Commission members stated their names for the record. Mr. Phillips welcomed those present. I. APPROVAL OF AUGUST 6, 2008 MINUTES Motion: Second: Vote: Ms. Phillips moved approval of the minutes as amended. Mr. Maxwell Unanimous II. CERTIFICATE OF APPROPRIATENESS APPLICATIONS A. West End Historic Overlay District 1. James G. Teta, Jr., Applicant Thomas-Lambert House (Inventory #256) 922 Carolina Avenue Request: Removal of Two Windows, Two Doors & Subsequent Exterior Alteration (After-the-Fact); Addition of New Windows; Creation of Rear Parking Area; Front Porch Repair Case #: W Ms. McCullough was sworn for testimony and presented the staff report, describing the application in detail. She presented a map showing the location of the property and photographs of the property.
4 2 Staff Comments: Ms. McCullough stated that based on the information gathered with the application, staff found that the application was not incongruous with the character of the District because: 1. The After-the-Fact component of work was conducted on noncharacter-defining portions of the house (rear and side) that were not visible from the street. The new rear elevation siding matched the existing in dimension and profile and thus was in conformance with the Guidelines. While the French door was clad in artificial materials, its location allowed the use of such substitute materials. 2. The proposed new windows on the rear elevation of the structure would be similar in placement, size, scale, and detailing to existing windows on the house. While the windows would not be wood, their location on a noncharacter-defining portion of the property allowed the use of such substitute materials. Note: Commission staff was not able to determine if the new windows would have exterior muntins. Staff recommended that the windows employ muntins that closely matched the profile and depth of existing original window muntins on the house. 3. The proposed parking area would be located at the rear of the property, not visible from the street. While it would closely abut the principal structure, the site did not allow placement anywhere else on the lot. The parking area would be constructed of concrete with a brick retaining wall, which were recommended materials. No significant landscape features would require removal due to the installation of the parking area. 4. Repair of the front porch would be completed utilizing existing materials. Once rebuilt (to correct a structural problem) it would retain the exact location, design, style, dimension, detail, texture, pattern, and material as it currently did. Staff Recommendation: Based on the preceding comments, staff recommended that the Commission grant a COA to James G. Teta, Jr. for the: 1) removal of two windows and two doors and subsequent exterior alterations (After-the-Fact); 2) addition of new windows; 3) creation of a rear parking area; and, front porch repair, at the Thomas- Lambert House property, located at 922 Carolina Avenue in the West End Historic Overlay District, with the following conditions: 1. the new windows to be added on the rear elevation shall feature exterior muntins that closely match the profile and depth of existing original window muntins on the house; 2. the concrete for the parking pad shall be tinted to minimize its visual impact; 3. the repaired front porch shall be identical in location, design, style, dimension, and material to the existing front porch;
5 3 4. Commission staff shall review and approve the window muntin depth and profile prior to installation and shall also review and approve the concrete tint hue prior to pouring; and, 5. Commission staff shall review and approve any revisions or deviations to any portion of the as-submitted work prior to commencement of that portion of the project. Regulations 1) If a Certificate of Appropriateness (COA) was issued for the application, it would expire September 3, If a building permit was required to perform the approved work, such permit had to be obtained within one year from the date of COA issuance. Failure to comply with the one-year time limit would expire the COA. Commission staff could renew the COA within twelve months of original issuance. All other renewals of an expired COA could only be made by the Commission. 2) The applicant had to note that the scope of work for the project had to meet all other applicable building codes and ordinances. Any additional approvals or permits from the City had to be obtained prior to initiating work. The applicant needed to consult with the City Inspections Division at prior to beginning the project. 3) It was the applicant's responsibility to contact Commission staff regarding any and all conditions to which a COA was subject. That was a requirement of COA issuance. Additionally, the applicant had to contact Commission staff if, in the process of commencing the project, unknown circumstances arose which could result in changes, alterations, or modifications. Public Comment Speaking in Favor of the Application: James Teta, 214 N. Sunset Drive, Winston- Salem, was sworn for testimony and answered questions by the Commission members. During questioning it was made clear that all of the requested work had been completed. The windows did not have exterior muntins. Speaking in Opposition to the Application: None Commission Discussion The Commission then discussed the application. The Commission expressed its desire that the applicant investigate window options, so that an exterior profile be created.

Adding one additional sentence describing the reason for why the tree required removal, such as including whether it was "dead, diseased, or dangerous," would be helpful. IV. COMMITTEE REPORTS A. Education Committee Ms. McCullough stated that the Education Committee would begin meeting again in October. More members were needed, especially one from the HRC. B. Historic Marker Committee Mr. Harllee noted that everyone was invited to Historic Bethabara Park on Saturday, September 13th for Bookmarks. V. UNFINISHED BUSINESS There was no unfinished business. VI. NEW BUSINESS A. National Register of Historic Places Nomination Review

OTHER BUSINESS A. Old Salem & Bethabara Design Review Guidelines Project Discussion Staff presented information regarding the revision process, and asked that the Commission vote to approve the process. Motion: Second: Vote: Mr. Brown Mr. Maxwell Unanimous A member of the Lewisville Historic Society spoke to the Commission. The Preservation North Carolina conference was being held next month in Winston- Salem. Ms. McCullough stated that if any Commission members were interested in attending, to please let staff know as soon as possible. Mrs. Banzhof presented information about historic preservation activities in Clemmons. Ms. McCullough stated that Jeff and Susan MacIntosh were moving five houses located across from the ballpark site to lots adjacent to the West Salem Historic District. She also added that Mr. and Mrs. MacIntosh were working on purchasing 66 West End Boulevard, which was damaged by fire about three years ago. She said that they intended to restore the home. With no further business, the meeting was adjourned.
