Justice Lee is based in Perth. He took up his appointment on 15 February The Federal Court has been one judge below strength in Perth since the resignation of Mr Justice Toohey early last year to take up his appointment on the High Court. Justice Lee, who was educated at the University of Western Australia, was admitted as a practitioner of the Supreme Court of Western Australia in 1964, and commenced practice solely as a barrister in He was appointed a Queen s Counsel in He held office as President of the Western Australian Bar Association from 1978 to 1981 and has been a member of the Barristers Board of Western Australia since He was appointed a member of the Law Reform Commission of Western Australia in May family court appointments Justice Barblett, a Senior Judge of the Family Court and Chief Judge of the Family Court of Western Australia has been appointed the first Deputy Chief Judge of the Family Court of Australia. Two new Judges of the Family Court, have also recently been appointed. They are Judge Alwynne Rowlands of the County Court of Victoria and Judge Peter Moss of the District Court of New South Wales. The position of Deputy Chief Judge is a position unique to Australian Courts and recognises the need for improved administration of what is now Australia s largest court. Justice Rowlands will be based in Victoria where he has been a judge of the County Court since November He was admitted to practice as a barrister and solicitor in 1963 and appointed as a Queen s Counsel in He practised widely in family law, criminal law, local government law, matrimonial and industrial law jurisdictions. From he was the first President of the Victorian Administrative Appeals Tribunal. Justice Moss will be based in Sydney where he has been a Judge of the District Court of New South Wales since He was admitted as a Barrister in 1967 and appointed a Queen s Counsel in He practised widely in common law and equity jurisdiction. During he was Senior Counsel assisting the Royal Commission of Inquiry into Drug Trafficking in respect of the Nugan Hand matter. administrative appeals tribunal Four new appointments have been made to the Administrative Appeals Tribunal. They are Dr Paul Gerber as a full-time Deputy President, Mr Mason David Allen and Mr Donald William Muller as full-time senior members and the Honourable Edmund Theodore Perrignon as a part-time senior member. Dr Gerber, Mr Allen and Mr Perrignon will be based in Sydney. Mr Muller will be based in Brisbane. Dr Gerber has been a full-time senior member of the Tribunal since 1 July 1986, when he transferred from the former Taxation Board of Review in Brisbane. Mr Allen was, prior to this appointment, a senior member of the Vet

Mr Muller is and has been in practice as a barrister since Mr Perrignon was a Judge of the Land and Environment Court in New South Wales from 1980 to Mr Allen and Mr Muller will deal generally with the work of the Tribunal. Mr Perrignon has been appointed for a period of one year principally to assist in overcoming the backlog in taxation appeals. trade practices commission Professor Robert Baxt has been appointed the full-time Chairman of the Trade Practices Commission for a term of three years from 7 April Professor Baxt succeeds Mr Bob McComas whose term expires on 27 February Mr Bill Coad, the Deputy Chairman of the TPC will act as Chairman until Professor Baxt takes up his appointment. Professor Baxt, 49, is the Sir John Latham Professor of Law and Dean of the Faculty of Law at Monash University. He holds an Arts degree and an Honours Law degree from Sydney University and a Masters of Law degree from Harvard University, USA. He practiced as a Solicitor in NSW between 1963 and He took up an appointment lecturing in law in the Faculty of Economics at the University of Sydney before moving to Monash University in 1968 where he was appointed a Professor of Law in 1972 and Dean of the Faculty of Law in Professor Baxt has made a significant contribution to commercial and taxation law literature as an author and editor of articles and textbooks. He has been the editor of the Australian Business Law Review, Company and Securities Law Journal and was a consultant editor of the Australian Trade Practices Reporter. As well, he has served on, or acted as consultant to, many committees involved with law reform and legal education and was instrumental in the establishment of the Centre for Commercial Law and Applied Legal Research. Professor Dennis Edgar Turner has been re-appointed an associate member of the Trade Practices Commission for a third term from 4 February The appointment is for two years. As an associate member of the Commission, Professor Turner will continue to be engaged on a part-time basis supplementing the skills and experience available to the Commission. Professor Turner, 61, is Professor of Management and Associate Director of the Australian Graduate School of Management, University of NSW. He has held a senior position in the British Civil Service, senior management positions in retailing in England and was Managing Director of major retailing and manufacturing operations in Australia. First appointed as an associate member in 1983, he was re-appointed in With Professor Turner s reappointment the Commission membership is three full-time and four parttime members. commonwealth ombudsman Professor Dennis Pearce, Professor of Law at the Australian National University, has been appointed the Commonwealth Ombudsman. Professor Pearce, an expert in administrative law, began his three year appointment on 1 February He replaces Mr Geoffrey Kolts, QC who resigned recently to return to legal practice. Professor Pearce has an extensive background in administrative law and is a leading Australian authority on statutory interpretation and delegated legislation. He is a barrister in the Australian Capital Territory and South Australian Supreme Courts and the High Court. He has been an advisor to a number of par

In 1982 while giving evidence to the Joint Select Committee on Privileges he advised Parliament to abandon its contempt powers completely. manitoba law reform commission The Manitoba Law Reform Commission has advised that it is to be disbanded and a minority of its staff redirected inside the Attorney-General s Department to do smaller (legal policy) projects. ALRC Three part-time Members have been reappointed to the Commission. Professor James Crawford was the head of the Division which produced the report The Recognition of Aboriginal Customary Laws. He was also the Commissioner in charge of the reference on Foreign State Immunity and is currently the Commissioner in charge of the Admiralty reference. One report has been produced on Admiralty. It is Civil Admiralty Jurisdiction (ALRC 33). A second Admiralty report will be produced later this year. Justice Wilcox was the Commissioner in charge of the Division on Lands Acquisition and Compensation and Commissioner in charge of the Privacy Division when it produced the report on Unfair Publication: Defamation and Privacy. Mr Nicholas Seddon is the Commissioner in charge of the Community Law Reform Program for the Australian Capital Territory. That Division has produced two reports on Community Law Reform for the ACT, a report on Domestic Violence and a report on Occupier s Liability. Ms Jennifer Ellis has recently been appointed as Personal Secretary to the Deputy President, Mr John Greenwell. NSWLRC Dr John Carter, of the University of Sydney Law School, has been appointed a part-time member of the Commission until March Dr Carter, who was previously engaged as a Consultant to the Commission, has played a leading role in the reference on Sale of Goods. Two parttime members of the Commission, the Honourable Mr Justice Andrew Rogers and the Honourable Mr Justice J R T Wood, have been reappointed until July and December 1988 respectively. The appointment of Dr John Seymour as a part-time member of the Commission expired on 31 March Mrs Adrienne Bailey has been appointed a Legal Research Consultant to assist in the references on Mediators in Alternative Dispute Resolution, and the law of Names. Mrs Bailey has considerable editorial and research experience, particularly in the field of building and construction law. Mrs Carol Fletcher has joined the Commission s staff on secondment from the Office of the Director of Public Prosecutions, and is working on the Criminal Procedure reference. Ms Anne Healey has left the Commission to join the staff of the Director of Public Prosecutions. During her time at the Commission, Ms Healey contributed significantly to the work on the Appeals project within the Criminal Procedure reference. Mr Tom Pauling QC has been appointed Solicitor- General with effect from 1 February 1988 and thereby becomes a member of the Committee. Mr Pauling has practised in the Territory since 1970 and was appointed Queen s Counsel in He served as a magistrate from January 1977 to May 1980 and, at the time of his appointment to the Committee had been president of the NT Bar Association for 5 years. He was a member of the Law Reform Committee from July 1978 to June QLRC In January 1988 Mr Michael Klug was appointed as a member of the Law Reform Commission of Queensland. He replaces Mr John Nosworthy, whose appointment expired on 31 December Mr Nosworthy had been a member since 1 January Mr Klug is a graduate of the Law School of the University of Queensland, and was admitted to practice as a solicitor of the Supreme Court of Queensland in After his admission he worked in the field of international banking with Messrs Coward Chance (now Clifford Chance) of London. In 1976 he was admitted as a partner with Messrs Henderson and Lahey (now Henderson Trout). In 1978 and 1979 he was Chairman of the Young Lawyers Committee of Queensland. Mr Klug specialises in the field of litigation, and has a special interest in alternative dispute resolution. He is an accredited mediator of the Australian Commercial Dispute Centre. He is also a part-time lecturer at the legal practice course at the Queensland Institute of Technology. In 1987 he was appointed as a member of the Council of the Queensland Institute of Technology. WALRC The Governor of Western Australia has appointed two new members of the Law Reform Commission of Western Australia. Mr Rene Le Miere, a barrister and solicitor of the Supreme Court of Western Australia, has been appointed as the part-time private practice member of the Commission. Mr Le Miere graduated from the University of Western Australia with first-class honours in law, and also holds an Economics degree from the same University. For several years he has been a partner in a Perth firm of solicitors, but will shortly join the independent Bar. He is currently Vice President of the Law Society of Western Australia and for several years was the editor of Brief, the Law Society s journal. Mr Le Miere replaced Mr MC Lee QC, who resigned from the Commission on being appointed a judge of the Federal Court of Australia. Mr George Syrota, Senior Lecturer in Law at the University of Western Australia and currently Sub-Dean of the Faculty of Law, has been appointed as the part-time university member of the commission. Mr Syrota is a gratuate of the Universities of Oxford and Virginia, and taught at Chicago, Leicester and Monash before taking up his appointment at the Law School. He is a specialist in criminal law and property law and recently gave a paper on reform of the criminal law at the Australasian Law Reform Agencies Conference in Perth. His expertise will be of particular assistance to the Commission which is working on a number of references in the criminal
5 [1988] Reform 110 law area. He replaced Mr PW Johnston, whose term of office expired recently. The Commission also has a new research officer. Mr PA Fairall, Senior Lecturer in Law at the University of Newcastle. He has taken leave of absence from his university position to accept a term appointment on the staff of the Commission. After obtaining an Arts degree and a Bachelors degree in Law in New Zealand, Mr Fairall completed a Masters degree in Law at the Australian National University. He is also qualified as a legal practitioner in New Zealand and in New South Wales. Mr FairalPs areas of special interest include criminal law and torts.
