Led administrative reform efforts to implement Governor s vision of a 21 st century business model for utilities, promoting robust investment in energy efficiency. Coordinated unprecedented interagency collaboration between state s environmental regulatory agency and state utility regulator to analyze environmental permits for new coalfired electricity generating units.

Worked with legislators, department staff, and interest groups to craft legislation and implement the Governor s policy priorities. Lead negotiator and legislative drafter for a once-in-a-generation overhaul of Michigan s electricity regulatory laws, which included a renewable portfolio standard, an energy efficiency resource standard, and provisions encouraging energy generation by consumers. Key member of economic development teams focused on attracting advanced battery and renewable energy research and manufacturing. Helped create innovative manufacturing tax incentives, anchor company tax incentives, and Centers of Energy Excellence partnerships between the state, university researchers, and innovative companies. Communications specialist for Governor s renewable energy and energy efficiency priorities. Governor s representative in successful mediation of high stakes contract dispute between Detroit Medical Center and Wayne State University, securing national accreditation of residency programs and maintaining safety net health care coverage for uninsured citizens. Oversaw constitutional litigation regarding affirmative action and indigent criminal defense. Organized rapid response operations at gubernatorial debates and the state Democratic convention. Helped secure 14-percentage-point victory in tough environment for an incumbent. U.S. DISTRICT COURT, Detroit and Ann Arbor, MI Law Clerk, Judge John Corbett O Meara, Eastern District of Michigan Assisted judge with legal research and drafting of opinions and orders in a variety of civil and criminal cases, including twice assisting the judge when he sat by designation on the Sixth Circuit Court of Appeals. Played key role in the negotiation and drafting of an agreement to provide $50 million in emergency governmental funding to a crucial Detroit hospital system. SOUTH AFRICAN NATIONAL PROSECUTING AUTHORITY, Cape Town 2002 Summer Law Clerk, Asset Forfeiture Division Analyzed potential constitutional challenges to asset forfeiture procedures, the role of asset forfeiture in plea bargaining, and the potential breadth of money laundering statutes. Wrote 40-page legal memorandum explaining asset forfeiture law to new hires, using precedent from the U.S. statute on which the South African statute was based.

3 UNITED STATES GOLF ASSOCIATION, Colorado Springs, CO USGA Fellow Managed multi-million dollar grant program in 13-state region for grassroots golf programs and facilities reaching economically disadvantaged youth, minorities, and the disabled. Evaluated grant applicants leadership, financial stability, and program effectiveness. Advised grantees about fundraising, budgeting, volunteer recruitment, and media relations. Coordinated presentations at two USGA Annual Meetings and various regional meetings. Organized youth instructional clinics featuring Michael Jordan and Mia Hamm at the 2000 and 2001 US Women s Opens. THE WHITE HOUSE, Washington, D.C and 1998 Summer Intern, Health Care Policy Office Researched policy implications of tobacco settlements, genetic discrimination, the Patients Bill of Rights, and expanding health insurance for economically disadvantaged children. EDUCATION UNIVERSITY OF EDINBURGH, CHEVENING FELLOWSHIP FINANCE AND INVESTMENT IN A LOW CARBON ECONOMY 2009 Selected by the British Foreign Ministry to participate in a 12-week course led by a faculty team from the university s business school, economics department, and school of geosciences. Course included seminars and lectures from a number of interdisciplinary academics and a broad range of industry and finance practitioners, with a heavy focus on international and U.K. climate and energy law. Other fellows included a dozen international mid-career professionals in fields related to climate change and energy, including a top economic advisor to the Chinese Premier, the Australian government official responsible for long-term energy planning, the top advisor to the Turkish Energy Minister, and an environmental tax official from South Africa. Published an analysis of the potential impacts of a relatively new method of extracting natural gas from shale deposits on the U.S. natural gas, electricity, and renewable energy markets for the London-based New Energy Finance, a leading clean energy investment research advisory firm that was later acquired by Bloomberg. HARVARD LAW SCHOOL, J.D., magna cum laude Irving R. Kaufman Fellowship, for demonstrated potential in public service career. Chayes Fellowship for International Public Service.
