3 1 Invitation 1.1 The Malaysian Chess Federation (MCF) have the honor to invite all players to participate in the 2017 National Youth and Junior U20 Chess Championships (FIDE Standard). 1.2 The event will be held in Tan Sri Hamzah Arena, OCM Indoor Sports Complex, Wisma OCM, Jalan Hang Jebat, Kuala Lumpur from 18th March to 20th March The Championships shall be organized annually under the aegis of MCF. All rights for the organization of the National Youth and Junior U20 Chess Championships belong to MCF. 2 Participation 2.1 All Malaysians below the respective age-group before January the 1 st, 2017 are eligible to participate in 2017 National Youth and Junior U20 Chess Championships. 2.2 Participants are requested to bring along their MyKad or Birth Certificate at all time for verification. 2.3 Youth Entitled to participate are all players who have a FIDE rating below 2200 at the start of the event. i The players are eligible to play only in their own age-group The top 4 players (based on tie-break results) from each age category of the Malaysian Youth Championships shall qualify for representation to World, Asian and other Age-Group events in ii 2.4 Junior U All players age 20 and below are eligible to participate in the event. iii 3 of 11

4 2.4.2 The Champions of National Junior U20 shall qualify as Malaysia Official representative for World Junior Championship 2017 and Asian Junior Championship iv 3 Registration 3.1 The registrations will be done electronically through the MCF Official website at 4 Categories 4.1 Eight (8) age groups in two categories of boys and girls: Under-06: Born in or after Under-08: Born in 2009 or Under-10: Born 2007 or Under-12: Born 2005 or Under-14: Born in 2003 or Under-16: Born in 2001 or Under-18: Born in 1999 or Junior under-20: Born in or after Format 5.1 The events will be Swiss pairings tournaments held over three days. 5.2 Players are required to record all moves in each game. 5.3 All games will be played according to the FIDE Laws of Chess: For competitions starting on or after 1 July Youth The tournaments will be eight (8) rounds for the Youth Championships, with a single game for each round. 5.5 Junior U-20 4 of 11

7 11 Tie-break 11.1 Direct Encounter (where applicable) for Champion only 11.2 Buchholz Cut 1 (worst opponent) 11.3 Buchholz 11.4 Sonneborn-Berger 11.5 Progressive Score (FIDE) 12 Financial regulations and dateline 12.1 The fee is RM70.00, payable to Persekutuan Catur Malaysia, CIMB Account Players are required to upload the prove of payment during the registration and keep the original bank-in slip in case the Organizer need verification All players must register, with full payment received, by not later than 8 th March, following which entry fee will be RM and may be accepted only, at the sole discretion of the Organizer. 13 Lodging and accommodation 13.1 All players will be responsible for their travel expenses. A Player will also be responsible for his/her lodging and accommodation costs Accommodation packages vii Accommodation packages in Olympic Sports Hotel can be registered and booked through reservation by to salesolympichotel@gmail.com, limit to first 100 rooms with first come first serve basis The room rate is RM plus 10 percent service charge and 6 percent GST which equivalent to RM116.00/day The rate is net per room for single or twin/double sharing including breakfast for two. 7 of 11

8 The Organizer may recommend other accommodations to the players and companions through the website. 14 Opening and closing ceremony 14.1 A short Opening Ceremony shall take place and all participants are required to take part The Closing Ceremony shall take place according to schedule. 15 Tournament conditions 15.1 The players are not permitted to speak to their opponents during the games. Appropriate sporting behavior is expected from all participants and FIDE rules of conduct are to be strictly followed at all times During the playing session, a player may leave the playing area only with the permission of the Chief Arbiter and only if he is accompanied by one of the arbiters Players are required to attend the Players' Meeting on the day of the Opening Ceremony according to schedule or at a time to be decided by the Chief Arbiter and the Organizer. If necessary, the Chief Arbiter may call other Players' Meetings The draw for Colors and Pairings will be decided by the Chief Arbiter Players are requested to note the requirements of FIDE Regulations C.01 (Article 8.1) in respect of their dignified appearance at all times during the matches. MCF may provide a dress code for the event and players and officials will comply with the dress code A protest against any decision must be submitted in writing to the Chairman of the Appeals Committee, immediately after the game. The decision of the Appeals Committee is final Apart from the players and principals, no other person shall be allowed in the actual playing area during the games, except with the express permission of the Chief Arbiter. 8 of 11

9 15.8 The players are not permitted to bring into the playing venue any electronic or technical or other equipment extraneous to play, which may in any way disturb or upset the opponent or may be in breach of the Rules of Chess. The Chief Arbiter shall decide what constitutes extraneous equipment liable to ofend the opponent or may be in breach of the Rules of Chess The players shall shake hands (or shall greet each other in a normal social manner in accordance with the conventional rules of their society) before the start and after the end of each game. If a player fails to meet these requirements and after being asked to do so by the Chief Arbiter, then the player will lose the game immediately During the game, a player may talk only to an arbiter or communicate with the helper During play, either the Chief Arbiter or the Deputy Chief Arbiter must be present in the playing area The Chief Arbiter may, in consultation with the Chairman of Appeals Committee, the players and after the approval of the MCF Technical Chairman or the President, issue additional written regulations to lay down the exact playing hours and take care of other details not covered by these regulations. 16 Appeals committee 16.1 The Appeals Committee will be named before the start of the event All protests must be submitted in writing to the Appeals Committee not more than 15 minutes after the relevant playing session, or the particular infringement complained against The Committee may decide on the following matters within a reasonable time frame; an appeal against a decision by an arbiter, a protest against a player's behavior, 9 of 11

10 a complaint alleging false interpretation of the regulations, a request for the interpretation of specific regulations, a protest or complaint against any participant, or all other matters which the Committee considers important If possible, the Committee shall reach a decision not more than 15 minutes after the submission of a protest. The appeals process shall include written representations and a written decision. The Committee shall endeavor to find binding solutions that are within the true spirit of the FIDE motto, Gens Una Sumus Each protest must be accompanied by a deposit fee of RM300. If the protest is accepted, the fee shall be returned. If the protest is rejected, then, in this case, MCF reserves the right to forfeit the deposit fee The decision of the Appeals Committee arising from any dispute in respect of these regulations shall be final. 17 Penalties 17.1 Should a player be in breach of conduct of any of these regulations, then the player may be subject to an automatic penalty, by MCF, which will be decided by the Tournament Director or the MCF Disciplinary Chairman for any instance of the breach Should a player be in repeated breach of any of these regulations, MCF reserves the right to expel the player from the tournament. In this case, the expelled player will not have any right to any prize, irrespective of his standing at the time of expulsion Should a player withdraw from the tournament without proper justification to the Organizer, the player will forfeit his right to the prize for the tournament and may be excluded from the next National Youth and Junior U20 Chess Championships. 10 of 11

11 i ii iii iv v In any age-group, where there are players of elo 2200 or above in March 2017 FIDE rating list, MCF reserves the right of inviting these players (elo 2200 and above) to play-of against the 2017 Champions on a later date, to decide the Official Spot for International events involving age-group. Subject to the acceptance of conditions of all MCF Selection Guidelines 2014, MCF International Representation Guidelines, Regulations and Procedures. Players under-18 and below elo 2200 who played in Junior U20 Championship shall lose their right to be selected as an Official player of the federation in the respective events where the selection criteria are from the Youth Championship. As (ii) For Junior U20 Championships, the Organizer reserves the right to add the number of rounds shall the participants exceed 32 before the start of the tournament and/or reduce the rate of play (only if necessary). In a case where the rate of play will have to be reduced below 120 minutes and there is at least a player of elo 2200 or above, the category will only be National rated. vi As (v) vii Correct at time of printing.
