2 Age Groups: IAPS Netball Tournament Rules and Regulations 2018 Ages of the girls must be under 11, 12, 13 years of age at midnight on 31 st August Once a girl has played under an age group she must not play for another team, this includes the Finals. A breach of this rule will lead to the offending school having all their teams withdrawn from the Regionals and Finals. Tournament Rules: The Tournament will be run under IFNA Rules. All teams are to be 7-aside and use size 5 balls with the height of the posts at 10ft. Umpires are not allowed to officiate their own teams or other teams from their school, Inexperienced umpires must not officiate any of the matches as we must try to have a high standard of umpiring, (ideally equivalent to a C umpire). Competition: A central hooter will sound at the start, half-time and end of matches but the umpires must use their whistle to start and finish play. At half-time umpires must start their matches immediately after teams have changed ends, substitutions may be made but no team talk. Please refer to the playing schedule for the length of matches. All playing schedules allow for the 3 rd placed section teams to be included in the play-off stages. The Golden goal rule will be used in the knock out stages of the play-offs. (On hearing the final hooter and when the score line is equal the umpires should not stop play but allow it to continue until the next goal has been scored.) Scoring 5 points win 3 points draw 1 point for scoring 50% or more of the winning teams score. In the event of a tie on points at the end of the section games decisions will be made on goal difference (i.e. goals scored minus goals scored against) If still a tie goal average will be used (i.e. goals scored divided by the number of games played). Failing an outcome still, the result between the 2 teams will count.
3 Captains Rules and Regulations Continued Should toss for first centre pass or choice of goal end well before the start of play and have their team ready to go on court immediately the preceding match has finished. Only the teams playing and their official coaches and reserves should be on the courts. Reserves and team coaches must stay at the same end throughout a match. Failure to comply with this rule will have offenders banned to the outside of the courts for the remainder of the tournament. Only umpires should be down the middle of the court. This is important as it allows organisers to see if there is a problem. Parents, other players and staff must be on the outside of the courts. Late Arrivals No team shall start a match with less than 5 players Late arrivals may not enter the game whilst play is in progress until allowed by the umpire after a goal has been scored. If any team fails to arrive on time or with less than five players, the match will be void and 5 points awarded to the team present. Umpires must clearly mark the scorecards accordingly. No extra time will be allowed - in the case of an accident/injury, please immediately substitute a player who cannot continue. Please make sure you have a first aid kit with you. Tournament Procedures: Please report to the Organisers at least 30 minutes before start of play. Please check your start time very carefully both as the playing team and as an umpire. If you are placed to qualify yet know that you cannot commit to the Finals, please let the organisers at your tournament know on the day. Cancellation: Lack of time means only extreme weather conditions will cancel the tournaments.
4 Code of Conduct Sport is a very important element of life in our schools. It is participated in and enjoyed by large numbers of boys and girls of all ages and abilities. IAPS code of conduct for coaches, match officials, pupils, parents and spectators aims to ensure that this enjoyment and participation remain at the heart of all we do. Coaches/Teachers 1. Schools have a responsibility to ensure that hired professional coaches, gap students and any other adult helpers use appropriate language and behaviour when working with young children and commit fully to the spirit of this code of practice. 2. Coaches must be reasonable in their demands on children s time, energy and enthusiasm - they need other interests. 3. Children play for fun and enjoyment and winning is only part of this. Never ridicule or shout at children for making mistakes or losing a competition. 4. Coaches should make a personal commitment to keep themselves informed on sound coaching principles and the principles of children s growth and development. 5. Players should be grouped according to age, height, skill and physical maturity where appropriate 6. Coaches should try to arrange an appropriate balance between practice and fixtures giving opportunity to all children who wish to participate without over playing the most able. 7. Those responsible for entering IAPS sponsored tournaments should be aware of the effort that goes into their organisation. The late withdrawal of teams creates major problems and disruptions potentially devaluing the event for those who have made the effort to attend. Late withdrawal will seriously jeopardise a school s chances of participation on future occasions. 8. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the players. 9. Teach players that the rules of the game are for their own safety and should be respected at all times. 10. Ensure that players respect the ability of their opponents and the judgement of match officials. 11. All coaches/teachers should be fully conversant with school child protection procedures and be DBS checked as required. Match Officials All match officials should: 1. Do their utmost to ensure that the players enjoy the experience of playing for their school. 2. Be a positive role model and lead by example 3. Keep up to date with refereeing/umpiring qualifications and practices in their sport as well as any changes in playing regulations. 4. Recognise that the safety of players is paramount. 5. Explain their decisions clearly and concisely remembering at all times to be fair and unbiased. 6. Refuse to tolerate or condone foul play of any kind. 7. Emphasise the spirit and the ethos of the game. 8. Take time to speak to players and coaches after the game
5 Parents Remember that children develop at different rates and react differently to the same pressures. 1. Don t force an unwilling child to participate in sport; he or she is not playing to satisfy your ambitions. 2. Children are involved in organised sport for their enjoyment and not yours. 3. Encourage your child always to play by the rules. 4. Teach your child that effort and teamwork are as important as victory so that the result of each game is accepted without undue disappointment. 5. Turn defeat into victory by helping your child work towards skill improvement and a positive sporting attitude. Never ridicule or shout at your child for making a mistake or losing a competition. 6. Children learn best by example. Applaud good play by members of all teams not just your own. 7. Do not question the officials judgement or honesty. 8. Support all efforts to remove verbal and physical abuse from children s sport. 9. Recognise the value and importance of coaches. Allow them to decide what is best. They give their time, energy and experience to provide guidance for your child. 10. Set an example by being friendly to the opposition parents. 11. Emphasise enjoyment and fun. Praise and reinforce effort and improvement. 12. Be aware of the physical demands that sport places on your child. Participation in both school and club matches may be too much for some individuals. Priority should be given to playing for the school as stated in the terms and conditions of many schools. Pupils All pupils should: 1. Play for the fun and enjoyment of it, not just to please parents or the coach/teacher. 2. Where rules apply, try to learn them and stick to them. 3. Accept decisions; let the captain or coach ask any necessary questions. 4. Control their temper and be a good sport. 5. Remember to respect their opponents and the match officials. 6. Remember that the aim of the game is to have fun, improve skills and feel good. 7. Work equally hard for the team as for themselves. Their team s performance will benefit alongside their own. 8. Treat all players as they themselves would wish to be treated. They should not bully nor take unfair advantage of any player either on their own or on the opposition s side. 9. Co-operate with their coach, team-mates and opponents without them there would be no game. 10. Appreciate and respect the adults who make these opportunities possible.
6 Spectators Spectators should remember the following: 1. Children play organised sport for their own fun. They are not there solely to entertain you and they are not miniature adults nor professional sportsmen and women. 2. Do not harass or swear at players, coaches or officials 3. Applaud good play by both sides and show respect for your team s opponents. Without them there would be no game. 4. Never ridicule or scold a child for making a mistake during a competitive match of any kind. 5. Condemn the use of violence in all forms. 6. Respect the decisions made by officials. 7. Encourage players always to play to the rules. 8. Relax and enjoy the game whether your team wins or not. 9. Remember that young people learn by example so make sure that yours is the right one! As the organiser of the event, you reserve the right to ask people to leave the event if they are not cooperating with IAPS Code of Conduct. 7 Playing Schedule Pool Games All matches should be 10 minutes. (5 minutes each way with a straight swap at half time). There should be 2 minutes between each match. 8 Playing Schedule Play-off Games Top 5 Placed Teams will qualify for the national finals at Basildon Sports Centre on Friday 9 March In the event of a tie on points the following will decide final placings: A. Goal difference B. The team having scored the most number of goals C. Result between the two teams The top 3 teams in each pool with qualify for the cup competition. The winners of each pool will automatically qualify for the QF s. The 2 nd and 3 rd placed teams must play in round 1 to decide who reaches the quarter finals. The winners of the quarter finals will progress to the semis and finals. All 4 semifinalists will qualify for the national finals. The losers of the quarter finals must continue to play match 5 and 6 and then the 5 th /6 th play-off as the top 5 teams are invited to the national finals. 10 Travelling to Uppingham The tournament will take place on The Leicester Netball courts at Uppingham School Sports Centre (USSC), Leicester Road, Uppingham, Rutland LE15 9SD Please use the following links for further travel details: Parking Complimentary minibus parking is available at the school. Please deliver your competitors to USSC and then follow the directions sent to your school for the minibus parking (Sat Nav LE15 9TJ - guidance will also be given on the day). A shuttle bus service will be running from the minibus car park to USSC from 08:30 10:00 and returning between 13:00 to 16:00. Coaches should also deliver competitors to USSC and then park at the top of the Leicester Road layby. Please note, there will be no minibus or coach parking in the USSC car and coach parks and we would kindly request your assistance to ensure these are kept free for existing users and spectators. For spectators, there will be a park and ride service from the Uppingham Cricket Club (shown on your Supporters Map) in operation all day. There are also a number of public car parks in Uppingham, and these are marked on the map. Please note that on-street parking around the USSC is very limited, particularly as road works are taking place. In previous years we have had a number of complaints about inconsiderate parking and are advised that traffic wardens will be vigilant about vehicles parked illegally (eg with wheels up on the pavement). We would encourage you to make use of the park and ride service. Dogs Please note that dogs are not allowed on or around the Leicester Playing Fields or neighbouring facilities.

13 Refreshments Complimentary refreshments will be served for competitors and spectators from 8.30 am 4.00 pm in the USSC Hospitality Suite, with hot chocolate for competitors from am to 4.00 pm and soup for adults from 12 noon. 14 IAPS Sport Event Risk Assessment Event: IAPS REGIONAL NETBALL TOURNAMENT Event Date: 2/3 RD MARCH 2017 Organiser: SARAH SINGLEHURST Venue & Address: USSC, UPPINGHAM SCHOOL LE15 9TJ Article I. IAPS Safeguarding IAPS takes safeguarding extremely seriously and we would expect all organisers to fully comply with the KCSiE guidelines. The identity of all individuals (regardless of whether or not they are volunteers or officials) must be checked prior to or on arrival to IAPS sports events. In the majority of cases it is unlikely that volunteers and officials will be carrying out regulated activity at your event. However, if a volunteer will be engaging in regulated activity they will require an enhanced DBS with barred list information. You must consider each role at your event on an individual basis and, together with an appropriate risk assessment, determine whether or not any activity amounts to regulated activity. If any roles do amount to regulated activity and the person you employ for the event does not already have a DBS check, you must inform IAPS who will carry out a DBS check on them. Please note that a DBS check takes between 2-4 weeks to carry out so please inform IAPS in plenty of time of your event.
