National Fire Protection Association 1 Batterymarch Park, Quincy, MA Phone: Fax: M E M O R A N D U M TO: FROM: Correlating on Safety to Life Kelly Carey, Project Administrator DATE: February 1, 2017 SUBJECT: NFPA 101A First Draft Correlating FINAL (A2018) According to the final ballot results, all of the First Correlating Notes received the necessary affirmative votes to pass ballot. 11 Members Eligible to Vote 0 Members Not Returned The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each correlating committee note. To pass ballot, each note requires (1) a simple majority of those eligible to vote and (2) affirmative vote of ¾ of ballots returned. See Sections (c) and of the Regulations Governing the Development of NFPA Standards. Revised 12/15
Correlating Note No. 1-NFPA 101A-2017 [ Section No ] Submittal Date: Mon Jan 16 09:51:59 EST 2017 Statement Consider deleting the phrase "applicable to new and existing buildings" as in the negative votes of Koffel and Elvove. The application of NFPA 101A to new occupancies is intended to be restricted to the limited conditions described in A of NFPA 101 (determining equivalency for conversions, modernizations, renovations, or unusual design concepts of hospitals or nursing homes). First Revision No. 3-NFPA 101A-2016 [Section No ]
Correlating Note No. 2-NFPA 101A-2017 [ New Section after ] Submittal Date: Mon Jan 16 09:54:53 EST 2017 Statement Consider rewording and A If a previously approved FSES based on a prior edition of NFPA 101 is permitted to be continued in use by the AHJ, it cannot be considered an equivalency. However, it can demonstrate that a reasonable degree of safety is provided. First Revision No. 19-NFPA 101A-2016 [New Section after 1.3.4]
Correlating Note No. 3-NFPA 101A-2017 [ Section No. 2.2 ] Submittal Date: Mon Jan 16 09:57:27 EST 2017 Statement Consider revising the edition years for consistency with NFPA 101, 2018 edition, as indicated in the negative votes of Elvove and Koffel. NFPA 101A has special permission to reference editions of NFPA codes and standards other than the most recent. Since NFPA 101A is intended to demonstrate equivalency to a specific edition of NFPA 101, the documents referenced in Chapter 2 should be consistent with the editions referenced in the 2018 edition of NFPA 101. First Revision No. 24-NFPA 101A-2016 [Section No. 2.2]
Correlating Note No. 4-NFPA 101A-2017 [ Section No. 2.4 ] Submittal Date: Mon Jan 16 09:58:51 EST 2017 Statement Consider updating reference to NFPA 5000 to the 2018 edition as indicated in the affirmative comments of Humble and Koffel. It appears that the reference to NFPA 5000 was inadvertently not updated to the 2018 edition. First Revision No. 26-NFPA 101A-2016 [Section No. 2.4]
Correlating Note No. 5-NFPA 101A-2017 [ New Section after 3.3 ] Submittal Date: Mon Jan 16 10:00:18 EST 2017 Statement Consider deleting the definitions of 'modification', 'reconstruction', and 'renovation', as indicated in the negative vote of Larrimer. NFPA 101A extracts no other definitions from NFPA 101. Rather, it refers the user to NFPA 101. First Revision No. 22-NFPA 101A-2016 [New Section after 3.3]
Correlating Note No. 6-NFPA 101A-2017 [ Section No ] Submittal Date: Mon Jan 16 10:01:47 EST 2017 Statement Consider the negative votes of Elvove, Koffel, and Larrimer as they apply to "oversized" suites. The proposed criteria should be reviewed for consistency with the requirements of NFPA 101 as they pertain to oversized suites. First Revision No. 1-NFPA 101A-2016 [Section No ]
Correlating Note No. 7-NFPA 101A-2017 [ Section No ] Submittal Date: Mon Jan 16 10:03:22 EST 2017 Statement Consider the negative vote of Koffel as it relates to textile and expanded vinyl wall and ceiling coverings. The proposed revision provides no guidance on the use of the FSES where textile and expanded vinyl wall and ceiling wall coverings that are not in compliance with NFPA 101 are installed. It is also unclear as to why the revision was not proposed for the other occupancy FSESs.
Correlating Note No. 8-NFPA 101A-2017 [ New Section after ] Submittal Date: Mon Jan 16 10:05:42 EST 2017 Statement Consider the negative vote of Koffel as it relates to atriums. The proposed revision appears to have unintended consequences as indicated in Koffel's negative vote. It is also unclear why the revision was not proposed for the other occupancy FSESs. First Revision No. 10-NFPA 101A-2016 [New Section after ]
