight Management. Dr. Hassink is co PI for the Healthy Active Living for Families (HALF) project, developing messaging around healthy active living with and for parents and families of children under five years. She serves as Chair of the Advisory Committee for the AAP Institute for Healthy Childhood Weight. Dr. Hassink co chairs the APA Obesity SIG and was national faculty on the Healthy Weight Collaborative. She is a member of her hospital IRB, chair of the hospital Ethics committee, and vice chair of the DE state Ethics committee. She earned her M.S. in Pastoral Care and Counseling in Dr. Hassink has been married for 38 years to her husband Bill and they have three grown children. David Hugg, Town of Smyrna Dave Hugg is the Town Manager of the Town of Smyrna, Del., a position he assumed in June He is the Chief Administrative Officer of the Town and is responsible for all municipal operations and departments, except the Police Department. Prior to joining the Town, Mr. Hugg was a Policy Scientist with the Institute for Public Administration at the University of Delaware. He retired in July 2001 as State Planning Coordinator and Director of the Delaware Office of State Planning Coordination, having been appointed to that position by Governor Carper in January Previously he was Director of Management and Operations and the Executive Assistant to the Secretary of the Department of Natural Resources and Environmental Control, and Director of the Office of Management, Budget and Planning and the Environmental Policy Planning Manager with that agency and its predecessor, the Delaware State Planning Office. His experience also includes planning positions in Anne Arundel County, Md. and the Tri-State Regional Transportation Agency in New York City. A native of Delaware, he holds a degree in Business Administration from the University of Delaware and a Master s Degree in Urban Planning from New York University. He is an adjunct professor at the University of Delaware, a member and Past President of the Delaware Chapter of the American Planning Association, and a member of the Board and Chair of the Executive Committee of the Delaware Municipal Electric Corporation.

5 Hal Godwin, Sussex County Harold F. Godwin is a licensed Delaware Realtor with 20 years of experience. Hal has been a Newark and Wilmington business owner for 32 years. He served on the Newark City Council from 1987 until 1998 when he was elected Mayor of Newark and served in that position until Hal was appointed Town Manager of Milton Del. in 2005 and has served as Sussex County Deputy Administrator since Richard E. Killingsworth, Delaware Division of Public Health Mr. Killingsworth is the Chief of Health Promotion and Disease Prevention for the Delaware Division of Public Health. In this capacity Mr. Killingsworth administers key public health initiatives that span issues in physical activity, nutrition, tobacco, cancer control, diabetes, heart disease, and many other related initiatives. During his career Mr. Killingsworth has made significant contributions in public health. He has consulted in over 300 communities; presented in over 100 conferences; authored over 30 publications; and collaborated with the Centers for Disease Control and Prevention, National Institutes of Health, National Academy of Sciences, and the World Health Organization. Mr. Killingsworth recently served as the inaugural Executive Director and Chief Operating Officer for the National Foundation on Fitness, Sports, and Nutrition, a congressionally-chartered foundation that was established when President Obama signed the National Foundation on Fitness, Sports, and Nutrition Establishment Act in Mr. Killingsworth is also an avid cyclist, hiker and outdoor recreation enthusiast. He has cycled portions of the longest rail trails in the U.S. the Great Alleghany Passage, Katy Trail and Cowboy Trail. He has also hiked portions of the longest three hiking trails in the U.S. Appalachian, Continental Divide, and the Pacific Crest, and has hiked portions of 20 National Parks. He was also a competitive wrestler in high school, college, military and club levels and now volunteer coaches for a local high school. Lew Killmer, Town of Bethany Beach Prior to being elected to the Town Council in Bethany Beach, Lew Killmer was an Assistant Director of Research and Design for GlaxoSmithKline. He currently serves the community as the chairperson of Bethany Beach s Planning Commission and the Non-Residential Design Review Committee. Killmer is also a member of the executive committee of the Delaware League of Local Governments and was a member of the Sea-Level Rise Committee and the Senate Bill (SB-64) Committee that focused on flood damage prevention and stormwater management.

6 Jonathan Levine, University of Michigan Jonathan Levine's research centers on the potential and rationales for policy reform in transportation and land use. His current work focuses on the transformation of the transportation and land-use planning paradigm from a mobility to an accessibility basis and includes a number of funded projects and a book in preparation jointly with Professor Joe Grengs. He is also interested in the design of institutions for emerging transportation systems which may be based in large measure on autonomous electric vehicles to serve metropolitan-accessibility goals. He is the author of Zoned Out: Regulation, Markets, and Choices in Transportation and Metropolitan Land Use (Resources for the Future 2006), which argued for transportation and land-use policy reform on the basis of expansion of households' effective range of choices rather than proven modification of travel behavior. His research has been supported by organizations including the Federal Highway Administration, Environmental Protection Agency, Graham Environmental Sustainability Institute, Michigan Department of Transportation, Mineta Transportation Institute, Ann Arbor Transportation Authority, and SMART (Suburban Detroit Public Transit.) Levine's work has been recognized. Together with Professor Joe Grengs and their co-authors, he was awarded the 2010 Chester Rapkin Award for best paper in the Journal of Planning Education and Research. He was awarded a 2011 residential fellowship at the Rockefeller Foundation center in Bellagio, Italy. In 2001, the Association of Collegiate Schools of Planning and U.S. Department of Housing and Urban Development awarded him the Excellence in Urban Policy Scholarship Award, and he received the Best of Association of Collegiate Schools of Planning Award in Levine joined the Taubman College of Architecture and Urban Planning as Assistant Professor in In addition to a Ph.D. in City and Regional Planning from UC Berkeley, he holds a Master of City Planning and a Master of Science in Civil Engineering, with a transportation focus. Phil McGinnis, Delaware Association of REALTORS Phil McGinnis has been a Delaware licensed real estate broker since April 1980, and a real estate appraiser since May Owner and president of McGinnis Commercial Real Estate Company and Dover Consulting Services, Inc, in Dover, McGinnis has professional designations and certifications from the National Association of REALTORS for commercial and investment properties, land, property management, and property appraisals. McGinnis teaches continuing education course for real estate brokers and appraisers, and serves on a number of committees and working groups concerning smart growth development, wetlands regulations, and other similar issues.

7 Joe Molinaro, National Association of REALTORS Joseph R. Molinaro is the Managing Director, Community Affairs, for the National Association of REALTORS (NAR) in Washington, D.C. He oversees NAR s Smart Growth and Housing Opportunity Programs, which include REALTOR training, grants to REALTOR associations, technical assistance on land use regulation to state and local REALTOR associations, and voter surveys on growth and development issues. He is editor of On Common Ground, NAR s smart growth magazine. He also manages NAR s tracking of state real estate legislation, and undertakes research to support state and local legislative and ballot initiative campaigns. Prior to joining NAR in 2000, Mr. Molinaro was Director of Land Development Services for the National Association of Home Builders, where he introduced smart growth and new urbanism to educational programs for builders. Mr. Molinaro was a 2005 Fellow in the Knight Program in Community Building, based at the University of Miami School of Architecture. He holds a Master of Urban and Regional Planning from Virginia Tech and is a member of the American Institute of Certified Planners. He serves on the Board of Directors of the National Charrette Institute and serves on the board of the Washington, DC, chapter of the Congress for the New Urbanism. Ted Patterson, Institute for Public Administration, University of Delaware Ted Patterson is a Policy Specialist at the University of Delaware s Institute for Public Administration. Ted specializes in research on broadband policy, land use, transportation, and infrastructure. Ted received his Master s Degree from the University of Delaware in Urban and Regional Planning. Ann Marie Townshend, City of Dover Ann Marie Townshend is the Director of Planning and Community Development for the City of Dover. In this capacity, she manages the Planning and Inspections Department and the Parks and Recreation Department. Prior to this position, Ann Marie worked for the Office of State Planning Coordination as a Principal Planner and the Department of Natural Resources and Environmental Control as a Planner. Ann Marie is a member of the American Planning Association, the American Institute of Certified Planners, and the Delaware Recreation and Park Society. She has a Bachelor of Arts in Political Science from Towson University and a Masters of Public Administration from the University of Delaware. In her professional capacity,

8 Ann Marie has made incorporating health into community design and recreation programming a priority. Ann Marie is an active volunteer with the Juvenile Diabetes Research Foundation (JDRF) and Holy Cross Religious Education. She lives with her husband and two sons in downtown Dover. Jane Vincent, U.S. Department of Housing and Urban Development Appointed by President Barack Obama, Jane C.W. Vincent is the Regional Administrator for the U.S. Department of Housing and Urban Development, Region III, which includes the District of Columbia, Delaware, Maryland, Pennsylvania, Virginia and West Virginia. In this role, Jane works with others to create strong, sustainable, inclusive communities and quality affordable homes for all. She is responsible for the oversight of a $47.3 billion dollar portfolio of programs and services and more than 600 employees.
