1 MEETING OF THE BOARD OF TRUSTEES SHASTA-TEHAMA-TRINITY JOINT COMMUNITY COLLEGE DISTRICT WEDNESDAY, APRIL 11, 2001 MINUTES The Board of Trustees of the Shasta-Tehama-Trinity Joint Community College District met in regular session on Wednesday, April 11, 2001, in the Shasta College Board Room. 1. CALL TO ORDER The meeting was called to order by D. Scott Thompson, President of the Board, at 7:02 p.m. 2. ROLL CALL Roll Call indicated the following: Trustees Present Mrs. Cheri A. Beck Mr. Harold J. Lucas Mrs. Patricia A. Hunn Mrs. Rayola B. Pratt Mr. D. Scott Thompson Ms. Monica Lippingwell Trustees Absent Mrs. Judi D. Beck Mr. Kendall S. Pierson 3. FLAG SALUTE Rayola Pratt led the flag salute for those attending the Board Meeting. 4. APPROVAL OF THE MINUTES OF THE BOARD MEETING HELD MARCH 14, 2001 Mr. Thompson asked for additions or corrections to the minutes of the Board Meeting held March 14, Monica Lippingwell, ASB President, stated that there were comments made at the March 14, 2001, Board Meeting about the theater issue and they would like to have them reflected. The comments made during the meeting helped the issue and to ease minds.

CALL FOR REQUESTS FROM THE AUDIENCE TO SPEAK TO ANY ITEM ON THE AGENDA 7.1 FACULTY ASSOCIATION REPORT It was moved by Mrs. Cheri Beck and seconded by Mrs. Pratt, TO APPROVE THE MINUTES OF THE BOARD MEETING HELD MARCH 14, 2001, WITH THE REVI- SION OF INCLUDING THE COMMENTS ABOUT THE THEATER ISSUE. Dr. Treadway stated that there were no special guests to introduce. Mr. Thompson asked if there was anyone in the audience who wished to speak to any item on the agenda. There was no response. Nick Rogers announced that he is President-elect of the Faculty Association. They are working on negotiation openers. There has been a great deal of activity at the state level on adjunct faculty representation. They will be voting on adding additional adjunct faculty to the association. 7.2 ACADEMIC SENATE REPORT Nick Rogers, Academic Senate President, reported that he represented Shasta College, as a counselor, at Oregon Institute of Technology s annual preview day. OIT s Vice President of Student Services said he wanted us to know that they were still working on the reciprocal agreement - it is at their Chancellor s Office. OIT has top placement rate in the western states 98% placement with an average starting wage of $40,000. Mr. Rogers said next week he is going to the State Academic Senate meeting. Library skills and retrieval of information will be voted on. Librarians are concerned about students having those skills. We may have to include that library competency skills as well as computer competency skills. Mr. Rogers reminded everyone that the Shasta College Academic Senate is the only senate in the state where an administrator is a co-chair and a voting member.

3 MEETING OF THE BOARD OF TRUSTEES APRIL 11, ACADEMIC SENATE RE- PORT (Continued) Mr. Rogers said the faculty really appreciate Gary Lewis. They have accomplished a great deal. The faculty are also glad Bob Shelnutt is here as a consultant. The Environmental Committee is excited about him being here also. 7.3 CLASSIFIED EMPLOY- EES ASSOCIATION 7.4 ASSOCIATED STUDENTS REPORT Sue Brix, CSEA Chapter President, stated that there was no report. Monica Lippingwell, ASB President, said the students are sponsoring a capital outlay forum on May 7, 2001, 5-6:15 p.m., and on May 8, 2001, 12-1 p.m. Everyone is invited. Last month the ASB held its shared governance luncheon. Ms. Lippingwell thanked Judi Beck for attending. The ASB takes the opportunity to hand out anti-apathy awards. Ms. Lippingwell read the names of 11 people who received anti-apathy awards. These awards are important. The ASB spent two entire meetings discussing and debating why these people should get these awards - they are people who go above and beyond to help students. I will be writing a letter to the editor of the Lance because she disagrees with the article which was written about this. Mr. Lucas stated that this is an excellent award and makes a point about people who help. Monica Lippingwell said some of the staff made comments that this award meant more coming from students than from any agency. Ms. Lippingwell announced that the ASB was hosting a parliamentary procedures workshop on April 19 at 3 p.m. and everyone is invited. The annual Huck Finn day, hosting approximately 300 children, is scheduled for Friday, May 4, The ASB will be holding its election this month. The May meeting will be Ms. Lippingwell s last meeting as ASB President.

4 MEETING OF THE BOARD OF TRUSTEES APRIL 11, SUPERINTENDENT/ PRESIDENT S REPORT Doug Treadway, District Superintendent/President, said he has committed his leadership to hiring a diverse faculty and staff. All the community colleges are quite concerned about the shortage of qualified instructors. One group interviewed and is going back to the drawing board after a suitable candidate could not be found. It is important to make a public statement about how crucial this is. Dr. Treadway said he met with a UC representative in March. The UC Regents have added rural and low income areas as a push which could be beneficial to our tri-county area. The Strategic Planning Committee has been meeting under Ken Hart s leadership. A report will be brought forward to the board, with a new process going forward. Dr. Treadway said he met with the Academic Senate and they are mutually working out procedures on faculty hiring. The Higher Ed Needs Assessment Committee hopes by October or November, to have a report. The assessment includes northern Tehama County, Shasta County, and eastern Trinity County and up to the Oregon border. Essentially, northern Tehama County is Red Bluff. Mr. Lucas asked why it does not include the entire county. Dr. Treadway said it was based on commuting distance from CSU Chico. At first, the committee was only going to do Shasta and Siskiyou Counties. We made a case to do at least part of Trinity and Tehama Counties. It was based on a reasonable commute. A bill passed for $25 million for community colleges and is on the Governor s desk for signature. Dr. Treadway encouraged everyone to write the Governor to sign the bill. Our share would be $250,0000. The monies would be for co-generation and alternative energy. The Gary Soto author event was very nice and brought more than 300 people to our theater.

5 MEETING OF THE BOARD OF TRUSTEES APRIL 11, SUPERINTENDENT/ PRESIDENT S REPORT The Foundation Board met with A.G. Edwards on investments and oversight. Dr. Treadway said he spent a great deal of time during the last few weeks on evaluation of administrators. President Treadway reported that he is Chair of the search committee for the Dean of Science, Industry, and Natural Resources. There are seven semi-finalists. He hopes to have a recommendation by the May Board Meeting. Shasta College received a student success award which is displayed at the Board table. Victoria Hindes was there to accept the award in behalf of Shasta College. Pamela Spoto received a state faculty diversity award and W.G. Garland was there to represent the college with Ms. Spoto. Tomorrow at 10 a.m. there will be a press conference here in the board room. The Board is welcome; it is mostly a briefing on the actions this evening. The Board authorized a telephone survey of patrons and polling will start in two weeks. Dr. Treadway said he was presently working on a draft of questions with the polling firm. There will be preliminary results available in May. Dr. Treadway said he is recommending the Board have its Strategic Planning meeting in June instead of August so they can make a decision on a bond issue in a timely manner. The alternate meeting, on June 27, 2001, is recommended as a retreat. Mr. Lucas said he was pleased about the discussions with UC. We should give them a nice office here on campus.

6 MEETING OF THE BOARD OF TRUSTEES APRIL 11, BOARD MEMBER REPORTS Mr. Thompson asked if there were any Board Member reports. Mrs. Cheri Beck stated that she attended the Gary Soto event. It was very informative and motivating. Mrs. Cheri Beck said she attended the CCLC Advisory Committee on Finance meeting. The energy crisis was of grave concern. There were questions about certain legislation and they discussed how to approach the Governor about what we are going through. They decided to ask for a separate line item to help with the energy costs. Regarding PFE funds, the colleges submitted their reports, which were due in March. The comment at the meeting was from the reports that it doesn t look very good. They are making a continued push for equalization funding. Looking for new approach for the budget. They would like to see the budget done more like UC, with grouping into 4-5 groups. Then we break down what we want to do with the money once we get it. There is so much turnover because of term limits that the legislators are not very experienced about community colleges. Also from the meeting they were pushing that we find other sources of funding like partnerships that way there are businesses testifying in behalf of community colleges. Mrs. Beck distributed a CCLC memorandum and reviewed it briefly. 8.1 INFORMATIVE REPORT - ADMINISTRATIVE SERVICES Ellen Peres, Vice President of Administrative Services, said they started the arduous process of implementing new software last summer. Staff are accepting it well but complaining about how much time the training takes. Everyone is excited about it. Ms. Peres introduced Jim Gore as her right and left hand on the implementation. He has gone to training and is doing an excellent job of coordinating staff. Mr. Jim Gore gave a PowerPoint presentation on the new software implementation.

7 MEETING OF THE BOARD OF TRUSTEES APRIL 11, CONSENT AGENDA Dr. Treadway recommended approval of the Consent Agenda, as presented. It was moved by Mr. Lucas, seconded by Mrs. Cheri Beck, and carried TO APPROVE THE CONSENT AGENDA, AS SUBMITTED CONSIDERATION OF AD HOC COMMITTEE REC- OMMENDATION CON- CERNING ELECTION OF MEMBERS OF THE CALIFORNIA COMMU- NITY COLLEGE TRUS- TEES BOARD OF DI- RECTORS Dr. Treadway said the Board s subcommittee consists of Cheri Beck, Pat Hunn, and Rayola Pratt. The subcommittee met earlier this evening. Cheri Beck stated that the following nominees would be recommended to the full Board to fill the 11 vacancies on the CCCT 2001 Board of Directors: Judi D. Beck, Shasta College Don L. Jenkins, Rio Hondo Michele Jenkins, Santa Clarita Maria Nieto Senour, San Diego Mark Takano, Riverside Luis Villegas, Santa Barbara Charles H. Hayden, Jr., Desert Tom Clark, Long Beach Mary Mason, Foothill-DeAnza John Moore, Cerritos Anthony E. Bugarin, San Joaquin Delta It was moved by Mrs. Cheri Beck, seconded by Mrs. Hunn, and carried TO ACCEPT THE RECOMMENDA- TION OF THE BOARD S SUBCOMMITTEE TO FILL THE 11 VACANCIES ON THE CCCT 2001 BOARD OF DIRECTORS SECOND READING OF BOARD POLICY ADDI- TIONS PROPOSED BY THE CCLC POLICY AND PROCEDURE SERVICE Dr. Treadway said the Board s Policy Committee considered the second reading of the board policy. It was moved by Mrs. Cheri Beck, seconded by Mr. Lucas, and carried TO APPROVE THE BOARD POLICY AD- DITIONS PROPOSED, WITH MINOR EDITING COMMENTS AND RESEARCH OF 7220.

8 MEETING OF THE BOARD OF TRUSTEES APRIL 11, MASTER PLAN FOR FA- CILITIES DEVELOPMENT 12.1 RECOMMENDATIONS FOR GRANTING OF SABBATICAL LEAVES Dr. Treadway said he was presenting Exhibit E to the Board for approval. The Administration has held hearings and has had shared governance discussion. Dr. Treadway said he was pleased with the work done by everyone, including the architectural firm who assisted us with this. It was moved by Mr. Lucas, seconded by Mrs. Hunn, and carried TO APPROVE THE MASTER PLAN FOR FA- CILITIES, AS SUBMITTED IN EXHIBIT E. Dr. Treadway said he was recommending the following requests be approved: Terrie Snow, Nursing Instructor, Fall Semester 2001 Robert Googins, Business Instructor, Fall Semester 2001 Eileen Smith, Language Arts Instructor, Spring Semester 2002 The Board s subcommittee considered these earlier and Pat Hunn chaired the meeting. Mrs. Hunn said the subcommittee recommends the Board approve all three applications. It was moved by Mrs. Hunn, seconded by Mr. Lucas, and carried TO APPROVE THE SABBATICAL LEAVE AP- PLICATIONS, AS NOTED ABOVE ACKNOWLEDGEMENT OF RECEIPT OF QUAR- TERLY FINANCIAL RE- PORT Dr. Treadway reviewed Exhibit I. He stated that FTES are expected to stabilize at the same level as last year. The college will not realize growth. Settlements of contracts and benefits are shown as well as how we will fiscally manage the increased costs to the district. We did have a significant event natural gas costs. Also those same costs are anticipated in the coming year. The college is in a multi-year contract at a fixed price so we have some control. More importantly, our long-term interest is to generate our own energy. Cheri Beck asked if the bankruptcy courts have to approve the contracts. Ellen Peres said no, the college has been

9 MEETING OF THE BOARD OF TRUSTEES APRIL 11, ACKNOWLEDGEMENT OF RECEIPT OF QUAR- TERLY FINANCIAL RE- PORT (Continued) assured that the bankruptcy will not affect us. There should be no disruption in contract or service. Scott Thompson asked, on FTES, what was our projection on the growth we did not get. Ellen Peres said funding was $700,000 or $800,000 about 200 FTES. Pat Hunn asked if we know why we didn t grow. Doug Treadway said we still have summer session and this is just our projection. This is one of the things we are analyzing in terms of enrollments (where there is growth and where there are low enrollments). For example, vocational education enrollments are down. We will have a more detailed analysis coming. Our general enrollments are estimated by the state at 2 % and we budgeted for about 1%. We also did not spend that money. Cheri Beck asked if we have to send back the money. Dr. Treadway said no, they reduce what they send to us. Doug Treadway said he sent a memo to all administrators that we were over budget and they would have to curtail spending over the next few months because the state will be curtailing our revenues. It was moved by Mrs. Hunn, seconded by Mrs. Pratt, and carried TO ACKNOWLEDGE RECEIPT OF THE FI- NANCIAL STATUS REPORT IN COMPLIANCE WITH EDUCATION CODE CONSIDERATION OF APPROVING SUBMITTAL OF THE FIVE-YEAR CONSTRUCTION PLAN Ellen Peres said the five-year construction plan falls in line with the facilities master plan. Even though we are not asking for state funds for some of the plans, they have been included in the five-year plan. Ms. Peres recommended the administration be authorized to submit the Five-Year Construction Plan and related Initial Project Proposals to the Chancellor s Office. It was moved by Mrs. Pratt, seconded by Mr. Lucas, and carried TO APPROVE THE RECOMMENDATION.

10 MEETING OF THE BOARD OF TRUSTEES APRIL 11, CONSIDERATION OF AUTHORIZING THE SO- LICITATION OF BIDS FOR THE OIL SLUDGE WASTE REMOVAL PRO- JECT 13.4 CONSIDERATION OF AUTHORIZING THE SO- LICITATION OF BIDS FOR THE ARCHITEC- TURAL BARRIER RE- MOVAL PROJECT 13.5 CONSIDERATION OF AUTHORIZING THE SO- LICITATION OF BIDS FOR THE 2001 PAVE- MENT REHABILITATION PROJECT 13.6 CONSIDERATION OF AUTHORIZING THE SO- LICITATION OF BIDS AND ARCHITECT CON- TRACT FOR THE WARE- HOUSE PROJECT 13.7 CONSIDERATION OF REJECTING THE CLAIM PRESENTED BY ZACK AND CATHLEEN MCKAY Ellen Peres said there is state funding to fund this project. It is mandated that we have waste removal. Ms. Peres recommended that the Administration be authorized to solicit bids for the Oil Sludge Waste Removal Project. It was moved by Mrs. Cheri Beck, seconded by Mrs. Pratt, and carried TO APPROVE THE RECOMMENDATION. Ellen Peres said there is state funding for the Architectural Barrier Removal Project. She recommended approval. It was moved by Mrs. Cheri Beck, seconded by Mr. Lucas, and carried TO AUTHORIZE THE ADMINISTRATION TO SOLICIT BIDS FOR THE ARCHITECTURAL BARRIER REMOVAL PROJECT. Ellen Peres said funds come from parking fee revenue. She recommended approval, stating that she hoped to have the work done this summer. It was moved by Mrs. Hunn, seconded by Mrs. Pratt, and carried TO AUTHORIZE THE ADMINISTRATION TO SOLICIT BIDS FOR THE 2001 PAVEMENT REHA- BILITATION PROJECT. Ellen Peres recommended the college contract with their architect and then go out to bid on this project. It was moved by Mrs. Pratt, seconded by Mrs. Hunn, and carried TO AUTHORIZE THE ADMINISTRATION TO SOLICIT BIDS FOR THE WAREHOUSE PROJECT AND TO CONTRACT WITH NICHOLS MELBURG AND ROSSETTO FOR THE REMAINDER OF THE WAREHOUSE PROJECT. Ellen Peres stated that a student and his mother filed a claim. The Board was provided a copy under separate cover. Ms. Peres recommended rejecting the claim.

11 MEETING OF THE BOARD OF TRUSTEES APRIL 11, CONSIDERATION OF REJECTING THE CLAIM PRESENTED BY ZACK AND CATHLEEN MCKAY (Continued) 13.8 CONSIDERATION OF ACCEPTANCE OF DO- NATIONS It was moved by Mr. Lucas, seconded by Mrs. Hunn, and carried TO REJECT THE CLAIM PRESENTED BY ZACK AND CATHLEEN MCKAY AND AUTHORIZE THE ISSUANCE OF A LETTER OF NOTIFICATION AND WARNING REGARDING CLAIMANT RIGHTS, PURSUANT TO GOVERNMENT CODE Dr. Treadway recommended acceptance of the donations. It was moved by Mrs. Cheri Beck, seconded by Mrs. Hunn, and carried TO ACCEPT THE DONATIONS AS OFFERED, WITH THE APPROPRIATE LETTERS OF APPRECIATION. 14. SPECIAL REPORTS Dr. Treadway recommended approval for the items listed in Special Reports. It was moved by Mr. Lucas, seconded by Mrs. Pratt, and carried TO APPROVE THE ITEMS LISTED UNDER SPECIAL REPORTS, AS SUBMITTED. 15. ANNOUNCEMENTS Mr. Scott Thompson announced future Board Meeting dates as: April 25, 2001 May 9, 2001 May 23, 2001 June 13, 2001 (If Necessary) (If Necessary) Mr. Thompson noted that Commencement will be held on Friday, May 25, at 8 p.m., at Memorial Stadium. 16. COMMENTS FROM INDIVIDUAL MEMBERS OF THE BOARD 17. COMMENTS FROM THE AUDIENCE Mrs. Pat Hunn stated that we will have the June 13 Board Meeting in Corning at the high school in the new multipurpose room at the usual meeting time of 7 p.m. At 5 p.m., there will be a gathering of community members. Mr. Thompson asked if there were any comments from the audience. There was no response.
