1 2018 NAMIBIAN CHESS CHAMPIONSHIPS CLOSED FIDE RATED- Tournament regulations: 1. INVITATION: The Namibia Chess Federation has the pleasure in inviting chess players to the Namibian Chess Championships. The purpose of this tournament is to select the official Namibian National Chess Teams (Male and Female) as well as the respective National Chess Champions for VENUE: Chairman Mao Zedong Secondary School (Former Otjomuise Secondary School), Ganzhi Street, Otjomuise, Windhoek. 2. EVENT DATE: 29, 30, 31 March 2018, 01 & 02 April TOURNAMENT SECTIONS: The tournament will consist of two (2) sections: the Closed and B-Sections with both sections being further divided into subdivisions of Open and Women Sections each. There will thus be four Sections in total CLOSED: a) OPEN b) WOMEN 3.2. B-SECTION: a) OPEN b) WOMEN 4. REGISTRATION 5.1 CLOSED SECTION: No Registration Fees. 4 Monday 02 April h30 10 SYSTEM AND RATE OF PLAY: 10.1 The format for the Closed: Open ( Men s ) section will be a Round Robin tournament played over nine (9) Rounds. Rate of play will be 01h15 minutes plus 30 seconds increment for every move starting from move The format for the Closed: Women s section will be a Round Robin tournament played over nine (9) Rounds. Rate of play will be 01h15 minutes plus 30 seconds increment for every move starting from move The format for both B-section Open & Women s Sections will be a SWISS System tournament played over nine (9) Rounds. Rate of play will be 01h15 minutes plus 30 seconds increment for every move starting from move Should a Section have too few participants, the organizers reserve the right to merge the two sections. Each section will, however, still crown its own winner. 11 PAIRING AND TIE- BREAK SYSTEM: 11.1 Swiss Manager will be used for the pairings 11.2 Tie-Breaks in the SWISS System tournament(s) will be applied in the following order: i. Direct encounter ii. Progressive Score iii. Most Wins iv. Medien-Bucholz v. Bucholz 11.3 Tie-Breaks in the Round-Robin tournament(s) will be applied in the following order: i. Direct encounter ii. Sonneborn-Berger System iii. Most Wins 11.4 If players are still tied then a 1 game 5 minutes Armageddon will be played Pairings and results will be uploaded onto

5 12 POINT SYSTEM i. One (1) Point will be awarded for a Win ii. Half (0.5) Point will be awarded for a Draw iii. Zero (0) Point will be awarded for a Loss 13 RATINGS: 13.1 Local Rating: A chess player who does not have a national rating will receive a rating based on his/her performance during the Premier Chess League and First Division Chess League. Else, a base rating will be assigned to a player who hasn t played in the Leagues yet. Base ratings will be determined at the discretion of the LOC FIDE Rating: This will be a FIDE-rated tournament so FIDE will apply its ratings. Those without FIDE ratings will get new ratings based on their performances against rated players FIDE ID: Every participant will receive a FIDE ID. 14 WHO MAY PARTICIPATE? 14.1 This is a closed event for Namibian citizens A player should be ready to prove his/her citizenship at the request of the Organizers Only paid-up members may participate. 15 PRIZES: 15.1 CLOSED SECTION PRIZES: MEN a) 1st Prize: Gold medal + Trophy + N$ 1,500 + Jacket + Voucher* 2nd Prize: Silver Medal + Trophy + N$ 1,000 3rd Prize: Bronze Medal + Trophy + N$ th Prize: N$ th Prize: N$ 200 b) All players to receive N$ 200 Appearance fee before the start of Round 9. c) *Voucher to be confirmed. d) Players with equal points will share the money, equally.

The top three to qualify for the 2019 National Closed Championships will be joined by the highest active rated player as of the 1 st day of the month on which the 2019 National Closed Championships will take place NAMIBIAN CLOSED CHESS CHAMPIONSHIPS 2019 Part II The winner of each of the B-Sections (open and women s section) will qualify for the 2019 National Closed Chess Championships and hence count as the fifth player to join the qualifying three players together with the highest rated active player.

7 16.3 NAMIBIAN CLOSED CHESS CHAMPIONSHIPS 2019 B-SECTION The B-Section will be open to all players who did not qualify as per the two clauses above as well as those who did not take part at all WORLD CHESS OLYMPIAD The top 5 from the men s closed and women s closed sections will qualify as Namibia s official National Chess Team that will be allegeable to take part in the 2018 Chess Olympiad scheduled for 23 September October 2018 in Batumi, Georgia OTHER CONTINENTAL AND INTERNATIONAL TOURNAMENTS The overall winners of the men and women s closed sections will have a right of first choice in all continental and international tournaments where a player / team is required to represent Namibia. The top 4 runner-up s in either section will then have preference in accordance with their respective final standing order. 17. TOURNAMENT RULES AND FIDE RULES: The tournament organizers reserve the right to use Namibian tailored Tournament Rules and Regulations for this tournament as they see fit. The current standing FIDE Laws and Rules of classical chess will be applied in all cases not prescribed specifically by this tournament regulations. a) Games of any particular round during the tournament shall only commence when the chief arbiter / tournament director or assistant arbiter announces the start of a round. Any game that starts before such announcement will start over when the announcement to start all the games is officially made. b) Players who are late by 15 minutes after a round has started will forfeit their games. The clock should show less than 01h00 for a player to lose his/her game. c) No draws may be offered or accepted before the 30 th move is completed in any game during the tournament. Only draws by three fold repetition may end a game by way of a draw before the 30 th move. d) No player shall be allowed to enter the playing venue with their cell phones or an electronic device that may assist them during the games.

8 Any cell phones in the playing venue permitted by the chief arbiter / tournament director or assistant arbiter should be switched of at all times. If a player s phone rings, vibrates or alarm goes off while that player is involved in an ongoing match, such player will forfeit his or her game immediately. Players and Spectators alike will not be permitted to talk on their Cell phones within the playing venue. Any cell phone that rings after a game has ended but while the player is still in the playing venue may result in a forfeiture of a match at the discretion of the LOC. e) Cameras with a flash may only be used for the first 15mins after the start of the round. After that only cameras without a flash may be used inside the playing venue. f) Utmost Silence should prevail by all present. A player becomes a spectator after they finish their games and should be silent or will be asked to leave the playing venue. g) When a player touches a piece the piece should be moved unless it will be an illegal move. The move will be regarded as completed when the player releases the piece on the destination square. h) First illegal move will result in a penalty in the form of 2 extra minutes for the opponent. A second illegal move loses the game. i) Rude behaviour or foul language towards fellow chess players and/or spectators during and or after the games will not be tolerated. Players who make them guilty of such offense/behaviour will be disqualified with immediate effect. j) The Chief Arbiter s and his/her assistants decisions will be final. k) Players should complete their score sheet after every move. If a player does not complete the score sheet a warning will be issued and the game will be lost with the third warning. Players will not be allowed to hide or destroy their score sheets at any point during the game. The score sheets are property of the organizers even after a copy is given to the chess player. l) NB: Chess players are requested to please bring their own pens to record their moves. All players are required to write down their moves. Score sheets will be provided by the NCF.

9 m) NB: For any disputes not catered for by this regulations or in case of uncertainty - the FIDE laws of chess as amended before January 2018 will apply as if duly incorporated herein. n) The Namibia Chess Federation Executive Committee reserves the right to amend and make necessary changes to the tournament regulations as it sees fit to ensure a successful tournament. o) ALL PLAYERS IN THE CLOSED SECTIONS ARE REQUIRED TO WEAR THEIR TIES FOR THE FIRST AND LAST ROUNDS! 18.
