2 THE AGENDA Embracing the Private Sector in South Sudan For the second year, South Sudan Oil & Power returned to Juba to focus on the private sector opportunities in South Sudan, following the immense progress made in 2018 in securing and growing the oil production and associated industries in the downstream and midstream sectors. Having cemented a peace agreement earlier this year, the country s newfound stability is acting as a catalyst for new investment. The Ministry of Petroleum aims to boost oil production and make South Sudan a premier oil producer in Africa and globally. To bring these ambitions to fruition, the Transitional Government of National Unity of South Sudan is actively pursuing international investment and partnering with the private sector to spur investment, encourage growth and develop the oil and power sectors. Investing in East Africa s only mature oil producer is a prime opportunity for the private sector, with the opportunity to leverage South Sudan s plentiful oil resources, unique status as one of the few true frontier markets in the region, and capitalize on the emerging positive business environment being created by the government and local entrepreneurs. This dialogue has never been more important, as South Sudan takes its place as a prominent oil producer on the international stage, cooperating with the Organization of the Petroleum Exporting Countries (OPEC) on the landmark Declaration of Cooperation and continuously securing new investors from across Africa and the world. 2

With a new peace deal signed and in implementation, the Government of South Sudan is pushing for increased oil production and exploration activities. The Greater Pioneer Operating Company resumed oil production this year after a hiatus of several years and the Sudd Petroleum Operating Company is also planning to relaunch production this year. New companies have entered the market. The resumption of oil activities represents a wealth of opportunities for South Sudan and neighboring countries, but also presents fresh challenges, including a need to attract international investors and service companies into the country s newly revamped oil industry. 8 PANEL: BUILDING THE NATION Funding, Building and Operating Projects and Critical Energy Infrastructure. South Sudan has one of the worst electricity access rates in the world and a severe shortage of roads and downstream facilities, from pipelines to refineries. Oil infrastructure is mostly situated north of the Sudanese border. But that could change, with projects like a 100 MW thermal power plant the first post-war power project installed commissioned this summer, and refinery projects set to quickly expand capacity. South Sudan is also turning to regional initiatives and partnerships to boost infrastructure development and seeking international investors to jump-start the sector and the economy.
